HomeMy WebLinkAboutReso 2015-2455 RESOLUTION NO. 2015-2,A55 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, ADOPTING THE MIAMI-DADE COUNTY LOCAL MITIGATION STRATEGY, ATTACHED HERETO, IN PART, AS EXHIBIT "A"; AUTHORIZING THE CITY MANAGER TO IDENTIFY AND PRIORITIZE HAZARD MITIGATION GRANT PROGRAM PROJECTS TO BECOME A PART OF THE LOCAL AND STATEWIDE HAZARD MITIGATION STRATEGY; FURTHER AUTHORIZING THE CITY MANAGER TO DO ALL THINGS NECESSARY TO EFFECTUATE THIS RESOLUTION; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the Federal Emergency Management Agency funded a national initiative to help communities develop local mitigation strategies that identify projects to mitigate the effects of natural disasters and to identify sources of funds to address those problems; and WHEREAS, the State of Florida Department of Community Affairs entered into a contract with Miami-Dade County to provide the funding for the County and municipalities to jointly develop a Local Mitigation Strategy to become a component of the Statewide Mitigation Strategy; and WHEREAS, the County entered into agreements with local municipalities to establish a unified process for developing the Local Mitigation Strategy and convey funds for participation in the plan development; and WHEREAS, the Local Mitigation Strategy meets the State contract requirements and was accomplished with the participation of local governments, the Miami-Dade School Board, and a broad range of private not-for-profit agencies, businesses and universities coordinated by the Miami-Dade Office of Emergency Management; and WHEREAS, the City wishes to participate in the County's Adopted Local Mitigation Strategy, attached hereto, in part, as Exhibit "A"; and WHEREAS, the City Commission fmds this Resolution to be in the best interest and welfare of the residents of this City. NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA,AS FOLLOWS: Section 1. Incorporation of Recitals. The recitals set forth in this resolution are incorporated herein by reference as if fully set forth herein. 1 Section 2. Adoption of the Miami-Dade County Local Mitigation Strategy. The City Commission hereby adopts the Miami-Dade County Local Mitigation Strategy, attached hereto as Exhibit "A". Section 3. Authorization of City Manager. The City Manager is hereby authorized to identify and prioritize potential mitigation projects to be included within Miami-Dade County's Local Mitigation Strategy Plan. Section 4. Further Authorization of City Manager. The City Manager is hereby authorized to do all things necessary to effectuate this Resolution. Section 5. Effective Date. Parker, Building Official DATE: 9/17/2015 RE: 2015 Local Mitigation Strategy(LMS) , • RECOMMENDATION: It is recommended that the City Commission adopts the 2015 Miami Dade County Local Mitigation Strategy (LMS) as per the resolution attached hereto. The City of Sunny Isles Beach has been participating in the Miami Dade County's Local Mitigation Strategy and the National Flood Insurance Program (NFIP.) By adopting the 2015 Miami Dade County Local Mitigation Strategy through this resolution, the City will obtain the required credit for the National Flood Insurance Program (NFIP) Community Rating System (CRS)recertification process. REASONS: The Local Mitigation Strategy(LMS) is a government plan designed to reduce or eliminate risk to people and property from natural and man- made hazards. Mitigation strategies are supported by state . government and federal programs. The Federal Emergency Management Agency (FEMA) funded a national initiative to help communities develop local mitigation strategies that identify projects to mitigate the effects of natural disasters and to identify sources of funds to address those problems. The City of Sunny Isles Beach Local Mitigation Strategy establishes Miami Dade County's overall mitigation policy. the LMS serves as a reference tool for those seeking to understand the vulnerabilities that exists within Miami Dade County. ADDITIONAL INFORMATION: The National Flood Insurance Program's (NFIP) Community Rating System (CRS) is a voluntary incentive program that recognized and encourages community floodplain management activities that exceed the minimum NFIP requirements. On October 1, 2007, The City of Sunny Isles Beach was able to join the National Flood Insurance Program's (NFIP) Community Rating System (CRS) by undertaking a series of meaningful activities to protect the citizens of Sunny Isles Beach from losses caused by flooding. Based on the program's criteria, our City was able to obtain a classification of 8 which allowed our residents to enjoy a 10%discount in their Flood Insurance Policy.
