Rodriguez Architects, Inc. (RAI), together with our consultant team, is pleased to express our interest in
providing Continuing Professional Consulting Services to the City of Sunny Isles Beach for the above-
referenced RFQ.
RAI was established and incorporated on May 20, 1990, and is headquartered in Coral Gables, Florida. We
provide a full range of professional services, including architecture for new construction, renovations,
alterations, and additions; interior design; space planning; code reviews and assessments; expert review
and interpretation; ADA assessments; construction management; rehabili tation and repurposing of existing
structures; and facility planning. Over the past five years and beyond, we have successfully completed
numerous projects for local governmental agencies through Continuing Services Contracts, encompassing
a variety of scopes and architectural services. Current and past agencies with whom we have held

other related professional services.
Our team is uniquely positioned to understand and respond to the City’s needs, having provided similar
services to the City of Sunny Isles Beach for the past three years. With extensive experience in continuing
services contracts, our principals are directly involved as experienced design and construction professionals
who understand the importance of proper administration , responsive communication, budget control, and
timely project delivery. A distinguishing strength of RAI is that the knowledge and expertise developed over

Because a significant portion of our current workload consists of projects already in construction, our office
staff has the capacity and availability to promptly initiate assignments requested by the City. In addition,
RAI brings more than 30 years of experience with continuing services contracts and fully understands the
responsiveness, flexibility, and accelerated project delivery often required for these assignments.
We are committed to providing the City of Sunny Isles Beach with timely and responsive performance of
the work, consistent with the City’s expectations and project requirements.
Neither RAI nor any of its officers has been involved in any criminal or civil litigation within the past five years,
nor is there any pending litigation that would affect the firm’s ability to perform the work required under this

Rodriguez Architects, Inc. is exceptionally well suited to continue serving the City of Sunny Isles Beach through
this continuing contract based on our direct experience with the City, proven performance under similar
continuing services agreements, and broad technical capabilities across public-sector facility projects. Our
firm understands the responsiveness, flexibility, accountability, and continuity required to successfully support
municipal clients with projects that vary in size, scope, complexity, and schedule.
Established Relationship with the City. For the past five years, our team has successfully provided
architectural services to the City of Sunny Isles Beach on a continuing contract basis. This experience has
given us a strong understanding of the City’s standards, expectations, review processes, facilities, and project
delivery priorities. As a result, we can respond efficiently, anticipate needs, and provide continuity with
minimal learning curve.
Extensive Continuing Contract Experience. Rodriguez Architects has extensive experience serving counties,
municipalities, universities, school boards, colleges, and state governmental agencies under continuing
services contracts. This background demonstrates our ability to manage multiple concurrent assignments,
provide reliable professional judgment, coordinate with diverse stakeholders, and deliver projects within
established public-sector procedures.
Our continuing contract experience includes work for Miami-Dade County Public Schools, The School Board
of Broward County, The School Board of Palm Beach County, Miami -Dade County, the City of Coral Gables,
the City of Miami, the City of Sunny Isles Beach, the City of Homestead, the City of Miramar, Nova
Southeastern University, the University of Miami, Miami Dade College, Broward College, and the Department
of Military Affairs.
Comprehensive In-House Technical Capabilities. Our team is experienced in delivering the full range of
architectural services typically required under continuing contracts, including feasibility studies, master
planning strategies, scope and program verification, cost estimating, probable cost opinion s, project
scheduling, life safety planning, FF&E coordination, design calculations, life-cycle cost analysis, color and finish
selections, schematic design, design development, construction documents, bidding assistance, construction
administration, and project closeout. Our project experience also includes building envelope improvements,
door and window replacements, roof repair and replacement, restroom upgrades and ADA compliance
improvements, security systems, fire alarm replacements, HVAC upgrades, and electrical improvements.

