ELECTRICAL ENGINEERS 47 4. APPROACH / METHODOLOGY 4.1 A Suitable Approach for Sunny Isles Beach SGM will tailor the level of effort to each assignment while applying the same controls every time. Work will begin only after the City's written authorization or Notice to Proceed. At kickoff, SGM will convert the task request into a confirmed scope, responsibility matrix, deliverable list, schedule, budget basis, decision calendar, risk register, and communication plan. This establishes the definition of done before production starts. 1. Electrical first, fully coordinated. Power, lighting, emergency power, fire alarm, communications, and technology systems are led as one coordinated electrical package; SGM's in-house MEP/FP and commissioning resources resolve interfaces before they become field conflicts. 2. Existing conditions before assumptions. Record drawings are a starting point, not a substitute for field verification. SGM documents service capacity, equipment condition, routing, clearances, operational constraints, and utility/AHJ requirements before selecting a solution. 3. Decision-ready design. Every milestone identifies what changed, what remains open, the cost and schedule effect, the party responsible, and the date a City decision is needed. 4. Operations-centered constructability. Designs account for outages, temporary power, phasing, public access, maintainability, coastal exposure, hurricane resilience, long-lead equipment, and safe work in occupied facilities. 5. Open-platform technology coordination. IT fiber, access control, CCTV, security, and AV systems are coordinated with the City's existing platforms and standards so devices, pathways, power, networks, and responsibilities are complete and compatible. 6. Complete digital handoff. SGM will provide coordinated electronic deliverables, record drawings, and task-appropriate 3-D renderings in the format established with the City for use in its 3-D database. 4.2 Five-Phase Task-Order Methodology 7. Mobilize and define. Acknowledge the request, identify the City's success criteria and stakeholders, review available records, confirm the limits of service, define submittals and acceptance criteria, identify permits/utilities, and develop the initial work breakdown structure. Output: confirmed scope, responsibility matrix, baseline schedule, decision log, risk register, and field-investigation plan. 8. Study and report. Perform field investigation and the analyses appropriate to the assignment, such as load and capacity studies, condition assessments, photometrics, short-circuit/coordination/arc-flash studies, emergency-power evaluations, code review, technology-platform review, and life-cycle comparison of alternatives. Output: findings, recommended solution, preliminary cost, schedule implications, and City approval to proceed. 9. Preliminary and final design. Advance the City-approved solution through 30, 60, 90, and 100 percent reviews. Update calculations, drawings, technical specifications, bid sheets, 3-D renderings when required, cost estimate, schedule, risk log, and comment matrix at each gate. Coordinate power, lighting, generators/ATS, fire alarm, IT/fiber, security, controlled access, CCTV, AV, MEP/FP, civil/site, architectural, structural, and utility interfaces applicable to the task. 10. Permit, bid, and negotiate. Complete an agency pre-check, prepare permit support documents, track City and Miami-Dade comments to closure, respond to technical questions, and incorporate required revisions. Support pre-bid meetings, minutes, addenda through the City's Purchasing Administrator, bidder questions, bid evaluation, and award recommendation as authorized. 11. Administer construction and close out. Attend required meetings and site observations; review RFIs, submittals, pay applications, substitutions, and change requests; document nonconforming work; and maintain the decision/change log. SGM will not authorize a cost, scope, or time change without the RFQ # 26-07-01 CONTINUING PROFESSIONAL ARCHITECTURAL AND ENGINEERING CONSULTING SERVICES (CCNA) DISCIPLINE CATEGORY #4. ELECTRICAL ENGINEERS 48 City's prior written approval. Closeout includes testing/commissioning as applicable, punch lists, O&M and warranty review, record drawings, corrected CADD files, and lessons learned. SCALABLE BY DESIGN A small consultation may use the same controls in a concise form; a complex capital project uses the full set. The method is proportional, but accountability never changes. 4.3 Overall Organization and Accountability The City's Project Manager will have one primary point of contact with authority to coordinate SGM's complete response. Technical production, quality review, and executive escalation are separated so responsibilities remain clear and no individual is asked to approve his or her own work. 12. City direction enters once. Justin receives and confirms direction from the City's Project Manager, records it in the decision/action log, and assigns it to the responsible lead. 13. Quality review is independent. Mark reviews milestone deliverables but does not replace the producer's self-check or the EOR's professional responsibility. 