A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, APPROVING CHANGE ORDER NO. 1 TO THE AGREEMENT WITH PAC COMM INC. TO PROVIDE CONSTRUCTION SERVICES FOR THE INTRACOASTAL SEAWALL EMERGENCY REPAIR PROJECT, IN AN AMOUNT NOT TO EXCEED FOUR HUNDRED THOUSAND NINE HUNDRED EIGHTY-TWO DOLLARS AND NINETY-FIVE CENTS ($400,982.95), ATTACHED HERETO AS EXHIBIT "A"; AUTHORIZING THE CITY MANAGER TO DO ALL THINGS NECESSARY TO EFFECTUATE THIS RESOLUTION; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, on September 18, 2014 via Resolution No. 2014-2295, the City ratified an Agreement with Pac Comm, Inc. to perform construction services for the Intracoastal Seawall Emergency Repair Project, in a total amount not to exceed Nine Hundred Fifty-Two Thousand Nine Hundred Eighteen Dollars and Five Cents ($952,918.05); and WHEREAS, the City's Consultant Calvin Giordano and Associates, Inc. (CGA) performed additional evaluation of the seawall and determined that additional repair or replacement work is needed on both the North and South Intracoastal Parks, and DERM approved the revised limits of repair and replacement; and WHEREAS, Pac Comm, Inc. has estimated the additional quantities and cost, which have been reviewed by CGA, in an amount of $377,557.95, plus $23,425.00 for backfill for a total amount not to exceed Four Hundred Thousand Nine Hundred Eighty-Two Dollars and Ninety- Five Cents ($400,982.95), bringing the total contract amount not to exceed to One Million Three Hundred Fifty-Three Thousand Nine Hundred One Dollars ($1,353,901.00); and WHEREAS, the City desires to approve Change Order No. 1 to the Agreement with PAC Comm Inc. to perform construction services for the Intracoastal Seawall Emergency Repair Project, in a total amount not to exceed Four Hundred Thousand Nine Hundred Eighty-Two Dollars and Ninety-Five Cents ($400,982.95), attached hereto as Exhibit "A". NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS: Section 1. Approval of Change Order No. 1 to Agreement. The City Commission hereby approves Change Order No. 1 to the Agreement with PAC Comm Inc. to provide construction services for the Intracoastal Seawall Emergency Repair Project, in an amount not to exceed Four Hundred Thousand Nine Hundred Eighty-Two Dollars and Ninety-Five Cents ($400,982.95), attached hereto as Exhibit "A". Since the remaining seawall on Intracoastal Park South as well as the entire seawall on Intracoastal Park North are of the same vintage and no record drawings are available, additional evaluation of seawall conditions was performed by the City's consultant, Calvin Giordano and Associates. Inc. (CGA). CGA determined that additional repair or replacement work is needed on both the North and South Intracoastal Parks. DERM has approved the revised limits of repair and replacement. • Pac Comm, Inc. has estimated the additional quantities and cost which have been reviewed by CGA. Since the original Pac Comm calculations for additional costs did not include replacing the backfill lost from behind the walls, this additional work can be performed by them and has been estimated and priced. The Change Order amount is $377,557.95 plus $23,425.00 for backfill which totals $400,982.95. Staff also expects future restoration costs for the parks that may include fine grading, sod, irrigation, landscaping, electrical facilities, fencing, and hardscape components. Russo City Manager City of Sunny Isles Beach 18070 Collins Avenue Sunny Isles Beach, FL 33160 RE: Findings & Recommendations Related to the Inntracoastal Park Seawall Repair/Replacement Dear Mr..RussO, Per your request; below you will find a timeline of events, a summary of our findings and a summary of recommendations related to the North Intracoastal Park seawall repairs/replacement at Intracoastal Park in Sunny Isles Beach, FL. Building Code Services Coastal'Engineering Code•Enforceme.nt Construction Engineering& INTRACOASTAL PARK NORTH Inspection Construction Services- CGA was requested by the City to take a look at the wall along Intracoastal Park Contract Government Data Technologies& North to see if similar conditions existed that might cause a subsequent failure; Development and if any repairs could be made to mitigate this risk. At the time of the City's Emergency Management request.there was:no.equipment available to perform subsurface excavations for Services investigating the exact seawall configuration or condition. In lieu of excavation Engineering Governmental services. for investigating, CGA requested as built drawings showing the date; material Indoor Air Quality and- construction, of the seawall. The City confirmed that as built or permit. Landscape Architecture& drawings were not available for either seawall. The team was directed,to focus Environmental services on the einei-gency repair and obtaining the emergency permits. Once this task Municipal Engineering ,; Planning was accomplished the City performed excavations approximately 8 deep in the Public Administration location of the-horizontal tie backs only in an effort to determine the current Redevelopmcni A-Urban conditions of the tie backs. Design Renewable Energy Starting from the Poinciana Drive Bridge and moving northward, the first Resort-:Development Surveying&Mapping portion of seawall in the North Park is comprised of approximately 215 feet of Transportation panning. concrete panels with T-piles. This wall is supported via tiebacks in the cap. The Traffic Engineering City's excavations showed that the majority of the tie backs were in critical trinity_&Community condition or complete failure. The remaining 250 feet of wall to the north is Maintenance-Services Water Resources Management steel sheet pile which is corroded and spalling. E X C E P T I O N A L S O L U T I O N S • It is essential to note that the same auger columns were installed by the same contractor at a similar setback from:the seawall and at similar intervals along the Intracoastal Park North as was the case with the Intracoastal Park South. The wall in the North Park is also of a similar age, and laterally supported through ' the use of tie-back rods (although in this case they are tied into the cap and not the columns but in both cases the tie backs are severely corroded). It therefore stands to reason that the°same cut tie=back:problerns and consequences4nay'arise to the North Park. Initially, we had hoped that a solution could be implemented wherein batter piles could be driven in.front of the existing concrete seawall system and tied into the cap to prevent-the need for a complete replacement. This methodology is what the initial'cost proposal was based on. Upon completion of the emergency repair of the failed seawall, CGA:requested that the Contractor mobilize to the North Park Wall to perform more extensive Building Code`Services excavations to confirm the composition, type and method of construction of-the Coastal Engineering . North Park Wall. During the excavation investigation it Was determined that:the Code-Enforcement wall is supported laterally by tie-back rods anchored into the cap. In order to set Construction Engineering$ Inspection batter piles in front of the wall, the cap would have to be cut or demolished,. Construction Services potentially rendering the wall temporarily unsupported and subject to failure contract coveminent- raid-repair. The existing flange on the T-piles supporting the wall is not of Data Technologies x' adequate condition or thickness to support the panels for this method,of repair ock%ctipmenl q hp h and appears be_lackin:g any steel rebar. For these reasons, the batter pile & cap repair Solution is recommended to be Municipal Engineering abandoned-and we recommend a complete wall replacement for the North Park, Phiniii similar to that being performed on the southernmost portion of the South Park. In the event that:no action is taken for the.North Park and the wall-fails, the City will be required to pay an additional mobilization fee as part of a second emergency effort. It should be noted that the conventional permitting effort previously discussed can often be fraught with delays, sometimes requiring an extensive duration to obtain permits. The fact that the environmental authorities have granted approval for a full seawall replacement for both the North and South Parks with permitting tasks to be performed afterward should be regarded•as an opportunity not to be overlooked.
