These two categories are the core of TEC's daily practice — the design, permitting, construction management, and field inspection of municipal roadway, drainage, stormwater, water, and wastewater infrastructure across South Florida's coastal communities. TEC is a neighbor, not a visitor. Our headquarters at 2875 NE 191st Street in Aventura is less than five minutes from Sunny Isles Beach City Hall. Our engineers and inspectors live and work in this corridor, understand the realities of a built-out barrier-island city — tidal drainage, saltwater exposure, high groundwater, constrained staging on the Collins Avenue corridor — and can be on site the same day a Work Order is issued. We bring the City a rare combination: a Florida-certified Minority Business Enterprise that holds Miami-Dade County Technical Certifications in the precise categories this contract requires — including 16.00 General Civil Engineering and 17.00 Engineering Construction Management — with a leadership team that directed one of Miami-Dade Water and Sewer Department's largest capital programs ($215M / 113 pump stations) and today serves as prime continuing consultant to the Cities of North Miami Beach and North Miami and the Town of Bay Harbor Islands. Since the firm's inception, every TEC project has been delivered on or under budget. TEC acknowledges receipt of Addenda Nos. 1 through 9, and this submittal conforms to the RFQ as amended, including the Sample CCNA Agreement issued with Addendum No. 9. TEC will self-perform well in excess of the required thirty percent (30%) of the Work, supported by long-standing sub-consultants for surveying and mapping and for geotechnical engineering — with MEP and structural engineering performed in-house under TEC's Miami- Dade County Technical Certifications (11.00 Structural, 12.00 Mechanical, and 13.00 Electrical). We take no exceptions to the City's terms. Omar Herrera, PE, Principal, is authorized to bind the firm and will serve as your single point of accountability. We welcome the opportunity to put our team to work for Sunny Isles Beach. The firm has delivered more than 100 civil infrastructure projects for municipal, county, state, tribal, and federal clients — planning, designing, permitting, and supervising the construction of water and wastewater networks, stormwater systems, pump stations, drainage structures, roadways, roundabouts, traffic-calming measures, and streetlight networks. Every one of those projects was built in the same operating environment the City manages daily: a coastal, built-out community with tidal drainage constraints, saltwater exposure, high groundwater, limited staging, and heavy traffic. The Collins Avenue corridor, the City's finger streets, and its beachfront outfalls present exactly the conditions TEC's engineers and inspectors resolve on the Cities of North Miami Beach and North Miami systems, on SFWMD's coastal resiliency pump stations (S-27 / S-29), and on MDWASD's pump station and force-main network. TEC does not need to learn the City's regulators, standards, or geology — the firm works within them every week. •Prime municipal continuing consultant, today. TEC currently serves as prime Engineering & PM consultant to the City of North Miami Beach Public Works Department (an approximately $26M capital program), recently completed a prime Owner's Engineer engagement for the City of North Miami spanning 20+ concurrent CIP projects, and serves the Town of Bay Harbor Islands as prime capital-program consultant. •The exact Miami-Dade credentials for this contract. TEC holds County Technical Certifications 16.00 (General Civil Engineering) and 17.00 (Engineering Construction Management) — plus ten more categories spanning water/sewer, pumping facilities, structural, mechanical, and electrical (table below), enabling MEP and structural work to be performed in-house. •Program-scale leadership. TEC's Principal directed MDWASD's $215M Pump Station Improvement Program — 113 pump stations, 34 force mains, and 80 basin I&I contracts across 150 task orders — the same task-order delivery model this continuing contract uses. •Federal-grade quality systems. TEC provides construction QA on USACE's Everglades Agricultural Area Reservoir ($3B+) and provided CM/inspection on SFWMD's C-43 Reservoir ($700M+), bringing federal-grade documentation discipline to every municipal assignment. •On or under budget — every time. Since the firm's inception, every TEC project has been delivered on or under budget. The City can verify this directly with the references in Section 5 and the client contacts listed on every Project Description Form. •Certified Minority Business Enterprise. TEC is a Florida State–certified MBE (see F.S. 287.055(2)(d) and Evaluation Criterion 6), as well as a certified DBE, SFWMD SBE, Miami-Dade SBE-A&E/SBE-G&S, and Broward CBE/SBE. Current Workload & Capacity to Serve TEC currently serves an active portfolio of municipal continuing-services contracts and agency programs across Miami-Dade, Broward, Palm Beach, Hendry, and Collier Counties — spanning owner-representative engineering, capital program management, and construction engineering and inspection for cities, a tribal government, the South Florida Water Management District, and the U.S. Army