It is with great pleasure that MCM present it’s qualifications for providing construction management services
for constructing the Sunny Isles Beach Government Center Annex. We have thoroughly reviewed your project
criteria and have assembled a team of highly qualified professionals who are ready to partner with the City
of Sunny Isles Beach to deliver your project.
A SOLID PARTNER
MCM is a local family-owned business that first started serving the South Florida community over 31 years
ago. Today MCM has grown into one of the largest full service contractors in the Southeast US with expertise
in both the general building and heavy civil industry sectors. Over the years, MCM has constructed a large
number of different types of facilities, including buildings for federal and state agencies, as well as for
private clients. MCM’s fields of expertise include: roads and bridges, rail work, general building including
municipal and commercial facilities, as well as education and aviation infrastructure. MCM is an ENR Top-
400 Contractor, and the 5th largest Hispanic owned contractor in the United States as ranked by Hispanic
Business Magazine. The firm employs over 600 personnel worldwide and maintains a staff of roughly 300

PROJECT APPROACH & UNDERSTANDING
MCM understands that when selected as the Construction Manager for the Government Center Annex
project, the firm will function as a General Contractor responsible for publicly bidding trade contracts, and
scheduling and coordinating all activities required to successfully and economically complete the project
on time. MCM will provide pre-construction services, develop a contractually agreed upon Guaranteed
Maximum Price (GMP) budget, and ultimately construct the project. The project itself consists of constructing
a new 100,000 SF Government Center Annex building adjacent to the existing Government Center at
18080 Collins Avenue. The facility will include spaces for municipal purposes, educational purposes, and
community and civil uses as well as commercial spaces.
In approaching the project, MCM will focus on accomplishing three primary objectives:
1. MCM will partner with the City of Sunny Isles Beach and the A/E to help realize their vision and
deliver an aesthetically pleasing, economically feasible project that will serve the City and enhance
the adjacent Government Center Building.
2. With businesses abutting the construction site on two sides of the project and the constant flow of
pedestrian and vehicular traffic on the other two sides, MCM understands the importance of
minimizing disruptions to businesses, residents, tourists and the traveling public throughout
construction.
3. Throughout the construction process MCM’s Safety First! approach will ensure that the health and
safety of non-construction and construction personnel is always the first priority.
COMMITMENT TO PARTNERING
MCM’s project approach begins with its partnering approach, which
is designed to allow for all phases of the construction process to be
performed within an environment of mutual trust, commitment to
shared goals, and open communication between the City of Sunny
Isles Beach, the A/E of Record, their consulting partners, MCM and
their subcontractors. In this approach we will establish a working
relationship among all of the team members based on a plan of
cooperation and teamwork. Prior to project commencement, MCM’s
Project Manager Juan Campos, will establish a partnering plan that
will create an atmosphere in which all parties are working in harmony
toward mutual goals to avoid delays, claims and litigation. Essential
elements of this plan are as follows:
►Commitment to partnering by the top management of every
organization involved in the project.
►Trust relationship between all parties through personal relation
ships and open communication with mutual sharing and under
standing of each party’s risks and goals.
►A partnering charter developed jointly by all parties to the
project which identifies specific mutual goals and objectives
of the partnering participants for continuous evaluation and
review against the agreed upon mutual goals.
►Timely resolution of any disputes at the lowest level possible
during the project.

PROJECT APPROACH & UNDERSTANDING
As part of our partnering procedure to resolve conflicts, MCM will create a Risk Management Plan that
will layout foreseeable conflicts that could arise during the project based on our extensive experience with
building similar projects under similar conditions. These issues are analyzed for the best possible solutions
or for ways to minimize the risks in order to avoid the problem completely.
MCM’s successful partnering history demonstrates our ability to resolve conflicts and maintain
customer satisfaction, which is part of our ISO 9001 Certification discussed later on in the Quality
Assurance section. We partner with our client, whether formally or informally, from the beginning of each
project to assure there is a clear understanding that everyone will work as a team in the best interest of
the project and, consequently, work to resolve all construction issues. MCM works hard to maintain great
relationships with our clients, consultants and subcontractors so that issues and conflicts are resolved quickly
without finger pointing.
Below are examples of some of the issues we have encountered on some of our projects, and how we were
able to resolve those issues by working in an atmosphere of mutual trust and cooperation to achieve a
common goal:
Miami-Dade ISD West Lot Multi-Use Facility - During excavation of
the foundations on the north side of the garage, MCM encountered an
unforeseen manhole used for the existing chiller lines that encroached
into the proposed foundations of the parking garage. These chilller
lines provide the main water supply for the Miami-Dade Governemnt
buildings adjacent to the property, and, therefore could not be
relocated. MCM proactively partnered with the structural engineer,
suggesting that the spread footers be placed adjacent to each side of
the chiller lines and then straddled with a grade beam. The building
loads above the chiller lines would be transferred to the adjacent footers and not impact the lines. The
structural engineer approved the suggestion and there was no additional cost to the owner. The following
day the resolution was implemented in the field. No time was lost in the schedule since MCM and the
project team addressed and implemented the solution quickly.
At the Norman S. Edelcup Sunny Isles Beach K-8 project, the schedule was substantially impacted due
to delays stemming from the late removal of on-site and overhead
utilities by the local power and telecommunication companies. In an
effort to prevent further schedule creep and to ensure the successful
on-time delivery of this geographically important school, MCM along
with the owner, Miami-Dade County Public Schools (MDCPS), met with
utility companies to discuss all options for removal and relocation. It
was during one of these meetings that MCM offered to install new
underground infrastructure at no cost to the owner, in order to expedite
removal of overhead lines which were preventing the completion of the
buildings foundations. Material was supplied by the power company
and MCM quickly moved to complete the work. In this instance, if
MCM had not partnered with the Owner and the utility companies for a quick solution, the delay
would have cost not only the owner and MCM time and money, but also would have resulted in
the project team falling short on their promise to the community, incoming students and all other
project stakeholders to deliver this school in-time for the new school year.

