CALL TO ORDER / ROLL CALL OF MEMBERS
The meeting was called to order by Mayor Svechin at 3:00 p.m. with the following officials
present:
Mayor Larisa Svechin
Vice Mayor Alex Lama
Commissioner Jerry Joseph
Commissioner Fabiola Stuyvesant
Commissioner Jeniffer Viscarra

2A. 2023 Employee of the Year Award Presentation.
Action: Mayor Svechin asked that 2B and 2C be switched since some of the school
children haven't arrived yet. City Clerk Mauricio Betancur read the title City Manager
Stan Morris also asked that 2A be switched with 2D since the recipient of the award
was not yet present. The award was presented to Fabricio Volpi for the 2023
Employee of the Year Award.

2B. Certificate of Appreciation Presented to Sunny Isles Beach Sgt. Patti Gonzalez.
Action: Heard after 2D. City Clerk Mauricio Betancur read the title Chief Edward
Santiago reported. School Teachers present came up for the photo op.

2C. Certificate of Appreciation Presented to Hector M. Vazquez of Miami -Dade County
Public Library System (Sunny Isles Beach Branch).
Action: City Clerk Mauricio Betancur read the title, and Mayor Svechin reported.

2D. Certificate of Appreciation Presented to Sunny Isles Beach Karate Instructor Sensei
Marco Masi.
Action: City Clerk Mauricio Betancur read the title, and Commissioner Joseph
reported, then City Clerk went back to Item 2A.

2E. Proclamation Presented for Black History Month.
Action: City Clerk Mauricio Betancur read the title, Commissioner Viscarra reported.

2F. Proclamation Presented for Colorectal Cancer Awareness Month.
Action: City Clerk Mauricio Betancur read the title, Commissioner Joseph had no
comments to report.
3. DISCUSSION ITEMS
3A. Discussion Regarding the Creation of a Hebrew Club.
Action: City Clerk Mauricio Betancur read the title, and Mayor Svechin reported and
asked to hear thoughts from the Dias? Commissioner Viscarra opened the discussion,
then Commissioner Stuyvesant chimed in and asked if City Attorney can explain to the
public regarding the memo they read. Commissioner Joseph and Vice Mayor Lama
added their suggestions regarding this topic. Mayor is presenting on behalf of the
residence and intends this to be part of care program like the library does at no cost.
3B. Discussion Regarding Pelican Community Park Hours.
Action: City Clerk Mauricio Betancur read the title, Mayor Svechin reported.
Commissioner Stuyvesant shared why she oppose to the hours of the park being
closed. Commissioner Joseph spoke of incidents he witnessed while in a classroom
with a substitute teacher and Vice Mayor Lama is concerned and recommended to
heightened security there.
3C. Discussion Regarding Donations to 501(c)(3) — Nonprofit Organizations.
Action: City Clerk Mauricio Betancur read the title, and Vice Mayor Lama reported
that the City should implement these donations again and set percentage limits,
repeat and conflicts of interest.
3D. Discussion Regarding Increased Compliance of the "Motorized Scooter" Ordinance.
Action: City Clerk Mauricio Betancur read the title, and Commissioner Joseph
reported.
3E. Discussion to Support Letter to Florida Representative Basabe Regarding Florida
House Bill 437 — Anchoring Limitation Areas.
Action: City Clerk Mauricio Betancur read the title, and Commissioner Joseph
reported.
