C. SOL -ARCH COVER LETTER AND EXECUTIVE SUMMARY
Sol -ARCH is pleased to submit its proposal for the City of Sunny Isles Beach Architectural Design Services
for a New Facility RFQ No. 15- 04 -01. We are presenting an extremely highly qualified firm committed to
delivering exceptional results for this project.
Sol -ARCH is a small South Florida based multi - disciplinary architecture firm of global capacity that has
been active for 9 years. Our expertise lies with providing our clients with a turn -key, one -stop shop
experience. We provide due diligence, feasibility, master planning, programming, architecture, interiors,
sustainable design, construction management, renderings, animations, and scale model services.
Dulce Conde is the female owner and registered architect of the firm. Primitivo Conde is the
designer /project architect. Michael Figueredo is the company's project manager. Under their direction
are technical staff members all qualified to perform production drawings and visualization.
Our projects cover a wide range of markets including planning, residential, commercial, retail,
hospitality, and mixed -use. As the Prime Respondent, Sol -ARCH will be responsible for overseeing the
team and providing local knowledge of the area, planning, building codes and municipal guidelines, and
requirements.
Sol -ARCH will lead the team in developing a strong working relationship with the Client by providing
timely information, analysis, and detail as the project evolves. Our team, throughout the assessment
process, will use their expertise and skills to provide a product to the Client that has a clear Vision and
demonstrates innovation while maintaining a maximum rate of return for the project.
Sol -ARCH acknowledges the City of Sunny Isles Beach's contract agreement requirements as described in
the Scope of Services of RFQ No. 15- 04 -01. We will obey all rules, commitments, regulations and
standards set forth by the City of Sunny Isles Beach and acknowledge that there are no possible conflicts
of interest for the specified work.

PHASE ONE: SPACE PLANNING ANALYSIS
We will provide a space need assessment for the entire facility. Sol -ARCH will meet with the department
directions in order to identify the specific needs and formulate this into a final space plan analysis. In
addition the space analysis plan will include future expansion alternatives. (Actual time in weeks or

PHASE TWO: SCHEMATIC DESIGN ISD)
We will organize all your requirements during the Schematic Design phase, by using the established
Program for your project; drawings will include master site plan development, site plan, plans and
elevations. We will also perform a Code Analysis and establish your specific zoning and other
restrictions. Based on the Program and Code Analysis, we will prepare preliminary design sketches of a
site plan, floor plans, and elevations. We will prepare an Outline Specification; a list describing the
proposed products and materials to be used on the project, and depending on the size and complexity
of the project, we may prepare multiple schemes and discuss with you the benefits and /or drawbacks of
each. Our goal during this phase is to acquire a complete and accurate understanding of your intentions
and project requirements. To be certain that we clearly communicate our ideas to you, we will use
several different presentation methods such as 3D renderings and /or models. Upon completion of the
Schematic Design phase, we will prepare a preliminary cost estimate for each potential scheme for your
use. In addition a preliminary construction budget will be presented. (Actual time in weeks or months
will be determined upon issuance of a project.)

PHASE THREE: DESIGN DEVELOPMENT (DD)
All of the major decisions for the project will be made during Design Development. The sketches
prepared during Schematic Design will be thoroughly detailed and developed into a complete set of
design drawings. All the building materials, fixtures and finishes will be selected. A code review will be
performed to confirm that the project meets with the limits and requirements established by any and all
regulatory agencies. When Phase Three is complete, the project will be fully developed and you will be
asked to approve the Design Development package and authorize us to proceed to the next step,
preparing the Construction Documents. Project schedule will be provided. (Actual time in weeks or
months will be determined upon issuance of a project.)

PHASE FOUR: CONSTRUCTION DOCUMENTS (CD)
With the design fully developed, all the required technical information, such as dimensions and notes,
will be added to the drawings. A Project Manual will be developed, which will include a final
Specification document (a detailed description of every material and product used on the job) and
various material lists (door schedule, window schedule, finish schedule, etc.). Combined, the
Construction Drawings and the Project Manual become the legal documents from which a General
Contractor will confirm budget and ultimately construct your building. We will also prepare an
Application for Building Permit at this time and submit the completed set of Construction Documents to
the Building Department for their comments and approval. (Actual time in weeks or months will be
determined upon issuance of a project.)

Once you approve the work completed in Phase Five, we will prepare a comprehensive Bid Package. This
package includes a complete set of Construction Documents (Construction Drawings and Project
Manual) and the Bid Requirements (instructions, due date, etc.). We will issue a package to each
selected bidder. We will collect the bids on the scheduled due date and carefully review each one with
you. If negotiations are required during the bidding process, we will assist you as necessary. In addition
Sol -ARCH will permit the project. (Actual time in weeks or months will be determined upon issuance of a
project.)

PHASE SIX: CONSTRUCTION ADMINISTRATION (CA)
During the construction of the project, we will make scheduled site visits to observe the progress and
confirm that the project is being built as per the prepared Construction Documents on a bi- weekly basis.
We will work closely with the General Contractor to keep the project on schedule and efficiently resolve
any unexpected issues that may arise. When the project is close to completion, we will perform a "walk -
thru" and prepare a Punch List of items that need completion or modification. We will work with you
until the project is complete and you are fully satisfied with the results. (Actual time in weeks or months
will be determined upon issuance of a project.)

Sol -ARCH has set itself as one of Miami -Dade County's leaders in sustainable design. We designed and
built the first green building in Miami -Dade County, a Staples retail store (Biscayne Blvd) with a
U.S.G.B.C. rating of "Gold ". We have set a series of green principles which have become our bench mark

has over 10 years experience working in the building and zoning department of the City of Coral Gables.
For three years she worked as a permit clerk followed by seven years as a zoning technician. Her
expertise in civic and governmental offices stem from being an end user for over 10 years. She not only
understands the day to day interdepartmental relationships but she has experienced how the customer
uses these types of facilities. This type of knowledge is rare and instrumental to the design of your
facilities.

