Project Approach and Understanding Page 6 Project management plan and method of approach Skanska’s estimating systems combined with our solid experience in city halls, police department facilities, and community/civic centers, allows us to provide an optimized process that delivers the maximum value to the City of Sunny Isles in terms of cost, quality, schedule and overall project execution planning. Our preconstruction services incorporate value management, constructability review and sustainability targets into the design evolution process. This allows Skanska to assist Perkins + Will in eliminating the need for reactive work that results in both lost time and money. We insure a successful preconstruction process through the use of aggressive and timely design management techniques including frequent and on-going discussions with all stakeholders and the ability to provide both accurate and timely information to Perkins + Will. This allows all the stakeholders to make informed knowledgeable decisions at the point of least cost impact to the overall project. Project Approach and Understanding Page 7 Skanska will provide outstanding pre-construction services to efficiently and proactively work with the unique and special aspects of the this project. A solid construction project execution plan (CPEP) will be prepared. The uniqueness of this project and the challenging nature of the limited site space and the critical no disturbance areas previously identified, demand a well though out plan and execution by the project key members. Our project approach will be tailored to meet The City of Sunny Isles needs throughout all phases of design and pre-construction. This will allow the team to move into the construction phase with confidence. Based on our current knowledge of the project scope we believe the critical elements of the pre- construction phase for this project will include: 1. Team Meetings 2. Consultation During Project Development 3. Permitting 4. Scheduling 5. Project Construction Budget 6. Review of Drawings and Specifications 7. Procurement 8. Shell and Site Package Procurement 9. Site Logistics 10. Environmental Health and Safety Plan 11. Construction Project Execution Plan Team Meetings: Skanska will participate in project team meetings. Some of the main objectives of these meetings shall be: •Develop project phasing concepts, clearly define scope and responsibilities •Identify the possible construction impacts and challenges •Develop project milestones •Align expectations of all the project stakeholders (city managers, CM project team, design project team, city end users, utilities / maintenance, IT managers, police representatives, etc.) •Establish lines of communications Consultation During Project Development: Skanska will provide pre-planned construction advise and consultation to the architect during the project development phase. We will perform preconstruction field/site survey(s) and provide written documentation describing observations, recommended revisions, corrections and queries for review with the City and the Perkins + Will. We will advise you on what the best selection of materials, building systems and equipment will be needed for the project. Throughout the project, we will make value engineering recommendations and discuss with you the construction feasibility, availability of material and labor costs budget. As part of our preconstruction activities, Skanska will take an active role in City of Sunny Isles Beach Government Center Annex | RFP# 15-08-02 D. Project Approach and Understanding Page 8 the current design process, as it relates to overall schedule and required design deliverables to support procurement and construction activities. We will do this by working with Perkins + Will and other consultants to establish specific design deliverables and corresponding milestones for the project. Design activities must support the construction activities and early communication of these expectations is critical. Because of the significant issues related to both the schedule and technical components of the project, close coordination between the City of Sunny Isles Beach, Perkins + Will and Skanska is imperative. Skanska will be an integral part during this phase and actively participate during the design process and meetings for value engineering, PEP’s, constructability reviews, etc. We will provide schedule and cost comparisons between options and alternates to ensure cost efficient and informed decisions are realized. Value Management Skanska uses internationally recognized systems and procedures for Value Management that center around performing “Functional Analysis” on critical systems and parts of the building with the overall objective being to improve the value of the project. We work with owners, architects, engineers, subcontractors and vendors to optimize operational performance, lower life cycle costs and increase overall cost effectiveness through “value enhanced” planning, design review, constructability review and operational performance review. This is best accomplished through multi-day workshops consisting of multi-disciplinary teams composed of all of the “stakeholders” interested in the project’s success. The participants should be the facilities owner, user, architect, engineers, consultants as applicable, builder/contractor and a Value Management certified leader to manage the effort. This workshop’s purpose is to creatively explore practical, insightful and new ideas to achieve the best value for the owner. The workshop is a forum for decision-making, which fosters cooperation and discussions leading to the formation of a team consensus which is then documented as recommendations for implementation by the design team. Skanska has successfully utilized these techniques to both shorten construction schedules as well as to “re-distribute” costs to better align them with the owner’s vision and requirements. Proof of our ability to utilize these techniques to the owner’s benefit can be seen in the fact that our projects are delivered either early or on-time and built within the owner’s budgets! Boca Lynn Cancer Center Original Budget: $36,600,000 GMP: $35,500,000 3. Lakeside Medical Center Original Budget: $56,000,000 GMP: $54,300,000 Permitting: As part of the CM service requirements Skanska will assist with obtaining building permits and any special permits necessary for construction. Our local construction experience will be use to provide consultation to expedite and facilitate obtaining the permits for the project. During construction permits will be properly secured and building department inspections will be coordinated. Scheduling: We anticipate this project schedule to be aggressive. Meticulous detail planning, scheduling and control will be necessary to ensure the timely completion of the new building annex without sacrificing the quality of the work, the safety of the employees and to comply with the city project budget. Skanska will incorporate schedule compression tools and techniques as needed during the schedule development. This may include working extended hours, second shifts and weekend days on critical trades and performing activities in parallel as much as possible. Skanska will use the local experience and the expertise in project planning to provide alternatives to complete the project on schedule. The schedule will be developed utilizing our company standard software Primavera P6. The schedule will be detailed to a level III and will integrate the design deliverables, bid/award periods for subcontractors packages, long lead items, city activities, equipment procurement, permitting, approvals, mobilization, shutdown periods, people/material flow, logistics, construction, testing, City of Sunny Isles Beach Government Center Annex | RFP# 15-08-02 D. Project Approach and Understanding Page 10 start-up, turn-over packages and demobilization. An approved baseline schedule will be one of the outputs of the pre-construction phase and will be included in the project execution plan. We will incorporate Lean Planning in the project to help ensure its success and provide for schedule certainty. Lean scheduling will be implemented through the use of pull-planning sessions and subcontractor schedules (with input from the foremen in the field) and commitments to support the interim milestones that will be extracted from, and in support of, the master project schedule. Commitments from all parties will be recorded and tracked to ensure that the commitments are being met. The baseline project schedule will be monitored and maintained throughout the project. The schedule will be updated in a monthly basis. The schedule will be maintained on a man-loaded, resource-loaded critical path method basis. Subcontractor’s schedules will be integrated to the project master schedule. Project Construction Budget: As part of the pre-construction services, Skanska will prepare a detailed GMP construction estimate. The GMP baseline estimate will be one on the output of the preconstruction phase and will be included in the project execution plan. Skanska typically prepares the following reports and analyses for clients, including: Preliminary Budget