A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
SUNNY ISLES BEACH, FLORIDA, PROVIDING AN IN-KIND
DONATION TO CHABAD RUSSIAN CENTER OF SOUTH FLORIDA
FOR USE OF HERITAGE PARK FOR A COMMUNITY EVENT ON
DECEMBER 12, 2015; AUTHORIZING THE CITY MANAGER TO DO
ALL THINGS NECESSARY TO EFFECTUATE THIS RESOLUTION:
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the Chabad Russian Center of South Florida is planning a community event
at Heritage Park on Saturday, December 12, 2015; and
WHEREAS, the Chabad Russian Center of South Florida will plan and manage the
entire event however they are in need of minimal Parks personnel to assist with electrical
connections and park and restroom maintenance as well as support by the Police Department for
crowd, traffic and pedestrian safety; and
WHEREAS, the City wishes to waive the permit fee, the rental fee, and the parking costs
in the Heritage Park Garage as their in-kind donation for use of Heritage Park, in an estimated
amount of$4,050.00; and
WHEREAS, Chabad Russian Center of South Florida shall pay the $500.00 refundable
cleanup deposit, supplies, and overtime costs for any Parks and Police personnel that may be
needed to work overtime as a result of this event; and
WHEREAS, Chabad Russian Center of South Florida is responsible for the costs of
personnel required to support this event including Police and Cultural and Community Services,
as determined by the City Manager or designee.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS:
Section 1. Approval of Donation. The City Commission hereby approves the donation,of in-
kind support to waive the permit fee, the rental fee, and the parking costs in the Heritage Park
Garage, for the Chabad Russian Center of South Florida to utilize Heritage Park for a community
event on December 12, 2015, in an estimated amount of$4,050.00. Chabad Russian Center.shall
be responsible for the costs of personnel, supplies, and the refundable cleanup deposit as
determined by the City Manager or designee.
Section 2. Authority of City Manager. The City Manager is hereby authorized to do all
things necessary to effectuate this Resolution.

Section 3. Effective Date. This Resolution shall become effective upon.adoption.

RE: In-Kind Donation to Chabad Russian Center of South
Florida for Free Use of Heritage Park
RECOMMENDATION:
This item is presented for your consideration.
REASONS:
The Chabad Russian Center of South Florida is planning a community
event to celebrate Hanukkah. This event is free and open to the entire
community. They request free use of Heritage Park. They will provide
a certificate of insurance naming the City as additional insured and will
plan and manage the entire event.
ADDITIONAL INFORMATION:
With approval of this resolution, City staff will meet with their team to
determine the level of personnel that will be required to support this
event with electrical and maintenance needs. Police personnel will
also be required for crowd, traffic and pedestrian safety. Total
expenses for this in-kind donation could range from $5,000 - $10,000
depending on the scale of the event.
FUNDING SOURCE: c)
Funding for this item for the personnel and consumables would be
expensed to the respective departments, Cultural and Community
Services and Police Department,operating budgets.