OUR ABILITY TO MINIMIZE DISRUPTIONS
As a result of MCM’s extensive experience working in urban sites adjacent to occupied facilities, combined
with the firm’s partnering approach, MCM has been able to accomplish project success time and again
with minimal disruption to adjacent business operations and the traveling public. As noted in the
previous section of this proposal, MCM’s commitment to open communication and shared goals with the
City of Sunny Isles Beach is the key to ensuring construction activities cause little to no impact throughout the
course of the project. At a minimum, MCM’s plan to prevent disruptions will take into account:
►Safe movement of pedestrian and vehicular traffic along Collins Avenue and Atlantic Blvd.
►Control measures for dust, noise and construction debris run-off.
►Government Center and adjacent businesses hours of operation.
►City calendar and events
►Hours of operation and schedule of events for Sunny Isles Beach K-8 school.
APPROACH TO MINIMIZE DISRUPTIONS DURING CONSTRUCTION
Prior to commencement, and throughout construction, Juan Campos, Project Manager will be in constant
communication with project stakeholders to ensure they are aware of current and planned construction
activities, and to provide them an opportunity to voice any concerns prior to the commencement of each
phase of work. During construction MCM will provide status updates to the City of Sunny Isles Beach for
distribution to their staff and residents, as well as provide updates to adjeacent businesses on the north side
of the project. MCM will also utilize flagmen and project signage to clearly identify safe routes for pedestrian
and vehicular traffic and to minimize impact of construction traffic on surrounding businesses and the
traveling public.
In addition, understanding that the City is a prime tourist destination and prides itself as Florida’s
Riviera, MCM will pay particular attention to preventing impacts from dust, noise and construction
debris run-off. This includes the erection of site fencing covered in graphic panels to prevent tourists and
the traveling public from seeing the unsightliness of a construction site. A graphic representation of this site
fence is provided below.

EXAMPLES OF MCM’S ABILITY TO MINIMIZE DISRUPTIONS
MCM’s ability to minimize business operations is tried and test-
ed from the successful completion of such projects as the FIU
North Stadium Expansion, Aventura Government Center Park-
ing Garage, Jackson Memorial Hospital North Parking Garage
and the multitude of projects completed in occupied facilities at
Miami International Airport and for Miami-Dade County Public
Schools. Below you will find two project examples where MCM’s
approach to partnering with the owner resulted in minimal inter-
ruptions to business operations:
On the Miami International Airport North Terminal Im-
provements project, MCM and the Miami-Dade Aviation
Department (MDAD) worked diligently to ensure that the
project would be delivered on-time, and that business op-
erations, along with over 107,000 daily passengers, were
minimally impacted. From weekly field progress walk-throughs
to bi-weekly scheduling/strategy meetings, MCM and the Miami
Aviation Department worked as one to ensure the facility’s con-
tinued operations, as well as the project’s overall schedule were
not impacted.
One strategy adopted by MCM and MDAD to accomplish this
was to plan and execute a Phased Terminal Opening that al-
lowed turn-over of one project area (approximately 23,000 SF)
a full 30 days ahead of the originally scheduled milestone, and
separate of the project’s overall turn-over. This was achieved
by coordinating with the fire department, building depart-
ment, airport operations, and subcontractors, minimizing
impacts upon the terminal’s ongoing operations, and fa-
cilitating the project’s overall progress.
At the Miami Senior High School (MSH) project, MCM worked
closely with Miami-Dade County Public Schools (MDCPS) and the
school staff for four years to execute a comprehensive phased
renovation of this occupied high school. MCM coordinated
with the owner and school almost daily to ensure that the
over 4000 students and faculty occupying the facility were
not impacted by construction. By pre-planning with MDCPS
and MSH for every phase of construction, and using techniques
such as the construction of demising walls, temporary classroom
facilities and covered walkways for safe passage through con-
struction zones, MCM, MDCPS and MSH were able to deliver this
project on time, below budget, and with minimal interruption to
daily business operations.