Estimate of Construction Costs - A Preliminary Budget Estimate of all costs based on a review of the current drawings. Skanska’s local preconstruction staff, consisting of over 35 preconstruction professionals, has the ability to determine the correct cost of work for the final project with incomplete information. Our experience both in Florida as well as with city halls and police department facilities allows us to anticipate work not yet shown on the documents. Structural, Mechanical and Envelope Studies – Skanska can provide job specific studies showing various schemes and their related short and long term cost benefits. Due to our large and varied staff, we are able to analyze all of the major building systems, including structure, mechanical, plumbing and electrical. Skanska recognizes the benefit of having licensed professionals as part of City of Sunny Isles Beach Government Center Annex | RFP# 15-08-02 D. Project Approach and Understanding Page 11 the preconstruction staff. These MEP professionals are able to interface directly with the design team’s professionals and discuss the most intricate details of a system and its’ resulting costs and performance. Key Trade Contractor Involvement – With the approval of the entire project team, Skanska will solicit assistance from critical key trades for both constructability and budgeting parameters to help ensure that the information we provide is the most current and best value to the project. Where Skanska differs from our competition is that we have trade knowledgeable preconstruction professionals who will already know the scope and approximate value of the work to be reviewed. We hear of other projects being misled by subcontractor input because of the lack of oversight that was able to be provided by the CM. Market Study – As a service to our client’s we provide a current status of the local and regional construction markets. Skanska analyzes trends over selected periods of time to keep everyone better informed of market trends that could affect the procurement strategy and sometimes the success of your project. Small Business Participation – During the preconstruction process we contact the local government SBA/MWBE/CSBE offices for their most current listing of small and disadvantaged business enterprises. We will notify the appropriate business entities of potential opportunities through direct telephone contacts, mass fax notifications and/or industry workshops specially organized through our community outreach department. BIM Collaboration – We work closely with the design team to ensure that the virtual design development of documents facilitates subcontractor participation and final facility management utilization. Skanska has successfully utilized BIM capabilities on numerous jobs across the country and we bring this knowledge and experience to both you and the design team. Review of Drawings and Specifications: The goal of constructability and value engineering reviews is to incorporate in the construction documents the materials, systems and elements that will facilitate the efficiency and safety of the construction process and provide the better value for the design intent. The selection of materials and construction methods will also support the previously described key aspects of this project, to prevent disturbance to the surrounding community, traffic and to optimize the use of the construction lot. •Site impact review - identifies alternative structure/ foundation options that may be required due to rock, soil problems, underground utilities, etc. •Optimum location on site - minimizes impact of hazards (e.g. rock, soil problems, utility lines, etc.) while ensuring optimum functional location and access. •Complete, correct and coordinated documents -lowers bid prices and increases subcontractor efficiency. •Scheduling sequence - improves contractor’s work flow, balances manpower loading, improves equipment efficiency (cranes, hoists etc.), ensures access for large or heavy equipment before close-in of building, and minimizes damage risk to completed areas. Project Approach and Understanding Page 12 •Prefabrication/pre-assembly - off-site manufacture is usually more efficient with better quality control. A key aspect for this particular site, is to limit the amount of concrete placements by using pre-fabrication methods, avoiding construction traffic and community disturbance. •Uniformity - eliminates unnecessary variations in detail. •“Just in Time” delivery - avoids double handling and storage of material and equipment. A key aspect for this particular site, is to limit the amount of construction storage areas by using just-in-time delivery methods to optimize the use of the limited construction space and avoid construction traffic disturbance. •Bid packaging - strategically combines trade work according to local custom to ensure maximum efficiency and minimum cumulative fee markups. •Appropriate “finish” requirements - apply factory finishes where necessary to minimize site labor. •Phasing - ensures access for correct trades at appropriate times and access for heavy equipment before building is closed in. Skanska will review and comment on design documents during the current and remaining phases of design. Our preferred method of communicating review comments is to provide a written summary narrative, referring to drawing numbers and details. We then meet with the design team and explain our points and discuss opinions. As a team, we generate a final list of modifications to be incorporated in the documents. Procurement/Bid Packages: A primary objective of an efficient fast track project schedule is to complete and issue portions of the design/ construction documents early on so that long- lead items can be procured. This allows for commencement of construction activities as soon as possible while the design is still developing. Our Project Manager Nicole Heran will be in contact with suppliers to ensure lead items are projected accurately. Our team will work closely with the City, Perkins + Will and trade subcontractors to “plan the work and work the plan.” The purchasing/procurement strategy for this project will take advantage of Skanska’s experience and ability to buy multiple subcontractors at different intervals during design progress as required and approved by the city, while recognizing the need to clearly define the interface requirements between trades ahead of having the design completed. Further, as a project requirement, Skanska will assume the cycle of approval of shop drawings, expediting, traffic and final installation of the equipment. During the early phase of pre-construction we will review the necessity to pre-purchase potentially long lead materials. We will pre-purchase the identified long lead equipment and materials prior to the completion of construction documents in order to directly expedite the delivery of this equipment and materials to confirm physical and performance characteristics from the manufacturer. Trade subcontracts will be bid based on issued construction documents. Bid scope will also include the necessary schedule compression requirements, installation and operation certification requirements. Project Approach and Understanding Page 13 During the procurement phase of the project, comprehensive bid packages will be assembled for the distinct scopes of work identified and reviewed with the city. No less than three (3) qualified bidders will be accepted for each bid package. Packages will include bid forms, commercial terms, schedule requirements, reporting requirements, EHS requirements, profit/ overhead percentages and any other special conditions required for the scope being bid. The packages will also require the bidders to provide the labor rates and unit cost pricing to be used during scope changes. Contract documents and bidding procedures will be aligned with the city construction management contract, site policies and with onsite bidding procedures. Bids will be received, leveled and evaluated during bid review meetings, after which a recommendation will be made for award. A recommendation letter will be issued to the city for the approval of the bid package awards prior to issue any notice to proceed to the selected bidders. Bidder Prequalification: We will identify the most capable subcontractors/vendors. All pre-qualified candidates are thoroughly screened and evaluated, and a final bidders list for each bid package will be presented to the city for approval prior to issuing the bid documents. The prequalification questionnaires will focus on: •Company history, financial/bonding strength and work volume •Company resources and access to manpower •Schedule compression capabilities •Company experience and references •Safety programs and records A Flat Procurement Approach: Skanska will leverage our knowledge of the local subcontractors to implement a Flat Procurement Approach for this project. Our procurement approach is uniquely different from our competitors since it allows us to eliminate the multilayered markups associated with subcontracts and/ or equipment. Taking advantage of the “soft construction market” and expanding our database of traditional public