Historic Preservation Board Meeting

1. CALL TO ORDER BY CHAIRPERSON:
Action: Vice-Chairperson Joe Masters called the meeting to order at 4:15 p.m. The
following Committee Members and City Officials were present:

2. APPROVAL OF MINUTES FOR THE JUNE 6, 2005 HISTORIC PRESERVATION BOARD
MEETING:
Action: Phillip Chernoff moved and Casey Gabor seconded a motion!to approve the June 6,
2005 Committee meeting summary minutes. The motion was approved by a 6-0-1 voice
vote (Dione E. Del Monico arrived late).
• Discussion regarding the Re-Designation of the Historic Sites Passed by Resolution at
the July 14, 2005 City Commission Meeting.
Action: Richard Schulman reported, and Vice-Chairperson Masters commended Richard
on the presentation he made to the City Commission on July 14, 2005.
3. ADJOURN TO HISTORY HALL FOR REVIEW BY MEMBERS.
Action: It was the consensus of the Board to adjourn at this time to History Hall. Richard
Schulman distributed an article from the Herald/Neighbors section of a story on him and
History Hall. He then led the members on a tour of the Hall noting that the pictures used for
the Hall were representative of the 50's and 60's, and noted that there is a 20-year Time
Capsule in the wall within the Commission Chambers of other memorabilia to be opened on
February 25, 2025.
4. DISCUSSION OF PLAQUES TO BE PLACED AT HISTORIC SITES.
• Newport Fishing Pier;
• Atlantic Isles Entrance Bridge;
• Atlantic Isles Lake Bridge; and
• Pergola Home of Chairperson Del Monico.
Action: Mr. Schulman said as a follow-up on the rededication of the fdur historic sites, he has
prepared the wording of three of the plaques and asked if Chairperson Del Monico wants a

plaque placed at her home and she said she will let him know. He noted that the plaques would
be encased in concrete and noted that there are two types of plaques that can be installed. He
said one is a bronze plaque which is privy to the weather, and that he also found another
material called coreon, which is a very hard substance and is grayish in color. He said the cost
of the coreon plaque, 10" x 12" is $240.00 and the bronze plaque is $385.00. Chairperson Del
Monico said the bronze is going to have raised lettering and the coreon will be engraved. Mr.
Schulman noted that bronze will eventually turn color and corrode, and that the coreon will not.
Chairperson Del Monico asked where the funding will be coming from for the plaques and Mayor
Edelcup said that it would go before the City Commission for approval and funding. It was the
consensus of the Board to have bronze plaques. Mr. Schulman said he would bring samples of
both of the materials at the next meeting.
Michelle D'Arbelles discussed having the wording "Sunny Isles Beach Historic Preservation
Board" put on the plaques and the Board agreed.
6. DISCUSSION OF POSSIBLE NEW HISTORIC SITES.
• Ocean Palm Motel;
• Golden Strand Hotel and Villa; and
• Other Possible Sites.
Action: Mr. Schulman said that the Ocean Palm Motel is the first two-story motel in the United
States and was built in 1949. City Attorney Ottinot said that he would recommend bringing in a
consultant to do an analysis of the historic significance of the site because most likely the
property owner will object to the designation so we want a sound record of support. Phillip
Chernoff suggested putting up a plaque saying that this was the site of the first two-story motel in
the United States, and City Attorney Ottinot said that would be up to the owner as it is private
property.
Richard Schulman said that there are basically six steps for designation of an historic site:
Step 1: Proposal for designation can be made by the property owner, the Board, or City
Commission;
Step 2: A Designation Report is required to be prepared by the Staff person assigned to the
Historic Preservation Board (HPB) by the City Manager;
Step 3: Staff Person assigned to the HPB shall coordinate with the City Clerk regarding a public
hearing date;
Step 4: Personal notice must be provided to the property owner with respect to the hearing. The
City Clerk will publish a hearing notice in the Miami Herald/Neighbors section;
Step 5: The Board will conduct a public hearing to review the proposal for designation, and will
either approve or reject the proposal. The Board's final decision will be memorialized in a
resolution; and
Step 6: The Board's decision will be placed on the City Commission meeting agenda for it's
consideration.
Chairperson Del Monico said she feels that we should take up to Step 2 and put it on our agenda
as soon as we come up with something that qualifies for historic designation, and see what the
owner says before we spend money on a consultant. She said lets do it in the most economical
steps first and have Richard do the report and put it on our next agenda with public notice and
see what the owners come back with. City Attorney Ottinot said that they have gone through the
re-designation process and what needs to be done, in Step 2 is a Designation Report, an