MCM SAFETY APPROACH
MCM takes a “Safety First” approach to construc-
tion safety and health on all of its projects. MCM
management, from the Board of Directors to our
field offices, is committed to workplace and employ-
ee safety. Our safety department works to ensure
that our occupational safety and health policies and
practices are in line with industry leading “Best Prac-
tices.” Moreover, MCM employs degreed safety pro-
fessionals who are formally educated and trained
in Safety Management and OSHA compliance. A
Safety Manager is assigned to each project we build
in some capacity depending on the size and scope
of the project; our philosophy with each project we
build is to achieve zero negative incidents with re-
gard to employee safety and health.
To achieve the safety success that
has earned MCM a respected safe-
ty reputation and an exceptional
Experience Modification Rate
(EMR) of 0.74, we utilize the el-
ements listed below to cultivate a
safety culture that is representative of MCM’s com-
mitment to quality management and safe working
conditions:
►Perform a Hazard Analysis of the project scope to
identify areas of safety and health risk.
►Carefully select qualified subcontractors with
markedly better than average safety records.
►Require that superintendents, managers,
foremen, and/or crew leaders have ob-
tained a minimum 30 hr OSHA certification.
►Require that subcontractors be responsible
and accountable to project safety including
submission of required documentation of
qualified personnel.
►Ensure that all employees are qualified,
certified, and or trained to perform their duties.
►Each employee shall be given a project specific
orientation and be identified before starting work
onsite.
►Communication is a necessity! Weekly subcon-
tractor meetings will include SAFETY as a talking
point. Subcontractors are encouraged to commu-

MCM’s Corporate Safety Manual, which was up-
dated November of 2014, includes over 300 pag-
es of standards, policies, forms, definitions, and
testing procedures that will be used to develop a
custom Site Specific Safety Program for the Sun-
ny Isles Beach Government Center Annex project.
By breaking each project down into manageable
“Definable Features of Work”, we can identify
the hazards associated with each phase of con-
struction and use a “Top-Down” approach so that
managers, foremen, and workers are all aware
and trained on the job site hazards. We track
“Man-Hours without a Near Miss” and keep the
workers motivated by recognizing safety achieve-
ments. This time tested approach has helped MCM
achieve an award winning safety record over it’s

Brief Description of Work Performed
As part of the Department of Military Affairs Military Construction
(MILCON) program, this project consists of building a new 102,000
SF Operations Center Facility to support the training and readiness
of the local Army National Guard units serving the region. This
work includes all materials, labor, equipment and services, including
all civil, landscaping, structural, architectural, heating, ventilating,
air conditioning, plumbing, fire protection, electrical and other
miscellaneous work necessary to fully construct the Readiness Center
Facility. The Readiness Center is located on a 30 acre site within the
city of Miramar in Southwest Broward County, and is composed of
the 102,000 SF Readiness Center Building, a 456 Privately Owned
Vehicles (POV) parking area, a 125,000 SF Military Owned Vehicles
(MOV) parking area, storm water retention areas, and other site
improvements. The project has been registered with the U.S. Green
Building Council’s (USGBC) Leadership in Energy and Environmental
Design (LEED) Green Building Rating System Program and will be built
to achieve a LEED Silver rating.

Brief Description of Work Performed
Construction Management At-Risk of a new multi-story K-8 facility
designed to house 1,642 student stations on 2.1 acres in the City
of Sunny Isles Beach. The school totaled approximately 165,000 SF,
and included the construction of a 4-story classroom building housing
classes for all grades, as well as art, science and computer labs; a
2-story administration building; a 2-story cafetorium and media
center building with a commercial kitchen and working stage, and
an integrated 3-story pre-cast parking garage providing 145 faculty
parking spaces and shelter for physical education activities. The tilt-
up construction method was combined with a pre-cast joist deck
system at intermediate levels and steel bar joists at the roof level to
construct the buildings shell. Unique features on this project included
the installation of over 600 auger-cast piles, eight deep-injection
wells for drainage and several 4-story, 86 ft tall tilt-up panels, which
at the time, were the tallest panels erected in Miami-Dade County.

Brief Description of Work Performed
This project consists of extensive historical renovations, additions,
and alterations to the oldest high school in South Florida.Work is
scheduled under three major phases with the first phase consisting of
construction of new buildings around the existing occupied campus.
This added three new multi-story classroom buildings, a 3-story
precast parking garage, new Central Energy Plant housing the “New
Heart” of the campus. Phase Two shifted students from the historical
buildings into the newly constructed classrooms allowing for a
complete renovation of the historic buildings. This included installation
of new hurricane impact windows, HVAC, Electrical, Plumbing and
Fire Sprinkler systems. Under this phase the Media Center was
overhauled and the decorative steel trusses exposed. Additionally, the
1,132 fixed seat Auditorium received new seating, lighting and sound
systems. Phase Three consists of overall site improvements, including
new irrigation and landscaping in Columbia Park, construction of
Stingaree Plaza, dedicated student drop-off and pick-up areas and all
other miscellaneous hardscape upgrades. When completed in 2014,
the school’s capacity increased from 1,649 to 2,800 student stations.