sector builders will enhance project opportunities for more competitive pricing and reduced cost to the project. Project Approach and Understanding Page 14 Comprehensive Bid Packages/Subcontracts and Purchase Orders: A comprehensive and well-defined bid package for each trade with clear work scope definition is essential to successful project purchasing. The bid package work scopes must clearly address requirements pertaining to submittals, engineering, manufacturing installation quality, coordination, delivery and start-up/ commissioning as well as schedule objectives for each of these areas. Skanska will utilize walk thru, pre-bid, post-bid, and post-award meetings with all major purchase/ procurement items to ensure the requirements are clearly stated and frequently reinforced. We will use our extensive experience and company resources to procure the most complete and competitive pricing possible from both the local vendor community and where appropriate, national subcontractors. Shell & Site Package Subcontract Procurement: Upon receipt of the notice to proceed Skanska will start developing the bid documents for the shell and site package to expedite the construction start and the overall building dry-in milestone. Site Logistics: The success of any project depends on an efficient, well-planned and organized construction site. This plan is a critical tool in minimizing impacts to the city operations, police department, the community and helps to ensure efficient project execution. Skanska will begin planning the site staging and operations approach during pre-construction. The principle objectives of the site logistics plan are to optimize the flow of workers, materials and equipment to and from the site, as well as within the site, with a strong emphasis on safety. In addition, the site logistics plan is designed to minimize the impact of construction activities on surrounding key facilities, as well as on vehicular and pedestrian pathways. As previously described, Skanska recognizes that we will be working within an operating facility community schools, recreational center, etc. Our logistics plan will be designed to accommodate continuing operation of the existing functions throughout the site. In order to ensure site safety and security, the primary elements of the plan are site access for construction personnel and deliveries and segregation of construction areas. These steps will occur prior to any work. In summary, the key elements of our logistics plan include: •No construction traffic streets •Restricted periods for deliveries, concrete placements, and major activities This will avoid impact to the school and Jewish Synagogue during rush hours. •Segregating the construction areas •Sequencing and phasing of construction •Parking areas (off-site parking will be implemented) •Site access routes •Emergency egress layout •Lay down areas •Walkways •Security guard area •Lunch area coordination •Traffic flow on site City of Sunny Isles Beach Government Center Annex | RFP# 15-08-02 D. Project Approach and Understanding Page 15 •Subcontractor field offices/trailer locations •Bathroom or portable sanitary facilities •Construction staging and storage zones •Temporary dust partitions/barricades •Construction equipment access to the building structure(s) •Temporary facilities for construction personnel •Storage/removal of construction material •Material distribution and hoisting areas •Construction personnel circulation •Rubbish removal and dumpsters We will further develop these preliminary plans with the valuable input from the city operations personnel and other members of the project team as we move forward, to ultimately arrive at the best approach for both the city and the project. Doing so will result in an efficient work site with enhanced safety, productivity and quality to achieve the project’s objectives. The site logistics plan will be updated (as needed) during the project life cycle. Environmental Health and Safety (EHS) Plan: As part of the pre-construction services the safety and environmental site specific plan will be developed. The plan will have the written documentation that describes the contractors environmental and site safety procedures. The plan will be included in the subcontractors bid packages to ensure that all the EHS requirements are covered by the companies working at the job site. Project Approach and Understanding Page 16 Construction Project Execution Plan (CPEP): A key deliverable and our roadmap to ensure project success is the development of a Construction Project Execution Plan for this project. This living document will serve as communication tool and the road map for the flawless execution of this project. Team members, including City of Sunny Isles, Perkins + Will, and other key end users, will be able to review and provide input to ensure our execution strategy is aligned with the project requirements, goals and expectations. Interpretation of the scope Skanska interpretation of the scope of work of this project is to be a partner to the City of Sunny Isles Beach and Perkins + Will, to provide construction management at risk services for the construction of a new 100,000 SF building adjacent to the existing city hall located at 18070 Collins Avenue, in Sunny Isles Beach, Florida. The new facility will be used for educational, municipal, educational, community, police and civic, purposes. It will also be used as a commercial space. The CM scope of services includes working in unison with Perkins + Will to provide preconstruction advice, design review, recommendations, constructability and value engineering, with the goal of finding the best way to build the new facility annex. The scope of services also includes project controls (scheduling and cost control), construction estimating, project budget generation, GMP (guaranteed maximum price) preparation, planning, contract documents coordination, procurement, accounting, advice on cost saving methods, provide equal employment opportunities, among others. The CM will also supervise, coordinate, prepare and submit all applicable project permits to all agencies having jurisdiction. City of Sunny Isles Beach Government Center Annex | RFP# 15-08-02 D. Project Approach and Understanding Page 17 Critical Issues Skanska is aware of the key construction and critical considerations needed to build this facility without any disturbances to the surrounding community. These critical facilities and institutions include Norman Edelcup Sunny Isles Beach Elementary and Middle School, , recreational center, Jewish and Catholic places of worship, and commercial restaurants. Skanska will use meticulous planning and all the best construction methods, technology and innovation available throughout the life cycle of the project to avoid disturbance and respect the current operations of these facilities. Skanska will also emphasize on protecting the environment and the landscaping areas. Another critical issue identified is the limited job site space. This will require extensive planning during the design development and the pre-construction phase to optimize the proper use of the construction lot in order to have an effective logistic plan that will support the construction execution. An outstanding logistic plan will be implemented to eliminate negative impacts and disturbance to the critical community activities and traffic. Innovative concepts to enhance value, quality and control cost and schedule Construction and Post Construction Services As the design work progresses and construction documents are prepared, Skanska will proceed to provide comprehensive construction management services for the construction phase scope of work. We will coordinate, manage, and supervise the construction work to assure that the project is complete, safe and properly built in strict accordance with the contract documents. Through the use of subcontractors, suppliers and our own professional forces, we will provide the necessary labor, materials, tools, equipment, temporary utilities and facilities necessary to complete the construction and installation of the project. We believe the critical services of the construction phase for this project will include, but not be limited to the following: •Supervision and administration •Procurement (Subcontract/Equipment) •Safety and health management •Review of contract documents •Maintain and monitor the schedule •As – Built Drawings •Project Meetings •Turn Over Documentation •Project Management Systems •Warranty and Installation / Close Out Supervision and Administration: Following the preconstruction phase activities, our first assignment will be to finalize the project execution plan and project procedures manual (CPEP). This document defines the methods and procedures the project team will use to execute the project. The final CPEP will integrate the activities of all project team members into one set of procedures that have been agreed to by all parties. Project Approach and Understanding Page 18 techniques necessary for the proper coordination of all construction and installation required to complete the project. Skanska will staff the project with experienced field personnel, and will