CALL TO ORDER / ROLL CALL OF MEMBERS
The meeting was called to order by Mayor Svechin at 6:00 p.m. with the following officials
present:

City Charter by Amending Section C-2.2(B) "Vice Mayor"; by Amending Section C-2.3(C)
"Limitations on Lengths of Service"; by Amending Section C-2.4 "Qualifications"; by
Amending Section C-2.5(C) "Filling of Vacancies"; by Amending Section C-2.6
"Compensation; Reimbursement for Expenses"; by Amending Section C-3.1 "City Manager";
by Amending Section C-3.5 "City Clerk"; by Amending Section C-3.6 "City Attorney"; by
Amending Section C-4.2 "Prohibitions"; by Amending Section C-5.1(I) "Commencement of
Terms"; by Amending Section C-5.3 "Form of Ballots"; and by Amending Section C-7.4
"Charter Revision"; Providing Authorization to the City Attorney and City Clerk to Amend the
Charter; Providing for the Form of the Ballot; Providing for Balloting and Election Procedures;
Providing for Notice of Special Election; Providing for Copies of the Proposed Charter

Action: City Clerk Mauricio Betancur read the title, and Planning and Zoning Director Amy
Canales reported.
Public Speakers: none
Commissioner Viscarra moved, and Vice Mayor Joseph seconded a motion to adopt the
Ordinance on first reading. Second and final reading will be scheduled for Thursday, March
16, 2023. The motion was approved by a roll call vote of 5-0, in favor.
