PROJECT APPROACH AND UNDERSTANDING PROJECT MANAGEMENT APPROACH The approach that PASCHEN EMERALD JV will take to this project is to operate as a team, together with the Owner and Architect. Throughout each phase, the value we add to the process will begin during permitting and procurement, increasing during construction, and continuing through close-out. Our approach is to support the successful execution of the work, contributing scheduling/sequencing, budget control, quality control, and safety expertise from the moment we’re on board. Agenda items at each meeting will include discussion of each of these topics. The Team will track all documentation, including correspondence, submittals, change orders, RFIs, billings, meeting minutes, transmittals, daily reports, etc. FIELD SURVEY We have thoroughly reviewed the documents, and after the site walk-through, we have a detailed understanding of the areas and conditions where the work will be taking place. After award, we will complete an expedited investigation of existing conditions with minimal wall penetrations and ceiling examinations, so that unforeseen conditions are further minimized. This will be done in two stages: once before design of a phase of work, and again after the areas have been demolished. These surveys will reveal conditions that would otherwise be “unforeseen” – virtually eliminating the chance of delay. LOGISTICS PLANNING & SCHEDULING/PHASING Communication and our ability to be flexible in our managing any construction site adjacent to public activity is the key to success in any major construction project. Our method is built upon a foundation of open, precise communication. We will always have a current, exhaustive awareness of your needs within the adjacent, occupied areas, and have the phasing and logistics plans to accommodate these needs. We will use our CPM schedule to proactively schedule activities to minimize the traffic, pedestrian, and maintain all City requirements to keep operations running smoothly with little to no downtime or impacts. To ensure execution of any schedule task, activity, or action plan our team will create phasing plans for City of Sunny Isle Beach to make proper and informed decisions. A project specific issue will be the construction parking for employees. Our team members have previous used the William Lehman Causeway Parking to perform previous work in Sunny Isle Beach. The transportation scheme will involve worker’s dropping off their tolls and equipment at 7am. They will then be D. PROJECT APPROACH AND UNDERSTANDING provide ample time to travel to the designated approved City Parking Spaces. The distance to the site will be maintained a no more than .75 miles. Furthermore we understand that needs often change. Examples of such changes include operation’s immediate need for spaces that were to be occupied by construction, or events that require adjustments to logistics plans. We will be flexible in order to accommodate changes such as these. The best way to prepare for these occurrences is by proactively preparing alternate phasing plans. If construction sequencing “Plan A” is disrupted, we will always have a “Plan B” at the ready. As spaces near completion, we will work with you to outline and re-confirm the priorities for group relocations, activities and events that may prevent access to areas during certain times, and other factors that influence project scheduling options. PERMITTING (EXPEDITING) We are well-versed in the City building permit process and have strong relationships with employees in the permitting office. We will utilize this knowledge to fast-track progression through the various stages of approval. If it becomes necessary, we will enlist the support of a permit expediting service. This comprehensive approach will ensure the project documents are expedited through the approval process and construction will be allowed to begin as soon as possible. PROCUREMENT The long lead items and/the components that are tied to early stages of the critical path will be identified on the schedule, and submittals for those critical items will receive special handling through the submittal process. Orders will be placed for long lead items as soon as practical and their progress through fabrication will be tracked on the project schedule. If material fabrication is completed before those materials are needed in the field, we will take early delivery of that material so it will not adversely affect the progress of the work. STAGING AND SITE CLEANLINESS PASCHEN EMERALD JV will work with the Owner to develop the most efficient staging plan to minimize any inconvenience. The staging plan shall include but not be limited to the following: • Construction site cleanliness • Dust control • Site safety and access • Equipment movement • Truck and delivery access • Off-site storage • Construction worker access • Demolition and debris removal • Pedestrian access outside of the construction areas Debris will be kept to a minimum, and construction site cleanliness will be a priority. Any demolition activities will be broom-swept as they occur. PASCHEN EMERALD JV will stage all surplus work materials behind temporary partitions. Any materials staged outside of these areas shall be for immediate use of the particular construction task for which the materials are required. As with all of our renovation and build-out projects, we will work hand-in-hand with Owner’s staff to minimize disruptions. This will be accomplished by keeping open lines of communication and maximizing efficiency during any periods in which the area is not occupied or minimally utilized. Utility shutdowns, work that creates a large amount of noise or other activities that should only be done when the area is as vacated as possible will be coordinated with you accordingly. PASCHEN EMERALD JV will coordinate process plans, shut-down notices, and any needed signage, graphics and/or illustrations required, all in order to keep all parties informed of changes in access/egress routes as needed throughout the duration of the project. QUALITY The PASCHEN EMERALD JV Team takes its responsibility to monitor and control quality very seriously. Our process assures that