Rodriguez Architects, Inc. – Scope of Professional Services
Rodriguez Architects, Inc. provides comprehensive architectural, planning, and consulting services to
support the City of Sunny Isles needs. Services as indicated in the RFQ have been performed by RAI for
other clients and/or agencies as follows:
• Architectural planning, programming, feasibility studies, design, interior design, landscape
architecture coordination, space planning, cost estimating, and construction phase services for
renovations, additions, and new construction projects.
• Preparation of complete construction documents, including drawings, technical specifications, and
related design deliverables for buildings, facilities, and other municipal projects.
• Building and site inspections, plan reviews, and code compliance evaluations.
• Development of feasibility analyses, planning studies, and preliminary project assessments.
• Preparation of preliminary and detailed construction cost estimates throughout project
development.
• Preparation of construction solicitation and bidding documents.
• Construction administration services, including project oversight and coordination, as authorized by
the City.
• Preparation, submission, and coordination of permit applications and permitting processes.
• Bidding assistance and support during contractor procurement and selection.
• Preparation, processing, and administration of grant applications and related funding
documentation.
• Preparation and maintenance of computerized mapping systems, records management, and
geospatial information.
• Surveying coordination, aerial mapping, and Geographic Information Systems (GIS) services.
• General architectural and technical plan review services.

development applications, preparation of compliance comments, participation in Design Review

• Performance of miscellaneous architectural, planning, and consulting assignments as directed by
the City Manager.

Lourdes Rodriguez, AIA is an experienced architect with
over 36 years of practice in South Florida. As firm
President and Principal she is involved with client relations
and marketing and directly oversees the firm’s Public
Agency portfolios. She is directly involved with firm
projects as are all other firm Principals. She will be the
Project Manager and Architect of Record for this project
and the responsible team leader and point of connection.
Ms. Rodriguez has extensive experience with renovations
and repairs in educational facilities, assessments and
design, including considerable work with Miami-Dade
County Public Schools, The School Board of Broward
County, and Miami Dade College with whom she has
directly working with as Project Manager and/or Project
Architect. Her extensive experience in the educational
field for over 35 years will be essential for this project.
Her primary responsibility is the administration of the
firm’s Public Sector Projects. Since 1990 she has been
managing or co-managing projects for various South
Florida Governmental Agencies. She has participated in
all aspects of the design and construction phases and has
developed a keen sense for practicing in a pro-active role
in helping lead the project team through the construction
process.

Mike Rodriguez, FAIA is a broadly experienced architect
with over 30 years in the profession. As founding principal
of Rodriguez Architects, he is directly in charge of and
participates on each firm project overseeing the activities
of Project Managers, participating in all phases of project
development and most importantly as the Quality
Assurance/Control reviewer for this project.
As a former licensed general contractor, Mr. Rodriguez
has “hands-on” construction experience and knows what
it takes to get a project built. Under his leadership, the
firm has successfully completed many renovations and
repairs projects where it was the prime member of the
project team. He is also a recognized expert in the
American with Disabilities Act and the Florida
Accessibility Code for Building Construction and has given
expert testimony on behalf of various clients with respect
to the removal of architectural barriers. In addition to the
ADA, Mr. Rodriguez is also an expert on Continuing
Education for professionals, on professional practice
issues and on the Florida Architectural Practice Act and
the Florida Building Code. Mike has lectured as an Adjunct
member of the Faculty at the University of Miami, School
of Architecture on Construction Documents and at Florida
International University on Professional Practice. He has
also delivered continuing education courses on the AIA
documents, the Florida Building Code and the ADA to
fellow professionals and Building Officials around the
State of Florida.
His active involvement with professional issues over the
past 19 years builds on his expertise and has placed Mr.
Rodriguez in a position of leadership not only statewide
but also nationally. He is recognized by colleagues for his
contributions to the profession on both levels and is a
Fellow of the American Institute of Architects; an honor
bestowed on less than 3% of Institute members.

David M. Shewairy began his architectural career in 1994
at Rodriguez Architects, Inc. After leaving the firm in 2009,
David returned in 2020 and has once again taken an
active role in all projects, including project management
and workflow/production. He has participated in all
phases of project development and will also be
responsible for project deliverables. In total, David
possesses over 30 years of design and project
management experience in South Florida.
Mr. Shewairy has extensive experience as the owner’s
representative in the hospitality and higher education
fields. He has overseen the design and construction of
more than one hundred name brand restaurants nation-
wide. David was the Project Manager on numerous higher
education projects and has worked with annual Capital
budgets of over $200 million and $20 million annual
deferred maintenance programs while at the University
of Miami. The experience gained from working as the
Owner’s representative, gives him a different
appreciation with to the Owner’s needs, goals and
necessity in maintaining budgets and schedules.
Mr. Shewairy has real-word knowledge of how to design
and build places of higher education and we believe this
“know how” will be invaluable for the successful
completion of these projects. As a team leader and a
team player, David’s main role with RAI is to manage
project budgets, schedules, and people.