14. The City retains decision authority. SGM will not treat informal field discussions as authorization for scope, cost, or schedule changes. Decision items are documented for the City's Project Manager. NAMED ACCOUNTABILITY STRUCTURE Principal-in-Charge / Contract Executive - Bobby Shahnami, PE, CxA, LEED AP BD+C Executive commitment, resource authority, contract continuity, and escalation for unresolved service or complaint issues. Project Manager / Electrical & Technology Lead - Justin Mundell, PE, RCDD Single point of contact; scope, schedule, budget, communication, coordination, risk, and final delivery accountability. Deputy PM / Local Electrical Lead / EOR - Manuel Hernandez, PE Miami-area response, field and AHJ coordination, technical leadership, code compliance, and signed/ sealed electrical deliverables. Independent QA/QC Lead - Mark Escott, PE, CxA, LEED AP Independent review of power, emergency systems, lighting, technology, constructability, interdisciplinary coordination, and comment closure. Electrical / Low-Voltage Production & Constructability - Craig Thompson, PE; Jeremy Neely Calculations, design production, cost input, existing-condition validation, power/lighting/fire alarm/ telecom/security coordination, and CA support. Field / CA / Commissioning - Scott Gillen; Nassi Rahbari, CxA Site observations, submittal/RFI support, testing and commissioning coordination, punch list, closeout, and record-document verification. HOW WORK MOVES THROUGH THE ORGANIZATION 15. Technical work has a named owner. Each work-package owner is responsible for scope, interfaces, due dates, and completion evidence; Manuel resolves local/AHJ matters and acts when the PM is unavailable. 16. Resources scale without changing accountability. Justin conducts a weekly workload review across active task orders, pulls from SGM's in-house technical bench when needed, and maintains the named team. Any proposed personnel substitution will be submitted for City approval. 4.4 Ability to Meet Desired Timelines and Deadlines SGM treats the task-order completion date as a controlled outcome, not a date placed at the end of RFQ # 26-07-01 CONTINUING PROFESSIONAL ARCHITECTURAL AND ENGINEERING CONSULTING SERVICES (CCNA) DISCIPLINE CATEGORY #4. ELECTRICAL ENGINEERS 49 a bar chart. The Project Manager builds the schedule backward from the required completion date, identifies the critical path, reserves internal QA/QC time before each City submittal, and makes City review and decision dates visible. The baseline includes field access, utilities, permitting, procurement, long- lead equipment, outage windows, public/Commission meetings, bidding, construction, and closeout as applicable SCHEDULE CONTROLS THAT PROTECT THE DEADLINE 17. Resource-loaded planning. Named staff and effort are assigned to each activity; the PM checks competing commitments before accepting dates. 18. Rolling three-week look-ahead. Near-term field access, decisions, reviews, utilities, and permit actions are confirmed before they become critical. 19. Internal freeze and QA window. Production is frozen early enough for independent review, correction, and EOR release before the City's deadline. 20. Early-warning trigger. Any forecast threat to a milestone is reported with options; SGM does not wait until a due date is missed. 21. Recovery hierarchy. First resequence independent activities, then add qualified staff, increase review frequency, and use approved extended-hours support. Scope or milestone changes are used only with City approval. 4.5 Work Plan for Meeting Established Deadlines The following work plan will be adapted to each task order and incorporated into the approved schedule. It links every phase to a tangible control and an explicit City interface. Service Event SGM Target / Cadence Control Task-order request received Same-business-day acknowledgment Request logged; Project Manager and appropriate technical lead assigned. Scope alignment Kickoff or scoping target within two busi-ness days Objectives, constraints, deliverables, City decisions, and field access confirmed. Initial work plan Target within three business days after scope confirmation Baseline schedule, responsibility matrix, decision dates, risk register, and communi-cation cadence established. Progress control Weekly written update and three-week look-ahead Completed work, next steps, decisions, risks, budget status, schedule status, and recovery actions documented. City coordination Weekly or biweekly, as directed Action log and decision log updated after each meeting. Milestone risk Immediate notice when forecast; recovery plan within two business days Cause, affected path, available float, op-tions, added resources, revised