ABOUT WEITZ
The Weitz Company of today descends from a small carpentry shop
founded in 1855 by Charles H. Weitz, an entrepreneurial German immigrant,
in Des Moines, Iowa. March 1995 marked the culmination of 140 years
of Weitz family leadership and the emergence of an employee-owned
company purchased debt-free by 36 stockholders. The number of employee
shareholders continued to grow to more than 300 in the mid 2000’s. During
that time, The Weitz Company grew from a $250 million general contractor
to a $1 billion industry leader, a true testament to the company’s long history

company was purchased by OCI Construction Holding Limited, positioning

Dear Ms. Hines and Selection Committee:
On behalf of The Weitz Company, thank you for the opportunity to present our qualifications for the
upcoming Government Center Annex project. The Weitz Company has been providing CM at Risk Services
in South Florida for 37 years and our team has the experience necessary to successfully complete this
project. After reviewing our submittal, you will see that our qualifications align well with the needs of the
City. Overviews of our specific abilities are presented below for your consideration.
RELEVANT EXPERIENCE
Weitz is proud to have been the City’s Construction Manager at Risk for your existing Government Cen-
ter, which we completed three months ahead of schedule in 2005. Weitz Superintendent Don Priem has
been serving as your Owner’s Representative on the Gateway Park project since May 2014. Through these
projects, we have gained a large amount of logistical experience working in the City’s restricted spaces. We
have also become familiar with your building systems, permitting processes, and current operations. Beyond
that experience, the Weitz portfolio includes educational spaces (both K-12 and higher education), govern-
ment and municipal facilities, community buildings, and mixed-used projects featuring commercial space.
PROFESSIONAL CAPABILITIES
Having Weitz on your team, the City is assured that there will be no learning curve when it comes to the
ability to provide construction services for the Government Center Annex. We are again proposing Don
Priem as Superintendent. Project Manager will be Mark Iacobucci, a veteran PM whose resume includes a
$50 million, 2-story high school and a $98 million university
academic building. Mark is currently our PM on the $25.9
million redevelopment of Riviera Beach’s marina, which
includes a 28,000 SF community center called the Marina
Events Center (see right). He will be finished with this as-
signment in time to work on your project.
Peter Jakubiec will be your Project Executive, working with
Mark, Don, and Chief Estimator Gary Hennings to provide
preconstruction services, including integration with and
support of the Architect. Weitz considers it critical to consult
with the Owner and Architect during project development,

as it sets the stage for a successful project later on. We will work hand-in-hard with the Architect to provide pre-construc-
tion advice, constructability reviews, and value engineering to find the best way to construct your new facility. In addition
to helping define the building system and providing cost estimates at various stages of design, our team will coordinate
the preparation and submission of all required Federal, State, County, and Local approvals and permits. We have experi-
ence with all permitting jurisdictions listed in the Request for Qualifications (DOT, DEP, MDC-DERM, MDC-Fire, USACOE,
and both the City of Sunny Isles Beach Zoning and Building departments).
ZERO-SETBACK EXPERTISE
Weitz has extensive experience building at or very near prop-
erty lines, which will be a direct benefit on the Annex project.
We prepared for construction of the original Government
Center with a logistics plan that enabled us to work within the
narrow confines of your civic center site; construction of the
Annex will require similar preparation. At our ongoing Miami
Dade College parking structure project, we have coordinated
the design and foundations so that we are able to construct
their multi-story building within 11 inches of the property line
using special shoring and pre-finished architectural precast
components. This precast work is also reducing traffic impacts
and improving pedestrian safety.
ON SCHEDULE AND WITHIN BUDGET
The Weitz Company consistently achieves on-
time, on-budget results while delivering the
quality our clients expect (see table, right).
A good example of this was the Wellington
City Hall project. Weitz developed detailed
schedules in conjunction with our subcontrac-
tors and the client during pre-construction. To
set the expectations for the project and ensure
buy-in and accountability on the part of the
subcontractor, the durations for critical schedule
activities were negotiated with each sub and
included as a part of their subcontract. Through-
out the project, schedules were updated weekly
and reviewed with the project team to ensure
adherence to the critical path. Three-week look-
ahead schedules were reviewed each week in
the subcontractor meeting. Any situations that
would result in a potential impact to the critical
path were addressed through planning sessions
with the parties involved immediately after the
subcontractor meeting.
The results, in terms of time, cost, and quality,
speak for themselves. Weitz completed the job 14 days ahead of schedule, within budget, and to the total satisfaction of the City
of Wellington. We even helped them achieve LEED Gold certification; their original goal had been LEED Silver.