Dulce Conde has over 28 years of experience with 11 of those years in private practice. As a registered
architect Mrs. Conde has been involved in the design and project management of numerous projects
ranging from school facilities to cruise terminals, luxury mixed - use /residential developments and retail
facilities within the United States, Europe and South America. Many of these projects have earned
design awards from local and national organizations. Her expertise lies in being able to understand her
client's needs and translating them into design solutions that have surpassing the client's expectations.
Mrs. Conde worked ten years with the City of Coral Gables Building and Zoning Department as a zoning
technician reviewing commercial /mix -use high rise projects. Her ten year involvement with the City of
Coral Gables Building and Zoning Department provides her knowledge and expertise that will ensure
accurate review of architectural plans for single family homes for compliance with the Beach Property
Owners Design Manual for the Ocean, North Beach and Seagate Overlay Districts.

Michael Figueredo is the founding principal of Sol -ARCH. Born and raised in Miami, Florida to Cuban parents, he
received his Bachelor of Design in Architectural Studies and a Masters in Architecture from Florida International
University. While attending F.I.U. he assisted the ATD (Advance Technology Department) by giving lectures on
advanced techniques in a virtual environment. He also wrote the course workbook for the advanced modeling
and lighting courses. This knowledge would serve as a valuable catalyst in launching Sol -ARCH. Under his
direction, Sol -ARCH has grown into Miami's premier design & visualization studio. Today Sol -ARCH offers
architectural design, planning, interior design, programming /space analysis, renderings, animations and scale
models. He oversees the overall operations with a focus on financing and marketing. He is experienced in
planning and designing projects ranging from mix -use commercial, lower and higher education, low, mid and
high -rise luxury residential condominiums, office towers, hotels, automobile dealerships and single family
residences. He oversees each project from schematic design to construction administration and remains involved

design a prototype that would launch their new Fiat cars into the market. The dealership
consisted of offices, showroom and service center. Scope included remodel and expansion of

As part of a minority set aside contract and in conjunction with Bermello & Ajamil and
partners, Sol -ARCH prepared and coordinated the specification for the project. Sol -ARCH
worked with B&A project architect in coordinating the working drawing set with the specs.

The Marina at Williams Island is part of a mix -use project in an established community. The
marina building is a 4,500 sf interior fit up at the base of a residential tower. The cost
of the project is $200,000. The scope included to design and do construction documents for
the facility. The two -story space has the marina offices, conference room and the second
floor has the crew space consisting of showers, laundry room, recreation room and a gym.

sf. Approximate cost of construction was $1,700,000. Scope: design two metal hangars for
fuel loaded planes in conjunction with adjacent office space. The design will include close
monitoring of the Kendall Tamiami Airport storm water management plan and all the NFPA
required fire suppression systems. In addition, Sol -ARCH will produce construction

retail store that was approx. 20,300 sf located at 2121 Biscayne Blvd in Miami. During the
planning and design phase we worked closely with the City of Miami and Mayor, Manny Diaz,
as the project would serve as the benchmark for the future city of Miami projects which now
require U.S.G.B.C. certification. Our project received a U.S.G.B.C. rating of "Gold ". The
approximate cost of construction was $2,000,000.00

The scope of work for the edge beam repair at terminal F, G and H entailed repairing all
areas of water leaking between terminal building and driveway. Spalled areas of concrete
have rusted through to the reinforcement. Prior to work being done, the existing
soffit had to be removed and inspected for damages. The challenge here was how soffits were
removed, stored, preserved, reinstalled, and ultimately performing the concrete restoration
work without interrupting terminal use. Size was 1000 lineal ft, and the approximate cost
was $450,000.

Architectural Design Services for a New Facility at 18080 Collins Ave.
The undersigned Firm proposes and agrees, if this submission is accepted, to enter into an agreement with
the City of Sunny Isles Beach to perform and furnish all Services as specified or indicated in the Contract
Documents.
The Firm accepts all of the terms and conditions of this Request for Qualifications. This Bid will remain
subject to acceptance for 90 days after the day of Bid opening. The Firms agrees to sign and submit the
Agreement and other documents as required by the Bidding Requirements within ten days after the date
of the City's Notice of Award.
In submitting this Bid, the Firm represents, as more fully set forth in the Agreement, that:
• The Firm has familiarized himself /herself with the nature and extent of the
Contract Documents, Work, site, locality, and all local conditions and Law and
Regulations that in any manner may affect cost, progress, performance, or
furnishing of the Work.
• The Firm has studied carefully all reports and drawings of subsurface conditions
and drawings of physical conditions.
• The Firm has given the City written notice of all conflicts, errors, discrepancies that
it has discovered in the Contract Documents and the written resolution thereof by
City is acceptable to the Firm.
• This Bid is genuine and not made in the interest of or on behalf of any undisclosed
person, firm or corporation and is not submitted in conformity with any agreement
or rules of any group, association, organization, or corporation; the Firm has not
directly or indirectly induced or solicited any other Firms to submit a false or sham
Bid; the Firm has not solicited or induced any person, firm or corporation to refrain
from Bidding; and Firm has not sought by collusion to obtain for itself any
advantage over any other Firms or over the City.
The City and the successful Firm will establish completion times for the services described in this Request
for Qualifications and the successful Firm agrees that the services will be completed within the time frames
agreed upon and stipulated in the individual Notice to Proceed.
