INTEGRATED COASTAL ENGINEERING: Our deep understanding of coastal conditions—including waves, currents, and water levels—enables us to anticipate the unique challenges of waterfront development. We are particularly knowledgeable about the conditions surrounding the Atlantic Ocean, the Intracoastal Waterway and Dumfoundling Bay, where the design team has modeled local meteorological and ocean (metocean) conditions for several projects within the community of Sunny Isles Beach. COASTAL ENVIRONMENTAL PERMITTING EXPERTISE: The Moffatt & Nichol team has unparalleled experience with processing regulatory permitting and proprietary authorizations for coastal construction, shoreline stabilization, and other marine projects throughout Miami-Dade County. Moffatt & Nichol staff have permitted a significant number of projects within the City of Sunny Isles Beach, including within the Biscayne Bay Aquatic Preserve which affects the south portion of the City. Our staff recently participated in workshops and worked with the County Commissioners’ office to update sections of the Miami- Dade County Code for coastal construction projects. In addition, the firm has permitted many coastal development and dune enhancement projects through the Florida Department of Environmental Protection’s (FDEP) Coastal Construction Control Line (CCCL) permitting program, including major projects within the City such as the St. Regis Residences, Residences by Armani | Casa and Estates at Acqualina. We also process U.S. Army Corps of Engineers (USACE) and Joint Coastal Permits for beach nourishment projects. Moffatt & Nichol has managed all aspects of the Village’s beach management program, and has supported the Village with several other tasks such as the USACE Miami-Dade County CSRM Program, the Tidal Flood Barrier Ordinance, and the Offshore Coastal Structures Study. QUALIFICAtIoNS 52P261925RFQ # 26-07-01 • CONTINUING PROFESSIONAL ARCHITECTURAL AND ENGINEERING CONSULTING SERVICES (CCNA) Offshore Coastal Structures Study Moffatt & Nichol conducted a feasibility study to evaluate offshore breakwaters as a countermeasure to extend the time between beach nourishments. Numerical modeling was conducted along with a comprehensive review of coastal processes that influence beach management in the Village. The study demonstrated that properly sited and designed breakwaters would dissipate incoming wave energy and contribute to long-term beach stability. The specification of “Nature-Based Solutions” would facilitate the breakwaters as “self-mitigating” and streamline the environmental permitting process. A feasibility report was compiled to summarize the coastal engineering study and included a comprehensive review of beach management on Key Biscayne since the 1960s. USACE Miami-Dade County CSRM Program Management The purpose of this study was to address the protection of critical infrastructure, reduction of structural damages, and evacuation route protection along the Dade County Beach Erosion Control & Hurricane Protection (BEC&HP) project in response to the risks and effects of coastal storms and associated impacts, such as sea-level rise, storm surge, and extreme wind and tidal effects. The study area consisted of the coastline between FDEP R-monuments R-27 and R-74 and included the municipalities of Bal Harbor, Surfside, and the City of Miami Beach. During the study, the Key Biscayne Segment (R-101 to R-108) was considered to be included, however, upon further investigation, the USACE decided the Key Biscayne Segment would be best evaluated under its own new start feasibility study. The Main Segment was authorized in the Water Resources Development Act of 2022, thereby extending Federal participation by an additional 50 years after 2025. During this CSRM process, Moffatt & Nichol provided technical advisory services on behalf of the Village. We provided background technical documents based on Moffatt & Nichol’s extensive coastal management experience in the region, and Moffatt & Nichol reviewed technical studies and results that influenced the BCR and other parameters affecting the Village possibly being added to the project. Moffatt & Nichol evaluated the alternatives developed by the USACE and provided technical comments and participated in various workshops. Moffatt & Nichol performed initial BeachFx simulations on behalf of the Village to review setup and parameters. Tidal Flood Barrier Ordinance Moffatt & Nichol provided coastal and marine structural engineering services to develop design criteria for new tidal flood barriers to be designed and constructed within the Village. The criteria included impacts due to sea level rise and climate change, and improved flood barriers will improve overall resiliency and coastal defense throughout the Village. Tidal barrier alternatives included concrete seawalls, sheet pile seawalls, living shorelines, raising existing walls, and incorporating return walls. The master plan outlines a management approach that addresses improvements to existing dune features and new dunes/vegetation. The entirety of the beach was evaluated, with dunes categorized by physical/ geographic characteristics and existing conditions. The management approach was developed using information obtained through site reconnaissance, input from City officials and staff, a task force, public feedback, and initial regulatory agency outreach. An important focus of the master plan was to foster projects that can have both immediate and long-term benefits, while also developing a feasible program in terms of design, permitting, and maintenance. The master plan focuses on the following goals: Differentiate management zones based on current beach/dune features and adjacent upland use. Prioritize new dune