QUALITY CONTROL
Weitz approaches quality as the lasting representation of our projects. For the Government Annex project, our team will
implement quality control procedures during the pre-construction phase that will ensure the building is designed and
built with the highest level of quality — including specific attention to the building envelope for weather-tightness and
climate control. We will provide our Quality Control Plan to your staff, outlining how each component will be inspected
for quality, and we will meet with the end users and Facilities personnel to understand their quality expectations for the
project. On the interior, we will implement a detailed mock-up plan that incorporates samples of the work and building
components, well in advance of construction, so that everyone involved in the project can see the work and approve the
level of detail before construction of these components proceeds. Lastly, our operation and maintenance training, and
our follow-up warranty process, ensures that our durability and quality sustain long after the project is completed.
REQUIRED STATEMENTS
We understand the work to be done, and make a positive commitment to perform it in accordance with the City of
Sunny Isle’s expectations. Our current workload is listed at the end of Section F as required, and we do not expect it
to impact this project. We warrant that at all times during the term of the Agreement (if selected), we shall maintain in
good standing all required licenses, certifications and permits required under federal, state and local laws necessary to

UNDERSTANDING
As the sections below will demonstrate, The Weitz Company has a unique
understanding and innovative approach prepared for the upcoming expansion to
your existing Government Center. If selected, we are prepared to immediately
begin coordination of the project with your selected Architect, with whom we
have proven experience on similar types of projects. Having built the original
Sunny Isles Beach Government Center, we bring distinctive experience and
knowledge to the project that will help expedite the work.
INNOVATIVE CONCEPTS
Our Innovative Concepts for your project specifically include:
Education Expertise
The school component planned for your project is a well-known project type
for us. During the design phase of your project, our SREF expertise and
understanding of school security and classroom function will be a benefit to the
City and Architect, allowing for the design of a safe, secure, and effective learning
space in a cost effective manner. During construction, our knowledge of school
construction along with our subcontractor base of experienced school vendors
will ensure that quality and schedule are maintained and the project delivered
on time. The City and school faculty will be engaged throughout the process to
ensure the school functions according to their needs.
Waterproofing and Below-Grade Construction
Our team of construction experts are leaders in
coordination and execution of below-grade structures in
South Florida. We will work with the City and Architect to
coordinate the best use of the project including below-
grade parking work and construction of waterproof
systems to enhance the design and space available for
your project. Our constructability support will help ensure
the best and most durable construction techniques are
incorporated into the design. We will work with the
waterproofing system manufacturers and subcontractors
to help the Architect achieve the most durable system,
and during the construction phase we will have experts
and consultants overseeing the quality and testing of the
installation to ensure it performs as expected well after
the work is completed.

school 45 days ahead of schedule.

Zero Setback Construction and Precast Innovation
Weitz is familiar with tight urban settings and can help the City achieve the
closest setbacks possible to maximize the building space and function of the
facility. As currently being performed in downtown Miami for the $14.4 million
Miami Dade College Wolfson Parking Garage project, Weitz has been able to
achieve an 11-inch setback with no disruption to the adjacent buildings through
the use of a unique shoring system (see photos at left). Meanwhile, the use of
architectural precast construction is providing an architecturally unique structure
and durable system with little or no future maintenance. For the Annex project,
we will collaborate with prequalified precast concrete manufacturing plants to
ensure the design and aesthetics of the project are attainable and cost effective,
including pre-releasing design and precast submittals to help expedite the
delivery and schedule. Another benefit of this type of structure is the ability to
perform work at night, greatly reducing the impact to residents and Government
Center staff (see Palm Beach County Judicial Garage example, bottom left).
We are experienced in providing unique structures and know this Architect will
expect the same coordination and appearance the City is known for. We can
deliver on a precast concrete solution within a timeframe that will help expedite
the design and start of construction. We have reviewed your site and believe this
innovative process can be used on your project to increase the building space
and provide better function of the facility. It will also greatly reduce daytime
construction traffic and minimize disruption to the Government Center and
nearby School.
Preconstruction and Cost Control
As shown and described within our response, we have planned an innovative
preconstruction approach and cost control approach for your project. We will
be able to immediately begin work
with the Architect to help support
expediting the permit documents and
other jurisdictional approvals that can
sometimes delay a project. We have
developed a permit matrix for this
project and will start the first day by
helping the Architect assemble details
and the necessary logistics plans
that will help expedite all permits.
Along with design support, our team
will work closely with the Architects
and subcontractors to review
constructability details and coordinate
the design in a manner that is durable
and cost effective.
When Weitz was hired by Palm Beach County to add two levels to the existing
Judicial Center Garage in West Palm Beach, work was scheduled at night in order to
keep the garage open for business during the day. Despite a tremendous amount of
coordination required, Weitz finished the project on time and under budget.

