Dear Ms. Dannheisser and Ms. Hines,
On behalf of the team representing Expert Center, LLC, we are pleased to submit this proposal to
provide leadership for the development and creation of the City's first Cultural Master Plan, as
described in the request for proposal (RFP) No. 15-08-01 (Pages 6 -8) which will comprise but will
not be limited to:
• Development of Outreach Strategy including creation and maintenance of Master Contact
List; establishing strategy to Encourage Stakeholder Participation; design of Interactive
Project Website; providing timely updates at City Commission Meetings;
• Development of Public Participation Plan including facilitation of Public Forums;
establishing of Focus Groups; design and collection of Surveys; conducting Key Person
Interviews; and identifying Youth Involvement Opportunities;
Conducting Local Assessment & Research including Identifying and listing of Organizations
and Individuals to Assist in the City's Efforts to develop cultural master plan; identifying
and listing of Asset Inventories; research of History of City Cultural Programming;
Collection of demographics and artists data; resource assessment of Funding Sources;
Human Resources; Coordination of the Sunny Isles Beach Foundation, and the City of
Sunny Isles Beach;
Data Analysis including collecting sets of raw data, analyzing the data and production of
valuable conclusions and insights; apply statistical and computerized methods for data
mining; perform strength, weaknesses, opportunities and threats analysis;
Process Assessment including design and implementation of benchmarking tools to
define best practices to meet the goals defined in the proposal solicitation; identification

of trends that will explain what works and what does not work for the city given all special
qualities;
Expert Center, LLC is lead by Mrs. Anna Nemova, a world renown business consultant and an
analyst of the large international organizations in the field of marketing, government
procurement, business development, and corporate law. She is member of multiple professional
organizations and associations, and a patron of many charitable projects. Our core team consists
of 5 members: Dr. Vladimir Bugera, Mrs. Sofya Bodzin, Mr. Peter Toth, Mr. Sergey Ignatyev, and
Mr. Augusto Santos. We strongly believe that we bring unique combination of expertise and
knowledge to the benefit of communities of Sunny Isles Beach. Two members of the team as well
as the principal of Expert Center, LLC are residents of the community, and three others live in
North Miami Beach and Avenutra, the neighboring cities. Dr. Vladimir Bugera is a technology
guru, skilled data analyst, and an effective project manager. Sofya Bodzin is a retired professional
athlete and marketing and client relationships expert. Sergey Ignatyev is a famous painter and
artist who was actively involved in local cultural affairs since 1988. Peter Toth is an expert of
event organization and outreach to developers, architects, and ultra - affluent contributors to the
cultural causes. Augusto Santos is a master of customer relations and will serve as liaison
between the city, the foundation, and the team; he will also nurture relationships with affluent
donors.
Details of the proposed scope of work as well as details of the arrangements are describe
in details in Work Plan section of this proposal. We will leverage test, learn, implement, and
improve approach to develop cultural master plan for the city of Sunny Isles Beach. Our proposal
is firm irrevocable offer until such time as the city of Sunny Isles Beach awards a contract as a
result of No. 15- 08 -01. Enclosed to this package please find requested documentation which
supports qualification of our team to perform the services. We appreciate the opportunity to be
considered for the solicitation by the city of Sunny Isles Beach.

Work Plan
In the proposed arrangement, we suggest that Expert Center, LLC will manage the engagement.
Dr. Vladimir Bugera is employee of Expert Center, LLC and he will serve as project management
and will be fully responsible for the engagement. Dr. Bugera will define the tasks and assign
them to appropriate team members of the core team. In addition to the four members of the
core team, some tasks may be assigned to employees of Expert Center LLC or New Construction
Show LLC. Additionally, low- skilled assignments can be assigned to independent contractors of
Expert Center LLC or New Construction Show LLC at rate of $20 or less per hour.

We expect the engagement to last 39 weeks. During the scope of the engagement, the
following tasks will be performed. Estimated cost is given based on the expected work hours
according to the tier rate:

successful will be recommended for recurring implementation post engagement
timeframe.

In addition to Core Activities as defined in the Request for Proposal No 15 -08 -01 (p.6 -8),
the following activities will be performed:
8. A weekly 1 -hour meeting will be set -up for the core team to discuss the progress, get status
updated of the key initiatives, and make important decisions. Each meeting will be
documented with minutes of the discussion through rotating process between members of
the core team.

