CALL TO ORDER/ROLL CALL OF MEMBERS The meeting was called to order by Mayor Samson at 1:43 p.m*,with the following officials present: Mayor David Samson Vice Mayor Lila Kauffman Commissioner Danny Iglesias (absent) Commissioner Connie Morrow Commissioner Irving Turetsky City Manager Christopher J. Russo City Attorney Lynn M. Dannheisser City Clerk Richard Brown-Morilla Mayor Samson called for a moment of silence in memory of the thousands of people who were killed yesterday in the tragedies in New York City,Washington D.C.and Pennsylvania. *(City Clerk's note: The start of the meeting was delayed until the Canvassing Board for the September 11, 2001 General Election had completed an emergency meeting to hear a challenge from Irving Turetsky that requested a hand count of the ballots cast in the Residential Area Commissioner—Seat 2 race in the General Election of September 11, 2001./ 2. PLEDGE OF ALLEGIANCE AND INVOCATION Action: Mayor Samson led the Pledge of Allegiance to the flag, and read a welcoming statement, and Richard Schulman gave the invocation. City Clerk Brown-Morilla announced that Commissioner Iglesias was required to be out of town on business and apologized for not being able to attend the meeting. Mayor Samson read a note from Commissioner Iglesias explaining his need to be out of town. Special City Commission Meeting Summary Minutes September 12,2001 Sunny Isles Beach,Florida 3. RESOLUTIONS 3A. A Resolution of the City Commission of the City of Sunny Isles Beach, Florida, Accepting the Results of the General Election Which Was Held On Tuesday,September 11,2001,and Declaring For Residential Area Commissioner—Seat 2 Gerald "Gerry" Goodman the Winner, and For At-Large Commissioner—Seat 4 Norman S.Edelcup the Winner,and Declaring Both Elected As City Commissioners; Discharging the Canvassing Board For Said General Election; and Providing For An Effective Date. Action: [City Clerk's note: Two(2) Certificates of the Canvassing Board were distributed at the meeting, (one dated September 11, 2001; and a final one* dated September 12, 2001, based on the hand count that was performed immediately prior to this Commission meeting] City Clerk Brown-Morilla read the title and reported that the Canvassing Board had just completed a hand-recount in the Residential Area Commissioner—Seat 2 race and had issued a final Certification of the results of the election. *The official results of the General Election voting were: For RESIDENTIAL AREA COMMISSIONER — SEAT 2,the whole number of votes cast was 1,020 of which number: GERALD "GERRY" GOODMAN received 513 votes IRVING TURETSKY received 507 votes For AT-LARGE COMMISSIONER — SEAT 4, the whole number of votes cast was 1.039 of which number: NORMAN S. EDELCUP received 642 votes CONNIE MORROW received 397 votes City Clerk Brown-Morilla, as Chairperson of the Canvassing Board asked the City Commission to approve the resolution, accepting the results of the General Election and discharging the Canvassing Board. Vice Mayor Kauffman moved and Commissioner Turetsky seconded a motion to approve the resolution. Resolution No. 2001-357 was adopted by a voice vote of 4-0-1 in favor. (Commissioner Iglesias absent) City Clerk Brown-Morilla thanked Commissioners Morrow and Turetsky for their service. The City Clerk then administered the Oath of Office to the New Officers and congratulated them: Mayor David Samson City Commissioner Gerry Goodman City Commissioner Norman S. Edelcup Commissioner Goodman and Commissioner Edelcup then took their seats on the dais. Mayor Samson read a statement and expressed his sense of honor at being automatically re- elected. He congratulated the new Commissioners. 2 Special City Commission Meeting Summary Minutes September 12,2001 Sunny Isles Beach,Florida 3B. A Resolution of the City Commission of the City of Sunny Isles Beach, Florida, Declaring Danny Iglesias as Vice Mayor for a Period of One Year; Providing for an Effective Date. Action: City Clerk Brown-Morilla read the title. Commissioner Iglesias declared Vice Mayor for a term of one year, effective November 15, 2001. Mayor Samson passed the gavel to Vice Mayor Kauffman and moved and Vice Mayor Kauffman seconded a motion to declare Danny Iglesias as Vice Mayor and to approve the resolution. Resolution No. 2001-358 was adopted by a voice vote of 4-0-1 in favor. (Commissioner Iglesias absent) 4. ADJOURNMENT • Vice Mayor Kauffman moved and Commissioner Goodman seconded a motion to adjourn the meeting.