PROJECT MANAGEMENT PLAN
About 65% of the Weitz portfolio is public sector work, which is mostly
comprised of CM at Risk GMP services. Because of that, we have tailored
our policies and procedures with an eye toward executing public projects like
yours, knowing that Owners need to be kept fully apprised of our plans and
methods to complete the work at all times. These procedures start during the
preconstruction phase and continue through the Warranty Phase.
Preconstruction Procedures
We understand that preconstruction planning and coordination is vital to
the success of this project. As discussed in the sections below, several
preconstruction procedures will be implemented to ensure the drawings
align with your expectations. We will host Subcontractor and Architect
constructability reviews to ensure every aspect of your project is accounted for
as it relates to design, code, cost, and scheduling. Weitz will also work to identify
existing onsite utilities and surrounding conditions to compare them to what is
planned in the new project. This reduces the likelihood of damage to existing
work and creates a well prepared logistics plan that avoids interruptions to
residents, traffic, and users of the adjacent Government Center Complex during
construction.
Cost Control Methods / Value Analysis
Weitz cost control procedures make certain that project-specific scopes are
negotiated at the best price. Our numerous and longstanding local vendor
relationships, along with our negotiation procedures, create in-depth scopes that
eliminate subcontractors double coverage among trades, and reduce the GMP
amount. Not only are potential issues discovered during subcontractor scope
review, but value engineering ideas are brought to the table, giving you as many
options as possible. Our team of estimators work hand-in-hand with the project
team to provide detailed quantity take-offs, garner subcontractor input, and
identify potential constructability issues. Our goal is to make your construction
project a smooth and satisfying process, ultimately providing you with a state-of-
the-art facility and an enhanced environment for your residents and visitors. Our
Cost Control and Subcontract Awarding Procedure are handled using PROLOG
Manager and JDE software, which is a paperless system with up-to-the-minute
cost reporting. We can report with accuracy where the GMP stands at all times.
Supporting the City’s Owner-Furnished Components
The first challenge we will manage is ensuring that the unique equipment and
furnishings related to this type of project are designed, coordinated, approved
by your staff, and ordered so that your equipment and furnishings arrive on
time—whether it is Owner-furnished or a part of our contract. We know how to
coordinate this process, allowing your Architect and staff the maximum amount
of time for design and aesthetics, without affecting the overall schedule. We
also know that finish upgrades and enhancements to projects are commonly
made after construction is sometimes well underway. We gladly accept these
challenges and have a proven record of accommodating owner’s needs.

CASE STUDY: PALM BEACH COUNTY CONVENTION CENTER GARAGE
“VALUE ENGINEERING BASED ON ALL FACTORS”
On this $45M project, several factors
played a key role in determining
what structural system was to be
utilized. First cost, life cycle cost,
logistics, schedule, local participation
and aesthetics were all factors. By
comparing the structural systems
against each of these factors in a
detailed study prepared by Gary
Hennings, the County was able to
determine the best value for the County.