maintain construction site presence on a daily basis. All the construction activities will be properly supervised. The construction management field staff will monitor schedule, ensure quality control, observe safety practices, coordinate construction sequencing, verify subcontractor’s daily cleanup, and check the overall progress of the project. A quality control / quality assurance plan will be implemented to ensure the work is performed in strict accordance with the drawings and specifications. The required testing will be defined in the plan. Mock-ups will be used as needed to establish the finishes quality expectations. Skanska will reject non conforming work and monitor corrective action by the subcontractors. Weekly site inspection will be scheduled with the city and representatives to verify work completion, the quality of work, and the project orderliness and housekeeping. Skanska will issue a report of the site visit observations/deviations and monitor the corrective action prior the next site inspection. Review of Contract Documents: Skanska will review all contract documents and identify any error, omission, conflict, or ambiguity and notify the design firms for resolution. Skanska will develop and maintain a request for information (RFI) system for correction or clarification on all design documents and specifications. Upon receipt of a question or inquiry, our team personnel will complete an RFI entry form and assign a control number. We will then review the RFI to verify that the requested information cannot be ascertained through currently available information. The RFI will then be issued to the party best able to answer the question for the timely review and response to the question. Through the use of various RFI control reports, Skanska can proactively manage questions and responses as well as communicate that information to the project team members. Cost Control: Skanska will provide outstanding project controls practices and will work together with the city to establish and implement these programs into the project. Change Management Control - Skanska will accurately record and report all potential cost items (CIs) that will affect the program’s final cost. (CIs) is any item that has not been included in the budget prior to that point in time. The CI module is the heart of cost change management for the project team. When a CI is identified, we will submit a cost item notice to the city describing the item and providing an “order of magnitude” cost estimate. If the CI is discretionary, the city will have the option of either canceling the item, or directing to proceed with more accurate pricing and scope definition. Once approval has been received, we will direct the contractor to proceed. At this point, we will issue a contract change order for the work prescribed in the CI notice. If the city grants approval, the contract change order is issued, executed, and entered as a commitment in the contract management module within Prolog (cost control application). Project Approach and Understanding Page 19 Sub-contractors invoices will be reviewed. Skanska progress invoices will be prepared and submitted to the City on a monthly basis. The progress invoices will include all the relevant back-up documentation. Project Meetings: Skanska will coordinate and chair weekly construction meetings at the job site. We will meet with the subcontractors to review and coordinate upcoming work, schedule, progress, quality issues, safety issues, productivity, etc. We will chair weekly meetings with the city and the project team to review progress reports including cost, schedule, deliveries, quality and any important project information. Project Management Systems Subcontractor Submittal Process: Throughout the construction phase of the project, Skanska will manage the vital task of subcontractor submittal processing, which requires the identification, logging, recording, expediting, review, and transmittal of all submittal information. When design documents become available, Skanska will review the documents, identify all specific submittals that are required, determine when each submittal is required, determine when its associated material submittals are expected and what their current status is, allowing us to efficiently manage and expedite the process. Punch list: During the closeout and turnover phases of the project, Skanska will document, control, and manage the punch list process. Punch list items can be easily entered into the system, responsibility assigned to the appropriate subcontractor, and the planned and actual completion dates for each item can be tracked. Completion of punch list items will be planned, coordinated and scheduled with the various subcontractors, and the completion date for each punch list item will be documented after it has been verified in the field. Daily Reporting: Skanska will prepare daily field reports. All important events, weather conditions, and incidents, along with a detailed description of each subcontractor’s work and manpower, will be recorded. A detailed record of the project history that is fully searchable is maintained. Manpower reports for specific subcontractors or trades can be produced, helping us to identify and address any manpower deficiencies at their earliest stage. As-Built Drawings: Skanska will assemble and compile record documentation for the completed project, including record drawings, equipment manuals, warranties and certifications, etc. We will accept and inventory prior to delivery to the city all spare parts, maintenance stock, special tools, etc. required from vendors and trade subcontractors. Turnover Documentation: Skanska will set up a program and deliver to the city all appropriate sets of as-built drawings, specifications, operating and maintenance manuals, subcontractors’ submittals and vendor prints. The documentation will include system turnover packages and equipment turnover packages. The documentation will also include guarantees, affidavits, releases, bonds and waivers, keys, manuals, record drawings, etc. Skanska will coordinate the necessary training by the equipment vendors for the city operations personnel. Related Experience Page 34 Project Description The $19.8 million, 41,000-SF Patricia Louise Frost Music Studios facility includes percussion and jazz rehearsal rooms, music laboratories and practice studios. The project is comprised of two, three story buildings. The north building is 27,000-SF and the south building is 14,000-SF. The practice studios are independent capsules that are isolated from the structure and adjacent spaces. To accomplish this, the music classrooms have inner and outer walls that are separated by several inches of air space. The upper portions of the walls are connected to the slabs above by isolator bushing assemblies. Additionally, the ductwork penetrations are at the hallway, therefore reducing sound transmission through the ceilings and walls of adjacent rooms. Other building enhancements include: a new entrance to the Frost School; improved acoustics; state-of- the-art recording capabilities; a new reception and information center; a furnished breezeway terrace; and box office kiosks for performances. The project is targeting LEED Platinum Certification. Several key sustainable features of the buildings are: photovoltaic roof panels which convert sunlight into electricity; harvesting tanks for reusing rainwater to flush toilets; titanium dioxide mixed into the precast concrete to remove air pollutants (serving as the equivalent of planting 320 trees); bamboo flooring throughout; and electrochromic glazing which automatically tints the glass to control the sunlight, eliminating the need for blinds or shades. With the completion of this critical step; we will move to developing the Construction Project Execution Plan and coordinating a sequence of follow up partnering sessions with Sunny Isles, Perkins + Will and the remainder of the design consultants. Such sessions will involve re-visiting all aspects of the options analysis including building systems, cost-effective design considerations, life cycle cost analysis, constructability analysis and purchasing methodologies which will provide design assist services that are aligned with each funding level at all stages of the pre-construction process: •Conceptual Design Stage •Design Development Stage •50% Construction Document Stage •100% Construction Document Stage b. Design Review The design review aims at improving the quality, communication, construction and inspection processes and ultimately increasing efficiency. This is completed through collaboration between City of Sunny Isles Beach, Perkins + Will and the authorities having jurisdiction and Skanska. The project scope and any potential modifications are shared with the project team for a final code and compliance review and for the development of the inspection criteria. The coordination among all parties is essential from the early pre-construction phase to the final closeout phase. This makes the design review a project long process. c. Budget Estimating The Conceptual Design Stage will be highlighted by creating a snap-shot of the design options