CALL TO ORDER / ROLL CALL OF MEMBERS The meeting was called to order by Mayor Svechin at 3:00 p.m. with the following officials present: 2. 2A. 2B. Mayor Larisa Svechin Vice Mayor Alex Lama Commissioner Jerry Joseph Commissioner Fabiola Stuyvesant Commissioner Jeniffer Viscarra SPECIAL PRESENTATIONS City Manager Stan Morris City Clerk Mauricio Betancur, CIVIC City Attorney Alain Boileau Police Officer of the Year & Introduction to First Female Motor Officer Action: City Clerk Mauricio Betancur read the title, and Chief of Police Edward Santiago reported. Maximo Fanjul received Office of the Year Award and Roxana Martinez received the First Female Motor Officer Award. Deferred: 2023 Employee of the Year Award Presentation 2C. 2023 CITY MANAGER AWARD PRESENTATION Action: City Clerk Mauricio Betancur read the title, and City Manager Stan Morris reported. Mayra Aleman received the award. 2D. PROCLAMATION PRESENTED FOR TREE CITY USA 2024 Action: City Clerk Mauricio Betancur read the title, and City Manager Stan Morris reported. 2E. PRESENTATION ON MIAMI-DADE COUNTY BETTER BUS NETWORK Action: City Clerk Mauricio Betancur read the title, and Miami -Dade County Transportation and Public Works Department reported. 3. DISCUSSION ITEMS 3A. Discussion Regarding Israeli Bonds. Discussion Regarding Comp Plan and Code Discrepancies and Proposed Project Scope for Remedy. Action: City Clerk Mauricio Betancur read the title, and Planning & Zoning Director Amy Canales reported along with Transystem's Team, Jeff Katims and Kaitlyn Forbes for a presentation. Mayor asked for a consensus to continue the meeting to go over the remainder of the items since it was passed 4:00 p.m. Everyone agreed. 3C. LABELING OF LIFEGUARD STANDS Action: City Clerk Mauricio Betancur read the title, and Commissioner Viscarra reported. 3D. Update on Implementation of Revised Newport Pier Fees Action: City Clerk Mauricio Betancur read the title, and Commissioner Stuyvesant reported. 3E. Discussion Regarding a 72-Hour Vessel Anchoring Limit in Dumfoundling Bay Action: City Clerk Mauricio Betancur read the title, and Commissioner Joseph reported. 3F. Discussion Regarding Prohibiting Car Carriers from Parking in Residential Areas and on Collins Avenue Action: City Clerk Mauricio Betancur read the title, and Commissioner Joseph reported he would like to increase the fines to $500 Dollars for parking issues and violations. City Manager replied that parking issues and ,violations fees are set by the county, and City Manager mentioned there's currently in place a $124 Dollars citation for obstructing traffic. 4.
