AGENDA CALL TO ORDER / ROLL CALL OF MEMBERS The meeting was called to order by Mayor Scholl at 530 p.m., with the following officials present: Mayor George 'Bud" Scholl Vice Mayor Jeanette Gatto Commissioner Isaac Aelion Commissioner Dana Goldman Commissioner Jennifer Levin PLEDGE OF ALLEGIANCE City Manager Christopher J. Hines, MMC Deputy City Manager Stan Morris Deputy City Attorney Fernando Amuchastegui Action: Mayor Scholl gave opening remarks noting that tonight is our second and final public hearing on the Millage Rate and Budget for Fiscal Year 2015/2016. We had a series of Workshops that took place this summer where we went over the detail of the individual items that make up our budget; the process that determines where the budget lands. Also at that point we typically look at what our projected revenue is going to be and we set the millage rate. This is the fourth year in a row that we have lowered the millage rate because our property values keep going up which has been a good thing and there has just not been a reason to collect a certain amount of money commencing with the property values. And so we shrunk our millage rate again by a tenth of a percent. PUBLIC HEARING ON THE MILLAGE RATE AND BUDGET 3A. Alillage Resolution (Public Hearing) A Resolution of the City Commission of the Ciry of Sunny Isles Beach of Miami -Dade. County. Florida. Establishing the City of Sunny Isles Beach Ad Valorem Tax Millage Leey Rate at 2.5000 Mills per One Thousand Dollars ($1,000) of Taxable Assessed Value Which is 10.45% More than the `Rolled Back" Rate of 2.2634 Mills. for Fiscal Year 2015/2016; Providing for an Effective Date. (First Hearing September 15, 2015) Action: [City Clerk's Note: Items 3A and 3B were heard together.] City Clerk Hines read the title, and City Manager Russo reported. Public Speakers: None Summary Minutes: Special City Commission Meeting September 24, 2015 Sunny Isles Beach, Florida Second Budget Hearing Commissioner Aelion moved and Vice Mayor Gatto seconded a motion to approve the resolution. Resolution No. 2015 -2465 was adopted by a voice vote of 5 -0 in favor, at 5:35 p.m. 3B. Budget Ordinance (Public Hearing) An Ordinance of the City Commission of the City of Sunny Isles Beach, Florida, Adopting an Operating and Capital Improvement Budget for the Fiscal Year Commencing October 1, 2015 through September 30, 2016. Pursuant to Section 200.65; Florida Statutes; Authorizing Expenditures of Funds Established by the Budget; Authorizing Encumbrances; Authorizing Issuance of Checks; Providing for Grants and Gifts; Providing for Local and Federal Law Enforcement Trust Funds; Providing for Post Audit; Providing for Severability; and Providing for an Effective Date. (First Reading September 15, 2015) Action: [City Clerk's Note: Items 3A and 3B were heard together.] City Clerk Hines read the title, and City Manager Russo reported. We reduced the millage rate to 2.5000, and our evaluation, the assessed value of the community, went up to just about $9 Billion from S7.5 Billion. This particular budget year was a little bit like dejA vu to a few years ago when we were without a Finance Director. We had a slight scare. our Finance Director Audra Curts- Whann had an accident where she was out for a short while during the process. Our Assistant Finance Director Tiffany Neely -Jean and our whole Finance staff and the City Managers Office had helped chip in to get through that short time without Audra here. It made him appreciate their work even more, and so hejust wanted to give a particular word of thanks to the whole Finance Department for their efforts this year in particular because of that situation. But in general they did a fantastic job on the budget under our new computer software. public Speakers: None Mayor Scholl said a lot of work goes into the budget and we appreciate everybody's efforts, Audra you and your Department. But every department has got to get involved in the process and it is a preen, arduous process but it is important because it is the roadmap that guides the financial progress of the City. Again, we want to thank the staff for their involvement. Commissioner Aelion moved and Vice \4ayor Gatto seconded a motion to adopt the Ordinance on second reading. Ordinance No. 2015 -461 was adopted by a roll call vote of 5 -0 in favor, at 5:35 p.m. Vote: Commissioner Aelion ves Commissioner Goldman ves Commissioner Levin ves Vice Mayor Gatto ves Mayor Scholl ves Vice Mayor Gatto said at the previous meeting she had given out kudos and a shout -out to some residents that came here with the idea of renting chairs out on the beach, and it was an idea that we were able to incorporate. And she had discussed briefly how we try, to really serve the community and listen to their ideas; and we are actually going to execute that.
