Call to Order by Chairperson: Action: Chairperson Joe Masters called the meeting to order at 7:00 p.m. The following Committee Members and City Officials were present: Committee Members: City Officials: Joe Masters, Chairperson Mayor Norman S. Approval of Minutes for the August 12, 2008 Historic Preservation Board Meeting: Action: Cassey Gabor noted a correction on page 2,under Old Business,it should state the name of the Temple, Temple B'nai Zion. Phillip Chemoff moved and Cassey Gabor and Shari Blank seconded a motion to approve the August 12,2008 Board meeting summary minutes,as amended. The motion was approved by a 6-0-1 (Bonita Shoki absent) vote. 3. Update/Report of City Manager A. John Szerlag on the Reconstruction and Design of the Sunny Isles Beach/Newport Pier. Action: City Manager Szerlag reported on the status of the Pier, and handed out the Quarterly Update noting that staff is still in the process of gathering required permits, and presented two large volumes that consisted of two Permits. He also handed out a copy of a sample letter regarding the Fishing Pier Restaurant Project that was mailed out to several restaurants/chains to join staff on Friday, January 23, 2009 at 12:00 p.m. at the Newport Resort, to tour the site, review the plans,share ideas,and discuss the project in detail He noted that two have declined. Billy's Stonecrab Seafood Restaurant, and the Bahama Breeze Restaurant. He said that staff is also looking into the concept of a Food Court by subdividing the 5,000 feet. Carabarra's Restaurant and Darden Restaurants,were also suggested to the City Manager. It was noted that Dr. Comfeld maintains the Liquor License. City Historian Schulman presented two pictures of the Pier from the 1950's and in 1984 when the County started to restore it. Summary Minutes: 2009-0114 HPB Mtg Page 1 of 3 4. Report and Discussion of the Historic Film entitled "From Sandbar to Sophistication, the Story of Sunny Isles Beach" released on November 18, 2008. Action: City Historian Schulman reported that the Historic Film was presented at the November 18, 2008 City Commission meeting, and it has been very successful. It has been running on the City's television Channel 77 for the last two months at 2:00 p.m. and at 8:00 p.m., and will run for a couple more weeks but only at 8:00 p.m. The marketing strategy for the film has not been determined yet, but it will be distributed nationally as well as internationally through: the Sunny Isles Beach Resort Association by Ibis Romero: the Greater Miami Convention and Visitors Bureau: and the City's Goodwill Ambassador Elena Baronoff. Mayor Edelcup said our Sister Cities would also get a copy. It was suggested to show it on WPBS Channel 2 and also the City of Miami Beach Cable Channel, and to have it available to purchase as gifts. Each member of the Board will receive a copy of the film. 5. Review/Update on Sunny Isles Beach Historic Preservation Board Second Annual Report to Miami-Dade County. Action: City Historian Richard Schulman reported that the Third Annual Report was completed and forwarded to County Clerk Harvey Ruvin, and he distributed a copy of the report to each Board member. 6. A Resolution of the Historic Preservation Board of the City of Sunny Isles Beach, Florida, Recommending to the City Commission the Appointment of Seth H. Bramson as an Honorary Member of the Sunny Isles Beach Historic Board;Providing for an Effective Date. Action: City Historian Schulman announced that a memorial service is being held for Ellen Wynn on Saturday, January 17, 2009 at 10:00 a.m. at the Ellen Wynn Beach Access on Collins Avenue and 192"d Street. Chairperson Masters read the Resolution into the record recommending to the City Commission the appointment of Seth H. Bramson as an Honorary Member. City Historian Schulman reported that a motion is on the January 15, 2009 City Commission Meeting agenda. [City Clerk's Note: The motion was approved by the City Commission appointing Seth H. Bramson as an Honorary Member of the Board.] Shari Blank moved and Cassey Gabor seconded a motion to approve the Resolution. HPB Resolution No.2009-11 was adopted by a voice vote of 6-0-1 (Bonita Shoki absent)in favor. 7. Old Business. • Cassey Gabor asked about lights for the Horses and Carriage in Senator.Gwen Margolis Park. Mayor Edelcup responded that the Park is still under construction, and when it is completed in June, the Horses and Carriage will be lit up. It was also noted that the Pelican on the wall at Pelican Community Park will not be lit up. 8. New Business: • The Board discussed having a museum or using a wall at Dezer's new Museum to display early photos and memorabilia of the City, but members of the City Commission felt it would be too confusing having two History Halls. For more public awareness, it was suggested to place a sign in the lobby to visit History Hall. Mayor Edelcup said they would look into that and also noted that staff is working on getting new news-racks which will have a place for announcements. Summary Minutes: 2009-0114 HPB Mtg Page 2 of 3 • Trina Duluc suggested putting a viewing station in the lobby with a video tape of the City for visitors. City Historian Schulman noted that staff is already working on that concept. 9. Date and Time of Next Meeting. Action: After discussion it was decided not to have another meeting until the Permits are in for the Pier. The next meeting is scheduled on Wednesday, July 15, 2009 at 7:00 p.m. [City Clerk's Note: Due to a conflict on July 15, 2009 (a Community Advisory;Committee meeting was scheduled on the same night), the meeting was moved to Wednesday, July 22, 2009.] 10. Adjournment Action: Phillip Chemoff moved and Shari Blank seconded a motion to adjourn the meeting,and Chairperson Masters adjourned it at 7:40 p.m. Respectfully submitted, July 22, 2009 Jane A.
