Founded in 1968, Pirtle has built an impeccable reputation throughout Florida based on quality projects and owner satisfaction. We have the necessary skills and experience to successfully deliver the City of Sunny Isles Beach a new Government Center. The following are just some of the many attributes and benefits that make us the perfect partner to build your new Government Center Annex at 18080 Collins Avenue. WE KNOW SUNNY ISLES: Pirtle Construction understands the challenges of building in Sunny Isles having recently constructed the 264 student station addition to the Norman S. Edelcup Sunny Isles Beach K-8 (half of the funds coming from the City). This recent project gives us direct experience right near the location of your site. We know the challenges of building in Sunny Isles and can ensure that construction does not affect the surrounding area at all. MUNICIPAL EXPERIENCE: Almost all of the projects that we build are for the public sector with many of them for municipalities just like you. Recently we have built for the City of Miami, City of Miami Beach, City of Doral, City of Miramar, and many others. We understand the importance of transparency and completing the project on-time and under budget in order to help bolster the public confidence in the City’s leadership. K-12 EXPERIENCE: Pirtle Construction has built over 350 K-12 projects and many of those have been for the Miami-Dade County Public Schools (MDCPS). We know that a significant part of the facility will be used for academics and our experience with MDCPS and specifically the Norman S. Edelcup Sunny Isles Beach K-8 will allow us to deliver those spaces in a timely manner, at the best price, and meet their expectations regarding academic performance. JOINT USE FACILITY: Your partnership with MDCPS is very similar to the project we built for the City of Miami which was also a joint use facility with MDCPS. That 4 story facility was one in which the City occupied the first two floors and MDCPS occupied the top two floors. We have built a similar joint use facility involving the City of Miami and MDCPS, so we understand the dynamics of building a facility like yours. We are a leader in sustainability in Florida having built many LEED and Green Globes projects. As a matter-of-fact, Pirtle Construction recently delivered one of the few LEED Platinum Certified facilities in the State of Florida. Our Sustainability knowledge and experience is extensive and we will bring our knowledge and lessons learned to your project, ensuring that your project functions optimally and saves money in its operation. The specific project approach is based on the following aspects: KNOWLEDGE OF SUNNY ISLES: Pirtle Construction understands the challenges of building in Sunny Isles having recently constructed the 264 student station addition to the Norman S. We understand the uniqueness of building in Sunny Isles due to the location and we know the challenges of building in Sunny Isles and ensuring that the construction does not affect the surrounding area at all due to construction activities. That 4 story facility was one in which the City occupied the first two floors and MDCPS occupied the top two floors. We have built a similar joint use facility involving the City of Miami and MDCPS so we understand the dynamics of the building a facility like yours. Our approach to making sure all sides are happy with the facility is to communicate clearly in preconstruction in order to make sure we are hearing and understanding all the users’ concerns. We will also tailor our deliverables to show the budget and schedule impact of each area of the facility. INNOVATIVE SOLUTIONS & TECHNIQUES: One of Pirtle Construction’s strengths is our innovative solutions and 21st century techniques for both construction and facility management. Some of the innovative solutions and techniques that Pirtle will implement on the new Sunny Isles Government Center are as follows: TEMPORARY AIR CONDITIONING FOR CONSTRUCTION Most construction projects do not utilize temporary air conditioning during construction, which often results in the permanent HVAC system being energized prematurely to help a project achieve humidity and moisture control. Premature use of the permanent HVAC system can lead to unnecessary damage and wear, which will reduce the overall life span of the system. BUILDING INFORMATION MODELING (BIM) FOR FACILITY MANAGEMENT Pirtle Construction has been using BIM for many years for construction coordination and to help expedite a project schedule. Pirtle has also used 6D BIM to provide a facility owner with the final building model, tagging of product data information, tagging of product warranty information, the necessary software to manage the model, and the training to use the model to the benefit of the building facility team. BUILT FOR THE CITY OF MIAMI WITH MDCPS UTILIZING TWO FLOORS USE OF TEMPORARY A/C 7 TAB C - PROJECT APPROACH & UNDERSTANDING IMMEDIATE AND CONCENTRATED INVOLVEMENT IN PRECONSTRUCTION: One of our approaches to your project is to work closely with Perkins+Will in preconstruction to make sure the facility meets your schedule, budget, and quality expectations. Upon selection we will immediately request a kick-off meeting with the City and Perkins+Will in order to set the mode for communicating and set overall project goals. It is important for the Construction Manager to be engaged immediately with the project team to provide design, pricing, and constructability input. With today’s construction market the project cannot afford the time for the design team to re-design any part of the project. The input from the Construction Manager early in preconstruction must be quick, accurate and precise so the project team is empowered to make the right decisions the first time and for the design to be completed correctly the first time as well. SUSTAINABILITY: Pirtle Construction’s record and approach with sustainability initiatives and projects in Florida is