Coordination and Communication
The Weitz Company prides itself on being an advocate in communication for the
benefit of the project by taking the lead in coordinating and managing items that
can sometimes occur at many different levels. We understand that it is our task
to manage these issues toward a win-win outcome for the project and everyone
involved. Our core values play an important role being able to successfully
execute this task, as well our systems and processes such as:
Scope of Work Checklists: review drawings/specifications for construction
sequencing, detail feasibility, and schedule/cost effectiveness, communicate with
the Architect and City on any items that will enhance the project.
Budget / Detail Estimating: established at multiple stages during the
preconstruction phase and communicated with the entire team so everyone has
an understanding of where the costs can be minimized for the project.
Constructability Analysis / Document Coordination: review contract documents to
eliminate areas of conflict or overlap in the work performed, expedite the permit
process, expedite safety and logistic planning. These will be communicated bi-
weekly and coordinated within the project schedule.
Subcontractor & Material Status Report (SMSR): track shop drawing submittals,
material purchasing & delivery, and Subcontractor installation processes, this will
communicate to the Owner and Architect the pace of the project and where their
resources can best be used.
Monthly Project Status Report (MPRS): summarize the financial, scheduling
and operational status of the project under construction on a monthly basis
to communicate to everyone the cost and schedule status in and easy to
understand and use format.
Building Information Modeling (BIM)
Another key communication tool is the three dimensional Building
Information Model (BIM). We utilize this tool in several different ways— all
designed to find, communicate and resolve issues before they are problems
in the field during construction. Both Weitz staff and Weitz vendors can model
key building components using Constructor and Navisworks Software to facilitate
the shop drawing coordination and clash detection process. The most significant
benefit realized by using BIM through both the design and construction process
is the reduction of RFIs generated during construction, resulting in a reduction
of both lost time and change orders. Actual Weitz project history indicates that
the cost of implementing BIM ranges from 0.15% to 0.35% of total construction
costs; however, on every project these costs have been fully recovered by cost
savings resulting from fewer RFIs and change orders.

In order to share and communicate the
most up-to-date information with the
project team, Weitz utilizes jobsite computer
stations like this one. Blue Beam software
coupled with BOX, a cloud-based digital
storage system, allows everyone to see
critical information such as the most current
drawings, RFIs, the 3-D building information
model, and any other relevant project
information.

clashes between mechanical and plumbing
equipment in the ceiling space of a recent
building project.

Weitz Tax Exempt Savings Program
If you elect to implement a tax exempt component to your project, our Direct
Order Purchase program has been developed into and easy-to-use format for
our tax exempt clients and historically saves them approximately 1.2% of the
cost of work. For the Government Center Annex project, based on the published
budget amount, our tax savings format would potentially save your project over
$350,000.
With our DPO Flow Chart below, your job specific requirements can be managed
to even the smallest Packages, including your owner selected items, maximizing
tax savings.

facility opens as scheduled. Below
are some of the methods the Weitz
project manager uses to manage
the construction process:
Purchasing schedule: The
purchasing matrix relates different
scopes of work to their respective
budgets, setting target buyout
goals along with target dates subcontracts must be awarded. This log allows the
project manager to prioritize the order in which contracts need to be awarded,
and facilitates the early awards for “key subcontractors,” or trades that could
either affect the critical path and/or costs of the project.
Buyout process: Our procedure is to award all subcontracts over $10 thousand
within 45 days after the execution of Owner contract and/or notice to proceed.
During the buyout phase, the project manager meets with at least three
subcontractors before the award of any subcontract over $100 thousand dollars.
This allows the award to be made to the most qualified and cost effective
subcontractor and includes time for Owner and Architect input.
Scheduling and product substitution: These two factors occur throughout the
project and can have major impacts on the financial success of the project. The
project team is constantly looking for ways to expedite, compress, and stack
activities in order to accelerate the contract schedule, thus allowing the Owner
to move in earlier and realize the cost savings of a project completed on time.

Project Team Requirements
The subcontractor and Weitz project team will be responsible for conducting a first work inspection of
the following items. Photos of each item will be taken and cataloged as documentation the first work
inspection has taken place.
• Visit plant during early stages of production to check fabrication process, finish quality,
embed placement dimensions (safety embeds or block outs for others) and schedule
compliance.
• Mockup Panel - provide two panels on site for range approval by project team. Include
windows/flashings etc.
• Check welding attachments for completeness.
• Check alignment of panels and reveals
Scope Specific Checklist
The scope specific checklist is intended as a reference for project teams. Additional project
specific first work inspection items can be identified during Pre Con meeting.
Constructability Checklist
Verify that the connection designer will make periodic site visits to specifically review connections and
other field related issues.
Casting plan, erection sequence and schedule: Will picks be critical, crane access, truck access for
delivery of units? How does panel erection sequencing effect project and where other trades are working?
Fabricator qualifications.
Achieve required strength documentation before erecting.
Verify patching process with architect, preferably on sample panel, before proceeding with patchwork.
Prepared plan describing bracing of the panels during erection (JSA) – inside or outside braced, how does
this effect other’s work?
Define location and size of access roads and crane pads.
Submittal Checklist
Product Data: Manufacturer's information on accessory products, including pigments, admixtures, inserts,
plates, insulation, and wythe connectors.
Shop Drawings: Indicate layout, unit locations, configuration, unit identification marks, reinforcement,
connection details, support items, location of lifting devices, dimensions, openings, and relationship to
adjacent materials. Provide erection drawings.
Include structural design calculations - Obtain Engineered calculations for all castings.
Obtain Welder Certifications.
Product substitutions are another way to add value to
a project, either by lowering costs and/or by providing
a superior product. See Section K for more detailed
information about our scheduling process.
Quality Control
Our industry-leading quality control procedures have
been developed throughout our years of government
and military work. They include checklists and pre-
planning coordination activities for each and every
quality concern the project may face. It is a tool that
is implemented during the Design Phase and does
not conclude until our 12-month post-construction
inspection.
These procedures have been used successfully
on the Broward County Courthouse project in Fort
Lauderdale, where we have been serving as the
Owner’s Representative for the past five
years. Our quality control workbook was
used to set quality expectations with the
builder, and included check-lists (see left)
that addressed all aspects for the qual-
ity of workmanship and materials for the
work. This process includes traveling to
facilities to observe manufacturing efforts
as it relates to quality, and field installa-
tion monitoring at the site. The County
has been very satisfied with how detailed
our QC monitoring and evaluation has
been, and the results it is bringing to their
project.
Due to our quality control procedures, the
City of Sunny Isles Beach will know that
their building will be of the highest level of
quality and perform as expected, including
excellent indoor air quality that will promote
a healthy environment.

