To become a long term asset for the community it serves, the new addition to the Municipal Complex must also be an adaptable and flexible tool through which the City can function more efficiently. To ensure success, this project will need to be a collaborative effort of an established architectural firm coupled with the input of City staff and its representatives in a true “partnering” work environment. Understanding The City is soliciting professional architectural design services and related work for 18080 Collins Avenue, Sunny Isles Beach, FL 33160, which may include, but not limited to, the following tasks Architectural: Design; Reports; Analysis; Graphic Conceptual Drawings; Color Selection and Coordination; Inspection; General Design Work; Preparation of Complete Construction Contract Plans; Special Provisions Public Involvement; Post Design Services (submittal review and responses to Request for Information) The City intends to execute an agreement with a firm to provide design services for a new Facility located at 18080 Collins Avenue, Sunny Isles Beach, FL 33160. This property is a 1-acre lot located adjacent to the existing government center. The intent is to have a firm provide a viable holistic approach to the design process. The final product must be economically feasible, obtain commission and regulatory approval, as well as look aesthetically pleasing. The new facility will be used for municipal purposes, educational purposes, community & civic uses, in addition to including commercial space. The total estimated square footage for the facility is 100,000 square feet. Reference aerial below. Scope of Services The AECOM Team will divide the work effort into seven phases with the results of each phase reviewed and approved by the City of Sunny Isles Beach prior to proceeding with the next phase. In many cases the work efforts for each phase will overlap with those of other phases to allow for the completion of the design within an accelerated schedule. Appropriate and thoughtful utilization of the latest information on trends in the design and construction industry are all key elements our approach. We recognize that each project is unique; we do not believe in or provide any boilerplate solutions. Further, we recognize that City staff are key players of the team in any City project, and we look forward to an effective and rewarding collaboration with your team We will work with local Stakeholders and City staff to effectively solicit, respond to, and incorporate public input. Section D 5 AECOM RFQ No. 15-04-01 City of Sunny Isles Beach staff can attest to the responsive service they’ve received from AECOM on various projects over the past 15 years. The process we use to handle the City’s projects include the following steps: Task 1: Project Initiation – Scoping Meeting Upon notification to proceed, the Project Director and the Project Manager along with the project team will meet with the City staff to review the proposed scope of work, project design objectives, schedule and budget requirements, and any other special requirements (such as grant funding conditions). We will review available site and background data received, as appropriate to the project, in advance of the meeting, and will identify with staff any additional information necessary for the project, including action item assignments for acquiring such information.. Working with staff, we will determine the preferred methodology for any public input to the design process, as well as confirm the City’s review requirements. Following the Scoping Meeting, we prepare a draft scope and project schedule for the City’s review. We will meet and/or discuss, and make the changes necessary to meet the City’s needs. We will conduct a kick-off meeting with City staff to review and discuss the project scope and schedule, data collection, design process, review and approval process, expectations for deliverables and/or other issues that may affect the success of the project. Task 2: Program Confirmation & Concept Design We will develop drawings and, as appropriate to the project, other documents such as narrative description that confirm the required elements of the project design. These deliverables may include a Concept Plan, Schematic Design, a statement of program and adjacency diagrams, budget parameters and/or order of magnitude cost estimates, and will serve as the basis for subsequent design. As appropriate to the project, these initial deliverables will be developed with significant input and feedback from City staff, area residents, or other stakeholders to the project. Task 3: Schematic Design At the initial design stage it will typically be appropriate to secure initial review and approvals from the City as well as from any boards or agencies with a particular interest or role in the project. The following materials will be prepared for a comprehensive schematic design package: • Site plan, including preliminary civil engineering • Floor plans • Elevations of building • Building sections • Engineering system concepts and descriptions • Budget estimate of costs • Update project schedule Task 4/5: Final Design & Construction Documents This task will typically include the traditional design phases