Dear Commissioners:
It is with great interest that Wolfberg Alvarez & Partners (WA), submit its qualifications to provide Architectural
and Engineering design services for the new mixed-use facility at 18080 Collins Ave.
WA doesn’t specialize in one particular building type which will work to the city’s advantage in the design of
this project as the firm will be able to bring all its knowledge from educational facilities, libraries, recreation,
civic buildings, public safety facilities, and other public and private mixed-use developments.
WA’s last project in Sunny Isles Beach was a couple years ago with the classroom building addition at the
Norman S. Edelcup Sunny Isles Beach K-8 Center. Currently, the firm is providing architectural planning
services Bal Harbour Village and a few years ago completed the expansion of Bay Harbour Islands Ruth K.
Broad K-8 Center.
WA believes in a high level of client interface throughout the entire duration of a project, with attention to
details and stands by a successful track record delivering on a vast array of municipal and commercial
projects that have been designed and built on-time and within budget, regardless of size and complexity.
WA has a large staff and can assign additional staff members to meet any deadline proposed by the city if
selected for this exciting new project, WA will meet all schedules and budgets.

EXECUTIVE SUMMARY
WA is a local South Florida firm that has established
a national reputation for design initiative and perfor-
mance. A Florida corporation founded in 1976, by
Julio E. Alvarez, P.E. and David Wolfberg, the firm
has provided comprehensive design services for a
diverse range of public facilities.
Experience With Public Agencies
WA has completed numerous local, state and fed-
eral governmental projects including the design of
administration buildings, mixed-use libraries and
community centers, parks, plazas, historical resto-
ration, vehicle maintenance facilities, police facili-
ties, judicial, detention and public safety projects.
Having completed design work for more than 60 re-
lated agencies in the United States and Caribbean,
the firm understands the needs of public agencies
to meet established budgets and schedules, while
achieving a functional, secure and well designed fa-
cility.

PROJECT APPROACH AND
UNDERSTANDING
The new mixed-use facility being proposed rep-
resents a major capital investment by the City of
Sunny Isles Beach. WA pledges it will take a fresh
and innovated approach to the project and will bring
many new ideas and concepts to the city to help it
visualize the project.
Mixed-use community facilities help to consolidate
and reduce operating costs they also offer a chance
to be more integrated into the community. These fa-
cilities offer a more traditional feeling while gaining
some of the benefits of additional foot traffic and a
central location.
To have a successful project will require close coor-
dination with the city, particularly at the outset of the
project, where fundamental decisions will be made.

Overall Project Management and Coordination
with the City
The WA Team will be organized beginning with, the
principal-in-charge (PIC), Julio E. Alvarez, P.E., who
will direct the overall effort of the Team, and will be
responsible for allocating personnel, financial and
production resources necessary to execute the
work plan and accomplish the project’s goals and
objectives. The PIC, working closely with the project
manager, who will monitor the project’s progress to
ensure adherence to contractual terms and conduct
periodic audits of schedule and technical perfor-
mance of all in-house personnel as well as outside
consultants.
The project manager, Marcel Morlote will be the
team’s single point of contact for the city, as well as
all other entities and agencies. The project manager,
with the support and assistance of the architectural
and engineering coordinators, will be responsible for
assigning resources of the Team to the various work
tasks, and maintaining regular communication as
to progress of work with the city’s project manager.
Mr. Morlote will oversee the overall design and pro-
duction effort, and will monitor project schedule and
identify problems in order for them to be resolved in
a timely man-
ner. He will