staff will be videotaped for future reference to ensure that you will ALWAYS
know how to use and maintain your building to the best level in order to realize
lower operational costs. Our Warranty Department is responsive to any warranty
concerns and schedules and conducts routine visits on your behalf during the
warranty period.
Code Compliance
The Weitz Company’s experience in code compliance and our established
relationships with the local building inspectors will produce fewer permit
comments during the design phase, and provide a construction inspection plan
that ensures the project is fully compliant and completed as scheduled.
Our role as Owner’s Rep on the Broward County Courthouse and Garage
project for the past five years provides evidence of our experience with the
Florida Building Code, NFPA, ADA, and local environmental requirements. We
coordinated the code requirements and obtained the necessary permits and
approvals to help clear the Notice to Proceed for the project. Our efforts included
significant coordination with Broward County; the City of Fort Lauderdale Zoning,
Building Department, and Fire Plan Review; as well as several environmental
agencies. We helped review and coordinate ADA items for the public access
areas of the courthouse, and we helped review the Fire System Design for
several NFPA concerns on the project. We also provided the engineering and
management of the environmental permits required for the construction phase.
We made certain the requirements for each agency were assembled and clearly
addressed on the drawings so that the permits were in hand on time.

The Weitz Company has built an extensive portfolio of
government, education, and community-related work
in South Florida—including the original Sunny Isles
Beach Government Center, completed in 2005. As
Construction Manager, Weitz provided 12 months of preconstruction services
to assure all cost, schedule and quality items achieved the desired result. We
created implementation plans to solve logistical challenges, such as building
in the restricted space between Collins Avenue and Atlantic Boulevard. We
learned the City’s systems and operations, and in the end, Weitz completed
this award-winning building three months ahead of the contracted schedule.
Thus began a relationship with the City that later resulted in Weitz’s
management of another very visible public project—Gateway Park, which is
now nearing completion.

Weitz and its JV partners are providing Construction Management services
on Phase 1 of this 28-acre urban redevelopment project, which began in July
2014. It includes a relocated and expanded community center, new streets and
sidewalks, extensive utility improvements, a new parking garage, an upgraded
and reprogrammed park with an outdoor stage, and a boardwalk/promenade
tying the site to the marina and new private development.
The project required eight months of preconstruction services, including budget
review and development, constructability review, project schedule; site logistics,
and value analysis.

DESCRIPTION
As the largest high school in Iowa, Valley High is home to 1,900 students and
staff. The Weitz Company served as Construction Manager for this project,
which was completed in three phases. A 3-story addition (110,000 SF) was
built to the southwest of the existing building to house 12 science classrooms
and labs. A two-story 71,000 square-foot academic addition was completed,
as well as single-story 32,000 square-foot administrative and student
common areas. Seventy-seven classrooms were renovated, along with a full
renovation of the existing auditorium space to create new vocal, orchestra, and
drama rooms. A physical plant was added to hold the “heart” of the mechanical
systems for the building, plus a new automotive academic teaching area. The
first two phases of this project were turned over early and within the project
budget.