Corps of Engineers. That portfolio is intentionally staffed in tiers: a base team assigned to standing engagements, and senior surge capacity that activates for peak inspection coverage and new task orders. TEC has reserved capacity within its Aventura headquarters staff — including the Principal, senior designers, and CTQP-certified inspectors identified above — to fully deliver the Work Orders anticipated under this contract. Because the personnel proposed here are located less than five minutes from City offices, the City gains a bench that can absorb urgent assignments without mobilization delay. TEC's workload posture is reviewed weekly by the Principal, and the firm does not pursue work it cannot staff to its own quality standard — a discipline reflected in the firm's record of delivering every project on or under budget since inception. Sub-Consultants (RFQ §2.11; Addendum No. 2) TEC will self-perform well in excess of the required thirty percent (30%) of the Work — including all project management, civil design, structural and MEP engineering, permitting, and CEI. Two specialty sub-consultants complete the team; each is identified by name and address per RFQ Section 5.0(3): The Engineering Company, LLC | RFQ #26-07-01 — Continuing Professional A/E Consulting Services (CCNA) Page 31 of 96 Firm Discipline / Role Address Longitude Surveyors, LLC Surveying & Mapping — established 2004; 5 licensed PSMs and 30 field instrument operators; boundary, topographic, right-of-way, SUE, LiDAR, and construction staking (Eduardo M. The Engineering Company, LLC | RFQ #26-07-01 — Continuing Professional A/E Consulting Services (CCNA) Page 42 of 96 SECTION 4 — APPROACH / METHODOLOGY This section presents TEC's approach to project management — cost control, scheduling, and quality assurance / quality control (Evaluation Criterion 3) — and the delivery methodology TEC applies to General Civil and CEI Work Orders, including the firm's communication and complaint-handling protocols required by RFQ Section 5.0(4). The Work-Order Lifecycle (RFQ §3.4 Phases) TEC delivers continuing-services work through a disciplined, repeatable task-order process refined on 150 MDWASD task orders and TEC's current municipal continuing contracts: •1 — Scoping & Fee. Within 48 hours of a City request, TEC walks the site, confirms objectives with the City Project Manager, and returns a written scope, level-of-effort fee (within the contract's not-to-exceed rates), deliverables list, and schedule. •2 — Study / Preliminary Phase. Data collection, survey and geotechnical coordination, alternatives analysis, basis- of-design memoranda, and preliminary OPCC — with up to ten (10) copies of any report furnished per RFQ §3.4. •3 — Design Phase. 30/60/90/100% milestone submittals in the latest version of AutoCAD; interdisciplinary QA/QC and constructability review at each gate; OPCC update at each gate; permit applications prepared and negotiated (DERM/RER, MDWASD, FDEP, SFWMD, FDOT D6, City Building). •4 — Bidding Assistance. Bid documents and technical specifications, pre-bid conference support, addenda, bid tabulation and responsiveness review, and a written award recommendation. •5 — Construction / CEI & Closeout. Contract administration, RPR inspection, materials testing verification, pay- application and schedule review, substantial/final inspections, as-built verification, and a complete closeout record — the City's defense file for the life of the asset. Cost Control Estimates that hold. TEC builds quantity-based opinions of probable construction cost with current South Florida unit pricing and documented basis-of-estimate notes — prepared by a dedicated estimator (Zane Hoppes) and reconciled at the 30/60/90/100% gates so scope growth is caught on paper, never in the field. During construction, TEC independently verifies pay-application quantities, maintains a change-order log with independent cost checks, and manages contingency drawdown transparently. Track record. Since the firm's inception, every TEC project has been delivered on or under budget. The City can verify this directly with the references listed in Section 5 and with the client contacts identified on each Project Description Form. Value engineering. On the Seminole Tribe of Florida roundabout program, TEC's redesign and re-packaging saved $58,000 and increased contractor bid participation from 50% to 75% — the practical measure of documents that are both economical and biddable. Scheduling TEC develops and maintains critical-path (Primavera P6) schedules for design and construction phases, ties every task order to milestone dates agreed with the City at NTP, and manages contractor schedules through monthly CPM reviews and two-week look-aheads. Slippage triggers a written recovery plan — resequencing, added crews, or scope adjustment — presented to the City with cost/schedule trade-offs before float is consumed. TEC establishes realistic, mutually agreed durations at every Notice to Proceed and manages to them daily — the discipline that protects both parties under the contract's liquidated-damages provision (Addendum No. 8). Because TEC's office is minutes away, schedule risk is confronted at the site, the day it appears. The Engineering Company, LLC | RFQ #26-07-01 — Continuing Professional A/E Consulting Services (CCNA) Page 43 of 96 Quality Assurance / Quality Control Design QA/QC. Every deliverable receives an independent senior review by a professional not on the production team, a discipline-specific checklist review, and an interdisciplinary conflict check before it carries the Engineer's seal. Comments are logged and closed in writing. Construction QA — Three-Phase Control. For each definable feature of work (drainage structure, water main, subgrade, base, asphalt, pump station element), TEC applies the Three-Phase Control methodology refined on its USACE and SFWMD programs: a Preparatory phase (submittals, materials, crew qualifications, testing plan, acceptance criteria documented before work starts); an Initial phase (first production work inspected and the workmanship standard set); and a Follow-Up phase (continuous or daily inspection, witnessed testing at specified frequencies, and every deficiency tracked to closure before cover-up). Materials sampling and testing are verified against specification frequencies with NV5 laboratories, and results are filed in the daily record. Communication & Complaint-Handling Protocols (RFQ §5.0(4)) •Single point of accountability. Omar Herrera, PE is the City's contract-level contact; each Work Order names one TEC task manager. Any City request is acknowledged within 24 hours with an action plan. •Meeting cadence & reporting. Kickoff at every NTP; progress meetings at the City's preferred frequency with minutes issued within 24 hours; a monthly one-page status report per active Work Order (scope, schedule, budget, issues, next actions). •Resident and stakeholder complaints. Every complaint received in the field is logged the same day (complainant, location, issue, photos), assigned an owner, and resolved or escalated with a written response; the log is reported to the City Project Manager weekly and closed items are verified in the field. On construction projects, TEC posts contact signage so residents reach TEC — not a voicemail. •Transparent records. Daily reports, photo logs, RFI/submittal registers, and testing results maintained in e-Builder / Autodesk Construction Cloud with City read access — no information asymmetry between consultant and client. Discipline Approach — General Civil Engineering (No. 3) Sunny Isles Beach's civil work is coastal work: tidally influenced outfalls, king-tide flooding, high groundwater, saltwater exposure, and constrained staging on the Collins Avenue corridor. TEC's approach starts with drainage hydraulics that respect tailwater reality — including the RFQ's identified conversion of gravity stormwater wells to pressurized wells with pumps, where TEC brings direct pump-assisted-drainage experience from SFWMD's S-27/S-29 coastal resiliency stations and municipal exfiltration/outfall programs. Water and sewer assignments follow MDWASD standards TEC's Principal helped administer; NPDES/SWPPP compliance is led by an FDEP-qualified stormwater inspector; roadway and streetscape designs are produced in Civil 3D with Vehicle Tracking turning analyses and MOT plans suited to an arterial beachfront corridor; and structural and MEP components are engineered in-house under TEC's Miami-Dade Technical Certifications 11.00, 12.00, and 13.00. Permitting strategy is mapped at the scoping walk — DERM/RER, MDWASD, FDEP, SFWMD, FDOT D6 — so review cycles run in parallel, not in series. Discipline Approach — Construction Engineering & Inspection (No. 8) TEC staffs CEI with CTQP-certified inspectors under the responsible charge of a Florida PE experienced in construction engineering inspection (RFQ §3.2(8)). Coverage is sized to the contractor's actual crews — full-time RPR presence for utility, drainage, and roadway operations; specialty inspection for structural, building, plumbing, mechanical, electrical, and roofing elements per the Florida Building Code; and surge inspectors for concurrent operations. The inspection record — daily reports with photographs, quantities, labor/equipment, testing results, MOT observations, and safety notes — is contemporaneous and defensible, because it is the document set the City will rely on at pay application, at claim, and at warranty. Substantial and final inspections produce a punch list tracked to zero, verified as-builts, and a closeout package organized for the City's records. The Engineering Company, LLC | RFQ #26-07-01 — Continuing Professional A/E Consulting Services (CCNA) Page 44 of 96 Grant Writing & Program Support (RFQ §3.2.1) TEC prepares and administers funding pursuits alongside its engineering work: $1.5M in EPA Community Project Funding packages for the City of North Miami Beach; FEMA Public Assistance delivery for Collier County's Hurricane Ian recovery (200+ Project Worksheets); and familiarity with FDEP SRF and state appropriation processes. For Sunny Isles Beach, every eligible capital Work Order will include a funding-opportunity screen at the study phase — at no added ceremony, as part of how TEC scopes. Technology AutoCAD Civil 3D and Vehicle Tracking for design; ArcGIS Pro for computerized mapping, utility records, and live CIP dashboards (deployed for the Town of Bay Harbor Islands); RISA/ETABS/SAP/SAFE for structural