AGENDA CALL TO ORDER / ROLL CALL OF MEMBERS The meeting was called to order by Vice Mayor Lama at 6:30 p.m. with the following officials present: Mayor Larisa Svechin (absent) Vice Mayor Alex Lama Commissioner Jerry Joseph Commissioner Fabiola Stuyvesant Commissioner Jeniffer Viscarra PLEDGE OF ALLEGIANCE/INVOCATION RESOLUTIONS City Manager Stan Morris City Clerk Mauricio Betancur, CIVIC City Attorney Alain Boileau 3A. A Resolution of the City Commission of the City of Sunny Isles Beach, Florida, Establishing the City of Sunny Isles Beach Proposed Ad Valorem Tax Millage Levy Rate at 1.8000 Mills Per One Thousand Dollars ($1,000.00) of Taxable Assessed Value which is 7.52% More Than the "Rolled Back" Rate of 1.6741 Mills, for Fiscal Year 2025/2026; Setting the Date, Time and Place for the First and Second Public Budget Hearings as Required by Law; Directing the City Clerk and City Manager to File this Resolution with the Property Appraiser of Miami -Dade County Pursuant to the Requirements of Florida Statutes and the Rules and Regulations of the Department of Revenue of the State of Florida; Providing for an Effective Date. Action: City Clerk Mauricio Betancur read the title and City Manager Stan Morris reported. Commissioner Joseph proposed a new millage rate of 1.6% ratherthan 1.75%. City Manager explained that the millage can be lowered at a later time. City Attorney explained the consequences that if it fails, you have to convey some sort of millage rate to the Property Appraiser tomorrow, and if you don't decide that number amongst yourself, you are relegated to the roll back rate from last year, you can always lower it but it is extremely difficult to raise it. You can try to raise it at the first Budget Hearing in early September but it's very costly. The Property Appraiser at that point has to sent it by registered mail, notices to every single tax payer in the City, comparing what the lower rate was to the higher rate, it's an expensive proposition to do that. If you all don't decide a number it will be decided for you by State Statute. Vice Mayor Lama noted, the roll back rate is 1.6741. Public Speakers: none. Commissioner Viscarra moved, and Vice Mayor Lama passed the gavel and seconded a motion for approval. The Motion FAILED by a voice vote of 2-2 in favor. Summary Minutes: Special City Commission Meeting July 31, 2025 City of Sunny Isles Beach, Florida Vote: Commissioner Joseph no Commissioner Stuyvesant no Commissioner Viscarra yes Vice Mayor Lama yes Mayor Svechin absent Commissioner Joseph made another Motion for the Millage Rate at 1.7% and there was no second, the Motion Failed. Vice Mayor Lama would like to reconsider the Motion for a proposed Millage Rate at 1.75%. Commissioner Viscarra moved to reconsider a Motion for the Millage Rate at 1.75% and there was no second, the Motion Failed. City Manager asked if the Commission vote on the Motion for the original 1.8%? Commissioner Viscarra made a Motion for the middle point at 1.725% and Vice Mayor Lama seconded the Motion. The Motion FAILED by a voice vote of 2-2 in favor. Vote: Commissioner Joseph no Commissioner Stuyvesant no Commissioner Viscarra yes Vice Mayor Lama yes Mayor Svechih absent Commissioner Viscarra made a Motion to continue since they are over 30 minutes in discussing the same Item. Vice Mayor Lama asked to vote since they have a deadline and this is just a tentative Millage rate. Commissioner Joseph made a Motion for 1.7% Millage rate again and Commissioner Viscarra seconded. Resolution No. 2025-3863 was adopted by a voice vote of 3-1 in favor. Vote: Commissioner Joseph yes Commissioner Stuyvesant no Commissioner Viscarra yes Vice Mayor Lama yes Mayor Svechin absent 4.