BUILDING SYSTEMS OPTIONS AND ANALYSIS
Our first priority is to collaborate with you on the establishment of common
goals and milestones in order to arrive at mutually agreed upon requirements
and expectations. During this initial consultation, and throughout the entire
preconstruction and construction process, we will listen to your needs and
recommend construction approach and requirements for various aspects of
the project.
Prior to putting a pencil to the paper, we will identify and discuss building
system options and alternates in conjunction with specific project
requirements. We will assist with the evaluation of material and equipment
life cycles, and submit recommendations for Team approval. We will also
review the market trends to identify potential issues that may affect the cost
and schedule. Our evaluations will speak to the benefits of the speed of
erection and early completion of the project.
Leading the team through this process will be Chief Estimator Gary
Hennings, who is considered the backbone of our pre-construction
services. In the 39 years Gary has worked for Weitz, he has gained valuable
experience with virtually every building system, the cost of those systems,
and the benefits and trade-offs of each. He will be a valuable asset for the
City of Sunny Isles Beach.
DESIGN REVIEWS
Once a building system is chosen, we will work closely with the design team
in their preparation of schematic, design development, and construction
documents. By doing this, we will ensure the design is completed in such a
way that it maximizes quality, minimizes cost, and optimizes the construction
duration.
As design progresses, we will review, in detail, the drawings and
specifications for construction sequencing, detail feasibility, and schedule/
cost effectiveness. Scope of work checklists will be prepared to monitor the
process in a checks-and-balances format.
BUDGET AND DETAIL ESTIMATING
Analogous Preliminary Estimates
Our Estimating Department is proficient at preparing initial estimates
from preliminary concept sketches. We will compare the specifics of
your project with those of similar past projects. These comparisons will
be made at various stages of design, most commonly at the schematic,
design/development, and construction document phases. The information
gathered will be organized and presented to the Project Team in a “Closure
Document” that will contain all of the details relevant to the project’s

construction materials, methods, cost, and schedule for that milestone in
the design phase.
We also use the Closure Document as a communication tool for the benefit
of the Project Team. The key to effective design review by the Construction
Manager is to identify and eliminate conditions that may lead to future
change order claims.
Scope of Work Checklists
Each Closure Document begins with a Scope of Work Checklist. This list
contains all of the work and materials that would be needed if the facility
were built at that point in time, from sidewalks and curbs to windowsills and
light fixtures. This list is what the remainder of the “Closure Document” is
based on. It ensures that all the Project Team members are working with
the same consistent information.
Digitized Take-offs
Our staff will begin each budget with a digitized take-off utilizing a Windows
based digitized software called “WinEst Pro Plus.” We will also utilize
quantity surveys of historical data and select Subcontractor input to
complete the early stages of a budget estimate.
Parameter/Budget Estimates
To provide accurate estimate pricing and summarization, we will separate
our estimates by area of use and building section…structure, enclosure,
interior finishes, mechanical systems, electrical, etc.
Comparison Reports
Once the initial detailed budget is prepared, and after each budget update,
we will compare the system component costs of the project to the actual
cost of similar projects. These system costs are time and location adjusted
to allow for a more accurate and meaningful comparison.
Cost Models
We will plot the information gathered in the Comparison Report and produce
a computer generated Cost Model. The Model will quickly help to identify
any potential problem areas as they relate to cost. For example, if the price
per linear foot of the chilled water pipe in your facility is significantly higher
than that of a similar project, this graph will identify this condition. The Team
can then discuss the reasons for the difference in cost, and if required, take
the proper steps to reduce those costs.
Variance Reports
To ensure that your project remains within your budget as design
progresses and becomes more detailed, we will generate a Variance Report
to illustrate the variances in each division of work. This Report will note any
changes made from the initial estimate and give a brief explanation as to
why the cost increased or decreased.