all work will be in compliance with the Contract Documents and meet all applicable federal, state, local, and department building codes. • Project: Our Project Superintendent will conduct regular inspections of the jobsite to ensure that all work is being installed to the established standards of quality. The Project Manager will fortify his efforts with their daily project oversight. Any unsatisfactory work will be rejected and reinstalled as required throughout the project, so that the punch-list by the final walkthrough is minimal. • Personnel: Our program begins by hiring the best subcontractors, who not only provide competitive pricing but also deliver a quality product. At contract negotiation, we will define the level of quality D. PROJECT APPROACH AND UNDERSTANDING expected from a subcontractor. Prior to work shifts, the Project Superintendent will meet with the work crews – comprised of both PASCHEN EMERALD JV employees and those of all active subcontractors on-site – to review a detailed Job Hazard Analysis (JHA) for the day. The team will discuss the work to be performed and outline any Quality Control testing scheduled for that day. Not only does this program reduce accidents and injuries, it fosters a team spirit consistent with the theme of “looking out for each other.” This approach raises the awareness of craftsmen, so that the final product is high-quality and delivered on time, in a safe manner, and within budget. SAFETY Paschen is committed to safety on all our projects. All of our staff goes through the OSHA 30-hour training program. Our safety approach will include an assessment of the construction site and establish site- specific procedures to help insure a safe work environment. Our Project Superintendent, with support from the Project Manager, will manage project safety. They will continually monitor the project to prevent unsafe work practices and eliminate work hazards before accidents occur. They will advise the project staff of changes that should be made to improve the overall safety on the project, and this information will be incorporated into the monthly report. There are several means by which we will assure the safety of personnel and the general public. • Where required, physical barriers will be erected and visual notifications posted to restrict all public access to the work areas. • Physical barricades will be erected at the perimeter of each construction area in order to cordon off all work areas from the traffic of personnel. • Visual notifications will be posted to further reinforce the need to separate employees from construction operations. • Direct, daily, written communication will be conducted with management, which can be readily dispersed as memos to employees to inform of current construction tasks and upcoming events. New Design and Rehabilitation was approved for second phase demolition and construction. Once the materials were removed the spaces were re-finished for immediate use. The scope also included replacing the existing window mounted A/C units and install a complete new split- unit system. This required cutting, patching, temporary removal of ceilings, new ductwork, new plumbing drains, installation of t-stats and controls, and restoration of all finishes. Work was completed during the off-time when students were not using the building. Special care had to be maintained to ensure that all items left in units were protected as they were not removed from the space. EDELCUP SUNNY ISLES K-8 CLASSROOM ADDITION MDCPS procured Emerald Construction thru a Hard Bid Selection method to perform the shell construction addition of 12 new classroom additions on top of an existing 4 floor parking garage while maintaining the garage and existing school occupied/operational during construction. The project time frame was seven months from start to completion with 60 days to Final Completion. The schedule required coordination of 10- 12 hour shifts to avoid conflicts with testing sessions that were on-going through-out the school year. The building was a composite structure with an exterior combined of steel framing, in-fill masonry, and composite floor slab in order to minimize weight. Additional pile foun-dations had to be installed at the base of the garage which involved the use of low-over- head pile rig. This rig could drill a minimum of 45’ with 13’ of overhead clearance, also a 16” shear wall was constructed through the existing parking garage to add lateral support of the new building addition. Lastly, a new 5 story stair structure with bridge connec-tions to the new addition and the existing facility had to be constructed in order to facili-tate the future student traffic routes and provide proper egress means. East Tower, 2nd Floor Pathology Lab This project involved the complete renovation of the pathology laboratory at Jackson Memorial Hospital. This project was performed in multiple phases, keeping the existing lab in operation throughout the duration of the project. West Wing 6th Floor Modernization This project consisted of the following. The project included site/civil work, balancing of more than 40,000 cubic yards of material within the 21-acre site. 3 85 cubic yards of contaminated soils were remediated, encapsulated beneath the walkway in keeping with Department of Environmental Quality provisions. ZOO MIAMI - MIAMI, FL Emerald Construction demolished the existing marquis and installed a new one consisting of aluminum animals and over 500 L.E.D. bulbs to illuminate messages to the zoo’s visitors. There was over 30 life like aluminum animal structures that soared over 20’ tall. BUDGET ESTIMATING Utilizing historical cost data, updated with our knowledge of market conditions and subcontractor pricing from specialty trades, Paschen will prepare a comprehensive Initial Budget. Architectural features and building elements, as well as the systems – structural, mechanical, electrical, plumbing, etc. – are also defined and assigned preliminary costs. This will give the entire project team, including the Owner, Design Team, and Contractor, an understanding of the project cost and the components that make up the budget. All future budgets will be compared to the initial budget. The second estimate defines the cost of individual elements, including specific equipment and selected materials and finishes. From this point, problem areas with respect to cost are identified for evaluation. While brainstorming and initial discussions with regard to value engineering may have begun during the first estimate, this is when options begin to be explored in earnest. Our next step will be to prepare a Guaranteed Maximum Price (GMP) proposal for the project, which will include a bid package breakdown. The GMP will be prepared using in-house estimates and subcontractor pricing for specialty trades. During construction, the cost of the project is reviewed continuously to make sure that it remains on budget and that the Owner gets the most benefit for the cost. We will review the documents as they are produced by the Design Team and evaluate ways to save money, time, and improve quality. 