Historic Preservation Board Meeting

Wednesday, June 24, 2015, 6:00 p.m.
1. Call to Order by Chairperson:
Action: Chairperson Jorge Camaraza called the meeting to order at 6:00 p.m.,and each Member
introduced themselves. Warren Stamm is out of town but joined the meeting via conference call.

2. Approval of Minutes of the January 21, 2015 Historic Preservation Board Meeting.
Action: Shari Blank noted a change on page 3 of the Minutes in the last paragraph it should say
"sewage" not "storage".
Shari Blank moved and Ari Steiger seconded a motion to approve the above-mentioned
summary minutes, as amended. The motion was approved by a voice vote of 5-0-2
Loretta de Vries and Natalie Minervina absent] in favor.
3. A Report on the Sunny Isles Beach Fishing Pier Financial and Expense Report for Pier
Admissions.
Action: [City Clerk's Note: The "Newport Pier Revenues and Expense Schedule" was
distributed prior to the meeting.] Cultural and Community Services Director Susan Simpson
reported on the Revenues and Expense Report for Pier Admission for the period of April 1,2014
— March 31, 2015. She noted that this is the report that goes to the State.
Chair Camaraza said there is a parking issue when the Pier is open however once the Gateway
Park Parking Garage opens there will not be. He said the Revenues and Expenses Report which
has a deficit now, will be in the black. There are only 20 parking spaces there which is always a
problem. Ari Steiger asked why we need a parking attendant there, and Susan Simpson said
when those spaces are filled, they only allow cars to enter that are going to LaPerla. After
discussion it was decided to revisit this once the parking garage is opened.

Susan Simpson said for residents with their City I.D. cards, access for walking the Pier is free,
and the fee to fish on the Pier is$2.00. For non-residents the fee to walk out on the Pier is$2.00
per person, and $5.00 per person to fish. Dr. Comfeld donated money to this project and
therefore we allow guests at the Newport to get in free with their room key. Chair Camaraza said
the reason we asked for this report was about the fees, to not charge anyone to go on the Pier.
Ari Steiger noted that the fees are minimal and they help cover maintenance of the Pier. After
discussion it was decided to defer this for now.
Shari Blank moved and Maynard Mast seconded a motion to defer discussion on not charging
fees to the Pier. The motion was approved by a voice vote of 5-0-2 [Loretta de Vries and
Natalie Minervina absent] in favor.
4. A Status Report on the Photograph/Plaque to be Placed at the Sunny Isles Beach
Fishing Pier.
Action: City Liaison Claudia Hasbun reported noting they received three (3) quotes for the
plaque itself. She passed around the quotes which proposals included type of printing for actual
finish,the installation,etc. She showed the photograph"Fishing at Sunny Isles Pier"circa 1965,
that was approved at the last Board meeting. The Board liked the proposal from AST Exhibits
which is a simple elegant plaque. Graphics production, pedestals and mounts graphics is 1/8"
high pressure laminate print in an exterior matte finish with a ten (10) year warranty. The
pedestals and mounts are double cantilevered pedestal mounts, and are aluminum construction
with a durable powder coat finish. The graphic is mounted at a 45-degree angle from the vertical
support post and is 36" wide x 24" tall. Chair Camaraza asked the Board if we want to be
involved in the location where it will be installed. City Liaison Hasbun said she thinks it needs
to go before the Commission if there are any zoning issues. After discussion the Board
supported it as presented,and recommended the City should spend funds on this plaque. Deputy
City Attorney Amuchastegui said he will prepare a Resolution for the July 16 Commission
meeting for the installation on placement of the plaque at the Pier as recommended by the Board
to the City Commission. [Note: Item removed from 7/16/15 agenda for further review.]
Maynard Mast moved and Shari Blank seconded a motion to recommend to the City
Commission to spend funds for the plaque and to bring it back to the Board for their input
on the location of the plaque. The motion was approved by a voice vote of 5-0-2 [Loretta
de Vries and Natalie Minervina absent] in favor.
5. A Discussion on Newly Adopted Ordinance No. 2015-445 Amending Chapter 171
(Historic Landmarks) of the Code to Provide a Definition of"Objects".
Action: Consultant Ellen J. Uguccioni reported that the new Ordinance provides a definition
of"objects". The term "object" is used to distinguish from buildings and structures those
constructions that are primarily artistic in nature or are relatively small in scale and simply
constructed. Although it may be, by nature or design,movable, an object is associated with
a specific setting or environment. It also replaces "archaeological site" with "historic
landmark or historic landmark district". She noted that the language is taken from the
Federal Government. It is the desire of the Board to make sure the camels are not destroyed,
and so now we have this mechanism.