components; Primavera P6 for CPM scheduling; and e-Builder / Autodesk Construction Cloud for daily reporting, RFI/submittal management, and document control with City visibility. Deliverables conform to RFQ §3.4 — reports in up to ten copies as requested, and drawings in the latest version of AutoCAD. For the TCM, TEC worked with the Public Works Department to review and adapt Miami-Dade County specifications to the City's mobility needs through iterative drafts with City representatives and traffic-safety experts, and is assisting the City in securing official County approval and an intergovernmental agreement empowering North Miami Beach to perform traffic-engineering functions under the newly adopted manual. For the streetlight program, TEC evaluated 266 streetlights citywide, distinguishing ownership and maintenance responsibility among FPL, Miami-Dade County, and AT&T. Through weekly FPL coordination meetings, TEC prioritized repairs, shared ticket numbers, and verified completed work on-site — building a Streetlight Repair Tracker to document outages and progress, and introducing standard operating procedures that help residents report outages efficiently. Scope of TEC Services •Traffic Calming Manual development adapted from Miami-Dade County standards; County approval and interlocal-agreement support •Citywide assessment of 266 streetlights with ownership/maintenance determination (FPL / County / AT&T) •Weekly FPL coordination, repair prioritization, ticket management, and on-site verification of completed work •GIS-based Streetlight Repair Tracker and resident-reporting standard operating procedures •Ongoing management of new repair requests and resident communication Relevance to the City of Sunny Isles Beach (Civil No. 3 / CEI No. 8) •Street engineering & ordinance support. The RFQ's street/traffic engineering and standards-drafting scope, demonstrated — TEC also holds Miami-Dade Technical Certification 3.06 (Traffic Calming). •Utility-agency management. FPL and County coordination discipline that transfers directly to the City's corridor, lighting, and undergrounding assignments. •Resident-facing delivery. Complaint intake, tracking, and closure — the communication protocol Section 4 commits to the City. Results TEC produced a Traffic Calming Manual that positions North Miami Beach to secure County approval and perform its own traffic engineering under an intergovernmental agreement, while the streetlight program has driven repair of 160 FPL- managed and 106 County-managed lights, established a GIS repair tracker and SOPs, and measurably reduced outages and response times — improving corridor safety, reliability, and resident experience. Task orders spanned roundabout design, roadway resurfacing, drainage upgrades, driveway rehabilitation, street lighting, traffic signs, and emergency embankment repairs — all delivered under FDOT standards and Tribal regulations, with permit approvals coordinated across FDOT, County, and Tribal Environmental offices. Two outcomes define the engagement. When a storm washed out a roadway embankment, TEC fast-tracked a design–bid– build repair completed in five weeks instead of the typical eight to twelve — saving approximately $50,000 by optimizing rip-rap and geofabric pinning details. And on the roundabout program, TEC's resized geometry improved traffic flow, eliminated excess MOT costs, and produced $58,000 in savings while increasing contractor bid participation from 50% to 75%. Scope of TEC Services •Engineering and permitting: plans, hydraulic calculations, BMPs, and permit packages (FDOT, County, Tribal Environmental) •Construction management and CEI: daily field reports with photos, pay-requisition review, submittal tracking, QA/QC testing, and MOT oversight •Emergency embankment washout repair: fast-tracked design–bid–build delivered in 5 weeks •Roundabout optimization: resized geometry, improved flow, reduced MOT — $58,000 saved; bid participation up from 50% to 75% •Program controls: erosion-control BMP manual, FDOT-based traffic-calming guide, weekly CIP dashboards, and stakeholder briefings Relevance to the City of Sunny Isles Beach (Civil No. 3 / CEI No. 8) •Cost control, proven. The Section 4 value-engineering example — documents that were both economical and biddable, with measurable savings on two task orders. •Emergency responsiveness. A five-week storm-damage repair is the operating tempo a hurricane-exposed coastal city needs from its continuing consultant. •Roadway breadth. The full menu of corridor task-order types this contract will generate — resurfacing, lighting, signage, drainage, and traffic calming. •MQR #2 prime contract. One of the five prime government contracts satisfying MQR #2 (see the Compliance Summary). Results TEC's PM/CEI role delivered tangible performance gains across tribal transportation projects: an emergency embankment repair completed in 5 weeks instead of 8–12 (saving approximately $50,000), an optimized roundabout that cut MOT costs and lifted bid participation from 50% to 75% (saving $58,000), and standardized tools — an erosion-control BMP manual, a traffic-calming guide, and weekly CIP dashboards — that improved coordination, cost control, and safety outcomes across multiple reservations.