Develop Trade Contractor Interest
We will prepare prequalification criteria for Subcontractors and Suppliers
to establish bid lists. A focused effort will be made to solicit an use Palm
Beach County subcontractors in order to keep as much work local as
possible. We will distribute and receive bids and compile the most qualified
prices and schedules. Using an “Open Book” approach, we will present,
analyze, and make recommendations to the Owner prior to procuring the
work.
Pre-award of Key Subcontractors
We will identify key Subcontractors to be pre-awarded, and determine the
minimum amount of documentation needed to initiate pricing of critical
long-lead items. We will then solicit, receive, and analyze bids from
vendors, and work together with the Project Team to award these key
trades. The purpose of the pre-award phase is to ensure on-time delivery
for field installation.
VALUE ENGINEERING
Throughout the duration of the budgeting phase, we will continually offer
value added suggestions that could potentially reduce the cost and schedule
durations without jeopardizing the facility’s intended functionality. This Value
Analysis Report will be prepared and presented according to the area of
use. This procedure will give the Owner and Project Team an opportunity
to make informed cost versus benefit decisions. We will then revise the
estimate and schedule to reflect any changes chosen at that time.
LIFE CYCLE COST ANALYSIS
Concurrent with the value analysis process will be the study of applicable
life cycle costs. In this review, the long-term effects of maintenance, power
consumption, and replacement costs are considered allowing the Owner to
make informed decisions regarding capital expenditures.
CONSTRUCTABILITY ANALYSIS
Constructability is a key consideration throughout the preconstruction
process. Done correctly the project can be set up for success during the
construction process. This requires the merging of site logistics, owner
constraints and design intent. An example of where we have successfully
done this before is the Palm Beach County Judicial Center Garage
Expansion. Our team provided critical input to the design and developed
plans that allowed the garage to remain operational while we added two
additional floors to the structure (see case study, left). Several iterations
occurred which resulted in a design that could be efficiently built in the field.
Constructability is optimized by bringing forward as much past experience
as possible. At the detailed level we look at the mechanics of putting the
pieces together and how that will affect the life cycle of the component and
the end finish.
CASE STUDY: PBC JUDICIAL CENTER GARAGE
“ADDING TWO FLOORS TO THE TOP”
Although the original design of this
structure considered a future addition,
the garage was built prior to Hurricane
Andrew and the increased wind load
requirements that followed. The
challenge: add two floors of structure
and six floors of solid concrete bracing,
all while the garage remains available
to the general public. In order to
accomplish this, Weitz divided the
work into daytime and nighttime work.
To minimize the disruption to the
surrounding roads and traffic flow, Weitz
utilized the largest tire crane available in
the U.S. and performed work that would
require the garage to be closed only at
night.

CONSTRUCTION SCHEDULING
Weitz utilizes several key tools and processes to manage a project schedule.
Our first tool is Primavera scheduling software. This software is the vehicle
for capturing the sequence and duration of activities and updating the
progress of the work. We build a master project schedule early in the project
to rough out the sequence of work and determine an initial duration. Next,
based on input from the owner, subcontractors and architect, we add detail
and adjust the schedule to fit the plan. At the conclusion of preconstruction,
we fix the schedule and carry it forward into construction.
Once in construction, we utilize The Last Planner process to create 6-week
look-ahead schedules. This very detailed process identifies a near-term
project milestone and involves all subcontractors and stakeholders to detail
out the activities, durations and predecessor activities that need to be
finished in order for them to complete their work. The process builds a highly
detailed work plan and gets commitment from the stakeholders. This tool
has allowed us to complete $15M worth of room renovation projects
at The Breakers resort hotel in a 5-month window while the facility
remained operational.
During construction we provide schedule updates on
a monthly basis to show the progress of the project
compared to the original plan, and we will do this for
your upcoming project. In addition, we provide an
executive summary/narrative for the project and the
completion date, and call attention to any hot items
that might impact the schedule adversely.
QUALITY CONTROL
The cornerstone of our quality control process is
the quality workbook that our company developed
several years ago. In 160 years of business, we have
become known as a high-quality builder. If there
is not a well-designed quality plan, the quality of a
project becomes highly dependent on the individual
running the work in the field. For that reason, Weitz
developed a very detailed quality workbook that
consists of simple check sheets for each phase and
scope of work (see example, left). We also track “call
back issues” in order to revise and focus our efforts
on items that create these issues. As an example,
building envelopes are one of the biggest sources
of call backs. After analyzing these issues, we know
that most have roots in the design detailing. For
that reason, starting in Preconstruction there are
detailed lists of items to check for at each phase

