HomeMy WebLinkAboutADDENDUM #2 RFP # 26-09-01 TOWING & STORAGE SERVICES1 ADDENDUM # 2 QUESTIONS & ANSWERS DATE: OCTOBER 1, 2026 TO: ALL PLANHOLDERS FROM: PURCHASING DIRECTOR RFP NO.: RFP # 26-09-01 TOWING & STORAGE SERVICES SUBJECT: ADDENDUM NO. 2 PLEASE NOTE RECEIPT OF THIS ADDENDUM BY COMPLETING ACKNOWLEDGEMENT OF ADDENDA’ WITH YOUR PROPOSAL’S SUBMISSION. Q1. Section 2.4, Minimum Qualification Requirement No. 2, on page 11 requires an office and adequate storage facility within a ten-mile radius of the Government Center and requires proof of ownership or a lease for the storage facility. Section 3.1, item 17, on page 20 additionally states: “Office and storage shall be at one location.” Please clarify whether the office and storage facility must be situated on the identical parcel and share the same street address. Would separately addressed facilities located extremely close to one another and operated together under common control satisfy this requirement? A1. The City prefers that the office and vehicle storage facility be located on the same site. It is expected that the location where vehicles are redeemed by owners will serve as the office and storage facility to avoid any delay in redeeming vehicles and to comport with Florida Statutes. However, proposals will still be considered if the office and storage facility are on separate lots and locations with different addresses, provided that the office and storage facility are either adjacent to each other or within a very short distance whereupon no more than a 5-minute delay in redeeming vehicles is created by the different locations. 2 Q2. Section 3.9 on page 22 states that all vehicles must be owned or directly leased by the towing firm and requires proof of ownership or a valid first-party lease for the required wreckers and slide-back carriers. The lowboy specifications appear separately on page 23. Please clarify whether the qualifying lowboy must also be owned or directly leased by the proposer, or whether documented, guaranteed 24-hour access to a compliant lowboy is acceptable. A2. All vehicles/equipment must be owned or directly leased by the Proposed Towing Firm. Q3. Page 33 states that each reference must be supplied on the client’s letterhead and signed by the client. Page 38 provides a City Reference Questionnaire and states that the proposer must use that form. Please clarify whether each client must: (a) reproduce the City questionnaire on the client’s letterhead; (b) complete the City questionnaire and also provide a separate signed letter on client letterhead; or (c) complete only the questionnaire on page 38. A3. Proposers must use Page 38 – Reference Questionnaire Form to respond to Minimum Qualification Requirement # 5 - References. Q4. Section 2.4, Minimum Qualification Requirement No. 5, on page 11 states that the projects or contracts used for the references must be the same as those supplied for “MQR No. 2.” MQR No. 2 concerns the office and storage facility location, while MQR No. 4 concerns prior towing clients. Please confirm whether the reference in MQR No. 5 should be to MQR No. 4 rather than MQR No. 2. A4. Amended: Minimum Qualification Requirement No. 5, on page 11: Please note that the information for the Projects/Contracts for MQR # 2 #4 above must be the same as the Projects/Contracts References provided. Q5. Attachment C, PDF page 46 of 69, internally numbered page 25, requests Social Security numbers, residential addresses, telephone numbers, and birth dates for all owners, officers, and persons having an interest in the towing agency. Please confirm whether this sensitive information must be included in the electronic DemandStar proposal. If required, please provide instructions for submitting it confidentially through a secure method and identify any permitted redactions from the publicly submitted proposal. A5. Please refer to Addendum # 1 – Revised “Attachment C”. Q6. Section 3.1 on page 18 states that the City currently has two towing companies under contract and may award contracts to as many as four towing companies on a monthly rotating 3 basis. Section 1.17 on page 5 states that the City does not guarantee the total amount purchased under a resulting contract. However, we could not locate historical or projected call-volume figures. Please provide, if available, the following information for the most recent three years: • Total towing and impound calls by year; • Average calls per month; • Calls allocated to each rotation contractor; • Light-, medium-, and heavy-duty calls; • Accident, arrest, abandoned-vehicle, and other Police Department calls; • City-owned or other no-charge service calls; • Cancelled calls and releases at the scene; and • Average storage duration or total annual storage days. A6. Below are the readily available Police Tow statistics for 2023 through the present date: • 2023: 92 tows • 2024: 197 tows • 2025: 135 tows • 2026: 139 tows Q7. Attachment C, PDF page 48 of 69, internally numbered page 27, item 17 asks whether the towing agency is located entirely within the “City of North Miami Beach limits.” Please confirm whether this is a carryover provision and whether item 17 should instead refer to the City of Sunny Isles Beach, the ten-mile radius requirement, or another geographical requirement. A7. Please refer to Addendum # 1 – Revised “Attachment C”. Q8. Attachment C, PDF page 48 of 69, internally numbered page 27, item 19 instructs proposers to complete an “attached personnel form.” We could not locate a separate personnel form in the 69-page RFP package. Please provide the required personnel form or confirm the format and information that proposers should submit in its place. A8. Please refer to Addendum # 1 – Revised “Attachment C”. Q9. The Conflict of Interest Statement on PDF page 64 of 69 describes the solicitation as “Golden Shores Street Lighting” and contains 2024 execution and notarization dates. Please issue a corrected form or confirm that proposers should replace that description with “RFP No. 26-09-01 – Towing & Storage Services” and change the execution and notarization year to 2026. A9. Please refer to Addendum # 1 – Revised “Conflict of Interest Statement”. 4 Q10. The header on page 5 appears to identify the solicitation as “RFP No. 24-08-01 Towing Services,” while the present solicitation is RFP No. 26-09-01. Please confirm that this is a typographical carryover and that all provisions on page 5 apply to RFP No. 26-09-01. A10. RFP # 26-09-01 TOWING & STORAGE SERVICES