4. VALUE ENGINEERING Our primary objective, when it comes to value engineering, is to deliver equivalent construction quality at a reduced cost. Ideally, we aim to discover efficiencies that produce greater quality in the final project, at an equal, possibly even reduced cost compared to the initial budget. On almost every project, there are just as many value engineering alternatives that involve material and equipment substitutions as there are options to simplify the construction process/approach. Savings are considered both as an initial investment, as well as from a long-term, “life-cycle” cost perspective. We will provide value engineering and budget estimates throughout all phases of construction, but especially on the front end during the preconstruction to inform the development of schematic, design development, and construction document phases. 5. LIFE CYCLE COST ANALYSIS Having already researched all the known information regarding the preliminary program, we understand how the building is expected to function and what will be involved with maintaining the facility. By analyzing the cost of construction against the cost of operating and maintaining the completed project, our staff can look at alterative construction materials and design to improve the cost over the projected useful life of the building. The key to successful life cycle cost analysis is to “close the loop” regarding design intent and budget, so that agreed-upon cost/ benefit verification is effectively implemented in contract documents. 6. CONSTRUCTABILITY ANALYSIS Constructability analyses are performed by experienced engineers and field supervisors. This independent review process allows a “fresh set of eyes” to review the documents and incorporate years of construction experience into the design documents. The team analyzes construction documents, project scopes, and site conditions, yielding a thorough and detailed picture of constructability, down to the component level. With the knowledge and experience of our staff, we can work with design professionals and owners to determine the feasibility and constructability of projects during the conceptual phase. K. PROJECT MANAGEMENT SERVICES COST CONTROL METHODS At Emerald and FH Paschen our staff is aware of the importance of mantaining the control of the cost in the initial design phase and mantain this control throughout the design and construction phases. Initially, we by developing a budget based on the information available. The accuracy of this initial budget is determined by the amount of information available at an early stage. Once information is obtained, we update the initial budget to proved the most current pricing information. To develop our budgets, we use a number of methods depending on the amount of information and time available. These methods include square foot analysis, quantitative material take-offs. We accommodate for this by providing preliminary pricing based on previous square foot pricing of similar projects and adjusting it according to size, location and complexity. Once the design professionals begin to design the proposed facility, we refine the original budget by performing quantitative take-offs in-house utilizing our estimating program Management Software ISquare Foot. This allows us to logically organize the simplest elements of construction into groups, components and modules. This type of organization expedites the estimation process for analysis and design alternatives and value engineering options. To confirm accuracy of our In-House estimating, we also gather preliminary pricing from pre-approved subcontractors who have an interest in budding on a proposed project. Utilizing these systems has allowed us to eliminate any surprises to the project upon presentation of the Guaranteed Maximum Prices (GMP). CHANGE ORDER NEGOTIATION Due to unexpected conditions, delays, and other unforeseen events, contract change orders are sometimes unavoidable. Emerald and FH Paschen staff avoids unresolved change order disruption, as it can lead to claims and disruption to the team’s successful project completion. To help ensure project success, our staff when negotiating change orders are skilled in negotiation and contract administration insights. Participants are provided with the intellectual tools to understand, plan, and negotiate contract change orders, employing the highly successful mutual interests negotiation approach to maintain positive project team relationships. PROJECT MANAGEMENT SERVICES EMERALD CONSTRUCTION SAFETY APPROACH: Emerald and FH Paschen’s safety approach begins with the commitment set forth in our company’s mission statement to be safe, on time, and within budget. We have mandatory bi- monthly safety training for all of our management team to ensure communication, consistency, and ensure we are up to date with the latest safety information. We self perform daily and weekly safety inspections to ensure our jobs are being run safely. In addition, we u se independent safety consultants that perform random inspections and audits to ensure the Emerald Safety Program is being followed. WEEKLY SAFETY MEETINGS: Each job site has a jobsite specific safety program, which is continuously updated as the job safety requirements change. Safety is the first