consistent with AIA standard documents Materials to be included for a comprehensive design development and construction document deliverable will include the following: • Site plan, including paving, grading, and drainage • Floor plans, life-safety plans, reflected ceiling plans • Enlarged plans of critical areas Elevations / sections of building • Building details / room finish schedules • Civil Drawings • Landscape Drawings • Structural drawings • HVAC drawings • Fire Protection Drawings • Plumbing drawings • Electrical / communications / • security drawings • Specifications Permit review agencies will be identified and early as well as interim reviews will be conducted to ensure a minimum of design changes based on agency requirements. During this stage of the project, submittals for City review, comment and approval will be made at milestone intervals appropriate to the project. Typically these include: • Design Development • 50% Construction Documents • 90% Construction Documents • 100% Construction Documents Cost estimates and specifications will be developed as appropriate for each submittal, and as necessary, additional public input opportunities will be provided. All submittals will be subject to AECOM’s rigorous QA/ QC reviews which are conducted by senior level staff not involved in the project production. Upon completion of the construction documents to the City’s satisfaction, a final “permit dry run” will be conducted, to address any outstanding permit issues prior to bidding. Section D 6 AECOM RFQ No. 15-04-01 Task 6: Bid / Negotiation Phase Services During the bid process, we will assist the City with Pre-Bid Conference, responses to bidder inquiries, preparation of any Addenda, and review and evaluation of bids received and bidder qualifications. Task 7: Construction Observation Construction phase services will commence upon award of a contract for construction and will conclude upon issuance of a certificate of Final Completion, City acceptance of the project and signoff of all necessary regulatory agencies. During the construction phase, and as appropriate to the type and scope of project, services provided will typically include the following: • Periodic on site observations of the progress of the work, to help ensure that project specifications, design intent and other requirements are complied with regular progress meetings with Contractor and City staff • Review of Contractor’s Construction Schedule, Schedule of Values, materials submittals, shop drawings, pay applications and other submittals • Review of tagged nursery stock or assistance with tagging • Review of field layouts prior to installation • Review of installed materials for compliance with requirements • Inspection and punch list at Substantial completion • Inspection and certificate at Final Completion • We recognize that in certain cases, the City may opt to provide more of the construction administration through in-house staff; or that conversely, certain projects may require a more extensive role on the part of the design consultant. Finally, we will provide follow-up after construction is completed, typically in the form of follow-up inspections prior to the expiration of warranties approximately one year after completion of the project. Throughout the design process, AECOM’s project manager and team will provide the following services: • Coordinate the project with the City of Sunny Isles Beach, related permitting agencies, adjacent landowners and other affected organizations during the development of the design. • Perform general administration duties, including coordination with sub-consultants; preparation of invoices; scheduling; record keeping; and file management. • Attend and participate in meetings with the above mentioned organizations. • Oversee quality assurance and quality control (QA/ QC) program. Each scheduled submittal of plans to the Client and/or FDOT shall receive QA/ QC. • All work shall be performed in accordance with the City’s/County’s Standards and Procedures for plans and specifications. • All work shall be performed in English units using AutoCAD format. Staffing Plan The core team of professionals represented in the AECOM Team is supported by a well-balanced staff of architects, engineers, planners, and interior designers from the firm’s office in Coral Gables. Our Team has all the experience necessary to perform all required tasks associated with the project. Due to the size of our firm and the depth of our resources, we can readily staff this project with the proper support personnel in every discipline, as well as meet any anticipated schedule for this project. The AECOM Team uses an interdisciplinary team approach, assigning key individuals to each project from inception to completion. Not only does this method ensure immediate and effective lines of communication, it also enhances the continuity and integration of the design effort, an issue which is particularly important on projects with challenging schedules. At the hub of our system is the Project Manager, Nina Gladstone. Ms. Gladstone has been a project manager with AECOM for over 17 years and has worked closely to successfully deliver projects to the City of Sunny Isles for the last 15 years. To