analysis has to be prepared to support the designation, and his recommendation is to hire a
consultant to do the analysis to make sure we have a good case.
Michelle D'Arbelles said that we have to go through a legal process through the State, Section
4F, and noted legal implications of an owner regarding remodeling. City Attorney Ottinot said we
can designate property without going through the State, we just have to justify it. Ms. D'Arbelles
asked if they wanted to do remodeling on the house do they have to go before the Board?
Chairperson Del Monico and City Attorney Ottinot said yes. Chairperson Del Monico asked the
City Attorney if we are in the process of designating a property does that put a stop on them
trying to get a permit to tear down the building, and City Attorney Ottinot said that they will
probably try to stop this process first because if we designate it as historic that is going to limit
them, so any property owner would come here to see if they can stop the process, and the
decision is within the Board's discretion to say yes or no.
Chairperson Del Monico said that we have two properties that are standing right now that we may
designate as historic. Mr. Schulman said that he feels the most likely in our favor is the Golden
Strand because it is a "time share" and has already created a file for it! He said he has all the
papers including when it was built in 1946 and the site legal description, the ownership, the
picture of the area, and the registered agents. City Attorney Ottinot said that a "time share" is
individual unit owners, and notice would have to go to all owners. He said that there are a lot of
equities that favors designation of the Ocean Palm. Ms. D'Arbelles asked why are we going to
designate something that is going to be torn down? Mr. Schulman said there is a greater
possibility that the Golden Strand will not be torn down as it is a time share. Chairperson Del
Monico said she feels that what Michelle is asking is if it is going to be torn down why preserve it.
Vice Mayor Thaler said that there are many ways of preservation, such as creating an historic
front.
Casey Gabor suggested designating the "Sahara" as it is one of the first motels and famous
people have stayed there. Mr. Schulman said it is a condominium now owned by the Dezers and
they may tear it down. Mr. Schulman said he would find out ownership and report back at the
next meeting. Phillip Chernoff mentioned the Lagoon but that it was mostly destroyed by
Hurricane Wilma, and Vice Mayor Thaler suggested to go there and see if there is anything left to
designate. Mr. Schulman said he would take a picture and report back at the next meeting. Mr.
Chernoff noted that the Rascal House Sign was destroyed by the Hurricane as well.
Chairperson Del Monico asked if there were any homes that we wanted to designate and Mr.
Chernoff noted that the Board had discussed Ellen Wynne's home. He said they made a replica
of her home, and Vice Mayor Thaler said that Miami Beach wanted to make it historic because it
was the oldest that this particular architect designed. Mr. Schulman said he will take a picture
and bring it to the next Board meeting. He said that he wouldn't recommend designating a home
because of its architect but rather for its architecture. Trina Duluc asked about Bnai Zion
Temple, and Commissioner Goodman said that St. Mary Magdalen, Catholic Church just
celebrated their 59th Anniversary. Mr. Chernoff said that you can also designate historically not
only by the architect but by the person who lived there. Vice Mayor Thaler said that Mark Twain
had about six different homes and they have all been designated historic.
Casey Gabor suggested placing a US flag near the plaque but Chairperson Del Monico said that
is Federal. Mr. Schulman said we should take the conservative approach, the basic grass roots
as it states in our Mission Statement, and we should stick to it.

Mr. Chernoff asked if the concept of creating a museum is under our realm as there are small
artifacts and memorabilia that should be preserved as well, and that he has wood from the
original fishing pier. Chairperson Del Monico said no but asked about the Sunny Isles Beach
Beautification Trust. Vice Chairperson Masters said that it is still active and that he is Vice
President. Mr. Chernoff asked if perhaps we can have a room incorporated/designated within a
building such as in the new school or in the Government Center as at museum rather than a
separate building. Vice Mayor Thaler said the suggestion should go t&the School Committee.
Chairperson Del Monico asked Mr. Schulman if we have enough to fill a room and he said no,
but that right now we have so many other things on our plate, and noted that a lot of thought
went into what was placed into the Time Capsule.
Commissioner Goodman said that Richard has a history of the City in books, and we should set
aside a room in the new school library or in a community center for the Sunny Isles Beach
History Books. Chairperson Del Monico said to Richard as the City Historian, when he is ready
to present the books and other memorabilia that the Board would support him in front of the City
Commission. Mr. Schulman noted that he has created eight books for each year of anything that
was written, events, pictures, articles, in scrap books 22"x 24"arranged chronologically, and that
he would bring the last three years for the Board to look at. Commissioner Brezin said the scrap
books are on the fourth floor outside the Mayor's office and to go up and'see them rather then to
bring them down here.
7. NEW BUSINESS.
Action:
• Memorandum from City Attorney Hans Ottinot: City Attorney Ottinot distributed and
reported on his memorandum dated December 6, 2005 regarding quorum and voting
requirements, attendance requirements, and the application of the Sunshine Law to the
Board. He said it is recommended that the Board meets at lest six times during the
year.
• Annual Report City Attorney Ottinot said that the Board has to submit an Annual Report to
the County and that he will work with Richard on it, which should be into the County by the
end of January 2006.
• Historic Standards Booklet. City Clerk Hines distributed a copy of the Secretary of the
Interior Historic Standards Booklet as requested by the Board.
8. DATE AND TIME OF NEXT MEETING.
Action: After discussion it was decided to have another meeting late January or early February
2006 at 6:00 p.m. Mr. Schulman reminded the Board that the City Attorney said we should meet
at least six times during the year and Chairperson Del Monico said thatishe had discussed this
with him last year and that three times was suffice because we don't have the volume of things
that Miami-Dade County has going on. She said the point of having that many meetings is to
make the committee accessible to the public who needs to do business with us. She said when
we do have more things that need to be signed off etc., we will meet more often.
9. ADJOURNMENT.
Joe Masters moved and Phillip Chernoff seconded a motion to adjourn the meeting, and
Chairperson Del Monico adjourned the meeting at 5:30 p.m.