second to none. Some examples of project characteristics that Pirtle will explore with the project team that will help achieve sustainability are: Installation of a photovoltaic system like Pirtle completed at the LEED Platinum Galaxy Elementary. Installation of large curtainwall and storefront assemblies with high performance glazing like Pirtle completed at the City of Miami/MDCPS College of Policing and other projects. Installation of a rainwater harvesting system through the use of cisterns and related technologies like Pirtle completed at Young at Art Museum and other projects. Installation of technologically advanced lighting systems that dim with abundant natural lighting like Pirtle completed at the Pirtle Construction Office Headquarters, City of Miami Beach Property Management facility and other projects. Pirtle’s environmental and sustainability initiatives are not limited to our experience and input on the project design. Pirtle institutes construction logistic techniques that are environmentally conscious such as a recycling program for the entire project, designated eating area for construction workers to help avoid littering, and the use of signage throughout the project educating workers on good sustainable practices. We also use technology in the field so that field workers can use tablets to check the BIM Model and not have to take paper drawings around the construction site. 8 TAB C - PROJECT APPROACH & UNDERSTANDING In addition, we employ many different systems to ensure schedule, cost, and quality control. The following are descriptions of our systems and processes that we will utilize on your project: COST CONTROL MEASURES: The Pirtle Construction team is committed to maintaining the budget of the project without sacrificing the quality. Our project controls and budget approach is particularly appropriate in light of the highly volatile pricing and construction conditions throughout Florida. Our firm has outstanding relationships with Central Florida subcontractors and we will use those relationships to help ensure this project remains within budget. SCHEDULING PROCESS: Pirtle Construction has never delivered a project late and been accessed damages in the 47 year history of the company. This is because we understand the need for facilities to open on-time. We utilize the latest technology (Primavera) to schedule every aspect of the project from preplanning, construction, and even the turnover of the facility. We also create specialized “look-ahead” schedules for 30 days in order to make sure that the work is sequenced properly and everyone is aware of what needs to get done. One aspect that makes us better at scheduling than most is that our project teams are the ones that create and upkeep the schedule as opposed to many companies that have a scheduler that is not part of the project creating the schedule. Our team creates and takes ownership of the project schedule which results in a much more hands-on approach to making sure the project starts, builds, and finishes on-time. LEED INITIATIVE: We are committed to sustainable construction methods and lessening the impact of the projects we build on the environment. As a “National Certified Green Contractor” and a “Most Outstanding Green Business”, we believe in leading by example in Florida’s construction industry. We even built our own Headquarters to meet the USGBC’s LEED Silver certification when LEED was relatively new. Our accomplishments range from Broward County’s first LEED Silver Building, the State of Florida’s first LEED Gold project, to Florida’s first LEED Platinum Public School and one of Florida’s first Green Globes projects. To date we have 1 LEED Platinum facility, 14 LEED Gold facilities, 16 LEED Silver facilities, and 4 LEED Certified facilities all locally. UTILIZING THE LATEST TECHNOLOGY: Pirtle Construction is utilizing the latest technology in our construction efforts by pioneering the Building Information Modeling (BIM) front lines and has an internal BIM department with an in-house BIM Coordinator, Elaine Choe. Pirtle introduces our BIM approach as an option to clients by engaging the entire project team in a collaborative modeling process that allows every team member to provide valuable input on design and constructability issues early in the construction process. Our BIM services provide our clients with schematic renderings, phasing coordination, virtual constructability analysis, clash coordination, design and engineering visualization, as-built locations, as-built photography, O&M maintenance posting, RFI and Change order posting, and more. The building was built with a brick facade, and pre-cast concrete joists on the second floor. The use of a light gauge metal roof trusses and a standing seam metal roof were incorporated into the design of the new classroom building. The new administration building will house the core offices for the school district including the Superintendent, Board Members, Assistant Superintendents and other School District Staff. A new School District Board Room will be located in the building for all future Board Meetings. The Board Room will be equipped with the latest audio and video technologies along with a folding partition wall to provide partitioning capabilities so the Board Room can also serve as multiple training rooms. The preconstruction phase is an important stage of a project, and actions taken or decisions made during this period can significantly affect the budget, schedule and quality of a project. Pirtle’s coordinated pre-construction services utilizing state-of-the-art technology, like CMiC and iSqFt to set the tone for a successful project, establishing open communication and fostering a team environment between the construction team, Owner, Architect and subcontractors from day one. Pirtle’s pre-construction planning and creative approach to value engineering consistently limits surprises and lowers overall cost for clients. During preconstruction, we