Brief Description of Work Performed
The scope of this project required the complete construction of 11
buildings and miscellaneous steel structures in a 10 acre mock
cityscape setting for advanced training for the Miami Dade Fire and
Rescue Department. The main components included the construction
of four pre-engineered structural steel buildings for vehicle extrication
and outdoor training, a storage building and a 58,000 SF tilt-up
concrete panel Trade School Building, housing offices, flex-use spaces,
classrooms, gym and locker room facilities, a fully functioning mock
fire station and 260,000 gallon pool. In addition to these structures,
15 Live Fire Training Props were installed in and around four training
buildings constructed to resemble a six-story Apartment Tower,
Residential House, Commercial/Industrial Building and Maritime
Ship. These fire training props were fed by approximately 2,500 LF of
underground liquid petroleum and vapor gas lines connected to an
18,000 gallon LP Gas tank.

Scope of Work: This project consists of constructing a new building while the
campus is in operations after coordination of the demolition of existing buildings.
The new 50,000 SF building includes classrooms, music lab, arts lab, community

205,000 SF 10,000 seat indoor college basketball arena. The project consisted

Scope of Work: The FIU Library expansion included a fast track, phased construction
to add 200,000 SF to the existing 70,000 SF library. The project included a structural
retrofit to the existing three stories and addition of five additional floors (with future
structural provisions for a total of fifteen floors). The project was carefully constructed
allowing the existing library sophisticated computer systems and ongoing university
and library operations to continue uninterrupted while all construction activities were

Ruben Bravo has 15 years of experience in the construction industry with a focus on
sustainable construction. He is a LEED Accredited Professional, Green Advantage
Certified, and served as the Green Schools Chair for the USGBC South Florida. He is
deeply committed to the implementation of sustainable construction practices at all
of MCM’s projects and served as the LEED Manager on the ISD Trade Shops Facility
which is the first LEED Silver certified building owned by Miami-Dade County, the
ISD West Lot Mixed-Use Facility and the Port of Miami Terminal D Expansion project.
All three of these projects achieved their LEED Certification goal with the later two
projects exceeding the clients certification requirements.

MIRAMAR READINESS CENTER, Miramar, FL
Cost: $19.9 M | Delivery Method: CM At-Risk
Scope of Work: This project consists of building a new 102,000 SF Readiness Center
Facility to support the training and readiness of the local Army National Guard units
serving the region. Located on a 30 acre site within the city of Miramar in Southwest
Broward County, the Readiness Center will also include a 456 Privately Owned
Vehicles (POV) parking area, a 125,000 SF Military Owned Vehicles (MOV) parking
area, storm water retention areas, and other site improvements. The Project has
been registered with the U.S. Green Building Council’s (USGBC) to achieve a LEED
Silver rating.
10TH ST. AUDITORIUM & BEACH PATROL HEADQUARTERS, Miami Beach, FL

Scope of Work: This project consists of the partial restoration, renovation and addition
to existing two-story Auditorium/Beach Patrol Headquarters facility, improvements to
accessibility, life safety and partial site improvements included.
MIAMI SENIOR HIGH SCHOOL, Miami, FL
Cost: $54.4 M | Delivery Method: Design-Bid-Build
Scope of Work: This project included comprehensive improvements to all building
systems and interior finishes; the construction, tie-in, testing and commissioning of
a new Central Energy Plant; the construction of three (3) new classroom buildings;
significant low voltage/data system upgrades; major landscaping improvements;
and a total retrofit and upgrade of both the auditorium and gymnasium. Pedestrian
traffic was re-routed dozens of times, without a single safety incident involving
students, faculty, staff, or visitors to the campus. The campus underwent numerous
improvements, including upgrades to the courtyard spaces, comprehensive
landscaping upgrades, and improvements to both athletic fields and parks.

Scope of Work: This design-build project was the first Miami-Dade County LEED

for Miami-Dade County General Services Administration and achieved a LEED Gold
Certification. This 6-story pre-cast parking facility occupies the entire 1.73 acre
project site and is comprised of 810 parking spaces dispersed across 324,000 SF of
parking area; additionally, 45,000 SF of office space on four floors, plus 10,000 SF
of retail space on the Ground Floor were also constructed.

Michael Verwey, Project Engineer

Michael Verwey is a proactive, results-oriented Project Engineer with 9 years of
comprehensive experience in complex construction projects in the residential and
commercial market sectors. Michael is a graduate of Florida International University.

Scope of Work: The Miscellaneous Construction Cost (MCC) is a Program created
specifically for quick turn-around projects. It is designed to give CSBE firms the
opportunity to perform work at MIA and the County’s five other airports. Emphasis
of the Program is to assist the small firms to succeed and grow through their MCC
experience. MCC is unique because it focuses on the small contractor by dividing
projects into trade packages. This procedure allows for packages by trade to be
smaller, therefore not requiring a bond in most cases. The CSBE’s are able to receive

