Call To Order By Chairperson: Action: Chairperson Joe Masters called the meeting to order at 7:00 p.m. The following Committee Members and City Officials were present: Committee Members: City Officials: Joe Masters, Chairperson Mayor Norman S. Edelcup Cassey Gabor, Vice Chairperson City Manager A. John Szerlag Shari Blank Assistant City Attorney Fernando Amuchastegui Phillip Chernoff City Clerk Jane A. Hines, CMC Trina Duluc Mark Glicksman Absent Member: City Liaison: Bonita Shoki (out of town) Richard C. Schulman, City Historian 2. Announcement by Chairperson Joe Masters of Appointment of Cassey Gabor as Vice Chairperson of the Historic Preservation Board. Action: Chairperson Masters announced that Cassey Gabor was appointed Vice Chairperson by Mayor Edelcup on June 19, 2008. 3. Approval of Minutes for the April 15, 2008 Historic Preservation Board Meeting: Action: Phillip Chernoff noted a correction at the top of page 4, first paragraph, last sentence, "Phillip Chernoff suggested housinQ putting the memorabilia in Heritage Park." Philip Chernoff moved and Shari Blank seconded a motion to approve the April 15, 2008 Board meeting summary minutes, as amended. The motion was approved by a 6-0-1 (Bonita Shoki absent) vote. 4. Update/Report of City Manager A. John Szerlag on the Reconstruction and Design of the Sunny Isles Beach/Newport Pier. Action: City Manager A. John Szerlag reported on the status of the Pier, and handed out an email/status report on the project from the City's Consultant Edwin Mojena of Marlin Engineering,and presented a rendering of the project. He said a construction bid package will be prepared in December 2008, the design finished by the end of this year, and in January 2009 advertise to go out to bid for construction of the Pier. Hopefully the award of the Contract and Notice to Proceed will be done by June 2009, with construction completed by June 2010. 5. Report of City Historian Richard C. Schulman on the Installation of the Driftwood Pelican in Pelican Community Park. Action: City Historian Schulman reported that the Driftwood Pelican is now mounted on the north side of the Pelican Community Park Gymnasium. Summary Minutes: 2008-0812 HPB Mtg Page 1 of 2 6. A Resolution of the Historic Preservation Board of the City of Sunny Isles Beach, Florida, Expressing Support for the City's Efforts to Enter into Separate Agreements with Seth H. Bramson and Fred Singer to Produce the City's Historical Film Production Entitled"From Sandbar to Sophistication", Attached Hereto as Attachments "1" and "2"; Providing for an Effective Date. Action: Chairperson Masters read the Resolution. City Historian Schulman reported on the progress of the historical film,cost of production is$6,250,and the Historic PreservationBoard will be in the credits at the end of the film. Assistant City Attorney Fernando Amuchastegui said this Resolution shows the Board's support for the City's efforts in entering into these agreements to produce the film entitled"From Sandbar to Sophistication",and that the agreements are signed by Mr. Bramson and Mr. Singer but are not executed until the Board adopts this Resolution. Phillip Chemoff moved and Cassey Gabor seconded a motion to approve the Resolution supporting the City's Efforts to produce an historical film of the City's history. HPB Resolution No.2008-10 was adopted by a voice vote of 6-0-1 (Bonita Shoki absent)in favor. 7. Old Business. • Mark Glicksman asked if there had been any progress in making Temple B'nai Zion a Historic Site, and Mayor Edelcup noted that we have not moved any further. 8. New Business: • Vice Chairperson Gabor said there are lights missing at the Horses and Carriage in Senator Gwen Margolis Park, and Mayor Edelcup said the Park is to be torn up;soon due to the Central Island Drainage Project. She also asked about lighting the Pelican at Pelican Community Park. City Historian Schulman said the Family Sculpture in Samson Oceanfront Park is beautifully illuminated and suggested to do the same'for these Parks. • City Historian Schulman passed around a draft cover of the Annual Report showing the Newport Pier. It was the consensus of the Board to approve it for the next Annual Report. • Vice Chairperson Gabor asked about the Historic Walk/Boardwalk in the mangrove of Town Center Park, and Mayor Edelcup said the Boardwalk is a future project. • Vice Chairperson Gabor asked about making one of the motels in the City a historic site, such as the Ocean Palm which was the first two-story motel in the United States. Mayor Edelcup suggested sticking with the Golden Strand as it will be there for many years. 9. Date and Time of Next Meeting. Action: After discussion it was decided to schedule the next meeting around the time the bid goes out for construction of the Pier. Trina Duluc asked about changing the day of the week for the meetings as she has a commitment on the second Tuesday of the month. The next meeting was scheduled on Wednesday, January 14, 2009 at 7:00 p.m. 10.