sequence, and required City decision identified. Work-Plan Step SGM Action Control / Output City Interface 1. Request and authorization Acknowledge the request; confirm that no work begins before written authorization or Notice to Proceed. Request log and assigned Project Manager and technical lead. Confirm urgency, authorized scope-development effort, and point of contact. ELECTRICAL ENGINEERS 50 Work-Plan Step SGM Action Control / Output City Interface 2. Kickoff and scope validation Define goals, stakeholders, success criteria, deliverables, acceptance requirements, budget basis, schedule, and communications. For complex assignments, conduct an Owner’s Project Requirements and design-criteria workshop. Scope matrix, work breakdown structure, responsibility matrix, baseline schedule, decision log, and, when applicable, Owner’s Project Requirements. Approve scope, priorities, performance criteria, decision dates, review durations, and meeting cadence. 3. Existing conditions and risk Review records; prepare the asset inventory and inspection checklist; field verify equipment, ratings, capacities, condition, routing, clearances, and access; and coordinate utilities, operations, code and AHJ requirements, technology platforms, coastal exposure, flood conditions, and resilience requirements. Existing-condition asset inventory, photographs, field markups, calculations, prioritized deficiencies, risk register, and permit matrix. Validate operational constraints, outages, stakeholders, observed discrepancies, and preferred alternatives. 4. 30% concept/preliminary Develop alternatives and the recommended basis of design; prepare the preliminary estimate and schedule update. 30-percent package, alternatives and life-cycle comparison, estimate, and updated risks. Select the solution and close concept-level comments before further development. 5. 60% design development Advance calculations, layouts, one-lines, controls, specifications, commissioning requirements, coastal-resilience measures, and cross-discipline interfaces. 60-percent package, coordinated model and drawings, estimate reconciliation, schedule update, and comment log. Confirm systems, equipment strategy, City standards, and unresolved decisions. 6. 90% construction documents Complete a bid-ready package; perform detailed constructability, code, cost, schedule, commissioning, coastal-resilience, and independent QA/QC reviews. Conduct a formal interdisciplinary-review out-brief for complex assignments. 90-percent package, QA/QC record, permit pre-check, detailed estimate, schedule update, assigned corrective actions, and closed comment matrix. Resolve final scope and bid and permit decisions. 7. 100%/permit/bid Close all comments; complete Engineer of Record review and signatures and seals; submit for permits; and support procurement and addenda. Issued package, permit log, bid and RFI log, final pre-bid estimate, and approved baseline or updated schedule. Accept documents; authorize permit and bid actions and all formal changes. 8. Construction administration Review RFIs, submittals, pay applications, changes, field conditions, testing, commissioning, and schedule effects. Construction-administration log, site reports, recommendation records, change log, deficiency log, and updated forecast. Approve changes, payments, corrective actions, and milestone decisions. 9. Closeout and improvement Verify punch-list completion, final permit approvals and cards, testing and commis-sioning reports, operator training records, operation and maintenance manuals, war-ranties and responsible contacts, record drawings, corrected CADD files, three-di-mensional data, and the status of changes and allowances. Accepted closeout matrix and document set, com-pleted training and testing records, warranty log, com-plaint and issue closure, and performance summary. Confirm final accep-tance and carry lessons into the next task order. RFQ # 26-07-01 CONTINUING PROFESSIONAL ARCHITECTURAL AND ENGINEERING CONSULTING SERVICES (CCNA) DISCIPLINE CATEGORY #4. ELECTRICAL ENGINEERS 51 4.6 Cost Control and Value Engineering Cost control begins when scope is defined and continues through closeout. SGM will prepare a transparent basis of estimate using quantity takeoffs appropriate to the design stage, current RSMeans/Means Cost Data, actual costs from comparable South Florida work, vendor input for major or long-lead equipment, and documented assumptions for phasing, escalation, contingencies, permitting, testing, temporary systems, and operational constraints. 22. Establish the target. Confirm the construction budget, funding constraints, alternates, allowances, and items outside the construction contract at kickoff. 23. Reconcile every milestone. At 30, 60, 90, and 100 percent, compare the current estimate with both the approved budget and prior estimate; explain quantity, price, scope, escalation, and contingency movement. 