Schedule of Proposed Services and Understanding All County Towing understands that the contract requires continuous priority towing and storage service, required emergency and non-emergency response times, secure storage, 24-hour release, complete records, customer service, emergency deployment, and compliance with the Miami-Dade County maximum non-consent towing rates. The detailed operating approach appears in Section 4. Page Three Enterprises, Inc. d/b/a All County Towing acknowledges that all towing, storage, administrative, and related charges under the resulting contract will comply with the applicable Miami-Dade County maximum non-consent towing rates, as amended, and the requirements of the City’s final contract. Page Three Enterprises, Inc. d/b/a All County Towing acknowledges the administrative-fee requirements of Section 2.7 and the reporting requirements of Section 3.15. For qualifying vehicles towed from public property within the geographic boundaries of the City, All County Towing will impose and collect the required twenty-five percent (25%) administrative fee on behalf of the City, maintain appropriate supporting records, and submit the monthly reconciliation and release reports together with the administrative fees collected within the time required by the RFP and resulting contract. Project List and Relevant Experience All County Towing has more than two decades of towing-industry leadership and provides 24-hour towing, recovery, impoundment, storage, roadway-clearance, and accident-scene services. The company currently performs law-enforcement towing and recovery for Florida Highway Patrol Troop L. Its experience includes disabled and abandoned vehicles, arrests, traffic crashes, commercial vehicles, overturned and off-road vehicles, submerged vehicles, tractor-trailers, buses, box trucks, fatal crashes, and traffic-homicide investigations. All County Towing has completed approximately 10,630 light-, medium-, and heavy-duty tows year-to-date through October 5, 2026 across these private-property and commercial accounts. The company maintains continuous dispatch, supervisory availability, trained operators, GPS- equipped trucks, vehicle-mounted cameras, recovery and cleanup equipment, support trailers, and administrative systems for impound records, statutory notices, lien processing, reporting, and customer release. Section 5 identifies the company’s current law-enforcement and commercial references and provides the client name, address, telephone number, representative, service period, services performed, and approximate volume where available. The broader all-commercial-client schedule is addressed in the Commercial Client List disclosure below. Item by Item Qualification Disclosure Facilities All County Towing maintains its public office, payment office, vehicle-release operation, and primary outdoor storage compound at 2467 Pembroke Road, Hollywood, Florida 33020. Vehicle owners and authorized representatives redeem vehicles at this location. The facility has approximately 150 outdoor storage spaces, 24-hour release capability, customer office space, telephone service, restroom facilities, exterior identification, perimeter security, lighting, and video surveillance. All County Towing also maintains a secure, nonpublic indoor vehicle-storage warehouse at 3625 Pembroke Road, Unit C16, Hollywood, Florida. The warehouse accommodates approximately 8 to 10 vehicles and is restricted to authorized All County Towing personnel and law enforcement. It is used principally for vehicles requiring protected storage or placement on investigative hold. It is not the public payment or routine vehicle-redemption location. The facilities are controlled through long-term leases, including the affiliated-entity lease with CFP 2467, LLC for 2467 Pembroke Road. The submission includes the applicable leases, available local business tax receipts, City and county license documentation, the Broward County facility-inspection record, and geographic-radius documentation. The City of Hollywood Certificate of Use for the principal office, public vehicle-release office, and outdoor storage facility at 2467 Pembroke Road is included in this submission. The facilities remain in good standing with the applicable governmental authorities. The proposal also includes the available current City and county business licenses, towing licenses, local business tax documentation, facility leases, and Broward County facility-inspection record supporting the lawful operation of the facilities. Any additional occupancy record maintained by the applicable governmental office will be provided upon City request. Fleet and Equipment All County Towing exceeds the stated minimum fleet with seven Class A wreckers, two slide-back carriers/flatbeds, a Class B heavy-duty wrecker, and a Class C or greater rotator wrecker. At least two Class A wreckers or flatbeds can be dedicated during declared emergencies. Each proposed vehicle carries all required safety, towing, traffic-control, recovery, and cleanup equipment required by the United States Department of Transportation, where applicable; Broward County Consumer Protection; the Miami-Dade County Consumer Protection Division; Palm Beach County Consumer Affairs; the Florida Highway Patrol; and Section 3.9 of this RFP. All County Towing also owns a dump trailer dedicated to accident-scene debris removal and cleanup. A support truck is equipped with supplemental maintenance-of-traffic (MOT), traffic- control, and debris-cleanup equipment and is available to transport the dump trailer and related equipment to and from incident scenes. These resources supplement the cleanup and traffic-control equipment carried on each proposed towing unit. First Response North LLC directly leases the truck to Page Three Enterprises, Inc. d/b/a All County Towing under a signed vehicle lease effective May 1, 2026. The lease continues until the truck is registered in Florida in Page Three Enterprises, Inc.’s name. The truck is actively registered, insured, operational, used in All County Towing’s day-to-day business, and available 24 hours per day for this RFP. The current registration and direct first-party lease are included in Volume 2, Section D. All other listed vehicles are registered in Florida. The listed vehicles other than Unit 381 are owned by All County Towing or financed through direct lease-purchase arrangements containing a buyout provision. Unit 381 is directly leased to Page Three Enterprises, Inc. d/b/a All County Towing by its registered owner as