through a series of partnering sessions with collaborative experts over a period of two weeks. The result of such collaboration is turning the concept into a reality Project Execution Plan (PEP) will be the team’s roadmap to success. Project Management Services Page 50 by providing construction feasibility recommendations, component breakdowns, material recommendations, bid package identification, a set of design considerations, recommendations and a phasing schedule that will allow City of Sunny Isles Beach, to clearly evaluate the program, the design and the budget associated with each funding level. This will allow all parties to evaluate the various aspects of the budget and clearly identify the scope of work associated with each funding level. As the project transitions to the Design Development phase, City of Sunny Isles Beach, would have evaluated detailed program, conceptual design, budget and schedule information for each funding level identified and selected the programming and design best aligned with the needs and available resources. Upon such identification, the partnering sessions with the collaborative experts are repeated; therefore, allowing the estimates and the design considerations presented to City of Sunny Isles Beach, and Perkins + Will to be better refined. This allows for the transition to a management summary schedule and detailed bid packages that incorporate long lead item identification, involved MEP master plans and life-cycle cost analysis of the proposed building systems and materials. It also allows for the improvement of the project’s budget and schedule through the identification of: •Safety Enhancement Opportunities •Schedule Enhancement Opportunities •Alternative Design Opportunities •Flat Procurement Opportunities •Prefabrication Opportunities •Lean Construction Techniques •LEED, Green Design & Sustainable Practices Our approach to maximizing local collaborative experts during the design phase allows for an improved depth of control. Engaging the local experts early in the design process results in improved utilization of innovative design spaces and improved processes to fast-track both the design and construction schedules. The results of such an approach include: •Owner Cost Savings: -Smaller bid packages – allowing more local involvement -No “middle-person” markers – resulting in measurable savings -Lowest qualified bidders – resulting in guaranteed outcomes and greater participation plus long term quality enhancement -More risk to the CM - Our core business. Project Management Services Page 51 •Schedule Enhancements: -Integration – resulting in higher quality and shorter duration •Operational Enhancements: -Integration – resulting in cleaner jobsites, schedule enhancements, quality control and cost savings that have historically allowed Skanska to lower project risks and provide more predictable outcomes -Safety – through end-user involvement •Environmental, Health and Safety Enhancements: -Integration – resulting in safer projects -Certification – resulting in energy performance and savings Upon the completion of the critical design development stage, Perkins + Will and the design consultants move to developing the construction documents while we move back to testing the assumptions and decisions made while establishing a management control schedule. As the 50% Construction Documents are released and in an effort to reduce the remaining design process time; to allow for sequenced construction and to take advantage of every opportunity, a Procurement Management Plan allowing the 50% Construction Documents to be bid is established and the construction documents are released to multiple subcontractors for every identified bid package. In addition to providing City of Sunny Isles Beach, and Perkins + Will with a current market snap-shot, this approach will also allow for: •Further identification and refinement of the base bid packages and timelines •Identification of the types of contracts to be used and the contract approval process •Establishment of subcontractor and vendor management criteria •Establishment of performance metrics for procurement activities •Establishment of long lead items list(s) •Identification of the materials to be procured via City of Sunny Isles Beach’s Direct Material Purchase Program d. Value Engineering Our integrated project delivery approach will allow us to expedite the design and pre-construction phases while at the same time providing City of Sunny Isles Beach with all the necessary information to make the decisions. This approach will transfer to the construction phase where it would assist in delivering a thorough and accurate GMP that will eliminate any potential of change order risks. With a systematic evaluation and tracking process our pre- construction procedures include: •A Cost Model •A Preconstruction Cost Event (PCE) Process •A Total Project Budget A control estimate will assist in identifying all aspects of the project collaboratively with options analysis, planning, design, design review and construction. It will assist City of Sunny Isles Beach, Perkins + Will and Skanska in further City of Miami Gardens Municipal Complex City of Sunny Isles Beach Government Center Annex | RFP# 15-08-02 K. Project Management Services Page 52 developing the design and the construction details with a focus on life cycle costing of design alternatives. Through evaluations coordinated with the City of Sunny Isles Beach Facilities and Perkins + Will, these value engineering recommendations will seek out the optimum value for the design process and for the long-term investment made by City of Sunny Isles Beach. Through extensive analysis of the building systems, materials and methods this process aims at reducing cost while keeping the design intent identified. The partnering sessions will evaluate alternate design concepts, materials, methods and timelines which will result in added value and economy to the project without compromising the functional objectives. The value engineering steps evaluated at each partnering session include: •Functional analysis •Alternative solutions review •Budget verification •Life cycle cost review •Design change recommendations •Cost comparison •Phasing and schedule review As the design considerations and value engineering options are identified, the Pre-construction Cost Event (PCE) Process assists in the development of the design, the environmental approach, the construction and constructability details and the life cycle costing of the project. It also firms up the understanding of City of Sunny Isles Beach’s objective(s) by testing the assumptions and decisions made at every stage of the project seeking out the optimum value for both the initial design and the long-term investment made by City of Sunny Isles Beach and its end users. The PCE process involves tracking every value engineering option and evaluating it based on the following criteria that will assist in confirming the project budget: •Program review •Functional analysis •Value definition •Objectives and criteria definition •Budget verification •Life cycle cost review •Design change recommendations •Cost comparison •Productivity and schedule review e. Life Cycle Cost Analysis Taking into account the cost of construction and the cost of maintenance over the expected life span of the project, City of Sunny Isles Beach, Perkins + Will and Skanska will work on evaluating the building systems, materials, methods, alternatives and purchasing criteria to assess the total operation and construction costs. Throughout the conceptual design and design development stages, the partnering sessions will estimate the overall costs of project alternatives in an effort to identify the design criteria best aligned with the project. This ensures that the project will provide the lowest overall cost to City of Sunny Isles Beach, consistent with its funding availability, quality and functionality. The costs evaluated throughout the pre-construction and design phase include: •Construction cost or initial cost •Operation cost •Expansion cost •Maintenance cost •Replacement cost •Non-monetary cost The criteria identified as a result of the life cycle cost analysis aids in the selection and identification of the building systems, the materials, the methods, the design consideration and value engineering options, the budget and the constructability of the project. City of Sunny Isles Beach Government Center Annex | RFP# 15-08-02 K. Project Management Services Page 53 f. Constructability Analysis Starting with the conceptual design stage and throughout construction, constructability analysis will evaluate construction processes from start to finish identifying obstacles, enhancing safety and preventing errors and delays. During such analysis, the following criteria is reviewed: •Scope of work and program •Schedule and time line •Alternative project delivery systems •Quality management and value engineering criteria •Alternative constructability options such as prefabrication and pre-assembly •Maintainability and operability options Upon the completion of the design development stage, we will go back to testing the assumptions and decisions made while establishing a management control schedule and a detailed site logistics plan in an effort to ensure the success of the sequenced construction activities and eliminate any impact on student and staff life. With the release of the 100% Construction Documents, the final bid packages are completed and reviewed for final conformance with, not only the 100% Construction Documents and the project specifications, but also with: •The needs of City of Sunny Isles Beach, including the schedule and budget criteria •The construction and inspection procedures coordinated with the City of Sunny Isles Beach Facilities Department and the authorities having jurisdiction. •The construction codes and standards set forth by the Florida Building Code and the National Fire Protection Association. •The local ordinances and requirements of the Miami- Dade County Fire Marshall. •The State of Florida guidelines set forth by the Division of the State Fire Marshall and the Bureau of Fire Prevention and the Department of Health. •The identified local outreach processes. Following the completion of the bid packages and in line with the procurement and purchasing strategies identified, the project is advertised and the finalized bid packages are released to all interested subcontractors along with the finalized management control schedule. 