Call to Order by Chairperson: Action: Chairperson Joe Masters called the meeting to order at 7:00 p.m. and welcomed our newest Board Member Janet Cini. The following Committee Members and City Officials were present: Committee Members: City Officials: Joe Masters, Chairperson Mayor Norman S. Approval of Minutes for the January 14, 2009 Historic Preservation Board Meeting: Action: Cassey Gabor moved and Shari Blank seconded a motion to approve the January 14, 2009 Board meeting summary minutes. The motion was approved by a 6-0-1 (Trina Duluc absent) vote. 3. Update/Report of City Manager Rick Conner on the Reconstruction and Design of the Sunny Isles Beach/Newport Pier. Action: City Historian Schulman presented pictures of the Pier taken in the 1950's, in 1984 when the County started to restore it, and a newly acquired picture from the 1920's. City Manager Conner reported on the status of the Pier, and presented renderings of the project which included engineering drawings and the pre-design phase. The restaurant will be enclosed with about 5,000 square feet, and the cost of the entire project will be around $4 Million, half of which will be paid for by Dr. Comfeld. The income will be shared by the City and Dr. Comfeld 50/50. In the construction documents, it requires the contractor to be completed with this project in time for the City's Annual Anniversary Party in June 2010. The City will construct the exterior and the contractor will construct the interior and operate the restaurant. There will be two types of people coming to the Pier,one that will dine,relax,and walk the Pier,the other type will be those who want to fish. It was suggested that we have the Pier open part of the time for people to go out and relax and enjoy the Pier, and there would be no fee, and when it is open for fishing,there would be a fee. There may be a gazebo at the end of the Pier,which will be closed for fishing. There are spaces for parking at Pier Park and certain spaces in LaPerla garage, but ultimately we expect there will be some valet parking since Dr. Comfeld is involved in this,and he has agreed to help provide some valet parking. Summary Minutes: 2009-0722 HPB Mtg Page 1 of 3 City Manager Conner said that the City went out with an RFP for the restaurant, and when the deadline came, no one submitted. Soon after,two different companies came and said they were interested but didn't know about the deadlines, etc. Now that the City has gone through the process, legally we can now step back and say lets talk, and so we have started that, both proposers are local,both are talking about their own unique site specific restaurant(not a chain), both are qualified, and we are now reviewing that information. 4. Report and Discussion of the Renovation and Design of "History Hall" Rascal House Addition. Action: City Historian Schulman reported that there are approximately 68 framed pictures in chronological order in History Hall. City Manager Conner gave a status on the renovation and design of History Hall and handed out preliminary drawings of what the designer proposed, which depicted a typical wall section with a shotgun barrel look, high ceiling,and a narrow wall. The idea of the work here is to not only increase the ability to hang pictures because we know we will continue to add as the City goes on, we are going to create alcoves to break up the wall and so every 10-15 feet there will be a false pillar with decorative sconce lighting on it,also allow us to do different colors. We will create a false crown molding that would create a ceiling effect and paint the entire upper area black and hang lighting down the hallway and on the pictures as well.The designer will create carpet sections. It was noted that the current history hall is a walk through to the outside,and City Manager Conner said that will be changed. Cassey Gabor noted that she has seen many museums around the world and suggested to build a pass to the Visitors Center, and this would bring more visitors to the Hall. City Manager Conner said it was an interesting concept and that they will look into it. City Historian Schulman noted that there will be an extension of the hallway to where the soda machines are outside and it will be a Rascal House Museum type of thing with memorabilia 5. Report and Discussion of the Artifacts from the Dunes Motel for Display at the Heritage Park Garage Entrance. Action: City Historian Schulman reported when the Dunes Motel was demolished,he was able to obtain six stone slabs with Egyptian images on them, and he showed pictures of them. He noted that Mayor Edelcup had suggested to place them at the entrance of the new Heritage Park Garage which will soon be constructed. The slabs will be embedded in concrete with a sealant over them to preserve them from the weather and salt air, and there will be lighting. They are about 50 years old, 3-feet long. 30-inches across and weigh about 100 pounds. City Manager Conner presented renderings of the Heritage Park and Parking Garage Project noting that there will be a wall in the Park with the history of the City which also includes a water feature. The garage will be four stories high,and it has a wall just offset from the entrance to the garage that will face into the Park,and our thought was to integrate the slabs into the wall with a Plaque in the center indicating the history of the slabs. He also noted that there will be patrolling of all of the Parks from 3:30 p.m. to when they close at 9:00 p.m. 6. Discussion of the Horses and Carriage in Senator Gwen Margolis Park. Action: Chairperson Masters noted that the Horses and Carriage are back in place in Senator Gwen Margolis Park and City Historian Schulman asked the Board their thoughts on fencing in the Horses and Carriage to protect them from people climbing on them, and he noted that they Summary Minutes: 2009-0722 HPB Mtg Page 2 of 3 just fenced in the new Butterfly Sculpture that is in the Park. It was the consensus of the Board not to fence in the Horses and Carriage at this time. City Manager Conner noted that the last phase of the Central Island Project and Park is the lighting. It will be "pedestrian lighting", low fixtures, low relatives 12-feet high, and it was asked that a spot light be on the Horses and Carriage. 7. Report and Discussion of the Historic Film entitled "From Sandbar to Sophistication, the Story of Sunny Isles Beach" released on November 18, 2008. Action: City Historian Schulman reported that he distributed our 20-minute film of the history of Sunny Isles Beach. He handed out a weekly schedule of Cable Television Channel 77 programs,and noted that it has been running seven times a week. It has been very successful and he has had people comment on it. They are in the process of contacting several media including the Miami Beach channel,and it will be distributed internationally through the City's Goodwill Ambassador Elena Baronoff. He will come back at the next meeting with another report. 8. New Business. • Cassey Gabor asked about designating Temple B'nai Zion as a Historic Site. City Historian Schulman said the people that control the Temple are not interested in making it an historic site. Mayor Edelcup said the designation or preservation of an historic site is in the hands of this Board, the City doesn't take an active role in that, if the Board were to petition the City to make it an historic site then the Commission would respond. That is under the jurisdiction of this Board,the Board has the power to initiate that process. City Historian Schulman said the Temple meets certain criteria already but there is an ownership problem there that is against it,just like at the Golden Strand. Mayor Edelcup said that is a legal issue, and again, if the Board wants to carry it forward, you will never find an owner that is willingly going to want their site made historic because they can't do anything with it other than to maintain it as an historic site. We just have to go through the legal process, and the courts will determine whether or not there is enough justification, whether the owner wants it or not. Chairperson Masters said we will place it on an agenda for discussion. Mayor Edelcup said about a year ago the Legal Department prepared a document on what steps you need to go through to designate an historic site. Assistant City Attorney Amuchastegui will get it to City Clerk Hines to distribute to the Board members. 9. Date and Time of Next Meeting. Action: After discussion it was decided to schedule the next meeting on Wednesday,January 13, 2010 at 7:00 p.m. 10.