described above. Available registrations and ownership or direct-lease evidence are included in Volume 2, Section D. Although the RFP does not expressly require a photograph of every proposed truck, the City may inspect the proposed fleet and current fleet photographs can be provided upon request. All assigned equipment will be maintained in a state of readiness and for All County Towing’s sole use as required by the RFP. Lowboy and Specialized Resources The solicitation contains potentially conflicting provisions concerning a 48-foot, 60,000-pound-GVW lowboy or Landoll-type trailer. The item is described among specialized resources on page 23 but is not included in the minimum-equipment list in Section 3.9 or as a separate line item on Attachment B. Accordingly, All County Towing does not interpret the solicitation as requiring a lowboy to be listed in the proposed fleet at the time of submission and does not presently represent that it owns the specified Landoll-type equipment. As a proactive commitment, if the City determines that this equipment, or any other equipment arising from the RFP requirements, is mandatory for contract performance, All County Towing will purchase or directly lease qualifying equipment, place it in service before the commencement of City work, and make it available for inspection and approval by authorized City staff before any services begin. The company also maintains specialized recovery and cleanup resources for complex incidents. Certified Vehicle Scale Access All County Towing has access to a certified vehicle scale 24 hours per day, seven days per week through U Pull It Davie, 4301 South State Road 7, Davie, Florida 33314. The scale can accommodate vehicles of any size contemplated by the contract, including combination tractor- trailers. A written access confirmation and current scale-certification documentation are not attached to this proposal but are available upon request. Diver-Assisted Water and Submerged-Vehicle Recovery For incidents requiring trained divers to assist with the recovery of submerged vehicles from canals, waterways, or inland bodies of water, All County Towing maintains a 24-hour, year-round recovery relationship with Code 3 Divers & Training Inc. Code 3 Divers provides a certified underwater search-and-recovery team with public-safety-diving, underwater-rigging, full-face-mask, drysuit, communications, and crime-scene capabilities. This specialized resource can be coordinated when required by incident conditions and authorized by the requesting agency. The supporting capability letter from Louis McNeill, CEO of Code 3 Divers, is included in the Special Equipment and Capabilities exhibits. Financial Capacity Page Three Enterprises, Inc. maintains the financial capacity to perform the contract. The company has maintained a business relationship with Astralease Associates, Inc. since 2014, remains in good standing, and has an active line of credit of at least $2,000,000 that remains in place and available. If requested by the City during evaluation, negotiations, or contract award, applicable financial statements and business tax returns will be provided through a secure City-approved submission method, with legally redactable information removed before production. Commercial Client List All County Towing currently services hundreds of private-property and commercial accounts throughout Miami-Dade and Broward Counties, including shopping centers, residential communities, commercial properties, property-management companies, and other privately owned or managed locations. Across these accounts, the company has performed approximately 10,630 light-, medium-, and heavy-duty tows year-to-date through October 5, 2026. Compiling a complete schedule of every commercial account would be unduly voluminous for inclusion in this proposal. If the City specifically requests the complete all-commercial-client list during evaluation, All County Towing will compile and provide it timely. The contract personnel roster identifies the regular, backup, and emergency employees who may be utilized in performing the City contract. Employees who will have no involvement in the Sunny Isles Beach contract are not included. The company will maintain at least two qualified operators on duty. The completed personnel submission provides the personally identifiable information presently maintained and requested, together with the available work- history, experience, role, and competency information. Additional individual records, annual drug- screen pass/fail confirmation, driver-license information, applicable CDL information, driving- history review authorization, and FDLE criminal-history reports will be provided upon City request through an appropriate secure method. All drivers and field personnel will wear and use the safety equipment and personal protective equipment appropriate to the incident, roadway, and weather conditions. Required PPE includes weather and rain gear, reflective or other high-visibility clothing and safety vests, hard hats, work gloves, and disposable latex or nitrile protective gloves, together with any additional protection required by applicable law, agency direction, or site conditions. The proposed contract personnel pool consists of the 20 employees identified below. This roster includes the management, dispatch, field, recovery, office, and impound personnel who may be utilized for the Sunny Isles Beach contract. More detailed information concerning a particular individual will be supplied if requested by the City. Personnel Compliance and Subcontractors Assigned drivers will hold valid Florida driver licenses and the appropriate CDL classification where applicable. Operators will possess the training and experience appropriate to the vehicle class and recovery assignment. Assigned employees will undergo annual drug screening at a facility acceptable to the City. Current driver-license images are not available for every proposed individual. Additional or updated license images, applicable CDL information, and more detailed individual employment records will be supplied upon City request through a City-approved secure or confidential transmission method. Annual drug-screen pass/fail confirmations and FDLE criminal-history reports are maintained and will be supplied upon City request. Subcontractors, if any, will be disclosed and used only in accordance with the RFP and City approval. Personnel Privacy and Public-Records Handling Because the proposal will be submitted to a Florida municipality and may become