2. Construction Services Developing construction scheduling, quality control, security and safety methodologies conform with City of Sunny Isles Beach’s needs for this project. Ensuring the success of such methodologies and processes starts with a detailed understanding and an in-depth analysis of all aspects of the project. a. Construction Scheduling Creating a realistic and comprehensive schedule that serves the project team for the duration of the project is paramount. The schedule is the key management tool as it provides the roadmap to success. The information generated from sound scheduling techniques will allow all parties to make timely decisions, evaluate alternatives, track progress and make course corrections. During the pre-construction and design phase, the project schedule will: •Identify all pre-construction and construction activities that will be required. •Incorporate design, procurement, permitting and City of Sunny Isles Beach activities and connect them to the appropriate activities to tie the schedule logic. •Understand and incorporate City of Sunny Isles Beach,activities and processes that may affect the project schedule, such as document reviews, board meetings, etc. City of Sunny Isles Beach Government Center Annex | RFP# 15-08-02 K. Project Management Services Page 54 •Understand and account for the guidelines, processes and requirements of the South Florida Water Management District and the Miami-Dade County Utility Permitting. •Sequence and order the activities in a logical way that minimizes the overall project duration while maximizing efficiency. •Set activity durations based on historical data, similar project experience and feedback from key reliable vendors. •Establish the critical path activities that fix the overall duration. •Illustrate long lead items that require early release. Combining all these factors and utilizing in-house scheduling and Primavera P6 scheduling software, we will develop a total project schedule by implementing a three level schedule approach where the amount of schedule detail increases in each level of Stage Two as the project transitions from pre-construction to construction and becomes more defined. •Project Milestone Schedule (during Schematic Design Stage) - The project milestone schedule outlines the most significant events of the project timeline, consisting of key milestone completion dates. •Management Summary Schedule (during Design Development Stage) - After the key milestones are established, activities are added to the schedule to create a time sequenced network of summary activities and planned dates. This provides additional detail to the milestone schedule, outlining the succession of events by discipline for each phase. We will host local outreach events to engage the local and minority businesses. These events provide the best opportunities for the local community and minority businesses to participate. City of Sunny Isles Beach Government Center Annex | RFP# 15-08-02 K. Project Management Services Page 55 •Management Control Schedule (during Construction Documents Stage) - This schedule covers the detailed activities for all phases of the project. It will allow for information that is coded and sorted by subcontract, work package, work area and project phase. Several factors (internal and external) are taken into consideration when developing each of the listed schedules: •Internal Factors -Scope of work -Building systems and Materials -Methods and Constructability -Alternatives and Design Considerations -Purchasing and Material Lead Times •External Factors -Governmental Center activities and events -Impact on Building Activities (limiting parking, creating noise, etc.) Upon the inclusion of these internal and external factors, the following key components are highlighted at each schedule level: •Design •City of Sunny Isles Beach Review •South Florida Water Management District Review •Miami-Dade County Utility Permitting Review •Pre-construction •Procurement •City of Sunny Isles Beach Permitting •Construction •City of Sunny Isles Beach Occupancy •Close-out Activities During the construction phase: •The project schedule will be incorporated into every subcontract. •The project schedule will be reviewed and updated after Weekly progress meetings where the subcontractors review and evaluate a three-week “look ahead” snap shot of the project schedule to ensure focus on upcoming events and detailed coordination with City of Sunny Isles Beach Facilities. •Weekly City of Sunny Isles Beach meetings are scheduled to highlight current progress and upcoming activities are reviewed with City of Sunny Isles Beach. •Periodic mechanical and electrical coordination meetings are scheduled with associated subcontractors. •Periodic sessions with appropriate team members are scheduled to “correct” any areas of slow down or delay which may impact City of Sunny Isles Beach, subcontractors or the critical path. If changes and/or unforeseen conditions occur during the construction phase, the following techniques will be utilized to evaluate the impact and to develop the recovery strategies: •Development of a critical path method (CPM) schedule for all new activities resulting from changes or unforeseen schedule impacts. •Integration of new activities into the total project schedule. •Tracking the resulting critical path schedule to identify impact to final completion. If the completion date has been threatened, we will review the Team members engaged during the scheduling process. Everyone participates and takes ownership in the master project schedule. City of Sunny Isles Beach Government Center Annex | RFP# 15-08-02 K. Project Management Services Page 56 constraints and durations of each critical path activity. If the critical path is impacted, we will investigate the influence of the additional manpower to shorten activity durations and the impact of adding crews to eliminate sequencing constraints In addition to utilizing scheduling methodologies for schedule recovery, Skanska will utilize all the remedies available contractually with any and all subcontractors whose work has fallen behind, including requiring them to work overtime, additional shifts, or provide additional manpower or materials. b. Quality Control (design & construction) Achieving the highest levels of quality requires a cooperative effort by the entire project team throughout all phases of the project. Skanska will work in conjunction with City of Sunny Isles Beach, Perkins + Will, the design consultants and collaborative experts to develop a quality control standard that exceeds City of Sunny Isles Beach’s objectives. During the design and pre-construction phase, the partnering sessions with the collaborative experts are repeated at every stage allowing the estimates and the design considerations presented to City of Sunny Isles Beach to be refined. This in turn minimizes conflicts, enhances safety, schedule and construction activities. At each stage of the design and pre-construction phase, we will review the design documents for conflicts and missing information and submit Pre-construction RFI’s requesting clarification of these items and any items noted by our collaborative design experts, vendors and bidders. During construction phase, Skanska will ensure that the submittals and installations are done correctly the first time in order to achieve Zero Defects. To accomplish Zero Defects, constant and competent supervision is the most important factor. We will demonstrate a consistent effort to monitor all aspects of the project through implementing: •Subcontractor Quality Orientation - The subcontractor quality orientation aims to: -Define the processes and procedures by which the construction is to progress and by which efficiency and productivity are to be improved. -Set expectation benchmarks and aim at exceeding them throughout construction. •Construction