24. Escalate early. If a forecast exceeds available funds, immediately notify the City's Project Manager and present options with first cost, life-cycle cost, energy, maintainability, schedule, resiliency, and operational impacts. 25. Protect function and quality. Value engineering is a documented decision process, not indiscriminate scope reduction. The City approves accepted/rejected options and the reason for each decision. 26. Control construction cost. Track allowances, substitutions, RFIs, proposed changes, and forecast-to- complete; identify whether a change is owner-driven, unforeseen, code/AHJ, contractor, or design- related. DEMONSTRATED ESTIMATE AND SCHEDULE PERFORMANCE SGM's prior submitted project records report the following comparable electrical results. The variance shown is the difference between the documented project budget/estimate and actual construction cost. Value strategy in action For the Northwest Transportation Compound, SGM integrated an owner-furnished 300 kW generator with targeted 800A ATS and distribution modifications, retained critical fueling and communications, and included future expansion provisions. The reported project finished on schedule at the $350,000 budget - preserving resilience without unnecessary replacement scope. Comparable As- signment Electrical Relevance Budget/Estimate vs. Actual Completion OCPS Glenridge Middle School Multi-System Capital Renewal Lighting, fire alarm, intercom, variable-frequency-drive power, building automation system, and coordinated MEP systems. $4.9 million / $4.9 million — 0% variance 2024 planned / 2024 actual Marion County Public Schools Northwest Transportation Compound Generator Owner-furnished 300-kW standby generator, 800A automatic transfer switch, distribution modifications, wind-rated enclosure, extended fuel storage, and critical fueling and communications systems. $350,000 / $350,000 — 0% variance 2023 planned / 2023 actual School Board of Broward County Ely High School Main Switchgear Replacement Replacement of 3,000A main switchgear, field verification, construction documents, and construction administration. $250,000 / $250,000 — 0% variance 2021 planned / 2021 actual RFQ # 26-07-01 CONTINUING PROFESSIONAL ARCHITECTURAL AND ENGINEERING CONSULTING SERVICES (CCNA) DISCIPLINE CATEGORY #4. ELECTRICAL ENGINEERS 52 4.7 Scheduling Methodology in Action SGM's schedule method is built around the constraint that can stop the work, not just the design- production duration. These examples demonstrate how field conditions, ongoing operations, and multi- system interfaces are incorporated into the plan. Critical operations and emergency power At Marion County Public Schools' Northwest Transportation Compound, the primary bus maintenance, fueling, and transportation communications functions had to remain available during severe-weather and outage conditions. SGM verified existing loads, coordinated the owner-furnished 300 kW generator and 800A service-rated ATS, defined distribution modifications, and provided for future expansion. Aligning equipment, existing-service interfaces, and operational continuity in the design work plan supported completion in the planned 2023 period at the documented $350,000 cost. CONCURRENT SYSTEMS IN AN OCCUPIED FACILITY The OCPS Glenridge Middle School renewal combined lighting, fire alarm, intercom, VFD electrical connections, BAS/power infrastructure, and major mechanical systems. SGM's milestone coordination and interdisciplinary reviews kept system interfaces visible as the documents advanced. The project records report the planned and actual completion in 2024 and no variance between the $4.9 million budget/estimate and actual cost. CRITICAL ELECTRICAL-SERVICE REPLACEMENT At SBBC Ely High School, SGM supported replacement of the two-section, 3,000A main switchgear through field verification, construction documents, and construction administration. This same sequence - verify before design, identify cutover and operating constraints, coordinate procurement, and maintain CA continuity - will be applied to Sunny Isles Beach facility replacements. The reported project met its 2021 completion and $250,000 cost targets. Relevance to Sunny Isles Beach Street and sports-field lighting, generators, switchgear, facility electrical renovations, and security/technology upgrades can be schedule-driven by utilities, public use, special events, outages, and long-lead equipment. SGM places those constraints on the baseline schedule at kickoff and assigns an owner to each one. 4.8 Quality Assurance / Quality Control Quality is scheduled as work, assigned to named reviewers, and evidenced by records. SGM's QA/QC process begins with a project-specific quality plan and ends only when comments are closed and the EOR authorizes release. The producer performs a self-check; the discipline lead performs a technical check; Mark Escott provides independent peer review; and Justin Mundell verifies that scope, budget, schedule, and City comments are resolved. Review Gate Primary Review Focus Release Criterion Completion 30%Existing-condition asset inventory, alternatives, basis of design, Owner’s Project Requirements when applicable, code and AHJ path, coastal and operational constraints, preliminary cost, and schedule. Lighting levels, controls, photometrics, energy-code compliance, pole/foundation coordination, and maintainability for street, site, and sports-field lighting. 