ensure continuity, Ms. Gladstone will be involved throughout the entire process and will be responsible for coordinating all of the team members. She will also manage all budget and scheduling issues from contract start to completion. Our team of individuals has successfully completed several similar municipal administration buildings together. AECOM will provide a specific design team with relevant experience responsible for leading the design effort for our firm. Scott Tao is an award-winning designer whose designs have been widely recognized Section D 7 AECOM RFQ No. 15-04-01 by Owners, peer groups and industry. Scott has participated on various Municipal Complexes. Scott will lead the design team’s efforts and be primarily responsible for the overall “image” of the new Municipal Complex. The Principal-in-Charge, Agustin Barrera, will be the individual ultimately responsible for the project. Mr. Barrera will be involved with both the client and members of the Project Team. He will participate in key project meetings and provide the leadership and direction necessary to ensure the project schedule is met. Our Project Manager, Nina Gladstone will work very closely with the entire team on a daily basis. Ms. Gladstone, Mr. Tao and Mr. Barrera have all worked together as a unit on several Municipal projects in the past and represent a core team with proven chemistry that is both knowledgeable and experienced in this unique building type. Project Schedule Through discussions with you, a master activity list and project schedule will be prepared using Microsoft Project and included in the Project Management Plan. The master activity list will include the major activities needed to complete the project. Each activity will include a task identification number, description, and estimated duration. Activities with dependent predecessors will be noted in the schedule. The schedule will be updated each month to show progress to date. Key project milestones such as project meetings and technical deliverables will be included. Once a project schedule is developed and agreed to, the project manager is responsible for monitoring progress and keeping it on schedule. Schedule control is largely a function of task planning and monitoring; and the elimination of surprises that can cause delays. Effective schedule management therefore addresses such issues as: • Identification of the work’s critical path, and constant monitoring of the progress of those items on that critical path. • Maintenance of a dedicated project team with member continuity, promoting a highly focused (and therefore time-efficient) design effort. • Early identification of permitting requirements, and a proactive approach to regulatory agencies. • Pre-application meetings are recommended to establish rapport with regulatory agencies representatives and gain thorough understanding of the permit requirements. • Frequent and clear communication with you as the client, to ensure our understanding of your needs and preferences, in order to avert schedule-busting rework at the end of the project. Cost Control AECOM’s practice of implementing effective cost control begins with a thorough understanding of the goals of the City of Sunny Isles Beach. On all AECOM projects, our work is carefully budgeted and all project budgets are carefully reviewed weekly by project managers and monthly by senior managers. Again, once a project schedule and budget is agreed to, the project manager, under the principal in charge’s direction is responsible for monitoring progress and keeping it within budget. A computerized project management system (PMS) will be used by AECOM to monitor the project. The PMS allows the project to be broken down into multiple tasks and subtasks, as needed. Project information and budgets for each task will be entered into the PMS. This allows the financial accounting system to track the project and provides information for accurate invoices At any time during the course of the project, a wide variety of project management reports containing cost to date and billable data can be obtained. The PMS enables AECOM to monitor the status of particular activities and make well informed decisions. AECOM will forecast the hours and dollars remaining to complete each work order on monthly basis. The forecasts are used for calculating the total cost of each work order at completion. The monthly forecasts are a valuable tool for discovering problems early so that correction action can be taken. The billing system is linked to the PMS so that customer billings for labor and expenses coincide with project costs. The billing system will provide complete, accurate information on billable cost to date including accounts receivable and unbilled services. The system allows for production of both standardized and customized invoices, as well as back-up reports, quickly and easily. Section D 8 AECOM RFQ No. 15-04-01 Public Involvement AECOM shall conduct public meetings to review the design development stage of the project. AECOM shall provide displays to convey design alternatives, schedules, and costs. AECOM shall conduct working group meetings with the Client staff on a regular basis. Permitting Process The AECOM Team recognizes the