Community Events: Our plan includes conduct of 4 large scale community events with free
participations of the city residents at average cost of $10,000 per event. Concept of the event
will be proposed by the core team and reviewed and approved by the oversight committee of the
Executive Director of the Sunny Isles Beach Foundation. This events will be linked with
important aspects of cultural development such as Fashion, Food, Wine, Art, Artists/
Performers, Design, Music, Sport. Examples of the events are: Full moon party at the beach
with fire show entertainment; Kids and family game competitions at the park; Fashion show.
Demographic diversity of the events will be maintained through proper targeting within
international communities of the city. The events can be free of charge or with nominal value
tickets ($5 -20) to cover additional costs.
• Total Combined Cost: $40,000
9. Philanthropy Events: In order to attract many billionaires in Sunny Isles Beach, events
should be unique and extraordinary, including the exquisite locations. Our plan includes
conduct of 5 small scale philanthropy events targeting affluent members of the community
and potential donors at average cost of $5,000 per event. Concept of the event will be
proposed by the core team and reviewed and approved by the oversight committee of the
Executive Director of the Sunny Isles Beach Foundation. Examples of the events can be
Afternoon at the Aqualina Penthouse with piano player light appetizer and drinks about 100
people with cost per ticket $1000- $2000; Evening at the Porsche Tower with the fashion
concept (invite famous fashion designer) with cost per ticket $1000- $3000; Golf fundraising;
and School fundraisers.

Biographies:
• Vladimir Bugera (Project management, Data analysis, Web design)
Dr. Bugera is Business Leader with 10+ Years of advanced analytics and project management
experience. Vladimir is currently Finance Director with consulting company Expert Center LLC
helping international clients expand their businesses to United States. Prior to joining Expert
Center, he was in various roles managing financial reporting and data analysis capabilities with a
global financial services provider American Express. Vladimir holds Ph.D. in Quantitative Finance
and Industrial Engineering from the University of Florida and M.Sc. and B.Sc in Applied
Mathematics & Physics from Moscow Institute of Physics and Technology. He was born in Russia.
• Peter Toth (Operations, Events)
Peter Toth is Executive Manager with 15+ years business experience at multinational companies
(Grundfos, Telemedia InteracTV, DHL, GE), managed up to 1,000 + employees, wide range of
functions (Finance, Show Production, HR, Transportation and Logistics, Supply- chain, Operations,
Manufacturing, Procurement, Customer Service and Audit team) and worked on multiple
locations (US, UK and Hungary). Currently, Peter leads Miami New Construction Showto promote
real estate development in southern Florida. Mr. Toth focuses on determining strategy and
leading team to deliver excellent quality and high level of customer satisfaction. Strong desire to
achieve results through inspired people that feel part of a team with a common purpose. Peter
was born in Hungary.
Sergey Ignatyev (Arts & Cultural affairs)
Sergey Ignatyev is an Uzbek artist and human rights defender living in Miami, FL. He received his
art degree from the National College of Arts in Tashkent, Uzbekistan in 1977. His paintings
achieved strong recognition in the art community during his work at Tashkent Theatre and Arts
Institute in 1980s. Sergey had to immigrate to the United States in 1988 to avoid political
prosecution due to his opposition of art censorship by the Ministry of Culture of Uzbekistan. In
Miami, he cooperated with various art galleries and designer companies including Deco
Production, Barton G, and Me Productions. In 2008, Sergey Ignatyev joined the Association for
Human Rights in Central Asia. In 2011, he joined the Board of Founders of the Association, and is
the official representative of the Association in the USA and Coordinator of the project "Arts and

Human Rights ". While most of his paintings are held in private collections, some of his work was
displayed in various galleries including International Artexpo (New York), The Museum of Modern
Arts (St. Petersburg, FL), Cultural Center (Miami, FL), and "Virginia Miller` gallery (Miami, FL).
• Augusto Santos (Client relationship)
Augusto Santos is a customer service professional focusing on development of the relations with
international clients. He received his degree in business administration from Federal University
of Rio De Janeiro. Augusto has 25+ years of experience working in customer service, sales, and
hospitality catering to ultra - affluent and international clients. His passion and an uncompromised
commitment to quality and outstanding customer service creates a unique and unforgettable
experience for the clients. Augusto was born in Rio De Janeiro and is fluent in Portuguese, and
Spanish.
• Sofya Bodzin
Sofya Bodzin is the Client Relations Manager at Expert Center LLC. Her role is to manage and
maintain relationships between the company and its important clients. After an impressive
tennis career, Sofya attended Broward College where she earned a Business Degree in
Supervision and Management. She also graduated on the Dean's list. Additionally, she is fluent
in both Russian and English.