ROSI CUTRONE, AIA
Project Architect
Rosi Cutrone is a graduate of Florida International
University where she earned a bachelor’s degree in
Studies of Architecture in 2009 and a Master of Science
in Construction Management in 2011. Mrs. Cutrone has
over 12 years of experience in the architecture design
field. She began her professional career as a Jr. Architect
working in hospitality, retail, and residential projects
throughout Florida. Among her past projects include Key
Biscayne Residences, Opa-Locka Townhouse Complex,
Bal Harbor Art Retail Store, several Renovation Projects
for South Florida Publix Supermarkets, and America
University of Nigeria Hotel, Convention Center, and
Residential Complex
Mrs. Cutrone joined Rodriguez Architects as Project
Coordinator in 2017 and has since became registered
Architect and heading educational projects at RAI. She
has overseen several school projects for both Miami
Dade County Public Schools, The School Board of
Broward County, Miami Dade Collage, and University of
Miami, all with whom she has directly worked on a variety
of projects.
Her area of concentration is in commercial and
educational projects. As a Project Architect, Ms. Cutrone
will be responsible for the interdisciplinary coordination
with the Subconsultants, the development of
construction documents, specifications, and budget. With
her construction management background, she brings
her construction experience in scheduling and estimating
to a logical balance and assists in making the budget
decisions.

Approach
Inclusive participation, identifying needs, and finding the best solution is the RAI approach.
At RAI, we understand the importance of an inclusive process, where all stakeholders are involved. This
process will provide a starting and continuous dialogue with the City of Sunny Isles Beach to understand
each project’s character and specifics under this contract. Direct participation by owners and users is crucial
to each project’s success.
Our team has vast experience and the ability to provide thorough Architectural and Engineering Services
that, when coupled with the client’s active participation, will establish a focused study of needs that will help
determine the most desirable design options. Our approach promotes a greater understanding of the
completed project long before the construction begins.
We evaluate every design option in terms of its impact on program , budget and schedule. This process is
intended to assist the City of Sunny Isles Beach in making appropriate choices so that the project ultimately
satisfies each requirement. Establishing consensus among the diverse groups of participants will be an
essential element in the success of any project.
Architectural and Engineering Design Services
RAI is a full-service architectural firm. Architecture, Interior Design, Estimating, Space Planning and Urban
Planning are the foundational services offered by the firm’s “in house” personnel. Coordination of MEP, Civil,
Structural and other engineering services within RAI projects is a daily practice. Continuing to serve as our
client’s as a direct link to a full suite of A&E services is a role which we proudly accept.
Project Management
RAI’s project team is organized to deliver prompt, effective response to client requirements. In working with
the firm, you will have direct access to firm principals for decision making, benefit from efficient production
of all documents, stay informed from conception to construction, and see your goals met.
As Principal-in-charge/Project Manager, Lourdes Rodriguez, AIA will be the City of Sunny Isles Beach’s
primary contact maintaining “hands-on” control of all projects from start to finish. RAI’s internal organization
relies on close, regular coordination between the Principal -in-charge, Lourdes Rodriguez, AIA, the Quality
Assurance Manager, Miguel A. Rodriguez, FAIA, and Senior Project Coordinator, Rosi Cutrone, Assoc. AIA.
This will provide three fully informed points of contact to you, all of whom are experienced with this type of
contract. On occasions when one is temporarily unavailable, the other will be able to respond quickly
ensuring that the client is always able to reach key persons.
RAI is organized around client service and therefore retains senior staff that can effectively lead project
teams and better collaborate between the client team members. The firm maintains a small and highly
efficient technical staff and takes full advantage of current technologies to maximize productivity. As a
result, your documents are produced at levels well above the ordinary firm while maintaining continuity to
throughout the team.