importance of expediting the permit approval process. Therefore, our team includes members who are both familiar with and capable of fast-tracking the permit process in South Florida and able to Identify Regulatory/ Permitting Requirements. We will contact regulatory agencies during the preliminary engineering phase of the project, attend pre-application meetings to elicit agencies’ concerns, permitting constraints and required approvals/permits for the project. Construction Engineering Inspection Services The AECOM Team expertise regarding construction inspection services can ensure quality and efficient implementation conforming to the final construction documents and environmental permits and agreements. These services may include conducting a preconstruction meeting; issuance of a conformed set of drawings including the incorporation of addenda and permitting requirements; review of contractor submittals and Requests for Information (RFIs); review of shop drawings (as required) for any components related to the proposed design and issuing architect’s/engineer’s supplemental instructions (ASIs); conducting preconstruction staking and field- marking for earthwork activities and design element location; evaluating and selecting plant materials at nurseries before delivery to a project site; conducting observations of hardscape, landscape, drainage, water & sewer, utility, site furniture, lighting and irrigation system installation and construction while noting any non-conformance with the contract documents which require remedy. In addition, we will review contractor pay applications; issue field orders and change orders as necessary to document changes in the contract documents, conduct preliminary and final punch lists and help facilitate final acceptance of construction. AECOM Quality Management System - (QMS) Quality assurance/quality control (QA/QC) has been one of the keys to AECOM’s success. The goal for the Municipal Complex project is to deliver to the people of Sunny Isles Beach a new state-of-the-art facility to work cohesive with the existing facility to serve the administrative needs of the City for the foreseeable future. The design of a new Municipal Complex must consider the central purpose of the structure: which is to provide a variety of services to the community. This new facility by its design must symbolize that mission and contribute to its realization, goals and challenges. A successful Municipal Complex building must be secure, functional, efficient, and welcoming to the public. The design of each of our Municipal Complex facilities has been grounded by a deep understanding of the issues unique to city government buildings. The following description will address many of the issues we typically take into account in the design of all of our facilities. Municipal Complexes must be carefully designed to create separate public and private zones. The main entry lobby is the only access point for the public zone and must present a user friendly, non-threatening image to the public. A portion of our work includes sidewalk improvements, paving and curbing, minor roadway improvements, major roadway widening, intersection improvements and signalization, roadway surfacing and CEI work. Section E 14 AECOM RFQ No. 15-04-01 Construction Support. AECOM will be able to provide the City with Construction Engineering and Inspection (CEI) services on a range of projects including roadway, bridge, traffic signal, and intelligent transportation systems (ITS). AECOM has performed CEI services for multiple clients including essentially every District of the Florida Department of Transportation, Miami-Dade County, and other municipalities. CEI is not only having excellent inspection staff but also maintaining the proper documentation to allow a project to be accepted and closed out. Our approach is to stay several steps ahead of a contractor to be proactive in avoiding any potential delays to the project. The ultimate result is to deliver construction projects to the City on time and within budget. Our inspectors have the Florida Maintenance of Traffic Advanced certification from ATSSA. Maintenance of traffic (MOT) is an important part of any project. Proper MOT setup is critical not only for motorist and pedestrian safety, but also for the contractor’s safety. Having the correct MOT setup also avoids lawsuits arising from accidents within a work zone. Our inspectors evaluate each MOT setup and notify the contractor of deficiencies. Grant Assistance. AECOM has significant experience in assessing projects financial feasibility and assisting clients in writing grant applications. Projects are eligible for a variety of grants whose application requirements differ by program. The first element is to make sure the candidate project is a good fit for the objectives and goals of the program. The second element , and a minimum requirement, of a successful submission is to ensure that the submission provides all information requested and tailors the response to the evaluation criteria specified for that program. But beyond responding to program-specific requirements, a successful grant submission for public monies needs to demonstrate the larger case for the project—why the project’s