(SRS) is pleased to submit our qualifications to the City of Sunny Isles Beach for this continuing professional consulting services contract. We have a staff of experienced professionals who consistently work together and who will work to exceed the City’s expectations across the full range of services this contract anticipates. We are submitting our qualifications for the following disciplines: General Civil Engineers; Surveyors and Mapping; Environmental / Coastal Engineering; and Construction Engineering and Inspection (CEI) Services. Our staff is a highly motivated, experienced group of engineers, surveyors, designers, construction managers, field inspectors and support staff. For over 30 years we have provided design, permitting, surveying, and construction management services to municipalities and local governments throughout Miami-Dade County. We are currently under contract providing similar continuing professional services to the Town of Cutler Bay, City of Hialeah, City of Miami, Miami Shores Village, City of Homestead, City of Miami Gardens, City of Opa-locka, and the City of South Miami, as well as to the Miami-Dade Water and Sewer Department, the Miami-Dade Department of Transportation and Public Works, and Miami Dade College. Recent relevant experience includes roadway and drainage improvements, stormwater and tidal flooding mitigation, roadway landscaping, traffic calming, municipal facilities and parks, water and sewer systems and pump stations, boundary and topographic surveying, and construction administration and CEI services. WHY SUNNY ISLES BEACH IS DIFFERENT — AND WHY THAT SUITS US Sunny Isles Beach is a barrier-island city where nearly every capital project runs into the same set of constraints at once: a high water table and tidal influence on the drainage system, salt-air and saltwater corrosion, a constrained right-of-way shared with Collins Avenue and A1A, dense high-rise frontage with limited staging and maintenance-of-traffic room, seawall and shoreline structures, and layered permitting through Miami-Dade RER/DERM, FDOT, SFWMD, FDEP and, where shoreline work is involved, the U.S. Army Corps of Engineers. These are the conditions our drainage and coastal resiliency practice was built around. Our Cutler Ridge Pines Drainage and Roadway Improvement Project — a $2.5 million ARPA-funded program delivered after Tropical Storm Alex dropped more than 26 inches of rain in three days — was named APWA Consultant of the Year in Stormwater. The firm has developed from a local civil engineering practice into a multidisciplinary municipal engineering consultant serving public and private clients throughout South Florida, and is headquartered at 5001 SW 74th Court, Suite 201, Miami, Florida 33155. Practically, that means the City needs a consultant that can turn a phone call into a defined scope, fee and schedule quickly, and then execute without supervision. It also means the technical issues are the ones that recur across a barrier island and with the requirements local agencies having jurisdiction: „Drainage that has to perform against tidal tailwater. Positive drainage systems on the barrier island lose head as tides and groundwater rise. Solutions have to be evaluated for the design storm and for the high-tide condition, and outfalls have to be assessed for backflow. „Right-of-way congestion. Collins Avenue and A1A are state facilities with high volumes, transit, dense pedestrian activity and high-rise driveways. Design and MOT have to preserve access to residential towers and commercial frontage throughout construction. „Utility conflicts in narrow corridors. SRS has designed roadways of several municipalities, Miami-Dade County and many private land development projects. Our most recent relevant project experience encompasses several roadway and drainage improvement projects for the City of Hialeah totaling over 26-miles of roadways including E 9th Avenue, SE 7th Avenue, W 23rd Street and W 36th Avenue (NW 97th Avenue). Other roadway projects include the design of the Miller Drive (SW 56th Street) widening, the extension of SW 120th Street, the widening of NW 138th Street and adjacent canal, and the entrance to Florida Memorial University. NW 138th Street is currently under construction with a construction cost of over $12,450,000. This roadway project consisted a of 6-lane divided roadway comprising of a continuous drainage system and street lighting (1.4 Miles); signalized intersections at NW 97th Avenue, NW 102nd Avenue, and NW 107th Avenue with double left turns and deceleration lanes; new 50’ wide drainage canal including culverts and a canal wall along the north side of NW 138th Street between NW 97th Avenue and I-75. This project also required an extensive permitting including City permits with Hialeah, Hialeah Gardens, Miami- Dade County, DERM, FDOT, SFWMD, COE, and DEP. City of South Miami Sanitary Sewer Master Plan - SRS Engineering, Inc. provided civil engineering services for the preparation of a sanitary sewer master plan which included, developing a City-wide master plan for providing gravity sanitary sewer mains to properties currently on septic tanks or with no sewer service. Services included establishing project guidelines and requirements, gathered all available data from available utility records, preparation of the conceptual master plan that included 12 subarea master plans, design conceptual layout plans, pump stations and force mains, and preparation of project cost estimates and calculated quantities. Hialeah Annex Water and Sewer Systems and Master Plan - This work encompassed the preparation of a water and sewer master plan for the area to determine the current and future service needs, on top of the size and location/alignment of water and sewer main lines needed along the major arterial roadways. It also encompassed the design of an 8.06 MGD regional sewer pump station with backup generator with enough capacity to serve the entire annexed and adjacent areas. Additional work comprised of the design of approximately 1,480 LF of 24-inch gravity sanitary sewer mains, approximately 10,724 LF of 24-inch force main extensions, approximately 3,229 LF of 36-inch force main extensions, and approximately 12,166 LF of 36- inch water main extensions. Principal-level involvement on every assignment gives the City direct access to decision-makers with the experience and authority to act. Mr. Ignacio Serralta, P.E., President, serves as Principal-in-Charge, and Mr. Oliden Martinez, P.E., serves as Assigned Project Manager and single point of day-to-day contact.
