HomeMy WebLinkAboutReso 2026-4053RESOLUTION NO. 2026 - 3 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, APPROVING A FIRST AMENDMENT TO THE AGREEMENT WITH ALL SEASONS IMPORTS, D/B/A THE CHRISTMAS PALACE, TO INSTALL HOLIDAY LIGHTS AND DECORATIONS AT VARIOUS LOCATIONS THROUGHOUT THE CITY, ATTACHED HERETO AS EXHIBIT "A"; AUTHORIZING THE CITY MANAGER TO DO ALL THINGS NECESSARY TO EFFECTUATE THIS RESOLUTION; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, on April 3, 2026, the City of Sunny Isles Beach (the "City") issued and advertised Request for Proposal No. 26-04-01 (the "RFP") for holiday lighting and decorations (the "Services"), for which nine (9) responses were received; and WHEREAS, upon evaluation, City staff determined that All Seasons Imports, d/b/a The Christmas Palace (the "Vendor") submitted the lowest responsive and responsible proposal; and WHEREAS, on June 18, 2026, via Resolution No. 2026-4033-A, the City Commission awarded the RFP to, and approved an Agreement with the Vendor to provide the Services to the City; and WHEREAS, on July 2, 2026, the City Commission held a workshop where City staff presented conceptual designs of the Services; and WHEREAS, based on the feedback and consensus of the City Commission during the workshop, City staff worked with the Vendor to finalize the design of the Services; and WHEREAS, the finalized designs remain within the previously approved budget allocation; and WHEREAS, the City Commission wishes to approve a First Amendment to the Agreement with the Vendor to approve the final design of the Services, attached hereto as Exhibit "A". NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS: Section 1. Approval of the First Amendment. The City Commission hereby approves First Amendment to the Agreement with the Vendor to approve the final design of the Services, attached hereto as Exhibit "A". Section 2. Authorization of the Mayor. The Mayor is hereby authorized to execute said Amendment. Section 3. Authorization of City Manager. The terms, statements, requirements, or provisions contained in this First Amendment shall prevail and be given superior effect and priority over any conflicting or inconsistent terms, statements, requirements or provisions contained in any other document or attachment, including but not limited to the Agreement. REASONS: At the June 2026 Regular City Commission Meeting and then consequently at the July 2, 2026, Budget Workshop, staff presented the conceptual designs for the City's 2026 holiday lights and decor. The renderings were first provided as part of Resolution 9A at the June 2026 meeting Awarding Request for Proposal No. 26-04-01 to, and Approving an Agreement With, All Seasons Imports, d/b/a The Christmas Palace to Install Holiday Lights and Decorations at Various Locations Throughout the City. At the Commission's request, an additional workshop was scheduled as part of the July 2026 Budget Workshop to further refine the color palette and decor elements such as a Nativity scene. Following the Workshop, City staff worked with the awarded vendor to refine the proposal. Based on the consensus of the Commission, the focus was an emphasis on using more color, specifically red, for the holiday lights and the addition of two Nativity Scenes. The revised rendering is presented for Commission consideration. The revised design remains within the existing budget allocation, including fabrication, installation, maintenance, and removal costs as proposed by the awarded vendor. No additional funds are requested Item Number: 9.G 330 at this time. ADDITIONAL INFORMATION: Timeline for Installation as outlined in Request for Proposal No. 26-04-01 are listed herein for reference: • September 15, 2026 — Electrical Walk Through & Inspection - A walk-thru by the City in August to ensure all power and outlets are fully functioning, followed by a full report by Contractor in writing of any deficiencies and a scheduled follow-up walk through of any that were found to be insufficient, no later than September 15, 2026. • October 15, 2026 — All street pole decor, right-of-way decor and all tree wrapping, both on street and in parks, shall be installed by Contractor no later than October 15, 2026. • November 2, 2026 — All park decor shall be installed by Contractor no later than November 2, 2026, or prior. • Installation of all contracted items must be completed by November 02, 2026 or prior, upon written approval from the City and powered on when requested, no later than November 16, 2026. • Removal must be completed by January 11 through January 31, 2027, prioritizing the restoration of parks to their original pre -holiday condition.
