CALL TO ORDER/ROLL CALL OF MEMBERS The meeting was called to order by Mayor Samson at 5:08 p.m. with the following officials present: Mayor David Samson Vice Mayor Irving Turetsky Commissioner Danny Iglesias Commissioner Lila Kauffman Commissioner Connie Morrow City Manager James DiPietro City Attorney Lynn M. ACTION: [City Clerk's note: City Building Official Michael Berkman distributed copies of a memo dated 3/1/99 with additional amendments resulting from his discussions with Charles Sieger, AIA.] City Clerk Brown-Morilla read the title and the public hearing was opened. Tim Lunney of Walter Keller, Inc., said the proposed ordinance would allow for a generous amount of development while encouraging re-development along the beachfront. There are required view corridors of a minimum of 10%of lot width, and bonuses would be provided for up to 25% of lot width view corridors. Set backs along Collins Avenue have been increased from 25' to 75', and bonuses for additional side setbacks are possible. He noted that there are bonuses for public safety and median beautification. He characterized the ordinance as now providing a small break on setbacks for small lots allowing for a slightly higher density than on larger lots. The maximum development Floor Area Ratio (FAR) would be 3.5 with all bonuses, and a density of approximately 65 units per acre. Mr. Lunney said that hotel development is encouraged since density provisions per se would not apply to hotels. Apartment/hotels would be capped at 150 units per acre. City Building Official Michael Berkman read his 3/1/99 memo regarding the amendments. Mr. Lunney noted there were several typographical errors. City Attorney Dannheisser reviewed all amendments to the proposed ordinance: all those listed in Mr. Berkman's 3/1/99 memo; page 22, 19' not 16'; page 27 delete "bona fide"; §33-222.1 page 30: lockout units will count for parking calculations not density calculations, and "Lockout units shall not be subdivided and sold separately from the main unit"; page 32, (third line from top) density bonus shall not exceed three dwelling units, not two. Commissioner Iglesias moved and Commissioner Kauffman seconded a motion to adopt the proposed ordinance on second reading with the written amendments submitted on Michael Berkman's memo, dated 3/1/99, plus the oral amendments read into the record by the City Attorney. The motion was approved by a roll call vote of 5-0 in favor.
