A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH,
FLORIDA, REAFFIRMING THE CITY'S OPPOSITION TO ANTISEMITISM;
REAFFIRMING ORDINANCE NOS. 2018-516 AND 2020-560; RESTATING THE
DEFINITION AND EXAMPLES OF ANTISEMITISM; AUTHORIZING THE CITY
MANAGER TO DO ALL THINGS NECESSARY TO EFFECTUATE THIS RESOLUTION;
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, on February 15, 2018, the City Commission of the City of Sunny Isles Beach (the
"City") adopted Ordinance No. 2018-516, creating Chapter 195, entitled "Police Regulations," and
establishing provisions requiring the Police Department to consider potential antisemitic motivation
when investigating criminal offenses; and
WHEREAS, Ordinance No. 2018-516 incorporated a definition and examples of antisemitism
based on a June 8, 2010, fact sheet issued by the United States Department of State; and
WHEREAS, on December 17, 2020, the City Commission adopted Ordinance No. 2020-560,
amending Section 195-3 to include additional examples of antisemitism and antisemitism related to
Israel drawn from the International Holocaust Remembrance Alliance working definition; and
WHEREAS, the City Commission wishes to reaffirm its opposition to antisemitism and its
commitment to the safety, dignity, and equal treatment of the Jewish community, while preserving
constitutionally protected rights.
NOW, THEREFORE, BE IT RESOLVED BYTHE CITY COMMISSION OF THE CITY OF SUNNY ISLES
BEACH, FLORIDA, AS FOLLOWS:
Section 1. Reaffirmation. The City Commission condemns antisemitism in all its forms and
reaffirms Ordinance Nos. 2018-516 and 2020-560 and its commitment to the safety, dignity, and
equal treatment of the Jewish community.
Section 2. Definition. Antisemitism is a certain perception of Jews, which may be expressed as
hatred toward Jews. Rhetorical and physical manifestations of antisemitism are directed toward
Jewish or non-Jewish individuals or their property, or toward Jewish community institutions and
religious facilities.
Section 3. Examples of Antisemitism. The City Commission reaffirms the examples adopted
through Ordinance Nos. 2018-516 and 2020-560, restated below:
a) Calling for, aiding, or justifying the killing or harming of Jews; making false, dehumanizing,
demonizing, or stereotypical allegations about Jews or their collective power, including
claims of a world Jewish conspiracy or Jewish control of societal institutions; or accusing Jews
of conspiring to harm humanity and blaming them for why things go wrong.

b) Holding Jews collectively responsible for real or imagined wrongdoing committed by an
individual, a group, Israel, or non -Jews; or accusing Jewish citizens of greater loyalty to Israel
or to alleged worldwide Jewish priorities than to their own nations.
c) Accusing Jews or Israel of inventing or exaggerating the Holocaust; or denying its fact, scope,
mechanisms, or intentionality.
d) Selecting people or property, including buildings, schools, places of worship, and cemeteries,
as targets of criminal acts because they are, or are perceived to be, Jewish or linked to Jews;
or denying Jews opportunities or services available to others.
e) Demonizing Israel by using symbols or images associated with classic antisemitism to
characterize Israel or Israelis, comparing contemporary Israeli policy to that of the Nazis, or
blaming Israel for all interreligious or political tensions.
f) Applying a double standard to Israel by requiring behavior not expected or demanded of any
other democratic nation, or focusing peace or human rights investigations only on Israel;
denying the Jewish people their right to self-determination and denying Israel the right to
exist; or targeting Israel as a Jewish collectivity.
Section 4. Authorization of the City Manager. The City Manager is hereby authorized to do all
things necessary to effectuate this Resolution.
Section 5. Effective Date. This Resolution shall become effective immediately upon adoption.

RE: Reaffirming the City5C"'s Opposition to Antisemitism
RECOMMENDATION:
Presented for consideration.
REASONS:
On February 15, 2018, the City Commission adopted Ordinance No. 2018-516, establishing a definition
and examples of antisemitism for consideration by the Police Department when investigating criminal
offenses. On December 17, 2020, the City Commission adopted Ordinance No. 2020-560, expanding
those examples.
The proposed resolution reaffirms these ordinances, restates the definition and examples of
antisemitism, and reinforces the City's commitment to the safety, dignity, and equal treatment of the
Jewish community while preserving constitutionally protected rights.
