A RESOLUTION OF THE CITY COMMISSION OF THE CITY
OF SUNNY ISLES BEACH, FLORIDA, RANKING THE
SUBMITTALS FOR ARCHITECTURAL DESIGN SERVICES_
FOR A NEW FACILITY AT 18080 COLLINS AVENUE (RFQ NO.
15-04-01) AND AUTHORIZING THE CITY MANAGER TO
BEGIN NEGOTIATIONS WITH THE RANKED PROPOSERS IN
ACCORDANCE WITH STATE LAW; AUTHORIZING THE CITY
MANAGER TO NEGOTIATE AND ENTER INTO AN
AGREEMENT WITH A PROPOSER, PROVIDED SAID
AGREEMENT IS APPROVED AS TO FORM AND LEGAL
SUFFICIENCY BY THE CITY ATTORNEY; AUTHORIZING
THE CITY MANAGER AND THE CITY ATTORNEY TO DO ALL
THINGS NECESSARY TO EFFECTUATE THIS RESOLUTION;
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the City issued Request for Qualifications No. 15-04-01 for Architectural
Design Services for a New Facility at 18080 Collins Avenue, of which eight (8) responses were
received; and
WHEREAS, with the assistance of the Finance Department, and the Cultural &
Community Services Division, the City Manager has evaluated the proposals and met with
certain proposers in order to obtain a clear understanding of their proposal; and
WHEREAS, in reviewing the proposals, the City Manager carefully reviewed the
evaluation criteria outlined in Section 4 ("Evaluation Process") of RFQ No. 15-04-01 in
evaluating the proposals; and
WHEREAS, under Section 4 of RFQ No. 15-04-01, the specific evaluation criteria
include 1) professional capabilities, project experience including Governmental and similar type
projects providing services of the type required by this RFQ; 2) ability to complete projects on
schedule and within budget; 3) financial stability and past record; 4) size of workforce,
workload; and 5) availability of personnel per location; and
WHEREAS, based on these factors as presented in the proposals, the City Manager has
ranked the proposers in the following manner:
1)Perkins+Will
2)AECOM Technical Services, Inc.
3) Wolfberg Alvarez & Partners, Inc.
WHEREAS, pursuant to Section 4.3 of RFQ No. 15-04-01 the City is authorized to
begin negotiating with the first ranked Proposer, Perkins+Will, and if the City and the first
ranked Proposer cannot reach agreement on a contract, the City reserves the right to terminate
negotiations with Perkins+Will and begin negotiating with the second ranked Proposer, AECOM
Technical Services, Inc., until a contract acceptable to the City has been executed and approved

by the City Commission. If the City is unable to reach an agreement with the second most
qualified Proposer, the City reserves the right to undertake negotiations with the third most
qualified Proposer, Wo jberg Alvarez & Partners, Inc., until a contract acceptable to the City has
been executed and approved.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS:
Section 1. Authority to Begin Negotiations with the First Ranked Proposer. The City
Commission hereby authorizes the City Manager to begin negotiations for RFQ 15-04-01,
"Architectural Design Services for a New Facility at 18080 Collins Avenue", with the first
ranked Proposer, Perkins+Will, and if the City and the first ranked Proposer cannot reach
agreement on a contract, the City reserves the right to terminate negotiations with Perkins+Will
and begin negotiating with the second ranked Proposer,AECOM Technical Services, Inc., until a
contract acceptable to the City has been executed and approved by the City Commission. If the
City is unable to reach an agreement with the second most qualified Proposer, the City reserves
the right to undertake negotiations with the third most qualified Proposer, Wo Jberg Alvarez &
Partners, Inc. until a contract acceptable to the City has been executed and approved.
Section 2. Authority to Enter into an Agreement. If negotiations are successful, the City
Manager is authorized to enter into an Agreement with the selected Proposer provided said
Agreement is approved as to form and legal sufficiency by the City Attorney.
Section 3. Authorization of City Manager and City Attorney. The City Manager and the City
Attorney are hereby authorized to do all things necessary to effectuate this Resolution.
Section 4. Effective Date. This Resolution shall become effectiv- . sin adoption.

Resolution Ranking the Submittals for Architectural
RE: Design Services for a New Facility at 18080 Collins
Avenue, and Authorizing the City Manager to Begin
Negotiations with the First Ranked Proposer
RECOMMENDATION:
It is recommended that the City Commission approve the Resolution
ranking submittals for Architectural Design Services for a new facility
at 18080 Collins Avenue, and authorizing the City Manager to begin
negotiations with the first ranked proposer.
REASONS:
The City issued and advertised RFQ No. 15-04-01 for Architectural
Design Services for a New Facility at 18080 Collins Avenue, of which
eight (8) responses were received. With the assistance of City staff,
the City Manager has evaluated the proposals and met with certain
proposers in order to obtain a clear understanding of their proposal.
In reviewing the proposals, the City Manager reviewed the evaluation
criteria outlined in Section 4 ("Evaluation Process") of RFQ No. 15-04-
01 as well as Section 62-8 ("Award") of the City Code in evaluating the
proposals. Technical qualifications include: 1) Proposer's relevant
experience, qualifications and past performance with Government and
similar type projects; 2) Relevant experience and qualifications of key
personnel; 3) Firm's approach methodology to providing the services
requested in this solicitation; and 4) Proposed solution functionality,
implementation, other objectives and requirements as stated.
The specific evaluation criteria as outlined in Section 4.3 include: 1)

contract, the City reserves the right to terminate negotiations with
Perkins+Will, and begin negotiating with the second ranked Proposer,
AECOM Technical Services, Inc., and then begin negotiating with the
third ranked Proposer, Wolfberg Alvarez & Partners, Inc., if the second
ranked Proposer cannot reach agreement, until a contract is
acceptable to the City has been executed and approved by the City
Commission.