subject to public inspection, All County Towing has limited unnecessary duplication of sensitive personnel records in the publicly accessible proposal file. The completed personnel submission contains the personally identifiable information presently maintained and requested. Current driver-license images are not available for every individual. Any additional or updated identification, license, CDL, drug-screen pass/fail, FDLE, or detailed employment record requested by the City will be provided directly to authorized City personnel through a City-approved secure or confidential transmission method, with public copies redacted as permitted by law. Overall Organization All County Towing will maintain continuous dispatch and supervisory availability. Upon receiving a City call, dispatch will document the requesting agency, location, incident type, vehicle information, required equipment, and any safety or evidentiary instructions. The closest appropriate unit will be dispatched based on vehicle class and scene conditions. Timelines and Deadlines The company will target arrival within 15 minutes for emergency calls and no later than 30 minutes for non-emergency calls. If the assigned unit cannot meet the required response time, dispatch will immediately notify the requesting City representative and coordinate an authorized handoff in accordance with the RFP. Vehicle Storage and Release Vehicles will be secured at the appropriate All County Towing facility and maintained in the condition received, subject to documented pre-existing damage and incident conditions. Release personnel will verify ownership or authorization, explain charges, accept the required payment methods, provide itemized receipts, and make release service available 24 hours per day. Ability to Meet or Exceed the RFP Requirements All County Towing has operated under the Page Three Enterprises, Inc. corporate entity since 2010. Its management team has extensive experience with law-enforcement towing, private-property towing, accident recovery, roadway clearance, vehicle storage and the release and disposition of impounded vehicles. The company currently performs Florida Highway Patrol Troop L towing and recovery work and regularly responds on I-95, I-595, I-75, US-27 and surface streets throughout Broward County. • Maintain the licenses, permits and insurance coverage required by the RFP and applicable law, including the ability to name the City as an additional insured and provide the required endorsements. • Operate a staffed public payment office and secure outdoor storage facility at 2467 Pembroke Road, Hollywood, Florida 33020, with approximately 150 outdoor spaces and 24-hour vehicle-release capability. • Maintain secure indoor storage at 3625 Pembroke Road, Hollywood, Florida, with capacity for approximately 8 to 10 vehicles, including at least four vehicles indoors. This restricted warehouse is accessible only to authorized All County Towing personnel and law enforcement. • Maintain required towing, safety, traffic-control, spill-control and cleanup equipment on each assigned truck in accordance with the RFP and applicable DOT, Florida Highway Patrol and county requirements. • Maintain complete dispatch, tow, storage, release and disposition records and cooperate with City inspections, audits and performance reviews. Capacity to Perform the Specified Services All County Towing has the operational depth to perform routine calls, simultaneous calls, heavy-duty recoveries and extended incidents without disrupting its 24-hour dispatch and vehicle-release functions. The proposed contract personnel pool includes 20 experienced management, dispatch, office, impound and towing personnel. Christopher Casale will serve as Contract Manager, Nicole Price as Dispatch Supervisor, and Jason Parrett as Emergency Coordinator and Municipal Liaison. • The proposed fleet exceeds the minimum number of Class A wreckers and includes the required slide-back carriers, a Class B wrecker and a 2008 Peterbilt Class C rotator wrecker. • A certified vehicle scale capable of accommodating the contract vehicles, including combination tractor-trailers, is available through U Pull It Davie at 4301 South State Road 7, Davie, Florida. • Any specialized equipment required by the final contract, including a qualifying lowboy or Landoll-type unit if required by the City, will be acquired or placed under All County Towing's direct control and made available for City inspection before services begin. • The company has performed approximately 10,630 light-, medium- and heavy-duty tows year to date. Florida Highway Patrol volume is approximately 973 calls year to date under the Troop L relationship that began in May 2026. • All County Towing maintains sufficient storage, dispatch coverage, trained operators and backup personnel to respond to changing call volume and special assignments. Emergency Response Ability and Commitment All County Towing understands that emergency service requires immediate availability, reliable communication and sustained staffing. During a declared emergency, flooding event, hurricane, major crash, catastrophic event or other period of special need, the company will prioritize the City and make available the equipment, operators, supervisors and support resources required by the RFP. • Emergency Unit 1 will be assigned primarily to Michael Trask using Truck 141, and Emergency Unit 2 will be assigned primarily to Eric Herr using Truck 143. Both operators are qualified to operate wheel-lift wreckers and flatbeds and may be deployed in either type of truck according to the incident. These two units will be placed at the disposal of the City's Police Department when required under Section 2.13. • Christopher Casale and Truck 151 will be available as an additional emergency unit when needed. • Assigned equipment and personnel will remain available for the duration of the incident or until the City directs a return to normal operations. • Heavy-duty recovery equipment, support vehicles, traffic-control devices, spill-control materials, dispatch personnel and supervisory support will be deployed according to the nature and scale of the event. • The company will maintain communication with the Police Department, document all activity and comply with applicable federal requirements governing FEMA-reimbursable emergency work. • Any additional equipment required or determined necessary as a result of the RFP will be purchased, secured and made available for inspection by City staff before the commencement of services.
