Shoreline Foundation, Inc. would like to take this opportunity to thank you for allowing us to provide you with our proposal for Construction of the North Bay Road Pedestrian Emergency Bridge and to convey our sense of enthusiasm about working with you on this endeavor. During your evaluation of the respective bids you have received, please take into account the following considerations which we provide you as part of our routine operational approach to providing our clients with the best in specialty marine construction and deep foundation services. 1. Shoreline Foundation, Inc. has one of the most extensive Insurance Policies in the Marine Construction Industry. Not only do we have a $1M General Liability Policy, we also carry $10M in Excess Liability and Longshoreman's Insurance 2. Your project will have a dedicated Project Manager who will visit the site as needed, and who will be accessible to you 24 hours a day throughout the duration of the project. We will dedicate full time onsite Superintendents who will oversee our work and assist in coordinating the work of the other trades. 3. All of the SFI Foreman and Supervisors are OSHA 10 -hour certified and CPR Certified. These are our minimum requirements which are continually supplemented by a continuing education process as facilitated by our full-time corporate safety officer in coordination with our independent safety officer consultant. Safety is job one. 4. All of SFI's cranes and operators are State Certified and fastidiously maintained by our full-time heavy machinery and mechanical maintenance staff Afechanical failures are addressed immediately and repairs are generally completed in less than 24 hours. All of SFI's barges and tugs are dry docked and inspected on an annual basis and are operated in excellent working condition. 5. SFI expert crews have been constructing marine structures throughout Florida and the Caribbean for over 25 years. With an average tenure of over 14 years for our key field personnel there is little left to chance when it comes to challenges on -site. We have attended the organized site visit and have conducted additional independent visits. We are quite confident in our understanding of this project and the special requirements for successful completion. Our approach for this project will be to utilize all members of our Project team to the fullest extent of their knowledge and experience. As indicated in the bid documents we have incorporated a time envelope within our schedule for the required material and product submittals and limited pre - construction mobilization. Prior to the pre - construction meeting, we will prepare and submit all documentation and submittals as required in specification section 01340. Upon approval of submittals, coordination and administrative plans will be enacted and material purchase orders will be issued to the appropriate material suppliers and subcontractors. We will establish the necessary landside ancillary support facilities including safety, security, fueling and equipment. Pre - construction audiovisual survey, baseline and QC sampling will be conducted and submitted. Site trailers and sanitary facilities will be mobilized. First aid supplies and provisions will be ordered and delivered. We are cognizant of the fact there are some special considerations to be considered for this project. By design the drilled shafts have mitigated some of the vibration problems associated with other foundation methods. Never the less as part of our pre - construction plan we will perform pre - construction audiovisual surveys of the surrounding structures. During construction we will employ the latest versions of vibration monitoring equipment daily for a significant period of construction, especially during backfilling and compaction activities since we will be utilizing large vibratory rollers. It is our intent to utilize the north end of the project as our primary delivery site for as long as possible to minimize the need for extended i\IOT on the south side of the project. Upon site mobilization, silt fences and turbidity barriers will be installed as per our environmental compliance plan. QC testing and risk management will continue throughout this process and be evaluated daily and submitted as predicated in the Project specification requirements. Our qualified drilled shaft subcontractor will install the drilled shafts per the specifications utilizing a track mounted "Euro" style. The track machine will utilize SFI's spud barge and support crane to drill, excavate and install concrete and steel reinforcing. Once all the drilled shafts are installed, a medium sized Linkbelt 165 excavator will be mobilized to the site to complete the majority of the required site improvements, thereby freeing up the barge with crane aboard to commence form erection for the cast -in -place concrete caps. CASF Technical Approach April 20, 2015 Page 2 of 2 Our skilled cast -in -place concrete crews will erect the required formwork and shoring with assistance from our barge crew to place the concrete and reinforcing to the lines and grades required. As the bridge concrete deck, barrier walls and sidewalks are constructed they will be sealed and finished per the specifications. The RISE retaining walls will be erected and connected as necessary through the construction process. We are fully cognizant of the barge scour and 1 -foot minimum clearances required. While challenging, through careful planning and management practices we believe these to be manageable tasks. We do not intend to violate the permit provisions or compliance requirements. In our vast experience SFI has successfully produced numerous finished Projects under similar constraints and are confident that our intended methodology will meet this Project's requirements and exceed the Owner's expectations. Careful coordination and timing will be required for deliveries to minimize the impact to the surrounding community and the public. Be assured, our methodology and management practices will accomplish tlus Project's goals on budget and ahead of schedule. Additionally, construction operations are planned and -,vill be conducted to assure the safety= and enjoyment to the public accessing the new pedestrian bridge.