implementation and use makes the local multimodal transportation network better—without impairing the market or usage of another transit provider in the region. For example, successful transit applications to the TIGER program demonstrate how a candidate improvement allows the project to serve existing customers better or to expand the market served. Heritage Parking Garage | Sunny Isles Beach, FL The competition for TIGER III funding was intense as US DOT staff had indicated that there were 848 applications totaling more than $14B in funding, far exceeding the $511M in available TIGER III funds. On December 15, 2011, US DOT announced that the Syracuse Connective Corridor was awarded a $10M TIGER II grant to complete the final phases of the project. The Syracuse Connective Corridor was one of only 46 transportation projects selected for award. Section E 15 AECOM RFQ No. 15-04-01 Organizational Structure AECOM’s quality management program dictates that the process start with developing a formal Project Management Plan (PMP ) for each project. The PMP is an evolving document that serves to maintain the goals and objectives of the City throughout the development and changes inherent to a project. Clear lines of communication between the City staff and AECOM team members will be established as part of the development of the PMP. Our team’s organization chart depicts the reporting structure and task leads for the various scope categories. Project communication will mirror the structure of the project organizational structure. Principal in Charge Agustin Barrera, AIA, will oversee assignments and make sure there is appropriate staff to complete the project. He will participate in key meetings and provide the leadership and direction necessary to make sure the project schedule is met. AECOM was selected by the City of Jacksonville and Duval County to provide both A/E design and Program Management services for the Duval County Courts system, include the renovation and conversion of the historic 1930s Federal Courthouse for use by the State Attorney’s office. The 6-story, 172,000 SF building will be completely gutted and provided with all new interior finishes and engineering systems. The Public Defender’s office will be relocated to 70,000 SF of totally renovated space on two floors of the Ed Ball Building. Baha Mar Convention Center, Nassau, Bahamas. Principal-in-Charge for a new 200,000 SF Convention Center, part of one of the world’s largest resort developments. The convention center will include a main ballroom with a lobby / pre-function area; exhibition / convention space capable of being subdivided; separate wing of meeting rooms, full service kitchen; administrative support space; loading dock; and storage. The park component includes a children’s playground, plaza and gazebo. City of Sunny Isles Beach Government Center Sunny Isles Beach, FL. The City Hall totals approximately 58,000 square feet on four floors and includes administration, police, library and Council Chamber functions. The design floats a three-floor curving bar of administration and police functions over the ground floor public spaces of library, conference, post office and Council Chamber. A three-level parking structure slides underneath the western leg of the City Hall and integrates public-related functions at the base. Village of Key Biscayne Government Center Key Biscayne, FL. The Administration and Police Building of Key Biscayne is composed of 32,000 SF of program that includes police related functions. The Administration and Police building is designed around a two-story landscaped and paved courtyard connecting the pedestrian circulation from the main McIntyre Street building entrance with a pedestrian garage entrance to the south. The courtyard functions both as a public gathering space and as a means to provide natural light and air to the internal facing office areas. Surfside Community Center, Surfside, FL. The Town of Surfside selected AECOM to provide comprehensive planning and design services for their new 30,000 SF multi-purpose Civic Center. This new facility will replace a 1950’s era building that had become functionally obsolete. The building is registered and is expected to meet LEED NC Silver certification. Cape Coral City Hall Complex and Emergency Operations Center, Cape Coral, FL. A 91,617 SF, 2-story civic building master planned adjacent to the existing facility. The building includes a 250-seat City Council chamber and auditorium, Mayor’s office, City Clerk, City Attorney and City Manager offices, community development and other related city functions. A 9,000 SF Stand-alone Emergency Operations Center is also included on the site. The facility is master planned to include a 350-car garage for staff and visitors in a subsequent phase. Clay County Courthouse Expansion & Renovation Green Cove Springs, FL. A 4-story 89,000 SF addition to the existing courthouse to include four new state of the art courtrooms, prisoner holding cells, eight judicial chambers, and consolidated offices for the Clerk of Court, as well as building support spaces. Renovation work in the existing 74,000 SF courthouse will include the redesign of the State Attorney, Public Defender, and miscellaneous