topic for all general contractor and subcontractor meetings, which are performed on weekly basis. HIGHLIGHTS OF OUR PROJECT SAFETY PLAN INCLUDE THE FOLLOWING: Construction Site Safety Meetings: Construction site safety meetings shall be conducted on a weekly basis covering issues related to the specific jobsite. First-Aid Treatment: All Project Managers are trained in First-aid and CPR. Any minor incidents will be handled at the jobsite by these certified personnel or our Safety Manager. If the manage- ment staff is unsure or unable to treat the injury, then the employee will be taken to the nearest hospital. Reporting Procedures: All accidents and near accidents shall be reported to FHP. In the event of a serious accident in which an employee dies or three (3) or more employees require hospitaliza- tion, the accident must be reported to the nearest Area Director of the Occupational Safety and Health Administration within eight (8) hours. The Project Superintendent shall notify the Owner’s designated representatives, as well as the Business Manager of employee’s local union, and the Corporate Risk Manager. The Safety Manager shall notify the appropriate insurance carriers and the Area Director of the Occupational Safety & Health Administration. Company Required Safety Apparel: Company safety apparel shall consist of head protection, eye and face protection, hearing protection, hand protection, respiratory protection, and foot protec- tion. Construction Site Inspections: Construction site inspections are conducted on a daily basis by our Site Superintendent and documented on the company site safety inspection form. Subcontractor Safety Program Compliance Requirements: Subcontractors are given FHP’s site specific safety plan. This is written into the subcontract and must be adhered to by the subcon- tractor. Company Enforcement Procedures: The progressive steps of discipline – verbal warning, to writ- ten warning, to time off without pay, to dismissal – will be taken when employees/subcontractors are in violation of the Safety Program. The Safety Violation Form will be the written warning is- sued to employees. A violation of the Safety Program which results in serious injury or property damage shall be grounds for immediate dismissal. Occupied Building Plan: If a project site is to be occupied, even with a 24 hours a day, 7 days a week operation, we create detailed site-specific plans to accommodate it and protect the work- force, building, and equipment during construction. K. PROJECT MANAGEMENT SERVICES K. PROJECT MANAGEMENT SERVICES 1) CLAIMS MANAGEMENT From a technical, formal point of view, we have the management structure and procedures in place to deliver a prompt, organized response in the rare instance that a claim is filed on a proj- ect. Our staff is trained and required to keep and maintain accurate notes, pictures, and docu- mentation for each project. This detailed documentation allows us to reconstruct projects long after completion. This process gives us the necessary tools to dispute and resolve project issues and claims quickly, avoiding potential litigation and/or future actions. 2) PROJECT CLOSE-OUT A Redzone meeting will be conducted ahead of occupancy to discuss the close-out process, to schedule the events and review responsibilities for actions necessary to produce a timely phys- ical, as well as fiscal, project close-out. Throughout the project, we will be maintaining as-built documentation to include Operations & Maintenance information and warranties. During the course of the work, the Project Manager and Project Superintendent partner with the production staff to identify work that is non-complaint or work that is not of the expected quality. The production staff addresses these items as the work progresses in an effort to obtain a “zero punchlist” environment at the completion of the work. Once the project team feels that all con- tract work in the field has been completed, the Owner will be asked to perform an inspection of the work. For all projects, we will establish a Contractor’s pre-final punchlist prior to completion. It will be logged into our project control system and distributed to our subcontractors. The Project Super- intendent will be in charge of monitoring the progress of the outstanding items and push for the preparation of the facility for the pre-final inspection. He will also be instrumental in preparing the facility for the final inspection and acceptance. We will schedule and document on-site training for all equipment as required and work with commissioning agent(s), if applicable. Commissioning is an important quality assurance process that gives the Owner additional assur- ance that the systems are operating as intended. FHP takes a retro-commissioning approach to the infrastructure improvements, with milestones throughout the project cycle. It actually begins during the pre-design process, with verification of any existing equipment impacting the scope of work. It proceeds with development of the Owner’s project requirements, including consid- eration of the future uses and operation of the building. From this, a commissioning plan and specification is created. Performance of on-site testing and the creation of commissioning reports occurs much more smoothly when these processes are embedded in the day-to-day practices of the architects, engineers, and installers. Once these tasks are finished, we will submit a complete package with all of the close-out doc- uments for your files and request final acceptance on the project. The Project Manager will review the status of as-built drawings on a monthly basis and acknowl- edge they are in proper order as part of the progress payment approval process. At the comple- tion of the work, the Project Manager will review the as-built drawings one last time and then turn them over to the Owner after he has certified they are accurate and complete. The Project Manager will review all operation and maintenance manuals prior to their submis- sion to the Owner. The Quality Control Manager will ensure that all instruction and operational training has been properly documented, spare parts and keys are turned over, and all warranties K.