Quality Follow-Ups - The Construction Quality Follow-Ups aim to monitor ongoing work segments to assure continuing conformance. The quality follow-ups shall be documented to assure complete execution and shall be completed daily, or as frequently as necessary. The following tests shall be utilized as follow-up inspections: -Utilities Tests -Plumbing Rough-In Tests -Electrical Rough-In Tests -Mechanical Component and Utilization Inspections Skanska will also promote an awareness of and concern for quality issues in every aspect of the project and through: •Daily Reports quality discussions •Weekly quality workshops •Weekly discussions at Owner/Architect/Construction Manager meetings •Weekly discussions at Subcontractor meetings •Monthly updates to the subcontractor management •Project Specific Quality Recognition programs •Periodic Quality Alert Flashes •Communication and Project Documentation Consideration shall be given to submittal sequencing. Materials that are needed first will be submitted first with additional attention to long lead items. We will carefully examine the contract documents for all requirements for the approval of materials to be submitted such as shop drawings, data, test results, schedules and samples. Skanska will review the contract documents for conflicts and missing information and submit RFI’s requesting clarification of these items and any item submitted by the subcontractors. Skanska will keep one set of contract documents designated and marked for record. This record set of documents City of Sunny Isles Beach Government Center Annex | RFP# 15-08-02 K. Project Management Services Page 57 will be continuously updated to accurately reflect all field changes that are made to adapt the work to field conditions. Changes will be reflected in a neat legible manner in red ink. Furthermore, all concealed and buried installations of piping, conduit and utility services will also be reflected in a neat legible manner. The progress of the work will be recorded by Skanska each day the project is in operation through Daily Reports. Such reports shall address daily activities, manpower records, weather, delays and major decisions. The daily reports shall be available to City of Sunny Isles Beach, Perkins + Will and any permitting authority inspector. Throughout every phase, technology will be utilized to enhance every aspect of the project, eliminate conflicts and resolve building system clashes: •Microsoft SharePoint, a web application for content and document management will be utilized to communicate information to City of Sunny Isles Beach, Perkins + Will design consultants and all stakeholders. •Prolog software will allow access to contract administration and cost reports through a variety of interfaces and devices. •Revit as Computer Aided Design (CAD) will allow Skanska to input building lifecycle information, generated by the design consultants from concept to construction to commissioning. •Autodesk Navisworks (Freedom, Manage and Simulate) applications will allow Skanska and its We will work collaboratively with City of Sunny Isles Beach, Perkins + Will and subcontractors to develop a quality assurance management plan. City of Sunny Isles Beach Government Center Annex | RFP# 15-08-02 K. Project Management Services Page 58 subcontractors to open and combine 3D models from multiple computer aided design tools; therefore, identifying and eliminating system conflicts and clashes. •Autodesk BIM 360 Field Management will ensure orderly communication and field quality management. c. Cost Control Cost control serves a triple purpose of managing cost; testing the assumptions and decisions made at every stage of the project and providing an additional layer of timeline control. At the initiation of this project and upon the completion of the initial partnering session and the definition of the program and the scope, we will establish a cost model that itemizes expected costs for the major building systems that align with City of Sunny Isles Beach’s goals. Upon City of Sunny Isles Beach’s identification of a path forward, this cost model then becomes the “benchmark” against which future planning and design decisions are made. This method allows the team, when necessary, to test a particular component of the design to determine its compliance with the established budget. Utilizing the cost model and the Preconstruction Cost Event (PCE) log, a control estimate will assist in identifying all aspects of the project and developing a complete GMP Deliverable. During construction, cost controls assist in the: •Procurement of subcontractors, coordinating and notifying City of Sunny Isles Beach of the selections •Performance of constructability reviews •Establishment of cash flow plans •Monitoring of cost performance •Monitoring of schedule and timeline progress •Defining pay application frameworks and criteria •Recording of changes •Informing City of Sunny Isles Beach of authorized changes and bringing expected costs within acceptable limits. Additionally, as is in the design and preconstruction phase, cost controls during construction will continue to be thoroughly integrated with all aspects and processes of the project. The accounting side of cost controls will be tailored to meet the requirements and needs of City of Sunny Isles Beach and to maximize the tax savings; therefore, enhancing the potential of increased scope. Furthermore, Skanska will: •Inspect the work as it is installed to ensure that the quality standards established in the construction documents are exceeded and limit the potential for delays and claims related to re-work. •Review any change order requests from subcontractors to determine their validity and scrutinize the details of the scope and pricing methods for any change order request that is deemed to be legitimate. Potential change orders will be tracked via Prolog as Cost Events throughout the project to ensure all cost issues are addressed efficiently. •Report potential cost issues to City of Sunny Isles Beach and Perkins + Will quickly so that decisions can be made in a timely manner on what mitigating actions may be taken. •Track construction contingency adjustments on a daily basis and monitor them via Prolog. As required by City of Sunny Isles Beach, construction contingency draws will be requested as cost issues George C. The cost for scope adds and City of Sunny Isles Beach changes will be deducted from the Construction Contingency that will be held within the budget. d. Change Order Negotiation In developing a comprehensive understanding of City of Sunny Isles Beach’s objective(s); a well defined scope of work and a thorough pre-construction process that involves multiple design reviews, City of Sunny Isles Beach, Perkins + Will and Skanska will limit the potential for change orders. A construction contingency controlled solely by City of Sunny Isles Beach is recommended to address unforeseen site conditions and to accommodate for design enhancements and City of Sunny Isles Beach needs. Each contingency adjustment is reviewed with City of Sunny Isles Beach and Perkins + Will to test the assumptions and decisions made; reviewed against the schedule limitations and negotiated with the subcontractors to bring the potential costs within acceptable limits. e. Security Systems The security systems put in place will be dictated by the identified external factors: •Existing facility/campus activities and schedules •Visitor and staff traffic flows and parking areas •Impact on building activities (limiting parking, creating noise, blocking public areas, etc.) In addition to scheduling and timeline modifications, the Project Execution Plan will identify all required security systems. Skanska and its subcontractors in coordination with City of Sunny Isles Beach will ensure that all construction areas are completely blocked, fenced in and “Construction Area” signs are posted. Materials and equipment are to be removed off site daily; stored in areas identified by the City of Sunny Isles Beach plant manager or completely fenced in. Noise and dust controls are also applied to eliminate the impact to the existing facility. Vehicles and equipment are cleaned so as not to track mud or debris to other areas or roads on the campus. Throughout every phase, technology will be utilized to enhance every aspect of the project. City of Sunny Isles Beach Government Center Annex | RFP# 15-08-02 K. Project Management Services Page 60 f. Safety Programs Like all Skanska construction projects, this project will be governed by the Skanska Safety and Health Management Program (SHMP) that is committed to implementing and fostering an Injury-Free Environment® (IFE). IFE is a Skanska mindset where no injury is acceptable and safety is not optional. Skanska and its subcontractors shall comply with all applicable government regulations, the City of Sunny Isles Beach code of conduct, rules and regulations and the SHMP. When any of these standards, requirements, rules and procedures conflict, the most stringent one will prevail. To eliminate the exposure of our construction activities to the staff and students, Skanska will commence with the installation of fencing around the construction and staging areas. In addition to that, we will promote an awareness of and concern for safety issues in every aspect of the project and through: •Weekly safety meetings. •Monthly updates to the subcontractor management. 