Scope of Work: The ISD (formerly GSA) West Lot Project was MCM’s second Design-

PROJECT MANAGEMENT SERVICES
DESIGN REVIEWS
MCM will work closely with the A/E of Record to evaluate the
refinement of the progress drawings during the design phase.
Our team shall provide an analysis of selected building systems,
products, material selections, location of major MEP space and an
analysis of existing conditions. We will review space limitations,
tolerances and check on drawing coordination. MCM will provide
recommendations and coordinate regular constructability review
meetings with the Architect, providing a complete design analysis
upon receipt of 30% drawings, after the completion of 60% drawings
and prior to issuing 90% drawings for the city of Sunny Isles Beach
GMP review.
MCM incorporates the required design review times into the schedule
with anticipated durations for addressing the City’s comments, if
any, as well as the anticipated approvals. The monitoring of the
reviews in the project schedule becomes our primary tracking tool
for all required permits and their status.
BUDGET ESTIMATING
For the Government Center Annex project, MCM’s Chief Estimator,
Armando Perez, P.E., LEED AP BD+C and his team will validate
the City’s budget with cost estimates on every phase of design,
beginning with schematics, design development and continuing on
through 100% construction documents. The City will know at each
of these phases where the budget stands. MCM will also provide
value engineering options, if necessary, at each of these phases for
the City’s consideration.
During the Schematic Design Budget Estimate phase, the overall
cost format for this project will be established so the intended
project components, elements or facilities can be properly tracked
during estimate progression. Coordination with the A/E of Record
on the use of applicable structure and enclosure systems, material
finishes, appropriate mechanical systems for its intended use
including pipe materials, sizing and routing will be coordinated with
the design team in parallel as the drawings are being developed.
This collaboration will ensure the project will meet its intended
performance and specification requirements while maintaining cost
effectiveness.
The Design Development Budget Estimate will be prepared when the design is at approximately 80%
complete or as requested by the City. A more detailed quantity takeoff will be involved with fewer assumptions
made during the Schematic Design Budget Estimate. At this phase of design, the A/E of Record should still
be flexible in implementing design changes to achieve the desired intent. Cost estimates will be provided
at each milestone deliverable to ensure compliance with the overall budget.
During Progress Deliverable Submissions such as 30%, 60% and 90% construction documents, the
Budget Estimate will be fine tuned to address design clarifications and any change that may have occurred

during the final design stages including price confirmation. Our team will also work with the City of Sunny
Isles Beach on providing a summary of potential alternates with cost estimates during preconstruction. The
alternate summary list will provides the client menu options to implement certain materials and/or systems
into the project if they so choose.
To avoid re-design, MCM commits to partnering with the A/E of Record to provide pricing analysis for major
modifications or proposed changes occurring between design phases. Progress will be reviewed bi-
weekly throughout the design development process and will also be coordinated appropriately with
the City. All constructability comments and/or design changes with cost estimates will be listed in a matrix
for tracking and implementation purposes. The matrix will be used as a checklist to ensure each line item’s
incorporation into the contract documents.
VALUE ENGINEERING
MCM’s value engineering methodology is based on our objective
to seek out the best value for the City of Sunny Isles Beach. This
objective is achieved by identifying alternatives during the design
development phase and measuring them against the value of the
objectives; in turn recommending and assisting the City and the A/E
of Record in selecting the best solutions for the project.
Estimating or predicting cost and then controlling cost within the
limits of the budget is an essential factor to the success of this
project. However, MCM does not use value engineering merely as a
cost-cutting mechanism, but as the tool to provide the best balance
between cost, scope and performance. MCM’s approach to value
engineering is an assurance to the City’s investment.
To support this process MCM consults with specialty contractors and
fabricators who offer input from the conception of the design. By
tapping into the wealth of expertise from MCM’s base of prequalified
subcontractors, we are able to provide a more cost effective product
prior to the completion of the contract drawings. This provides the
team with the ability to control and avoid late value engineering and
consequently, changes after the design is finished. This translates
into quality assurance, time savings and cost effectiveness.
CONSTRUCTABILITY ANALYSIS
Our Team members will remain in constant contact throughout the
development of design documents. As the design progresses from
its conceptual phase on through to the final permit documents, our
Team will maintain open channels for communication, and at every
step of the design’s development, we will make certain that the
Miami Dade Aviation Departments specific project requirements are
comprehensively addressed throughout.
The Risk Management Plan will be one of the foundation documents
for this review, along with regular review sessions of construction
system assemblies and material compatibilities. Our personnel will
analyze the compatibility, quality, availability, and warranty periods