court support space. State of Florida Third District Court of Appeal Renovations, Miami, FL. Project Manager. Project involved renovations to an existing court buildings designed by AECOM in the 70’s. The renovations included ADA upgrades and renovations to the judicial suites, Clerk of Court , and Courtroom areas. This Courthouse annex consists of a 7-story, 131,000 SF addition linked to the existing courthouse by a new 4-story atrium. Structural Engineer, University of Florida and Shands Orthopaedics and Sports Medicine Institute, Gainesville, Florida. Provided structural design for this new state-of-the-art 1260,000-square-foot “world-class” orthopaedic care facility utilizing a true design/build approach to maximize the quality of design while completing the project on a fast-track schedule within budget. Structural Engineer, FDOT State Materials Research Park, Gainesville, Florida. Provided structural design for phased development of this new $21-million testing / research facility on a 25 acre site. Project involved site master planning, site design and permitting, landscaping, and multiple buildings including 78,000-square- foot of laboratory buildings, the 18,000-square-foot pavement systems evaluation facility, and a 24,500-square-foot administration / central receiving and distribution building. Client criteria included severe sound isolation demands between laboratory and office spaces as well as superior energy efficiency within tight budget constraints. Other requirements included flexibility of all utility systems in laboratories for future reconfigurations, and long-term leak-free roof warrantees through minimization of roof penetrations on this mechanically complex facility. The police facility is designed to be used by local, regional, and international law enforcement personnel. The new building lobby will share the entry plaza with the existing headquarters and provide secured access to a 200 seat multi-purpose auditorium with simultaneous translation capabilities. This auditorium is designed to be available to the local community for after hours use. The building includes a gymnasium, locker rooms, defensive tactics classrooms, and space for the SWAT team. The ground floor also includes a 14 position indoor firing range designed for static and dynamic training and angled shooting between the 2nd and 10th lanes. The park component includes a children’s playground, public plaza area, gazebo for community events and multipurpose green space. Paramount among the design goals was to create a garage which blended in with the park while simultaneously complementing the overall contemporary image of the City of Sunny Isles Beach. The garage site is immediately adjacent to the Atlantic Ocean immediately north of Miami Beach. There was a design concern that the salt water environment of the garage could cause premature aging of its structure. As a result, the decision was made to use a post tensioned structure for its long term durability and maintenance free structure against these negative environmental impacts. The building also includes six classrooms, a gym/ exercise room, and extensive locker facilities for men and women. The second floor houses a large meeting room, library, video conference room, a 75’ long, 12’ deep training pool, and an administrative area overlooking the training field. The training area includes a five story training tower attached to an 11,363 square foot, three story residential/office burn building. The tower will include working elevators, dummy elevators, internal and external stairs, simulated electrical panel fire, and multiple balconies. The burn building will have smoke available on command, a bedroom fire and hallway flashover scenarios. A 6,350 square foot commercial burn building with a common attic was designed to also include a mansard roof for checking fire extension. The building will allow the fire department to develop a collapsed structure with 20 foot ceilings and will provide a kitchen fire, grease flare-up fire, and hood fire prop. The Operations Building is composed of two levels organized around a central circulation core. The lobby, meeting rooms, fire administration, emergency medical services (EMS), regional traffic management center (RTMC), data center, facilities, and staff support spaces occupy the lower level. The upper level houses the emergency communications center (ECC), the emergency operations center (EOC), and support spaces. The ECC occupies the north side of the second floor to take advantage of the diffused natural light and views of the adjacent regional park for the benefit of the employees and the high stress levels associated with their work. The second floor location allows the space to be configured for a large unobstructed area with high ceilings, aiding acoustic control and providing clear sight lines to visual displays for everyone. The EOC overlooks the RTMC and is divided into two zones by an operable partition. Always prepared for activations, the EOC is surrounded by the emergency management offices and is directly connected to the ECC by a situation room. A separate area of the EOC is setup for training and can be opened to expand operations during a major activation. The logistics