3. Post-Construction Services The process of system start-up, validation and training starts in the design and pre-construction phase. During construction, we will ensure not only that the systems are installed as designed, but are installed in a manner that easily lends itself to testing verification of performance and maintenance. Upon the completion of the start-up processes, substantial completion is achieved and the project close-out becomes the number one priority. The Close-out Plan, including the close-out checklist and schedule, will be established at the onset of the project and included in the Project Execution Plan to ensure that post- construction process is seamless. a. Claims Management Skanska has been able to avoid the court system as a means of dispute resolution to a degree that is noteworthy in the construction industry. Our project approach is to maintain open communication throughout the life of the project and to address and resolve any questions immediately. We are strong advocates of partnering. In addition, our close monitoring of projects has led to our success and prevented many disputes. Should any dispute arise, every effort is made to handle the issue as quickly as possible and to settle any disagreements immediately. However, as a major construction firm with hundreds of in-progress projects at any one time, Skanska is involved from time to time in legal matters common to the industry. The most common form of these disputes are subcontractor’s claims for additional monies due to perceived changes in the design and/or overall scope of their work, and claims for additional overhead monies due to delays. The vast majority of these are settled at the project level or through Alternative Dispute Resolution and do not result in litigation. b. Project Close-Out The quality control procedures employed by Skanska ensures that every area is pre-inspected prior to the issuance of the inspection request to the City of Sunny Isles Beach and Perkins + Will. The same is true for scheduling the substantial completion walkthrough and completing the pre- punch-list items identified by Skanska. Skanska will install fencing around the construction and staging areas to protect and inform students and staff. City of Sunny Isles Beach Government Center Annex | RFP# 15-08-02 K. Project Management Services Page 61 Upon the system start-up and the declaration of substantial completion by City of Sunny Isles Beach and Perkins + Will and the development of the final punch-list, Skanska and its subcontractors work on completing any outstanding punch- list items prior to requesting a final inspection. We will coordinate with all parties and the submittal of all construction related documentation to the USGBC for the Construction Phase Review. Once both rounds of the Construction Phase Review are complete, the USGBC will offer the project a final certification award. Following the final inspection and the issuance of the final acceptance inspection report and the notice of completion, a final payment request is submitted for the City’s approval and for the release of the 10% retention held. Along with the final payment request and the final change, reconciling all unused funds, the following items are submitted: •Final lien waivers •As-built drawings •Operations and maintenance manuals •Training demonstration videos •Project warranties and extended warranties •Systems start-up and training programs •Attic stock and additional material and spare parts •Digital copies of all contract administration documents c. Warranty Period Services Upon the declaration of the substantial completion, Skanska and its subcontractors warrant and certify to City of Sunny Isles Beach that the work conforms to the scope of work defined in the Guaranteed Maximum Price deliverable. In the case of any nonconformity, the work shall be remedied immediately at no cost to the City. The duration of the warranty is one year from the date of substantial completion unless specific extended or special warranties are required or specified. For the duration of the warranty, Warranty Request forms, developed in coordination with the City (or utilizing existing City of Sunny Isles Beach standard forms), are used to inform Skanska of any non-conformities. These forms will be generated by the City, sent to Skanska and are retuned upon the completion of the work described on the form. The forms are reviewed with City of Sunny Isles Beach and Perkins + Will upon issuance, and are signed by all parties during the warranty process. A warranty log is managed by Skanska and is forwarded to City of Sunny Isles Beach and Perkins + Will, periodically. Upon the completion of the warranty period, City of Sunny Isles Beach, Perkins + Will and Skanska complete a one year walk through to evaluate the conditions of the project and its functionality with the end users. The Close-out Plan will be included in the Construction Project Execution Plan to ensure that post- construction process is seamless. Project Management Services Page 62 LEED Methodologies As the nation’s only ISO14001/18001 certified construction company, we provide City of Sunny Isles Beach with points just by being selected. To ensure the success of the project, LEED efforts will conform with all design, pre-construction and construction efforts and will be clearly identified in the Project Execution Plan. Starting with the Conceptual Stage of the Design and Pre- construction Phase, City of Sunny Isles Beach, Perkins + Will, and Skanska will outline the project’s LEED strategy, establish clear LEED goals and identify key activities that include: •Completing a project specific LEED Responsibility Matrix to define responsibilities. •Designating a LEED Coordinator to manage the process and keep all team members on track throughout the project. •Registering the project for LEED Certification with the USGBC. •Holding a Sustainable Design Charrette to discuss strategy, identify roles and responsibilities. Decisions made and strategies established during this conceptual and schematic phase will be recorded on a LEED Scorecard or worksheet which will be updated periodically and at every stage of the pre-construction process to assist us in organizing, reviewing and targeting the credits applicable to this project. During the Design Development Stage, design investigation and cost estimation of LEED’s impact will continue with the collaboration of the trade experts and to the development of the bid packages. In addition to the design considerations, the optional requirements for the following will be evaluated: •Enhanced commissioning in addition to the fundamental commissioning which is a required prerequisite. •Design Phase Review by the USGBC which will allow for feedback from the USGBC and assist in identifying the most cost effective and successful LEED strategies. •It is critical that all LEED requirements show up in both construction drawings and specifications. After the design criteria and the LEED Scorecard are established and finalized during the design development stage, the 100% Construction Document stages focus on incorporating all the LEED requirements into the construction documents, the specifications and the bid packages. Project Management Services Page 63 LEED Methodologies The construction phase starts with a sustainable design kick-off meeting with Skanska and our subcontractors. Such meeting will focus on reviewing the LEED Scorecard, the LEED performance criteria and the documentation requirements. Upon the conclusion of such meeting and updating the LEED construction phase documentation and providing progress reports to both City of Sunny Isles Beach and Perkins + Will, the Project Execution Plan will be updated to incorporate: •Finalizing the Construction Waste Management, Indoor Air Quality Management, Commissioning plans included in the Project Execution Plan to assure compliance with LEED requirements and other LEED Decision Making Responsibilities required. •Finalizing the LEED Calculation and Cost Analysis Responsibilities to assure accurate reporting of construction waste, resource reuse, recycled content, low emitting materials and renewable materials requirements. •Finalizing the LEED Submittal and contract administration responsibilities to assure accurate documentation of construction activity pollution control, resource reuse, recycled content, renewable materials, construction indoor air quality and low emitting materials. During construction Skanska will: •Plan for waste prevention by implementing jobsite waste prevention methods that include setting up central cutting areas, recycling and utilizing material storage and handling practices that prevent damage. •Plan for enhancing air quality during construction by exceeding the recommended control measures of “SMACNA IAQ Guidelines”, protecting the onsite stored materials from moisture damage and installing MERV 8 filtration media at all return air openings.