CONSTRUCTION SCHEDULING
MCM has an excellent reputation for completing work ahead
of schedule. We have never incurred liquidated damages or
been penalized for failure to complete a contract in our 30
years of doing business. As a dedicated practitioner of Critical
Path Method scheduling and Earned Value Management, our
record inspires such confidence that it is not unheard-of for
our clients to schedule a major event a their new facility the
very same day that construction is due to be completed.
MCM uses Primavera P6 to define individual activity
relationships, and also to establish and track the project’s
Critical Path. The schedule will be cost loaded, and if required,
will also include resource loading and subcontractor crew
sizes. According to the tenets of Earned Value Management,
we will track the ‘burn rate’ for each activity, and will at all
times know the exact level of completeness for each individual
task, as well as the project’s exact overall level of completion.
P6 is capable of generating reports that are configured
specifically to the project priorities. We will develop with the
City a format appropriate for the reporting needs of this
Recreation Center project.
BASELINE/MASTER SCHEDULE
Our Baseline Schedule is prepared in network form, which
will graphically depict the interrelationship and duration of all
project activities. Specifically, the following will be shown:
►Permitting Requirements
►Approvals from State and Municipal Authorities
►Project’s Fast Track Phasing
►Long Lead Materials and Equipment
►Major Construction Milestones
►The schedule will be reviewed with the City and our
team, forming the basis for monitoring project progress.
Once it has been internally peer-reviewed, the Baseline
Schedule will be carried forward as the Master Schedule, and
any updates will be documented as separate, subsequent files.
Shop drawings will be ‘fast-tracked’ whenever possible. One
or more MCM staff members will be dedicated exclusively
to this task. ‘Processing Drawings’ will be a clearly-defined
activity on this Baseline Schedule, and the processing of each
individual drawing set will be separate and distinct activities
on each subsequent embodiment of the Master Schedule.
PROJECT MANAGEMENT SERVICES
At the Norman S. Edelcup Sunny Isles
Beach K-8 project, due to delays from
the utility companies for not removing
and relocating existing utilities which
encroached within the required work,
this project commenced 30 days behind
schedule. Because the time impact
occurred at the commencement of the
project, it allowed our team to utilize
our Primavera scheduling software and
resequence the project. Re-sequencing
the critical items in tandem with the
Client, while also working extended
hours and weekends; MCM was able
to deliver the project on time. MCM’s
acceleration efforts and a strategic
out of sequence schedule were key
elements in the successful delivery of
this project on time.
Westland Hialeah Sr. High School
– This project was located on a low
lying 6 acre parcel of which 1 acre
was designated a Federal Wetland.
This required Federal permits and the
purchase of environmental mitigation
credits in Everglades National Park
prior to commencing work on that
acre. To circumvent this constraint, the
MCM team isolated and began working
around the delayed area. Our schedule
had to establish the different areas
which required eight separate permits
to avoid the impact of the wetland issue.
The schedule also had to consider the
construction of four buildings on the site
based on these permit approvals. MCM
had to constantly monitor and revise the
schedule whenever these fragmented
permit approvals caused delays. Re-
sequencing construction activities was
done to mitigate the delays. The end
result was a timely delivery of the
complete project.

MASTER SCHEDULE UPDATES
Throughout the life of the project, the schedule will be used to gauge the impact of scope changes and
an-ticipated problems, and to develop strategies for maintaining the overall time frame. The schedule will
be updated bi-weekly (more frequently if the City requires) to show actual progress against the project’s
baseline schedule expectations. This enables the current status of the project to be rapidly determined, and
if the updated schedules indicate a slippage, problem areas are immediately identified and subcontractors
are brought together to organize a recovery schedule.
COORDINATING SUBMITTALS WITH THE CONSTRUCTION SCHEDULE
One of the keys to effective project management is knowing that the procurement process should serve the
construction schedule, not the other way around. If work on the jobsite is to proceed smoothly, then the
material must reach the project before it is to be installed. Otherwise, the work sequence is interrupted and
must be altered to accommodate disjointed delivery schedules.
The best way to ensure timely material delivery is to treat the assembly of submittal data, the assembly of
shop drawing data, and their procurement as activities, just like the construction activities. These activities
will be assigned durations and their relationship to predecessor and successor activities will be clearly
defined.
SUBCONTRACTOR SCHEDULE ADHERENCE
As part of the bidding process, subcontractors are required to review and comply with the milestones
established in the Master Schedule. The trade contractors are required to submit schedules for their work
that conform to the overall parameters of the Master Schedule, and will be required to cost-load and or
crew-load their schedules as necessary to maintain consistency with the Master Schedule. Our team will
coordinate these various trade schedules and generate one master CPM schedule, for the project, which
includes appropriate sequencing restraints between trades. Monitoring of these schedules and manpower
will be a central focus of our weekly subcontractor/jobsite coordination meetings.
QUALITY CONTROL
For MCM, its commitment to safety and delivering quality projects is
one of its highest priorities. So much so, that MCM is one of the few
contractors in Florida that has obtained the ISO: 9001 certification.
To achieve this certification, a construction manager must meet the
stringent requirements of the International Standards Organization (ISO)

