CALL TO ORDER / ROLL CALL OF MEMBERS
The meeting was called to order by Vice Mayor Lama at 3:00 p.m. with the following officials
present:

SPECIAL PRESENTATIONS

2A. Special Presentation by Sister City Delegation from Punta del Este, Uruguay.
Action: City Clerk Mauricio Betancur read the title, and Ibis Romeo, Carlos and
Monica, Representative from Sister City reported and Vice Mayor Lama translated.
2B. Proclamation Presented for Parks & Recreation Month.
Action: City Clerk Mauricio Betancur read the title, Commissioner Viscarra read the
Proclamation and Vice Mayor Lama thanked the staff.
DISCUSSION ITEMS
3A. Deferred: Discussion and Consideration of Request for Donation on an Ambulance to
the Jewish Volunteer Ambulance Corps.
Action: City Clerk Mauricio Betancur read the title, and Commissioner Stuyvesant
reported. Commissioner Stuyvesant asked for this item to be deferred since we did
not let them know that they had an opportunity to present this item today.
Commissioner Joseph added, for next month, arrange for someone for Miami Dade
Fire to explain whether we have a need for another ambulance and to explain number
of calls they receive on an annual basis and whether they need another ambulance,
for clarification?
City Manager asked for direction, if they would like to request to have Miami -Dade
Fire here? He needs a consensus on who is going to appear, and if you're requesting
individually or a group?

City Attorney, stated since this is a workshop you would essentially just re -submit it as
a discussion item when they are available, you don't need a certain date.
Commissioner Viscarra, mentioned she had questions and needed data, and reached
out and had a zoom and asked questions. Commissioner Joseph would like to setup a
meeting with Miami -Dade Fire to have full information.
Vice Mayor Lama asked for next steps, City Manager would like to know if
Commission have interest to add additional ambulances, if no consensus as a group,
then no reason to bring Fire Rescue in. Per Commissioner Stuyvesant, for next
month, she will contact them to show up and send them an email. We have
consensus and know next steps, per Vice Mayor Lama.
3B. Discussion Regarding an Ordinance Requiring Remediation of Swale Areas.
Action: Vice Mayor Lama read the title, and Commissioner Joseph reported. City
Manager explained that we currently have an Ordinance in place regarding standing
water, we don't have any Ordinance a requirement that there be a remediation and
the removal of up to 4 feet of fill.
3C. Discussion Regarding Revisions to Section 201-5 re: Fireworks.
Action: Vice Mayor Lama read the title, and Commissioner Joseph reported. City
Attorney explained that in the State Moratorium, fireworks are permitted only three
times a year under State's Statute, which is, New Years, New Year's Day and Fourth of
July, otherwise they are banned, but on those three holidays, they would be allowed
to set them off in the neighborhoods.
3D. Discussion Regarding Additional Speed Humps in Golden Shores.
Action: Vice Mayor Lama read the title, and Commissioner Joseph reported that 15
speed humps were installed and we need a lot more. City Manager explained, the
challenges with adding additional speed humps is that the road belongs to the County
and also the challenge for our Emergency response, so he will do a speed study in the
area. City Engineer, Rick Labinsky explained further details about the speed humps.