submittals be-
fore they are
delivered to the
city.
Site Analysis and Opportunities
An on-site analysis will take place and include verifi-
cation of above ground utilities, obstructions, existing
vegetation, character of adjacent properties, and any
other pertinent elements. Following site inventory
and analysis will be the preparation of conceptual al-
ternatives that depict the character and intent of the
master plan.
The initial site visit will introduce the design project
team to the city’s team, and will serve to assess
existing conditions, area for demolition, review the
scope of work, identify tasks specific to each team
member, identify potential problems and possible
solutions, define project boundaries and discuss the
overall design that will be needed to meet permitting
requirements and accomplish the project objectives.
Aerial photographs will be analyzed to evaluate the
relationship of the project with adjacent lands and
how the proposed improvements will affect private
and public landowners in neighboring areas. Team
members will participate in periodic project meetings
to discuss progress, proposed construction tasks,

identify potential problems, work out solutions and
continue the exchange of project information. Addi-
tional meetings with governing agencies, utility com-
panies, adjacent landowners and the general public
to develop consensus with all affected parties will be
scheduled as necessary.
Design Approach and Alternative Analysis of
Plans and Specifications
Each phase will have specific goals, deliverables, and
milestones with steady consultation and interaction
between our firm and the city. Information, questions,
responses, sketches and drawings will be made read-
ily available to the city. During the initial conceptual
and schematic design phases of the project, we cus-
tomarily like to perform “charettes” with the owner’s
selected project representatives. This method pro-
duces the most dialogue and results in significant
time reduction. It is also an effective tool in encourag-
ing staff involvement and in empowering them in the
design process.

The techniques to be utilized by the team for cost con-
trol include, but are not limited to:
• Program and Budget Review: A detailed review
of the program and budget will be conducted to
ensure validity and compatibility.
• Systems Budgeting and Estimating: All budget
estimating will be divided into subsystem com-
ponents to allow for identification and control of
specific problem areas.
• Cost Trending: A careful charting of the on-going
estimates will be performed to evaluate a direc-
tion that might be developing as the project pro-
gresses.

• Complete and Detailed Documents: Attention
will be directed to complete, coordinated con-
struction documents in order to ensure tight bids
and fewer change orders.
Cost estimate development and updates at the var-
ious stages will include quantification of all major
project elements, even at the earliest stages of plan
development. Progress estimates are prepared from
completed drawings to validate the budget or indi-
cate if design cost exceeds budget parameters.
Project Scheduling
WA takes pride in an outstanding record for re-
sponsiveness to established schedules. Particularly
important to this contract is our exceptional record
for meeting constrained schedules for contracts in-
volving public facilities. In the execution of mixed-
use projects, the firm has always met schedule de-
mands. Schedule management for this contract will
be accomplished through proven project manage-
ment procedures combined with a productive project
team and an ongoing schedule evaluation process. A
formal schedule will be developed to respond to the
specific needs of each task and the project manager
will regularly meet with the city personnel to review
schedule progress and requirements on that project.
Quality Control/Quality Assurance
WA assigns a quality control manager to review the
documents for constructibility and general coordi-
nation disciplines. The project manager and project
coordinator review the documents for incorporation
of all items in the scope services. The project is also
reviewed by the department heads in each discipline
for accuracy and completeness. A member of the
specifications department reviews each phase with
the project manager to coordinate the specifications.
EXISTING CONDITIONS
We develop solid innovative designs based on a
thorough understanding of the existing site through
the review of surveys, geotechnical testing reports,
as-built plans, existing reports, utility markups and
public sentiment.
PERMITTING
We know your regulatory permitting requirements
and the limitations that these requirements pose
on the design of the project will be identified
prior to engaging in the design of any specific
assignment.
BUDGETARY CONSTRAINTS
WA will design to meet the budgetary constraints
of the City of Sunny Isles Beach. WA will assist the
city in establishing the budget, track the project
costs through all phases of the work and value
engineer the project for maximum value to the city.
SCHEDULING
We develop flexible project schedules that are
based on realistic goals, task identification and
interrelationships. We will confirm that each task
fits within the overall specific project and target
dates and provide for contingencies if needed.
PUBLIC OUTREACH
We assist our Clients in developing public
awareness programs that promote public buy-in to
public projects through activities such as forums,
open houses, community meetings and public
hearings.