6. A Status Report on Designating the Camels and the Thunderbird Sign as Historic.
Action: Consultant Ellen J. Uguccioni reported on the procedure for designation of objects. She
said we don't know who made the camels,and that they have probably been repaired and perhaps
altered, and so would not apply designation but in this case there are different requirements as
the City amended the Historic Preservation Ordinance so that objects such as the camels could be
considered as historic. The Designation Report will provide context; which would be the
competition between the motels; like the mermaids. the camels, etc. to draw in the tourists.
Objects are movable and can be moved to a new location.
Shari Blank said the object should be at least 50% of the original object so that there is enough
there to convey its original character. She said the Thunderbird Sign disappeared but wanted to
add it to the list. City Liaison Hasbun said she has the listing from former City Liaison David
Udall. She asked if we could modify them. If Board says it is historic. for instance a neon sign
is not permitted. Fernando asked what would the Board like to do with objects, leave on site or
move to new location? Shari said we will also need to look at the objects history. Chair
Camaraza said zoning exemption to go with object. and that Gateway Park would be a good
location for historic objects. It was noted that the Thunderbird Sign is not part of the report that
David Udall did,there is not even a picture of it. Ellen Uguccioni said that there is a picture of it
in the book that Seth Bramson published entitled"From Sandbar to Sophistication: The Story of
Sunny Isles Beach".
Deputy City Attorney Fernando Amuchastegui noted that the criteria for designation of historic
landmarks are in the Ordinance. Properties may be designated as historic landmarks or districts
only if they have significance in the archaeological or historical heritage of the area, state; or
nation; and meet one or more of the following criteria: 1)are associated in a significant way with
the life of a person important in the past; 2)are the site of an historic event with significant effect
upon the community; 3)exemplify the historical,cultural,political,economic,or social trends of
the community; 4) have yielded or are likely to yield information important in prehistory or
history; and 5)contain any subsurface remains of historical or archaeological importance or any
unusual ground formations of archaeological significance. You can consider those as objects.
Chair Camaraza said they are all related to the era that is the foundation of the City.
Shari Blank noted that the camels once had pieces of them missing but are now repaired
correctly. If something is broken can we get it and repair it ourselves? Deputy City Attorney
Amuchastegui said the Pier was built in 1936 and so it maintained its historic status. Ellen
Uguccioni said normally we use 50 years as our cutoff although there are exemptions.that can be
applied to these kinds of objects. They are fragile and subject to weather,and it is appropriate to
do so. We associate Sunny Isles Beach with the great renaissance in the 1950's and 1960's.
motel era. Deputy City Attorney Amuchastegui said if it is the Board's intention to designate
something historic we must first notify the property owner. The report is then filed with the
significance as we find it in the Ordinance. It needs to be included in the report;underscoring the
idea of completion of motels. Deputy City Attorney Amuchastegui said he would first
recommend designation of the object, prepare the report, hold another meeting. and vote if it
should be designated. At that point you can make the decision.
Shari Blank moved and Arie Steiger seconded a motion to designate the camels, the
Thunderbird Sign, and the Monaco as historic. Warren Stamm said to put in"to include but

be something there that no one has seen for years The Monaco has issues due to construction
next door, make sure you get it all documented. The Thunderbird is subject to development.
City Attorney Ottinot asked who would be taking the photographs,and Chair Camaraza said that
the Board members will take the photographs. City Attorney Ottinot said that Claudia will have
to say which buildings, and have staff follow up. After discussion the Board said to let staff go
through the buildings and let them proceed and present to the Historic Preservation Board. City
Attorney Ottinot said we need to have specific instructions and we can follow through,name the
buildings. If you want to take pictures,send them to City Liaison Hasbun and she will gather the
pictures and send them to the City Clerk to forward them to the Historic Preservation Board but
the Board members cannot talk about them until we have another meetine. Send your comments
to City Liaison Hasbun.
City Attorney Ottinot said then that all the members will take pictures,but make the assignment
now. City Liaison Hasbun noted that the Golden Strand will be demolished, and the Board said
to add the Golden Strand. Ellen Uguccioni said for the Sahara signage, illumination,diminished
in size as it went up, consider the sign itself An Steiger had thought the sien was actually
carved into the structure. Susan Simpson said it will take at least a month, and the photographer
needs to go out and take the photos. Chair Camaraza said any input that they may have, to
submit it to City Liaison Hasbun and Susan Simpson within a month. Susan said they will send
the schedule to City Clerk Hines of when they go to a property for photographs, and the City
Clerk will forward the schedule to the members of the Board.
Shari Blank moved and Arie Steiger seconded a motion to have City Liaison Hasbun put
together photographs but limited to the Monaco, Thunderbird, Sahara, the camels, and
the Golden Strand, and come back to the Board with a report. The motion was approved
by a voice vote of 5-0-2 [Loretta de Vries and Natalie Mineryina absent[ in favor.

• Action: After discussion it was decided to schedule the next meeting on Wednesday,
September 16, 2015 at 6:00 p.m.

Action: An Steiger moved and Shari Blank seconded a motion to adjourn the meeting, and
Chairperson Camaraza adjourned it at 6:54 p.m.