building is designed to house the EMS vehicles and provide a restocking bay and wash bay to service them. The complex is designed to reflect the unique regional traditions of the American Southwest through the careful use of the building massing and materials. The complex is designed to reflect the pueblo and territorial architectural traditions of New Mexico through the use of portales, bancos, corbels, courtyards, landscaping, and appropriate exterior detailing. The 37,040 SF county administrative building will include the County Commission chambers, as well as the Administrative Service Departments (County Manager, Finance, I.T, H.R., Legal, DWI, General Services, and Planning) , and the Elected Officials Departments (Assessor, Clerk, Treasurer, and Probate Judge) departments. The 42,109 SF courthouse building accommodates five courtrooms, judicial chambers, the Clerk of Court, and court support spaces. The new district courthouse consists of the district court, district court administration and clerk, the district attorney, and other related users. Also, being designed and built as part of the district courthouse are 12,771 SF of space for the Magistrate Court. This court, now housed in rental space on the south side of Taos, will lease the space from the county. The 33,040 SF county detention center will house 110 inmates, 92 adults and 18 juveniles in single or double cells in a safe and secure environment. The adult group consists of 80 males and 12 females. The juvenile group will accommodate 12 males and 6 females. Both groups will be separated by sight and sound, a requirement for youthful offenders in the state of New Mexico. AECOM Design, in association with Barnett Fronczak Barlowe Architects, was selected by the State of Florida to provide programming, existing facilities evaluations, comprehensive site selection, and complete design services for the new facility. The new building is located on a prominent 17 acre site in Tallahassee. Approached via an extensively landscaped axial boulevard, the building is sited on a slight rise which visually dominates the district. Visitor parking is discreetly located to each side of the boulevard while the more extensive staff parking area is accessed separately from the eastern half of the property. The buildings image is designed to capture the strength and dignity of the traditional American courthouse through the extensive use of classical elements and proportion. The focal point of the building is the monumental entrance portico topped by a dramatic glass dome. The six two story tall columns of the portico rest on a heavy rusticated base of precast stone. The symmetrical wings of the courthouse consist of a brick and precast stone wall articulated by Tuscan order pilasters which enhance the play of shadow and light on the facades. The building interior is organized around circular lobbies on each of the three public floors. The main double height lobby on the first floor provides direct access to the multi-purpose room, Clerk of Court, and Marshal offices. Security entry screening stations are discreetly integrated to one side of the lobby design. Off of the main lobby on the second floor is the video courtroom and law library. Secured controlled access is provided to eighteen judicial suites on the second and third floors of the building. The principal appeals courtroom is located on the third floor and is accessed from its own circular, domed lobby. The courtroom is clad in a combination of painted and stained wood panels complemented by fabric wrapped acoustical panels. An elaborate coffered dome allows for a generous high ceiling in the room. This project involves the design of a 191,000-square foot new courts annex and renovation of the existing 327,000-square foot courthouse. Juvenile court functions and other related family court functions will relocate to the annex, leaving vacant spaces in the existing judicial center available for re- use. Seven new courtrooms and associated spaces will be constructed, with three courtrooms shelled for fit- out at a later time, for a total of 10 courtrooms in the annex. Our services include project management; programming; architectural and interior design; full engineering, LEED consulting; construction administration and commissioning. Efficient use of space was achieved through the four- court-per-floor layout organized around a north-south corridor facing the plaza and landscaped park. Each of the four sets of stacked courtrooms feature elements such as powerful pillars, copper with bronze and brass accents, traditional wood paneling, and glass lanterns. Highlighting the importance and neutrality of the judge is a wall of simply detailed white stone located directly behind the bench. The courtrooms provide a warm counterpoint tot he crisp glass curtainwalls and pre-cast panels of the remainder of the building. The annex is designed with three separate circulation systems for the public, judiciary, and prisoners. Public access will occur through the existing entries, corridors and the new annex elevators. Judicial access is provided from the new judges parking level through dedicated judicial elevators, directly to the private corridors in the chamber areas. Centered on