construction, MCM’s Project Executive, Joe Fernandez will audit the

PRE-CONSTRUCTION/ESTIMATING
During pre-construction, MCM develops scope sheets defining
all the required work per trade. These sheets typically harmonize
the estimates and the complete set of documents assuring that
there are no oversights while pricing. For the Government Center
Annex project, these scope sheets will point out considerations
subcontractors should have for existing site conditions, connectivity
to existing systems and other items which may not be explicitly
defined in the documents, but required for the project. MCM’s
project team will thoroughly review these scope sheets to assure
there are no scope gaps between disciplines. They will assure the
scopes are complete and assigned to the proper trade, avoiding
scope gaps and potential cost impacts to the Government Center
Annex team.
SUBMITTALS
Quality Control will be implemented throughout the project, but
Quality Assurance comes from verification and documentation of
how Quality Control is implemented. Nowhere is this more evident
or critical than through the projects’ submittals. MCM views the
submittal process as our assurance that the A/E’s designs are
implemented flawlessly in the field.
Submittals serve to enhance and detail design for each assembly
installed in the field, and will bridge the gap between construction
documents and physical installations. MCM’s internal reviews are
conducted in painstaking detail, verifying submittal compliance with
the A/E’s documents. MCM will coordinate numerous workshops with
the Design Team for more critical or complex building assemblies
such as building envelope and operation systems if necessary.
CONSTRUCTION
Prior to commencement of an element of work, Juan Campos, Project
Manager, and project Superintendent Tony Manning, will meet
with subcontractors and/or suppliers, and review the submittals,
developing a pre-task plan to assure the highest level of quality is
achieved. They will discuss safety, contract requirements, applicable
codes and inspections, use of mockups, whether specified or not,
and overall coordination. This meeting will be documented by
meeting minutes and where coordination with the City of Sunny
Isles Beach or the A/E is required, their presence will be requested.
Once the pre-task plan is coordinated, work can commence and
QA documented through various methods including daily reports,
regulatory agency inspections, manufacturers’ reports, or the A/E’s
field observations. Copies of all inspection reports including a
record of deficient conditions and their correction are maintained
electronically in MCM’s servers.
Prior to a task being completed, MCM conducts an internal
inspection to assure compliance with the Contract Documents and
the approved submittals. As-built data is gathered and compiled in

for review and approval by the
Owner and Architect. MCM also
would inspect every delivery of the
precast double tees and columns
before unloading from the truck.
The members were inspected for
any cracks or imperfections that
may have been caused during
transportation and to assure it met
the precast mockup. Each piece
noted was then recorded in a log
and re-inspected by the design
Engineer before erecting. This
avoided any conflicts occurring
after the member was already
erected.
Miami Senior High School - A
specific example of the success
of our quality control system
occurred in the planning of the
parking garage foundations and
civil underground work at Miami
High School. In this example,
careful overlay of the new
structural foundation components
and civil underground systems
were completed to find that major
conflicts existed between the civil
and structural design. Had this
design flaw not been identified,
this could have resulted in major
costs for fabricating new civil
structures or re-work of new
structural foundations. The result
of notifying the design team of
these conflicts, allowed redesign
of the civil package and ability to
maintain the existing structural
design, saving the Owner tens of
thousands of dollars in re-work.

our field office; and are verified for completion weekly by MCM’s Project Engineer, who maintain logs of the
updates.
As part of our ISO: 9001 procedures, the MCM Project Team will have a weekly job-site walk to review the
quality of work in place. An ongoing punchlist is generated and sent to the subcontractors who have one
week to correct the deficient work before the following weekly jobsite walk.
POST-CONSTRUCTION
Once the City of Sunny Isles Beach and the A/E recognizes the project as substantially complete MCM will
finalize the compilation of closeout documents which will include as-builts, warranties and other documents
beneficial to City’s facilities managers.
At the end of post-construction, following completion of the warranty phase, MCM will complete it’s
ISO: 9001 procedures by interviewing the City of Sunny Isles Beach one final time to assess their overall
satisfaction with MCM’s performance. In doing so MCM will be able to measure, analyze and improve its
processes for future City projects.
COST CONTROL
During construction, MCM constantly monitors budgets and tracks job costs in real time, so we are always
aware of the project’s financial status. When initial budgets are developed, MCM analyzes the design for
exposures. Based on our previous experience and archival data, we will forecast exposures and established
Owner controlled contingencies to address unforeseeable issues such as utility conflicts, dewatering,
environmental contamination remediation, etc. Historically, MCM has found that these Owner controlled
contingencies offer the project team the latitude to address cost increases expeditiously and within the
budget.
Should an unforeseen condition be encountered which requires an adjustment to a subcontractors scope,
MCM will solicit pricing from the vendor and analyze the costs via internal estimates to assure competitive
pricing guidelines are followed.
MCM also utilizes unitary pricing schedules as part of a subcontractor’s negotiated agreement for an additional
cost control measure. In this instance, MCM will secure unit pricing with bids and prior to contracting,
whenever possible, to assure competitive pricing for additive or deductive changes. This approach offer is
best used to minimize our clients’ exposure to changes.
Another proven cost control approach is to analyze proposed MEP and structural systems with our MEP and
structural sub-consultants during the early phases of the project. These are key areas where the greatest cost
impacts are often suffered. Our 31 year history in South Florida means that MCM knows the local market,
and has allowed us to develop strong relationships with the local subcontractor pool. They will collaborate
with our team to offer beneficial analysis of proposed and existing systems, and to verify their compatibility.
We also will consult with such key subcontractors in order to validate the costs.
DIRECT PURCHASE ORDER PROGRAM (DPO)
In addition to the cost control/cost savings methodology already mentioned, another method frequently used
by MCM to capture cost savings would be to implement a Direct Purchase Order Program (DPO) in which
the Owner buys materials direct from the vendor for potential tax savings. We have done this successfully
over the past 3 years with City of Homestead, Miami-Dade County Public Schools, Miami-Dade Water &
Sewer, and Miami-Dade County ISD realizing over $3 million in total savings. With our past experience in
successfully managing this program, MCM will be able to guide the City through this process should they
choose to pursue this option.