Below is WA’s step-by-step process it undertakes in
every municipal mixed-use project.
STEP 1: Program Definition/Data Collection
For this initial phase, WA will start by assisting the
city in identifying the project’s programmatic require-
ments. As an integral part of our approach and prior
to beginning the conceptual development of the proj-
ect, the WA team will sit down with key personnel
from the city staff to discuss project goals, as well
as the general
construction bud-
get. During this
phase we also
propose that the
disciplines of me-
chanical and elec-
trical be involved
to ascertain the
requirements of
the project. Upon
completion of this process, the architect shall issue
a final program to the city for its review and approv-
al. The approved program will form the basis of the
Conceptual Design Development.
STEP 2: Concept Design Development
Prior to the approved final program, WA shall initiate
the concept development phase for the project. Pre-
liminary conceptual “bubble” floor plans and sketch-
es illustrating the general layout and design intent
of the new facility shall be developed and presented
for review. This exercise will test the program to as-
sure that user goals are being met. General building
size (100,000 SF+/-), circulation patterns, room adja-
cencies, and floor assignments shall be established
based on the building type. Upon acceptance of the
first preliminary concept, the architect will develop
final conceptual drawings and present to the owner
for review. With the city’s consent, the architect will
incorporate any comments received and re-issue the
concept for final approval. The approved conceptu-
al designs will form the basis of the development of
Construction Documents.
STEP 3: Schematic Design
Based upon the mutually agreed program and the
approved conceptual design drawings, schedule,
and general construction budget requirements, WA
will prepare Schematic Design Drawings for the
city to review and approve. These represent more
detailed drawings consisting of floor plans, exterior
elevations, sections and other drawings delineating,
in general, the design parameters and character of
the project. Preliminary discussion and agreement
shall also be made as to the general mechanical,
and electrical systems, as well as materials, general
interior design direction, and other design elements
to be incorporated during the Design Development
portion of the final Construction Documents.
STEP 4: Design Development
Based upon the approved Schematic Design Draw-
ings, with adjustments authorized by the city in the
program schedule or construction budget, WA will
further develop the design including the architectur-
al, structural, mechanical, and electrical systems as
well as preliminary material identification.
STEP 5: Construction Documents
Based upon approved Design Development draw-
ings, outline specifications, schedule, and general
construction budget requirements, WA will further
develop and complete the Construction Documents
for the project. These final documents consist of the
final drawings and technical specifications, in suffi-
cient detail for the permitting and construction of the
project. At the request of the owner, interim milestone
submittals can be provided for review by the city.

ly in the design process. It is an assignment which
is very effective at WA as our in-house mechanical,
plumbing and electrical engineers expedite this pro-

Applying state-of-the-art technologies, WA is com-
pletely automated for design, programming, drawing
documentation and production, project manage-
ment, scheduling, specification and construction
administration. WA uses Newforma Project Center
which is a file manager and email manager that com-
bines all project related correspondents in one place
to reduce risk and save time in the management of
email, searches, markups, meeting minutes, project
files, record documents, images, file transfers, action
items and more.
WA has the capability of establishing project specif-
ic FTP/Client Portal sites for specific projects. The
FTP Site can be used as a depository for plans, re-
ports and calculations for the purpose of providing
secured access to the city, the WA Team and con-
sultants working for the city. A Client Portal in New-
forma is not just a depository of plans, calculations
and reports, but it can also be a management tool
for the city. The Portal can be set up to provide no-
tices to the city when a permit application has been
submitted, when regulatory agency RFI’s have been
received and when the consultant response was is-
sued. In addition, project schedules can be posted to
the portal as well.

