CALL TO ORDERJROLL CALL OF MEMBERS Mayor Samson called the meeting to order at 7:30 p.m., with the following officials present: Mayor David Samson Vice Mayor Danny Iglesias Commissioner Norman S. Edelcup Commissioner Gerry Goodman City Manager Christopher J. Russo City Clerk Richard Brown-Morilla Deputy City Attorney Hans Ottinot Commissioner Lila Kauffman (absent) INTRODUCTIONS: Mayor Samson read an introductory statement on decorum. � He then introduced Shelley Eichner, City Planning Consultant, and Vice President of Calvin Giordano and Assoc. Public Speakers: Shelley Eichner; Jorge Vera; Diana Grub-Frieser 2. Discussion regarding the Proposed Land Development Regulations: A. B-1 and B-2 Zoning Districts: Mayor Samson said there was agreement among the Commissioners, and so there was no need to discuss B-1. Ms. Eichner distributed and reviewed la graphic showing differences that would result from taller and thinner buildings. Commissioner Edelcup expressed the desire to have adequate front and side setbacks to provide for pedestrian friendly plaza environments. Vice Mayor Iglesias said he would like to see a combination of tall and thin buildings, mixed in with smaller buildings. He echoed concerns regarding setbacks, but cautioned that going too far back on the front setback Summary Minutts:LDR's Workshop,Oct.24,2002 Page I could result in problems with the wetlands. He also expressed the desire that side setbacks be well established to protect the views of the existing buildings. Commissioner Edelcup suggested having two districts with different standards within the B-2 district using one set of standards south of the Winston Tower 600 building to Sunny Isles Boulevard; and a different standard north of 174th Street. Ms. Eichner suggested the need for additional zoning categories, and that a zoning-in- progress ordinance could be used until the zoning overlay district is adopted. Vice Mayor Iglesias emphasized that on the west side of Collins Avenue we want playas. After discussion Ms. Eichner clarified that for the B-2 district south of the Winston Towers 600 building to Sunny Isles Boulevard: the standards for the two corner properties (from 172nd Street to the Winston Towers 600 building, and the same on the corner of Sunny Isles Boulevard and Collins Avenue) would have a height of 325 feet, and a minimum front setback on Collins Avenue of 30 feet; with the middle area having 190 feet height and 150 feet front setback from Collins Avenue. Mayor said that we need an additional 10 feet of front setback for future roadway expansion. Ms. Grub- Frieser cautioned that we couldn't require the extra front setback for a zoning district to use it for a road. The City could have a 30 to 35 feet setback, and iflin the future there becomes a need for street expansion, then the land would be available. It seemed clear that there needed to be a different standard north of 174th Street. 1 Ms. Eichner said she was uncomfortable without having more time to review the planning principles involved in the B-2 district proposals, and that would take several more months. She said we could go forward with the LDR's and later finish the Town Center Overlay. Ms. Grub-Frieser explained the greater legal !defensibility of a moratorium. Mayor Samson suggested having the lm reading on November 7, 2002, without the areas still under debate. There was a brief recess at 8:45 p.m. Mayor Samson sought clarification from Zoning Director Jorge Vera regarding the existing zoning classifications that are more restrictive than what is being contemplated in the new LDR's. B. Minor Changes to Approved Site Plan: Vice Mayor Iglesias requested that the City Commission not get involved in every little detailed change, but there was no support for his position. C. Vested Rights Provisions: Ms. Grub-Frieser explained the new language of the vested rights sections. Vice Mayor Iglesias proposed specific standards for a multi-phased development, and Ms. Grub- Frieser also suggested standards. Summery Minutes:LDR's Workshop,Oct 24,2002 Page 2 lqt D. Schedule for Next Meetings: Ms. Grub-Frieser summarized that for November 7, 2002, the B-2 area will remain under currently existing zoning in the first reading, although Vice Mayor Iglesias wanted it changed. It was agreed to revise the schedule as follows: • the next Workshop meeting on Thursday, November 7, 2002 at 7:00 p.m. and the public will be heard. • the first reading/public Hearing on Wednesday, November 20,2002 at 7:00 p.m. • the second reading/public hearing on Thirstier; Tuesday, December 310, 2002 at 7:00 p.m. (City Clerk's Note:- Subsequently the second)reading/public hearing date changed to Tuesday, December 10, 2002 at 7:00 p.m.( The meeting ended at 9:50 p.m. Summary Minutes:LDR's Workshop,Oct.24,2002 Page 3