CLAIMS MANAGEMENT
Quite commonly, the potential for disputes is originated during the pre-construction phase because of
ambiguities, conflicts, errors or omissions in the construction documents. During the construction phase
resolution of small claims are frequently ignored or postponed only to collect and combine into complex
issues at the end of the project. As time elapses, memories become obscure and people move, further
clouding the issues. The incidents or conditions which give rise to claims generally fall into two categories
or a combination of the two - delays and/or damages. Delays usually result in associated damages while
damages alone can be the result of other causes.
The greatest determining factor in successful claims resolution is building a positive relationship between all
parties involved. MCM strongly believes in the Partnering Process, which provides a instrument for effective
issue resolution where the involved parties can come to an agreement to resolve problems at the lowest
possible levels.
When the client and the contractor work as allies, changes are identified and the client and project team
can discuss alternatives and arrive at equitable solutions. Measurable benefits result from this approach in
terms of minimizing cost growth and the possibility of schedule delays, as well as maximizing the quality of
the finished product.
A Claims Management Program (CMP) can be implemented to minimize costly disputes, potential contract
default, and litigation. To avoid these pitfalls the time to initiate a CMP is at commencement of the project.
It should continue for the duration of the project, and should include the following elements:
►First and Foremost is the development of a complete and cohesive Project Team. For this project, this
includes the proper integration of the designers and the contractor’s management personnel. Key
to this relationship is the identification of personnel.
►A review of construction documents for completeness, ambiguities, conflicts and legal correctness.
Subcontractors are key elements during the design, bringing VE and proper pricing.
►The development of field procedures and a document control system with particular emphasis on
cost management.
►The definition and implementation of adequate scheduling procedures. This should include recording
as-built information as well as maintaining an as-planned schedule. Integration of the sub’s schedules
and knowledge is critical to the understanding of the pace of the job.
►The establishment of a system for analyzing, negotiating and resolving claims expeditiously.
►The education of field personnel to recognize and report potential claims situations before formal
disputes develop. Emphasis should be placed on comprehensive documentation of conditions leading
to potential real claims.
►Resolve issues at the lowest management level possible.
►Timely notification to the City of unforeseen conditions or issues that may be outside the scope of
work.
►Take advantage and apply lessons learned from our on-going and past partnering charters.
►Take advantage of the design-build process that provides an inherent approach to the elimination
of claims.

PROJECT CLOSE-OUT
MCM firmly believes that project closeout is as important as pre-construction and construction services. We
begin the closeout procedure during pre-construction and start of the construction phase of the project,
establishing certain guidelines and requirements to ensure that subcontractors and suppliers complete all
aspects of the project.
Project Closeout consists of several steps. First, during all stages of the project, MCM creates deficiency
lists of items that are pending and/or deficient prior to substantial completion. We submit this list to the
corresponding sub-contractor with a time frame to complete. Once that deficiency list is completed and
Substantial Completion is secured, MCM along with the City of Sunny Isles Beach, and the A/E of Record
create a punch list that will contain minor items, since MCM will have been correcting deficient items
through our quality control program, throughout construction. The completion of this list is a priority and is
done expeditiously so that stakeholders can begin taking over areas of the airport without disruptions.
Second is the Closeout Documents. Closeout documents consist of product literature, warranties/guarantees,
maintenance manuals and a list of subcontractors with their contact information to name a few. These
documents are submitted in tabbed binders to facilitate the City’s follow up process in the future. Included
in the closeout documents are the as-builts. During Construction MCM requires subcontractor, as normal
course of business, to update as-builts on a weekly basis. At the end of the project as-built are updated and
sent together to the owner with all closeout documents.
Lastly, MCM prepares a training program for operating
and maintaining all major facility systems. This program,
which is tailored specifically for the City of Sunny Isles
Beach, will include subcontractors with specific expertise on
their installed systems and videotaped by MCM for future
reference by facility operating personnel.
MAINTENANCE & WARRANTY WORK
At the beginning of the project MCM will establish maintenance
and warranty programs which will set requirements for
consultants, contractors, and suppliers regarding the
maintenance and operation of systems and facilities. This
program content shall be considered the foundation of the
Operations and Maintenance (O&M) system.
MCM will then follow these program requirements through the procurement process via Primavera
Expedition, our document control system, to make sure that contracts are written with specific obligations
for maintenance and warranties. This will ensure that the City will receive immediate service for any issues
that may arise during the warranty period.
POST WARRANTY
MCM has a commitment to stand by our product. In the event that an issue arises after the warranty period
has expired, MCM will review the matter on a case by case basis to determine if the warranty should be
extended to cover the issue.
As stated previously in our proposal, MCM is dedicated to total client satisfaction with an uncompromising
dedication to quality, and we will continue to service the client, even after project completion until your
complete satisfaction has been achieved.
