FOR A CONSTRUCTION PROJECT AT TOWN CENTER PARK, IN AN AMOUNT NOT TO EXCEED ONE HUNDRED TWENTY THOUSAND DOLLARS (S120,000.00) FOR FISCAL YEAR 2014-2015, PROVIDED THAT THE CITY ATTORNEY REVIEW SUCH AGREEMENTS FOR FORM AND LEGAL SUFFICIENCY; AUTHORIZING THE CITY MANAGER AND THE CITY ATTORNEY TO DO ALL THINGS NECESSARY TO EFFECTUATE THIS RESOLUTION; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, on December 18, 2014 via Resolution No. 2014-2352, the City Commission awarded Bid No. 14-10-02 to Southern Underground Industries. Inc. for general contractor services to provide continuing services, on an as-needed basis, for small construction projects in the City; and WHEREAS, there are a variety of small construction projects to be addressed including but not limited to emergency repairs, for non-project specific unit costs in order to undertake needed construction services on an as-needed and as-requested basis; and WHEREAS. the City wishes to approve a purchasing authority with Southern Underground Industries, Inc. in an amount not to exceed One Hundred Twenty Thousand Dollars (S 120,000.00); and WHEREAS. Southern Underground Industries. Inc. is qualified, willing and able to provide the desired services on the terms and conditions set forth herein: and WHEREAS, the City wishes to authorize the City Manager or designee with purchasing authority with Southern Underground Industries. Inc. in an amount not to exceed One Hundred Twenty Thousand Dollars (S 120,000.00), to provide continuing services on an as-needed basis for a construction project at Town Center Park, provided that the City Attorney review such Agreements for form and legal sufficiency. NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS: Section I. Incorporation of Recitals. The recitals set forth in this Resolution are incorporated herein by reference as if fully set forth herein. Section 2. Authorization of City Manager. The City Commission hereby authorizes the City Manager or designee with purchasing authority in an amount not to exceed One Hundred Twenty R2015- Southern Underground Small Construction Purchasing Auth Page 1 oft Thousand Dollars ($120,000.00) with Southern Underground Industries. Inc. for continuing services on an as-needed basis for a construction project at Town Center Park for Fiscal Year 2014- 2015. Section 3. Authorization of City Manager and City Attorney. The City Manager and the City Attorney are hereby authorized to do all things necessary to effectuate this Resolution. Section 4. Effective Date. This Resolution shall become effective u.•• •doption. Based on our site visit and discussions on January 9; 2015, the following is our understanding of the scope of work. PROJECT APPROACH The original intent of this document and as described by you in the field was to install steel spool pieces between the upper frame of the playground shadeport and the existing 10"x10" steel columns, to raise the frame approximately 18 to 24 inches . In addition, we were requested to remove any visible rust in the frame, repaint it and have a structural engineer examine and certify the structural stability of the shadeport frame. However after further examination and after consulting with a playground shelter manufacturer concern was raised as to the feasibility and risk of attempting to raise an existing structure with known rust issues. The frame is composed of 11 sections which are bolted together with 4 bolts at each joint. Closer examination of these bolts and flanges shows a significant amount of rust. Based on these conditions I could not find anyone willing to warrant or certify that this existing frame can repaired to a condition that will last an extended amount of time. Our approach therefore, would be to replace the entire shelter frame and canvas on the existing columns. Additionally; this new frame would be made of powder coated round members which will reduce the chance of future tearing of the canvas during high winds. We can also add a canvas sleeve around the member as an extra buffer between the steel and the canvas. The frame would be configured to raise the overall height of the shelter by 2 feet. Upon approval, engineering drawings would be provided by the shadeport manufacturer to be processed through the City's Building Department 3453 NW 44 Street, Suite 205, Oakland Park, FL 33309 (954)650-4699 Page 1 of 2 ifTh SOUTHERN WU N D E R G R D U N D INDUSTRIES PROPOSED CONSTRUCTION SEQUENCE In order to perform this work with minimal impact to the park patrons, it is proposed that a fenced staging area in the grassed park area(6 ft high fence with canvas) be utilized to the remove and disassemble the existing frame and canvas and assemble the new frame (approximately 2-3 days). The park will only need to be completely closed for a short time 2 separate times on a Monday or Tuesday morning (lowest usage according to park staff) so that a crane can be mobilized in order to move the frames from the playground to the staging area, where they can safely be worked on without interrupting the park patrons. After completion_ the fence will be removed and any grassed areas disturb will be regarded and re-sodded. We believe this is the most efficient and safe manner to perform this work, but we are open to considering a different approach if the City desires. Based on this scope of work and as per the detailed breakdown attached, Southern Underground Industries proposes to complete this work for a lump sum price of S74,973.63 and we will need 1-2 weeks to complete all work after obtaining a City building permit. It may be in the City's best interest to add a contingency to this proposal for any unforeseen or additional work that may arise. Russo, City Manager FROM: Bill Evans, Public Works Director DATE: 3/19/2015 Resolution Approving Purchasing Authority with RE: Southern Underground Industries, Inc for Small Construction Projects at Various City Facilities and Locations • RECOMMENDATION: Staff is recommending the City Commission approve the attached resolution granting purchasing authority, in the amount not to exceed $250,000 for FY 2014-2015. REASONS: There are a variety of small construction projects to be addressed including but not limited to emergency repairs. ITB 14-10-02 was issued by the City to solicit non-project specific unit costs in order to undertake needed construction services on an as needed and as requested basis. Resolution 2014-2352 was approved by the City Commission authorizing the City Manager to enter into agreements with Southern Underground Industries, Inc for the aforementioned construction services. At this time, known projects to be implemented by Southern Underground include: • Removal and replacement of existing concrete ramps at Town Center Park for ADA compliance in the amount not to exceed $32,885. • Removal and replacement of existing Town Center playground structure frame and canopy. The frame replacement is required to raise the structure 2- ft for conformance with minimum height safety requirements relative to the existing play equipment.