of drawing completion. This ensures items are not missed or designed in a
way that will lead to issues in the field or over the life of the building. During
construction these checklists are utilized at every stage of the work for every
scope. This process is designed to eliminate rework and deliver the highest
quality project possible. The ultimate goal is a punch-list with zero items.
We have employed this tool on our projects and continue to improve the
manual based on lessons learned. As part of this process we often mock-up
certain parts of the building elements. Often if an issue is not caught in the
constructability review, it is caught in the mock-up phase. A great example
of the value of mockups is the South County Courthouse project (see
case study, left).
COST CONTROL
Cost is one of the most critical items on a project as it goes into
construction. Weitz utilizes two key systems to capture, track and report
project cost. During the set-up phase of the project each trade scope is
assigned a budget that ties to the Guaranteed Maximum Price (GMP).
This information is captured in our JDE accounting software. Next, as the
subcontractors are hired, Prolog is utilized to capture contract values and
track any changes (potential or approved) to contract values. These potential
or actual changes are reported on during each Owner meeting so that they
can be discussed and decided on. As part of our lessons learned with our
clients we have revised our contingency tracking process. As subcontractors
are hired under-runs/overruns are offset by adjustments to the project
contingency as approved by the owner’s representative. The contingency
use is tracked and reported on so that the owner knows the status of
this line item throughout the life of the project.
All cost are tracked and reported on a monthly basis. We share this
information openly. At the conclusion of the project we report on all project
costs and return any surplus dollars. Our goal is to manage cost closely and
aggressively in order to minimize the dollars expended on your project.
CHANGE ORDER NEGOTIATION
Requests for Information and Change Orders: Our goal is to always try to
eliminate change orders by getting involved early in the project and work
through the design process. There are, however, times when changes
do occur. Prolog Project Manager allows us to develop and track any
changes that may occur. Our staff will scrutinize all information to ensure
no unnecessary changes are passed on to the Owner. We will recommend
necessary or essential changes, review requests for changes, submit
recommendations to the Owner and Architect, and monitor the revisions.
CLAIMS MANAGEMENT
The Weitz Company believes the most effective way to manage claims is
to manage our projects in a way that anticipates and identifies areas that
have the potential for creating a claim and taking steps that minimize that
risk. At the job site level we implement detailed safety plans and maintain

was identified. The constructability of
the panel/window interface had been
reviewed and identified as acceptable
during preconstruction. When the
mock-up was reviewed, however, a
concern arose that a caulking failure
in particular locations would lead to a
leak in the window system. A fix was
designed and implemented prior to any
windows going into the building.

an environment of zero tolerance for violators of Weitz safety rules. When
it comes to financial claims from subcontractors, Weitz maintains very
detailed project documentation from day one on every project. This data is
stored electronically and easily recalled should it be required. Our contracts
are designed to minimize any opportunity for a claim to be generated by a
subcontractor. We write detailed scope packages for each subcontractor as
part of their contract to ensure they are clearly tied to the correct work. By
closely managing the project and maintaining daily logs, as well as deficiency
notification, we protect the owner throughout the process.
PROJECT CLOSE OUT
When each portion of the work is considered substantially complete, we will
ask for a final punch-list from the Owner and Architect. This final punch-list
should be limited as we will continually provide Quality checks after each
installation. We will prepare and distribute this final list of work items to the
subcontractors and suppliers for correction. A full time Superintendent will
remain on site until the Owner and Architect say the project is complete.
When the project is complete, we will assemble all guarantees, warranties,
and as-built drawings from the trade contractors. Final turnover will include
specific training for your employees in the operation and maintenance of
selected building systems.
Start Up
Under the direction of the Owner’s maintenance personnel, we will
coordinate the checkout of utilities, operating equipment, and systems for
readiness. We will assist with the initial start-up and testing by the trade
contractors. We will develop a program to train the Owner’s maintenance
personnel on the operation and maintenance of equipment and systems
incorporated on the project. We often video record these training sessions/
walk-thrus for the owner so that they can be reviewed and used to train
future personnel.

The Weitz Company makes every effort to avoid litigation. Specifically, we
exhaust every avenue to resolve disputes with our Clients as well as protect
them from 3rd party action.
The Weitz Company’s Florida operations are occasionally party to various
matters of litigation. Our firm is involved in actions, for the most part, with
claims arising out of condominium projects. In recent years, we have found
condominium projects to be highly litigious; and as a result, we no longer
pursue condominium project types.
Our bonding and financial capacity are unaffected by any litigation that we are
party to regardless of the judgment to be conveyed. We are open to discuss

Protest regarding the School Board of Broward County,
Ft. Lauderdale H.S. project. Our firm was awarded the CM@Risk contract. After working for 2 years on
pre-construction, the School Board decided to re-issue this project as a Hard Bid. Weitz protested but did not win.
We were terminated on a project that we had stopped work on because
of owner payment defaults.