30. Fire alarm, IT/fiber, telecom pathways, access control, CCTV, security, and AV power/data/interface requirements coordinated with City platforms. 31. Drawing, specification, bid-form, equipment-tag, quantity, phasing, and demolition/new-work consistency. 32. Permit/AHJ requirements, accessibility and public-safety impacts, temporary power, shutdown sequencing, commissioning/testing, and record-document requirements. All review comments are recorded in a comment-resolution matrix with an owner, due date, disposition, and verification. A comment is not closed merely because text was added; the reviewer verifies the correction in the revised deliverable. 4.9 Complaint Handling and City Project Manager Notification SGM defines a complaint broadly: any concern regarding responsiveness, staff conduct, design quality, safety, security, public or facility impacts, schedule, cost, construction administration, or failure to meet an agreed expectation. Complaints may arrive by phone, email, meeting, field observation, contractor, stakeholder, or City staff. Every complaint is documented and brought to the City's Project Manager; none remains only at the technical-team level. 33. Receive and acknowledge. The recipient acknowledges the concern respectfully, captures the facts without assigning blame, and immediately forwards it to Justin Mundell. If the complaint concerns Justin, it goes directly to Bobby Shahnami with the City's Project Manager copied/notified. 34.og and classify. SGM opens an item in the complaint/issue log with the task order, date/time, source, description, location, potential impact, severity, action owner, and required notification/closure dates. 35. Protect people and operations. For a potential safety, security, outage, code, environmental, or critical public-impact issue, SGM takes authorized immediate containment action and notifies the City's Project Manager at once. SGM does not make unauthorized commitments to third parties. Review Gate Primary Review Focus Release Criterion Completion 90%Constructability, maintainability, phasing and outages, specifications, bid quantities, permit readiness, commissioning requirements, detailed cost, schedule, and independent QA/QC. RFQ # 26-07-01 CONTINUING PROFESSIONAL ARCHITECTURAL AND ENGINEERING CONSULTING SERVICES (CCNA) DISCIPLINE CATEGORY #4. ELECTRICAL ENGINEERS 54 36. Notify the City's Project Manager. Critical complaints receive immediate verbal notice followed by a same-business-day written summary. Other complaints are reported no later than the next business day. The summary states known facts, interim action, potential scope/cost/schedule effect, investigation owner, and next update time. 37. Investigate and correct. The PM assigns a qualified person who was not the source of the problem when independence is needed. The team identifies root cause, options, corrective and preventive actions, responsible party, due date, and any City authorization required. High-priority items receive a target corrective-action plan within two business days. 38. Verify and close. SGM verifies the corrective action, confirms the result with the City's Project Manager and the complainant when directed, records the closure evidence, and carries any lesson into standards, checklists, or the next task order. Only the City's Project Manager or designated City representative confirms City acceptance of closure. COMPLAINT LOG AND GOVERNANCE The active complaint/issue log will be reviewed in each progress meeting until all items are closed. The log records notification time, status, root cause, corrective action, approvals, effect on scope/cost/schedule, closure evidence, and preventive action. Trend review allows the Project Manager and City to identify recurring conditions before they affect another assignment. 4.10 Performance Measurement and Continuous Improvement SGM will use a concise task-order dashboard to convert commitments into visible performance. Measures will be selected with the City and may include on-time milestone rate, schedule variance, forecast-to- actual construction cost, estimate variance by phase, open comments by age, permit-comment cycles, RFI/submittal turnaround, design-related change orders, complaint response/closure, and closeout completion. At task-order closeout, Justin will review results and lessons with the City's Project Manager and update the playbook for the next assignment. Why this approach will succeed One accountable PM.