provide guidance regarding selection of materials, building systems, equipment and methods of product delivery. We evaluate and make recommendations on the availability of materials and labor, time requirements for procurement installation and construction, and factors related to cost, including, but not limited to, the cost of alternative designs and/or materials. The BIM process begins by creating a computer model of the building that shows its physical and functional characteristics before work begins. Rather than relying on traditional 2D drawings and blueprints, we use digital engineering technology by designing a virtual representation of the structure with advanced 3D modeling software. This extra dimension gives us a constructability preview in how all elements fit together while minimizing the need to rework portions of the job, should unforeseen obstacles arise. All aspects of the new building are included in BIM, right down to office furniture, artwork, lighting systems and other details. In some of our health care projects, BIM was used to review natural lighting effects in the design to maximize patient comfort. In addition, the model can be utilized to review accessibility, equipment and furniture placement. BIM is used to reduce construction cost and time as it keeps every trade on schedule to complete the structure as planned. It produces renderings, time sequence, and “fly-through” for user groups, as a guide for practical applications. Furthermore, it simulates access through the structure for occupants – ensuring that the layout, counter line-of-site and safety factors are all user-friendly. Our BIM processes create accurate built drawings from the coordination process. Clash detection allows for the effective identification and reporting of interferences in a 3D project model. Seeing these conflicts ahead of time and fixing them helps eliminate unforeseen conditions that may be critical once the project is underway. The model can also serve as an excellent record and inventory-keeping mechanism for each aspect of the building. With COBie, operations and maintenance personnel will be able to reference installation dates, manufacturer names and contact information, issue commissioning reports and see the types of equipment deployed as well as diagrams of mechanical systems and records of all changes made over time. Engaging the subcontractor community early in preconstruction to ensure subcontractors are engaged and interested in the project. This will help ensure good bidding coverage and results, which will avoid re-bidding and project delays. Creating a BIM Execution Plan during preconstruction so it can be implemented immediately upon the start of the construction phase. Pirtle’s extensive experience with BIM coordination has proven that BIM can help expedite a project schedule. Developing subcontract bidding scopes as the design progresses through design development, which will help reduce the length of the bidding phase and will shorten the time needed to finalize the GMP. Most importantly is providing constructibility input to the design team which not only provides good quality and reduced cost but also helps to establish a design which is the most efficient for construction. Our project controls and budget approach is particularly appropriate in light of the highly volatile pricing and construction conditions throughout Florida. Our firm has outstanding relationships with South Florida subcontractors and we will use those relationships to help ensure this project remains within budget. Upon reviewing the available documents and information, listening to Sunny Isles, involving the design professionals, and collectively identifying the scope of work, Pirtle’s in-house estimating team will prepare a reliable initial estimate. Producing this initial estimate is the key to control costs. This initial estimate will be updated through the design stages (30%, 60% and 100%) and shared with every team member. Comparing the estimates at the various design development milestones will determine variances in project program, design changes, materials, systems and constructability issues in order to ensure that the budget is maintained. We will consult with the respective subcontractors in the market, and educate them on the scope of the project and its inherent challenges, along with our plan to mitigate the them. QUALITY CONTROL: Pirtle Construction uses a 5 phased Quality Control process that commences long before actual construction begins on the project. Quality control begins with the preparation and review of an accurate and coordinated set of plans and specifications prepared by the design consultants. It then continues through the solicitation and review of bids, award of subcontracts, procedures for running the project, inspection and testing of in-place construction, and the development of punch lists, to the final implementation of warranty and guarantees. We create mock-ups and hold pre-installation meetings with the subcontractors to ensure they have a complete understanding of all project requirements. These meetings are followed up with first work inspections and continued inspections throughout the duration of the work. 37 TAB J - PROJECT MANAGEMENT SERVICES COST CONTROL IN PRE-CONSTRUCTION: We begin by developing a budget with the Owner and the Architect. We use a number of different methods to develop an initial budget including: • Sq.Ft. analysis based on the most relevant project experiences. • Quantitative take-off with accurate unit prices. • Subcontractor market participation. COST CONTROL IN CONSTRUCTION: We perform many different cost control methods during construction which are important to maintaining the project budget. Some of the many methods are as follows: • Maintain accurate schedule of values for all subcontractors. • Carefully review subcontractor monthly pay applications. • Strictly review subcontractor proposals associated with Owner requested scope