The Northwest Regional Library for
Broward County, is a 72,000 SF, state-of-
the-art facility characterized by its striking
shape along a sweeping curve across the
entire front of the building creating a bold
statement that stands by itself.
A strong response was to create it’s own

library,” in a site shared with another

for the 215,000 SF facility. The 3.1 acre,
campus style complex includes 340 beds,
and the most complete range of social and
clinical services available in South Florida
to serve an estimated 4,300 homeless
people a year. The buildings are equipped
with state-of-the-art biometric security
systems and include administrative offic-
es, meeting and instructional rooms for
the assessment of clients. It also includes
a full-service kitchen and dining room that
can serve more than 2,000 meals a day
and systematically disposes the waste
and compartmentalizes recyclables in an
effort to minimize the impact on the envi-
ronment. A seven level, 280 car parking
garage houses an emergency generator
on the ground level and cooling tower on
the roof top. The project is registered to
meet LEED Certification standards.

WA has been retained by Braman Motors
to provide complete architectural and en-
gineering professional design services
for a new automotive showroom and
vehicle storage facility. The total area of
the facility is in excess of 500,000 SF. on
seven levels with storage capabilities for
1,600 cars. Showrooms are located on
the ground floor and partial second floor
with a combined area of approximately
90,000 SF. Initially, the showrooms are for
pre-owned BMW’s and new Rolls-Royce
cars. An interior, monumental stair is stra-
tegically located to entice and facilitate
access to the second floor showroom.

Description
WA is providing architecture and engi-
neering services and is the Architect of
Record for the new 37,500 SF, three-story
contemporary art museum with a 15,000
SF sculpture garden. 6,500 SF is on the
first floor, 5,960 SF on the second and
8,000 SF on the third floor. The land was
donated by Miami Design District As-
sociates, a partnership between Dacra
Development’s Craig Robins and L Real
Estate. The design and construction will
be funded by philanthropists Norman and
Irma Braman.

Description
WA was commissioned to design a new
25,000 SF mixed-use government center
to house executive and administrative
offices, council chamber, public safety
department and ancillary functions and a
parking lot for 100 parking spaces.
The Town’s police department will be
housed at Government Center and will
have administrative offices, roll call area,
locker area, breakroom and a secured
sally port. Security access shall be re-
quired for the entire building and individu-
al departments.
The building was also carefully designed
for future expansion and has achieved
LEED Gold certification.

Description

The two-story facility is approximately

Description
WA is providing architecture and engi-
neering service for a new 226,000 SF,
eight-story, mixed-use project consisting
of 20,000 SF of retail, 23,000 SF of office
on the top floor, and 428 parking spaces.
In an effort to reflect the distinct round-
ed corner feature present on numerous
buildings throughout the Wywood District,
the Northeast and Southeast corners of
the proposed parking garage façade are
curved above the sidewalk level. This
serves to soften the overall massing of
the garage, and maintains and promotes
an important urban contextual feature
unique to the legacy of this neighborhood.

Description
The Community Center and Library at
Ludovici Park is the first significant new
building for the Village. The 11,300 SF
two-story Community Center offers a
meeting and performance space for
events, lectures, and community activities
overlooking a preserved mangrove area
and the Biscayne Bay Aquatic Preserve.
Because of the preserve careful consider-
ation was given to keep the existing trees
whenever possible.
The first story is dedicated to the 8,800
SF library, which employs Florida Keys
architecture, large windows protected by
over hangs that double as verandas to
introduce natural daylight into the spaces
that will include a reading room, children’s
center and computer lab.

Description
As a community building, the landscaped
open space enhances the character and
spirit of the community that this project
symbolizes. The courtyard serves as an
entrance space, and in the traditional
fashion all building spaces and entrances
are organized around its perimeter. The
courtyard is designed for passive activ-
ities such as reading on benches under
the shade of trees, strolling, and contem-
plation in the nature of Japanese gar-
dens. It is also designed as a venue for
outdoor theater and music, for receptions
and special events.
The primary functional spaces were de-
signed to allow independent operation
of the Theater and Reception & Banquet
Hall, the Historical Museum, the Library,
and the Meeting Rooms. These spaces
are accessible from each other via cov-
ered walkways that encircle the central
courtyard.