locations for storm protection, enhanced ecology/aesthetics, increased property values. Provide typical new dune topographic design profile. The project includes ADA accessible ramps, elevated timber boardwalks, and ADA accessible showers. Currently, public beach access at these locations requires the use of stairs, impacting those with mobility needs. The access ramp structures are located adjacent to marine turtle nesting habitat and native beach vegetation requiring the structural design to account for these to limit impacts to the beach/dune system habitats. Moffatt & Nichol coordinated bathymetry and marine resource mapping of areas extending from Sunset Harbor Yacht Club south to approximately 14th Street along the Biscayne Bay waterfront. Conceptual designs were developed to optimize the perimeter of the mooring field and to size the swing circles based on anticipated environmental permitting guidelines. Initial phases were identified along with perimeter buffers around adjacent waterfront properties and navigation channels. The Project includes design and permitting services for the creation of a mangrove planter with riprap revetment along the shoreline, the planting of native vegetation to restore habitat in the upland portions of the island, replacement of the existing elevated osprey nest platform, and the installation of eight regulatory buoys for the creation of a motorized vessel exclusion zone and swim only area surrounding the island. Monument Island is an uninhabited, man-made island located between the MacArthur and Venetian Causeways in Biscayne Bay. The site was designated as a local historic site by the City of Miami Beach in 2002. The Flagler Memorial located on the island is one of the few remaining public works of art from the 1920’s. The island has become a popular destination for boaters and other recreational users. However, this has also led to the degradation of the existing habitat, damage to submerged aquatic vegetation, excessive littering on the island, and vandalism. The purpose of the project is to stabilize the shoreline, restore the upland protect marine resources and the historic monument, and enhance public safety on the island. Contract Dates2019–2027 (Est.) Contract Amount$134,000 A phasing plan was compiled to provide the City with areas suitable for mooring field expansion between the Venetian and MacArthur Causeways. Working with the team to review historical mooring and anchoring trends in the area, upland programming to support a mooring field was developed, including dingy docks, sewage pump-outs, and a dockmaster office. Construction cost estimates were developed, along with a review of annual revenue based on comparable managed mooring fields. Moffatt & Nichol completed the engineering design of the selected mooring field configuration. Subaqueous utilities were mapped and the mooring field was adjusted and the submerged lease limits expanded. Moffatt & Nichol also consulted with the City on the development of the mooring field ordinance. Environmental permits are currently being processed with construction anticipated to commence in 2027. Marine Patrol Dock Moffatt & Nichol was retained by the City of Miami Beach to provide design and permitting services for the consolidation of police and fire marine operations into a single, centralized law enforcement dock facility at Maurice Gibb Park. The project includes removal of the existing docking structures and construction of a new docking facility with increased capacity to accommodate a total of 9 slips on boat lifts for the full fleet of the City’s public safety vessels. The new dock will provide a safe, efficient, and resilient marine operations facility capable of supporting the combined marine units. Seagrass surveys were conducted and the dock was designed to avoid impacts to marine resources. After the initial USACE Back Bay CSRM feasibility study published in 2020 proposed an 18-foot-tall conventional floodwall surrounding most of the downtown waterfront and divided the northern part of the County, there was a significant lack of local support for the USACE plan. USACE and Miami-Dade County paused the project, and the County made a formal request to USACE to have the feasibility study incorporate natural and nature-based features and consider alternatives that would also enhance the natural environment and urban communities. In August 2022, USACE expressed support for the development and consideration of locally identified alternatives that enhance the natural environment and urban communities, in combination with other measures, to provide a level of risk reduction from storm surge. Through a series of design charrettes that included USACE, the County, and key stakeholders, Moffatt & Nichol led efforts to develop alternatives that would include the use of nature-based features, such as mangrove wetlands or hybrid reefs, for risk reduction, expand the protection zones, allow for adaptive management in the face of climate change, and provide more equitable protection across the entire County. A grounding principle was to take a systems approach where a broader geographic lens is used to incorporate multiple lines of storm surge protection. This includes consideration of the broader geography that influences coastal storm surge and making use of features that can provide risk reduction, such as offshore reefs, onshore dunes and berms, segmented breakwaters, and natural and nature-based features. Moffatt & Nichol also collaborated with USACE and County staff to develop a Nature-Based Solutions Pilot Program that will enable USACE to evaluate the potential storm risk protection benefits of nature-based solutions for integration into other CSRM studies around the United States.