changes. • Daily supervision of the construction process to avoid missed opportunities for savings. CLAIMS MANAGEMENT: In order to successfully manage a construction project, a Construction Manager must be able to accurately maintain an abundance of ever changing project specific data Pirtle Construction Company uses two major project management systems to accomplish this. Our core management software, CMiC Enterprise, is used company wide on all of our projects. This system allows us to maintain a centralized database of all project and accounting information and provide consistent and timely communications with all project team members. Because we utilize CMiC Enterprise from the beginning design and bid phases of a project through to project closeout, all project history is contained in one database. Via this system our office is able to accurately track plan changes, daily construction activities, RFI’s, submittals, meeting minutes, contracts and change orders, ensuring that no element of the project is neglected and that all parties are meeting their responsibilities. PROJECT CLOSEOUT: We have developed many techniques to ensure that project closeout is completed smoothly and quickly. By utilizing a Project Closeout Log, we are able to track and verify that all subcontractors and suppliers have provided the correct closeout manuals, end user training, as-built records, certifications and warranties. We also track all Agency and Owner required Certifications and Tests necessary for occupancy and final completion. By performing a pre-punch walk through, our project staff is able to resolve many closeout items prior to the formal walkthrough performed by the Owner and A/E Teams. Thus reducing the punch list completion time. We use our project management system to combine and track all Punch Lists so that they are managed in an efficient and coordinated effort. During Warranty Phase, there will be periodic warranty inspections to ensure that the project is functioning as designed and intended. Pirtle Construction provides the following items to our clients during this phase: Quick and Efficient Completion of the Punch List, Record/As-Built Drawings, Project Closeout Manual, Demonstration and On-Site Training, Warranties, 3-6-12 Month Follow-up Inspections. 38 TAB K - LOCATION OF OFFICES We will be providing staff out of our Miami office, with some support coming from our Davie headquarters. We are very proud of our spotless professional record - it is a real representation of our competence, diligence and attention to detail and it attests to the quality of our expertise in construction and construction management. While we are proactive in preventing accidents from occurring on our projects, in the course of doing construction, minor workers’ compensation claims arise. Most of these are inconsequential cases into which Pirtle Construction is brought by a subcontractor or other party. Pirtle Construction makes it a top priority to promptly make every effort to resolve any potential dispute as soon as an issue is discovered, and prides itself on being proactive and finding reasonable solutions to any problem. The claims below are our only claims over $50,000 in the past 5 years: Claim #: 182-122830 and 13-00679-CA-05 Claimant Name: Yolanda Jones, Robert Marana, Francisco Linunzo, Enrique Chavez, Robert Novo, Albert Remedies Accident Date: 4/01/10- 9/30/10 Jobsite: College of Policing Loss Description: It was discovered that the gun range that is part of the College of Policing was not utilized and maintained properly by the users after construction was completed. As the result the claimant alleges that plaintiffs were exposed to toxic fumes, chemicals & residue from improper operation of gun range by the City and sued everyone involved in the project, including the City of Miami, engineers and the contractor (Pirtle Construction). Current Status: Case was settled with claimants Jones, Marana, Linunzo and Chaves. We are currently in negotiation to settle with the remaining claimants. (Separate case number 13-00679-CA-05 for Robert Novo and Albert Remedies) Claim #: 002547-010221-GB-01 Claimant Name: Joseph Cavalet and Sheila Cavalet Accident Date: 12/2010 Jobsite: Adjacent to the JJJ High School Loss Description: Complaint alleges that the injuries the plaintiffs suffered while going over a speed bump that is adjacent to the JJJ High School on their motorcycle were due to the speed bump being unidentified by any traffic sign. The Complaint brings a cause of action for negligence against numerous defendants, including the City of Coral Springs, Pirtle Construction, the project architect and the civil engineer. Current Status: The plaintiff’s current position is that the speed bump was higher than FDOT requirements. Because the Engineering firm had contract administration, they may have exposure for improper final inspection. At this time we see minimal exposure for Pirtle Construction. Claim #: CACE-14-009129 Claimant Name: Zachary Evans Accident Date: 5/19/2012 Jobsite: Young at Art Museum Loss Description: The county hired a display company to fabricate and mount displays. They attached the large hanging displays to the chilled water pipes. (This is not an approved location for hanging displays.) When the child pulled on the display, the insulator for the metal pipe hanger fell and struck the child on the nose creating a small cut. Pirtle Construction has filed a motion to release us from the case due to the fact that Redbox improperly connected the cables after the project was turned over. Current Status: Mediation Claim #: E2850932 Claimant Name: Palm Beach Board of Education Date Filed: August 2014 Loss Description: Some Fire Sprinkler Heads have minor leaks in numerous District schools, including several built by Pirtle. While the School Board is investigating the cause for the leak, Pirtle Construction has already began repairs, working closely with the Maintenance Department as a proactive partner.
