CALL TO ORDER / ROLL CALL OF MEMBERS
The meeting was called to order by Mayor Svechin at 5:30 p.m. with the following officials
present:

PUBLIC HEARING ON THE PROPOSED MILLAGE RATE AND TENTATIVE BUDGET
3A. Millage Resolution (Public Hearing)
A Resolution of the City Commission of the City of Sunny Isles Beach of Miami -Dade, County,
Florida, Adopting the City of Sunny Isles Beach Final Ad Valorem Tax Millage Levy Rate at
1.8000 Mills Per One Thousand Dollars ($1,000.00) of Taxable Assessed Value Which is
3.49% More Than the "Rolled Back" Rate of 1.7393 Mills, for Fiscal Year 2024/2025;
Providing for an Effective Date.
Action: City Clerk Mauricio Betancur read the title into the record, and City Manager Stan
Morris reported.
Public Speakers: none
Commissioner Joseph moved, and Commissioner Stuyvesant seconded a motion to reduce the
millage rate to 1.7000 mills. The motion failed 2-3 (Mayor Svechin, Vice Mayor Lama, and
Commissioner Viscarra opposed).
Commissioner Viscarra moved, and Commissioner Stuyvesant seconded a motion to adopt the
resolution. Resolution No. 2024-3701 was approved by a roll call vote of 4-1 in favor
(Commissioner Joseph opposed).
3B. Budget Ordinance (Public Hearing)
An Ordinance of the City Commission of the City of Sunny Isles Beach, Florida, Adopting an
Operating and Capital Improvement Budget for the Fiscal Year Commencing October 1,
2024, through September 30, 2025, Pursuant to Section 200.65, Florida Statutes; Authorizing
Summary Minutes: Special Commission Meeting/2nd Budget Hrg September 12, 2024 City of Sunny Isles Beach, Florida

Expenditures of Funds Established by the Budget; Authorizing Encumbrances; Authorizing
Issuance of Checks; Providing for Grants and Gifts; Providing for Local and Federal Law
Enforcement Trust Funds; Providing for Post Audit; Providing for Severability and Providing for
an Effective Date.
Action: City Clerk Mauricio Betancur read the title into the record, and City Manager Stan
Morris reported.

Commissioner Viscarra moved, and Vice Mayor Lama seconded a motion to adopt the
Ordinance on final reading. The motion was approved by a roll call vote of 4-1 in favor.
