Call to Order by Chairperson: Action: Chairperson Joe Masters called the meeting to order at 7:00 p.m., and each Member introduced themselves. The following Board Members and City Officials were present: Committee Members: City Officials: Joe Masters, Chairperson City Manager Christopher J. Schulman, City Historian Interested citizens Absent: Jorge Camaraza (excused) 2. Approval of Minutes of the January 23, 2013 Historic Preservation Board Meeting. Action: Shari Blank moved and Warren Stamm seconded a motion to approve the above- mentioned Board meeting summary minutes. The motion was approved by a voice vote of 6-0-1 (Jorge Camaraza absent) in favor. 3. Update/Report on the Sunny Isles Beach/Newport Pier. Action: City Manager Christopher J. Russo gave an update on the Pier noting that it will be completed by May 28, 2013. The opening of the Pier and ribbon cutting ceremony is scheduled on Saturday, June 15, 2013 from 7:00 p.m. to 9:00 p.m. with refreshments,music,and fireworks. He invited the Board members to attend and to be a part of the ceremony. He said the goal is to have the plaque mounted and the sculpture in place. He also noted that the City's 16th Birthday Party will be held at Town Center Park on Sunday, June 16, 2013 from noon to 4:00 p.m. Assistant City Manager Bill Evans reported on the overall construction. They are painting the structure, the hand railings are almost finished, and bulk of the work is taking place inside the restaurant structure itself from a finishing standpoint. There are no appliances but it will be ready for the outside restaurant to come in and put their look on the inside. There is a lot of grading work to be done to bring sand back up to a level where we are ADA compliant up the stairs leading into it. Also a leading walk brick pavers coming from the LaPerla side and lead into the structure itself. Within the next ten(10)days we will have the trailer out of there and the parking lot completely restored, and all vegetation restored along with that. The area where the shower is will be remediated. The Pier Park bathrooms are rehabbed and painted. Next week we will do a fresh landscaping review of that area. We are striving for May 28 to get the TCO, and it may take a few more weeks for the CO. Permits need to be closed out with DERIM. etc. Summary Minutes: 2013-0508 HPB Mtg Page 1 of 3 Cassey asked if they knew what kind of restaurant would go in there, and City Manager Russo said nothing is confirmed yet but his general understanding is that Dr. Comfeld will probably install the restaurant himself and run it through the restaurant that is currently at the Newport. He knows the operation out there and he knows what type of clientele he would get, it is not official but it is certainly up to Dr. Comfeld. City Historian Schulman said a press release should be issued inviting newspapers, etc., and Cultural and Community Services Director Susan Simpson said she is working on that as well as working with DCI, the City's publicist. City Manager Russo said the bait shop will also be operated by Dr. Cornfeld. There will be the same kind of access charge which has not been determined yet but it will be lower for residents. He said Dr. Comfeld will manage the entire operation including the Pier. City Manager Russo said there are two significant events for the Pier, one is the grand opening and the other is the restaurant. Dr. Comfeld will be away the weekend of the celebration but he knew the Mayor wanted that weekend and he gave his full blessing to go forward with it. Cultural and Community Services Director Simpson said that fireworks will be off the end of the Pier and therefore people will not be allowed to go out on the Pier. Cassey Gabor asked if there was a rain date and City Manager Russo said yes, the next day, and Ms. Simpson added if the whole weekend is a washout, then it will be the following Saturday. Ms. Gabor asked if the HPB will be mentioned in the Press Release and Ms. Simpson said yes, and that they would receive an invitation. Cassey asked about the maintenance, touchup paint, etc.,and City Manager Russo said they have talked about that. Special paint has been put on it,at some point it will have to be touched up but not for several years. In ten years it will be evaluated from year to year. Shari asked if it will be put into the budget and City Manager Russo said when we get to that point and are working on a five-year budget it would be in there. Shari asked about the life expectancy on the project, and Bill Evans said yes, we have a manufacturers warranty on kit as well. Chris said the material has a longer warranty than construction. The plaque was showed to the Board and Bill Evans read it into the record: `Sunny Isles Beach Newport Fishing Pier built in 1936, designated as an historic site, January 21, 1982 by Dade County Preservation Board. Re-designated July 14, 2005 by the City of Sunny Isles Beach. Rebuilt 2012 by the City of Sunny Isles Beach and Dr. Robert Cornfeld. " 4. A Discussion regarding an Ad Valorem Taxes Incentive Program as it Relates to Historic Property. Action: Consultant Ellen J. Uguccioni reported that in 1983 there was a move to give property owners something back if their property was listed in the National Registry of Historic Places. First they had to have legislation in Tallahassee passed to allow incentives. A local ad valorem tax incentive was put into place, where the City would adopt an ordinance and property owner's taxes would not change for ten (10) years if they maintain their property as historic. She noted that the Property Appraiser's Office has two values,the appraised value, and the actual value of your home. Consultant Uguccioni explained the process if someone is anticipating having an historic property, and if they are eligible. They must go through a standard Certificate of Appropriateness application, and there is another form has to be completed by applicant that says what they are going to do. They have to photograph each and every piece. If you want an addition to your house, plans for the addition are also done at that time. It will add value to your property, go through application process, and it sits there until you are ready for part three. First put in where the attachment will occur, plan what you propose to do, you put in your photos, plans, etc. and if they all match, then you have complied. The next thing is to go to the Commission for the final approval, a lot of people don't know about the program. Your property value goes up as well as taxes but if you are historic you will stay at the lower rate for ten (10) years. How would you begin this, through an Ordinance adopted by the City Commission,and the first question the Commission will ask is how much will we lose in tax revenues. The dollar value is very little relative to the entire budget. This only involves historic buildings, not much effect on the City's operating budget. You have to reach a threshold that you must spend in order to be eligible for this, as it must be something substantial. It would be for both residential and business property. She said this Board would not allow anything that is inconsistent or incompatible with interesting architecture. 5. Old Business. • Cassey Gabor said the east side of the roof at B'nai Zion is deteriorated,and she asked how it can be fixed, by owner only or can the City help? Consultant Uguccioni asked if there is a demolition or sign of neglect provision in the Ordinance, and Deputy City Attorney Amuchastegui said he would research that with the City Attorney. Chairman Masters said the roof is copper, it turns color. Deputy City Attorney Amuchastegui said it may not be deterioration,just discolor of copper as it oxidizes, which is what historians want,but he will let the City Manager know. Shari Blank said she thinks they refurbished the roof last year. • Trina Duluc asked about the renovations at Samson Oceanfront Park and Deputy City Attorney Amuchastegui said for clarification purposes the portion of land that has been cordoned off, has not been sold. The City still owns that land and it is still a public Park. It is only a temporary construction measure. Cassey Gabor said she thinks the owner paid some money to fix the Park, and Deputy City Attorney Amuchastegui said he would have a report at the next meeting including a timeline. Administrative Assistant Kathryn McDonough noted that there is an article in the Sunny Isles Beach Sun about the Park. 6. New Business. None 7. Date and Time of Next Meeting.
