AGENDA CALL TO ORDER / ROLL CALL OF MEMBERS The meeting was called to order by Mayor Svechin at 6:15 p.m. with the following officials present: Mayor Larisa Svechin Vice Mayor Jerry Joseph Commissioner Alex Lama Commissioner Fabiola Stuyvesant Commissioner Jeniffer Viscarra PLEDGE OF ALLEGIANCE City Manager Stan Morris City Clerk Mauricio Betancur, CIVIC City Attorney Alain Boileau PUBLIC HEARING ON THE PROPOSED MILLAGE RATE AND TENTATIVE BUDGET 3A. Millage Resolution (Public Hearing) A Resolution of the City Commission of the City of Sunny Isles Beach of Miami -Dade, County, Florida, Adopting the City of Sunny Isles Beach Final Ad Valorem Tax Millage Levy Rate at 1.9000 Mills Per One Thousand Dollars ($1,000.00) of Taxable Assessed Value Which is 6.81% More Than the "Rolled Back" Rate of 1.7789 Mills, for Fiscal Year 2023-2024; Providing for an Effective Date. Action: City Clerk Mauricio Betancur read the title, and City Manager Stan Morris reported that after the Commission approval tonight this will make Sunny Isles Beach the 2"1 lowest millage rate in Dade County. Public Speakers: none Commissioner Viscarra commented that she is in opposition of lowering the millage rate, primary reason is the diminishing/disappearing TDRs combined with the high inflation, she does not think this is the year to do it, once the numbers came in, the cost benefit analysis isn't there. The City could give so much more back to the community then me keeping three dollars in my pocket. Think we could've made a better choice. Vice Mayor said going forward, he knows new pumps are going in, in Golden Shores and we have new bids coming in on the center island project that we have. City Manager and staff did a wonderful job. Give city residents the services and more and still have a well -trimmed budget. Commissioner Stuyvesant added she's pleased with outcome with millage rate. Next year might be different, but this number is consistent with the way we are living at this moment. Commissioner Lama, wanted to backtrack and do the math, we are already very low, the changes are minor, the message is we are one of the lowest, the 2"d, we were the 3rd, been like that for many years, and needs to be communicated to residents it's always been this way. Summary Minutes: Special Second Budget Hearing September 14, 2023 City of Sunny Isles Beach, Florida Commissioner Lama made a motion to approve at 1.9 mills and Commissioner Stuyvesant seconded the motion. Resolution No. 2023-3546 was adopted by a voice vote of 4-1 in favor. Commissioner Viscarra voted no. 3B. Budget Ordinance (Public Hearing) An Ordinance of the City Commission of the City of Sunny Isles Beach, Florida, Adopting an Operating and Capital Improvement Budget for the Fiscal Year Commencing October 1, 2023, through September 30, 2024, Pursuant to Section 200.65, Florida Statutes; Authorizing Expenditures of Funds Established by the Budget; Authorizing Encumbrances; Authorizing Issuance of Checks; Providing for Grants and Gifts.; Providing for Local and Federal Law Enforcement Trust Funds; Providing for Post Audit; Providing for Severability and Providing for an Effective Date. Action: City Clerk Mauricio Betancur read the title, and City Manager Stan Morris reported this budget presented to lowers our millage rate to 1.9 mills and reflects a total budget of $184,865,244.00 this is a reduction in a total budget of almost 5 million from the tentative budget presented to you in July. Also wanted to clarify during our last meeting, Vice Mayor asked some questions regarding the Dune and I did go back and research further and have had numerous discussions regarding the Dune and as an update, I wanted to state that we had $20 thousand budgeted for the Dune restoration project, we spent a total of $7,499, we will not spend the remainder of the budgeted amount which will revert to fund balance and we do not have any budgeted funds for the future for the Dunes in this budget. Vice Mayor added that we had a resident who twisted the video of last budget meeting and wanted to further clarify as to our conversations that you said you didn't recall, but you do recall that we had conversations regarding the Dunes and the dollar amounts that were outstanding, correct? City Manager agrees they have had numerous conversations about the Dunes and the budget, yes. Commissioner Lama mentioned in our August meeting, that building departmentfund balance were not in compliance, I acquired with Finance Dept and City Manager and turns out we are in compliance and we are in compliance with the statue of the States, just wanted to clarify that. Commissioner Stuyvesant stated she's still in the same position that we are overspending. I believe that this does not reflect where we are right now and I cannot support the budget the way it is right now. Public Speakers: none Commissioner Lama moved, and Commissioner Viscarra seconded a motion to adopt the Ordinance on Second and final reading. Ordinance No. 2023-606 was adopted by a roll call vote of 4-1 in favor. Mayor Svechin thanked everyone in the back and City. Manager, as you see we don't agree on everything, that is a good thing that's the way it should be and we appreciate your patience and your willingness to hear us and to make changes and to understand what it is we're looking for going forward and the ability to be very patient flexible and has been very appreciated by me personally.