an oceanfront boulevard, the site at the center of an emerging business and residential area. The program for the City Hall totals approximately 58,000 square feet on four floors and includes administration, police, library and Council Chamber functions. The design floats a three-floor curving bar of administration and police functions over the ground floor public spaces of library, conference, post office and Council Chamber. A three-level parking structure slides underneath the western leg of the City Hall and integrates public-related functions at the base. The restaurant, to the south of the City Hall functions, is designed as a single-story volume whose roofscape is partially screened by means of a large scale tensile canopy. The City Hall is a composed of a concrete structural frame that is skinned with white architectural precast concrete rendered in a “crosshatch” rib pattern. The curtainwall and punch window openings are a pale green-glass tint, the elevator / stair tower is clad in charcoal gray granite panels and the Council Chamber is wrapped in a mosaic glass tile of varying blue shades. An important civic space along the boulevard is created by the spiral-formed Council Chamber floating on a dynamic fountain. An organized pattern of palms and shade trees defines the northern boundary of the site and creates an outdoor “reading room” for use by the adjacent library annex. As a relatively new and expanding community, the City was in search of a civic identity when it selected AECOM as its Architect. The “newness” of the City helped drive the design team to create a contemporary facility in keeping with its surroundings. The master plan located the City Hall adjacent to the former City Hall structure which was subsequently retrofi t ted for use as a Police facility. The New City Hall created a landscaped, green park for community open space, as well as for future City development. The building consists of a 250-seat City Council chamber, Mayor’s of fi ce, City Clerk, City Attorney and City Manager of fices, community development, and a one-stop shopping concept for all building, zoning, permitting functions. The building facade consists of split face block and glass consistent with adjacent governmental buildings. Deliberately located in a high- crime area, the Center stabilizes the community and reduces the crime rate. The facility’s design responds to the City’s key issues of ef ficient operation, flexibility for expansion, and a desire to complement the surrounding architectural environment. In keeping with the architectural context of the city, the 78,000–square foot building refl ects a Mediterranean style, with red clay tile roof, stucco, and precast exterior walls. A four-story tower denotes the building’s main entrance, which opens into a spacious and well lit lobby containing the Community Services Desk. To reinforce the City’s desire for a community-oriented building, the facility includes a Community Room, which is open to the public and may be utilized for community events. The design refl ects input from the “Planning, Design and Construction of Police Facilities Manual,” produced by the International Association of Chiefs of Police, as well as the “Standards for Law Enforcement Agencies,” produced by the Commission on Accreditation for Law Enforcement Agencies. The facility includes booking and holding facilities for 16 people, administration, records, evidence, patrol and special operations, criminal investigations, general and property storage, general services, and staff training facilities. A Communications Center and an Emergency Operations Center are important elements of the building’s design. These components are constructed to function independently in the event of a disaster, with separate air-conditioning systems, UPS, and emergency generators. The museum will have three primary components: a museum, an art institute and an auditorium. The museum component will be 30,000 SF and will provide educational and arts experiences for children of the region. The 7,000 SF Art Institute will include a photo lab, a ceramic studio, and a painting and drawing studio. It is intended for the Art Institute to be used by the local public school system as a satellite learning center. The 5,000 SF auditorium will be used for special public assembly events involving the museum and the community. The 12-acre site will also accommodate a new 13,000 SF public library to be located immediately adjacent to the Children’s Museum. The museum and library will share the site’s parking and open space in the creation of a multi-purpose cultural center. The Primary design goal was to create an art and educational environment geared to children and families. The intent of the project is to foster the creativity inherent within children through an exciting and multi-dimensional space reflective of the South Florida environment in which it resides. Optimized site planning, energy and water efficient design strategies, and careful material selections were important components in creating a health environment for the children and families of Broward County. The County’s projects consisted of new projects, renovation projects, feasibility studies and planning assignments.