Kickoff
Once the project has been authorized/awarded to us, we will schedule a
‘kick-off’ meeting with your project representative and any affected
consultants. During this meeting, we will:
• collect all pertinent project information
• assess work timelines
• record all project criteria
• review and clarify project communication protocols
• identify any project specific needs
• collect all available existing documentation to take back to the office
Program Validation
To get your project underway, we assess and evaluate the project’s
program and unique needs. We will focus on better understanding your
goals in relation to the opportunities that the project site presents. We then
begin to craft a responsive design propos al that addresses each of your
requirements.
Roadmap
Once a project has begun, regularly scheduled project meetings with
consultants and clients allow RAI to keep close watch over your project
while making sure that the work of all parties is coordinated during
development and not after the fact or in the fi eld.
RAI’s standard procedures (after the program, budget and schedule are
approved) include the following documents:
• Preparation of design criteria checklist
• Review and coordination of CPTED guidelines applicable to the
project and inclusion of those within the design criteria checklist
• Review and confirmation of project specific Code requirements
• Review and confirmation of the County Design Criteria and
specification specific to the project
• Development of checklists based on those
requirements
• Preparation of a schedule for phase
submittals, including anticipated deliverables
at each milestone

These procedures and their respective checklists
provide a roadmap for accomplishing project goals and are used by all key personnel, including the City of
Sunny Isles Beach’s project representative.

Project Plan
At this point, we meet to review these documents with your project representative and confirm their
agreement with key milestones, planned deliverables and any other aspect of roadmap. They are
immediately distributed to consultants who are required to con firm their understanding of their project roles
based on that roadmap. Upon completion of these reviews which we accomplish within a few short days,
the roadmap becomes our project plan. We consider this to be a living document which is re -coordinated
and adjusted as necessary as issues arise or changes become necessary.
Quality Assurance
During the progress of the work, quality assurance checks are performed at multiple milestones using
guidelines established within the project plan. At certain key milestones, such as at completion of
documentation and prior to bid release, dual QA checks are conducted to reduce ‘misses.’ While the project
manager and/or principal-in-charge are primarily responsible for progress QA checks, these key checks
are duplicated by an alternative project principal.
Our quality assurance also carries through to construction phase of the work. When we perform construction
administration, we take special care to make sure that work is being carried out according to the
construction document.
Completion
Finally, at the completion of the project, after all closeout materials and documentation is delivered, we
conduct one final de-briefing with your project representative and ask for their frank review and
assessment of our overall project performance. This information is then used firm-wide to fine tune our
project procedures and ensure that we always provide the level of service our clients expect from us.
Contracting and Sourcing
At RAI, we are deeply familiar with many project delivery
methods. We are currently involved in projects utilizing the
design/bid/build, CM at Risk, and Design/Build forms of
contract arrangement. Our extensive background in
multiple project types allow us to evaluate your project and
make an informed assessment of the advantages or
disadvantages of choosing one project delivery method
over the other.

At RAI, our database of completed projects which extends
through the history of our firm gives us a unique advantage
when it comes to cost analysis and schedule planning. We
commonly provide cost estimates for our own projects.
Additionally, we are often brought in as a consultant to
provide cost estimates on feasibility studies where the
decision between renovations versus new construction
requires supporting data. We also have a strong reputation
across our past and current continuing contracts for
consistently meeting our client’s demands by being on time
and under budget.
Construction and Contract Administration
RAI has maintained a reputation among our clients and contractors of being responsive throughout the
construction phase. As such, we are known for the quality of our work. To achieve this, we are clear and
concise on our specifications, consistent and timely in our support for the contractor during the construction
phase. We view construction administration as an extension of architecture, therefore our team members
who develop and document our designs, also perform construction administration services.

Site Analysis and Consultation
RAI has frequently been retained as consultant in order to provide a suite of site analysis services. Our
experience allows us to offer professional advice on many aspects of site analysis, and our relationship with
our engineering consultants further extends the services which we can provide to the City of Sunny Isles
Beach.
Sustainable Design
Sustainable design is among the core values that we at RAI strive for in every project. Our architecture
employs passive strategies at every opportunity, our close work with our engineers allow us to make
informed decisions on selection the most efficient environmental systems, and our associated LEED
credentials are capable of providing you with any sustainable certifications which you may require.
Code Analysis
Being an authority on the subject of building codes is one of RAI’s unique qualifications that sets us apart
from many offices. Our founding principal, Mike Rodriguez, FAIA, is a recognized expert with the Florida
Building Code, the American with Disabilities Act, the Florida Accessibility Code for Building Construction, the
Uniform Federal Accessibility Standards and the Fair Housing Act. His deep knowledge and background of
code analysis have positioned him within many teaching engagements on the topic including those in which
he teaches the code to building officials and fellow professionals.

to the extent that our firm is regularly asked to provide peer review services by other architects, developers
