CALL TO ORDER / ROLL CALL OF MEMBERS
The meeting was called to order by Mayor Svechin at 5:30 p.m. with the following officials
present:

PUBLIC HEARING ON THE PROPOSED MILLAGE RATE AND TENTATIVE BUDGET
3A. Millage Resolution (Public Hearing)
A Resolution of the City Commission of the City of Sunny Isles Beach of Miami -Dade, County, Florida,
Adopting the City of Sunny Isles Beach Tentative Ad Valorem Tax Millage Levy Rate at 1.9000 Mills
Per One Thousand Dollars ($1,000.00) of Taxable Assessed Value Which is 6.81% More Than the
"Rolled Back" Rate of 1.7789 Mills, for Fiscal Year 2023/2024; Providing for an Effective Date.
Action: City Clerk Mauricio Betancur read the title, and City Manager Stan Morris reported and
proposed this as the lowest rate in the history of Sunny Isles Beach and the 2"d lowest in Miami -Dade
County. Vice Mayor Joseph made comments regarding more cuts in the budget and how ESAC
misrepresented the Dune Master Plan, he also shared his concerns about the meditation garden and
the Commission should re -visit that project. Commissioner Lama shared information about his (2)
properties, one rental and one homestead and how the difference in numbers are notthat much higher
whether the millage rate is 2.0 vs 1.9 and that the Commission should refocus and look into what's a
priority.
Public Speakers: none
Commissioner Viscarra made a motion to keep the millage rate at 2.0 mills and it failed.
Commissioner Lama made a motion to approve the millage rate at 1.9 mills there was not a
second and so it failed. After discussions between the Mayor, Commission and City Attorney,
Commissioner Lama then made a 2"1 motion to approve at 1.9 mills and Vice Mayor Joseph
seconded the motion. Resolution No. 2023-3545 was adopted by a voice vote of 3-0 in
favor. Commissioner Viscarra voted no and Commissioner Stuyvesant was absent.

3B. Budget Ordinance (Public Hearing)
An Ordinance of the City Commission of the City of Sunny Isles Beach, Florida, Adopting an Operating
and Capital Improvement Budget for the Fiscal Year Commencing October 1, 2023, through
September 30, 2024, Pursuant to Section 200.65, Florida Statutes; Authorizing Expenditures of Funds
Established by the Budget; Authorizing Encumbrances; Authorizing Issuance of Checks; Providing for
Grants and Gifts; Providing for Local and Federal Law Enforcement Trust Funds; Providing for Post
Audit; Providing for Severability and Providing for an Effective Date.
Action: City Clerk Mauricio Betancur read.the title, and City Manager Stan Morris reported and
Assistant City Manager, Audra Curts-Whann discussed the significant difference of the 26 Million asked
by Mayor Svechin. Commissioner Viscarra chimed in that other municipalities at least held steady their
budget and she understands that this budget can be amended. Vice Mayor Joseph confirmed with City
Manager that there will not be any more monies associated with the Dune Master Plan for the next
Fiscal Year and City Manager confirmed.

Commissioner Viscarra moved, and Commissioner Lama seconded a motion to adopt the
Ordinance on first reading. Second and final reading will be scheduled for September 21,
2023. The motion was approved by a roll call vote of 4-0, in favor.
