Twelve years later, the 0 transformation was made to Calvin, Giordano &Associates, Inc. (CGA). From the beginning, much of our ® reputation was built on repeat business with clients from the public and private sectors. We focus O on adding professionals and technology that address the needs of our South Florida customers instead of ® simply adding new branch office addresses. ® Founded in Hollywood, our main office is now in Fort Lauderdale, within Port Everglades. Today, our firm ® employs more than 200 professionals who provide a broad range of civil engineering, transportation/ traffic engineering, landscape architecture, planning, surveying, permitting, environmental specialty O services, data technology (including Geographic Information Systems), and construction services. We then prioritize and price the necessary ® improvements in order to assist the municipality in developing its infrastructure budget and also to assist in obtaining alternative funding sources for the improvements. These infrastructure improvements vary ® widely in scope and can range from simple sidewalk and ADA improvements, to large complicated roadway ® and drainage projects. CGA currently assists the municipalities of Weston, West Park, Surfside, Sunny Isles ® Beach and other communities with their capital improvement programs. In addition, CGA has been successful in obtaining several millions =• of dollars in grants to accomplish the District's goals and objectives. ` • =• ' , . • Furthermore, CGA has also developed storm water master plans for several municipalities including the Cities of Dania Beach, Lauderhill, West Park, Weston and z• :: the Town of Surfside. Within these cities, we have provided a number of storm water- • related activities such as storm water modeling, drainage calculations, pump station 1 • design and/or pump station rehabilitation, NPDES MS4 compliance, culvert design, ti ; • canal extensions and other related hydraulic structures. • Our experienced drainage engineers keep abreast of the latest EPA, FDEP and SFWMD regulations with • respect to drainage issues. They regularly summarize new regulations, their impact on clients and recommend actions to comply with the new regulation(s). • . ELECTRICAL ENGINEERING CGA's Electrical Department has broad capabilities for the infrastructure and the end use development for • municipal, commercial, and industrial projects. The types of services provided include: • • • Power Distribution • Communication System Distribution • Interior Lighting • Telephone • • Area Lighting • Cable TV • • Street Lighting • SCADA • • Sports Lighting • Energy Conservation • SURVEYING • The Surveying and Mapping Division of CGA utilizes the latest in cutting edge technology when preparing surveys including GPS equipment, automated data collection, Laser Scanners, Underground utility • detection technologies and a Vacuum/Slurry subsurface excavation system called the VaXcavator that • exposes existing underground utilities. Operated by one of the field survey crews, it allows us to obtain . sub-surface horizontal and vertical locations required for design, while realizing cost and timesavings for our clients. Additionally, our state-of-the-art Hypack software with Odom sounder allows us to offer • hydrographic surveying services. By integrating with our Trimble GPS units, the equipment creates a three- • dimensional model of the water body being surveyed and significant savings for our clients. • Recognizing the value to our clients, CGA was among the first firms in Florida to acquire the 3D Laser • ScanStation. Our Surveying and Mapping staff can now scan virtually anything in half the time of S conventional methods, with a level of detail not available before. The ScanStation can take a virtual, detailed snapshot of a site including ceilings, undersides of bridges, elevated pipe racks, tall facades, columns and • towers. Areas that were previously difficult to access. It collects millions of data points of all items in a 360° 5 horizontal and 270° vertical field of view, allowing a full field of view. This eliminates an additional visit to • capture data not covered in the original scope of work or the question as to where a shot was taken of an object. The ScanStation captures all the items at once in a permanent record that can be filed, including • hundreds of high quality photos, and graphics or animations, from 3D to virtual walk-through of sites. It is • ideal for litigations, client presentations or commission meetings. For added convenience, the survey data • can be exported to whatever format our clients need, whether CADD or other software. • • • RR)#12-04-02,Civil/Environmental Engineering Page 214 • • • O• I Calvin. All survey requests are assigned to a licensed surveyor and mapper who acts as the project manager. In addition, fieldwork is • researched and calculated in the office for the crews prior to going out into the field. The required data is ® collected electronically using total station instruments, and then downloaded at the end of the day into our computer system for analysis and processing. This data is then provided to our technicians to create the • final product, all under the watchful eye of the project manager. The final product is delivered to the client after undergoing our Quality Assurance/Quality Control process. • Safety • Safety is a primary concern at Calvin Giordano&Associates. Monthly Safety meetings are held for the field personnel with a different topic discussed each month. Our field vehicles are • equipped with strobe lights, proper signage, safety vests and cones. • One-Stop Shopping • The Surveying and Mapping Division offers the services, staff and technology to ensure that every survey • project is executed successfully, and to our clients' satisfaction. This tidally ® influenced basin is bounded by Atlantic Shores Boulevard, Federal Highway (US-1), Drainage Study Hallandale Beach Blvd (HBB), and NW 14th Avenue in the City of Hallandale Beach, Pump Station& Drainage ® Florida. Land uses within the study area are primarily single family residential and multi- Well Design and Permitting ® family residential. Principal in Charge ® There are a number of drainage facilities within the project area with limited conveyance Karl Kennedy,PE ® capacity and high head loss. Average lowest floor elevations average between 5.5' to 6.5' 0 NGVD, and roadway elevations are approximately 3.7' to 3.9' NGVD within the study Project Manager area. The conveyance system is subject to the effects of tidal fluctuation; and therefore at ® times there is virtually no head available to drain the basin. To convey the storm water Douglas Taylor, PE ® from the basin, there are six existing gravity drainage wells and a single gravity outfall to the Intracoastal Waterway. The lack of conveyance capacity within this system has led to Team Members ® 37 Severe Repetitive Loss (RL) properties and the complete inundation of the roadway Jenna Chamberlain,PE ® system for extended periods during storm events of lesser frequency than that required Francisco Reina, El 0 by SFWMD. Mohammed Sharifuzzaman,PE ® Using ICPR, CGA modeled a proposed system of four pump stations connected to four Construction Cost wells each (for a total of sixteen wells) while maintaining the existing gravity wells and • gravity outfall. These sixteen new wells will be pressurized with fifteen (15) feet of head $6,800,000(EM.) ® in order to produce the necessary discharge into the G3 aquifer. FDEP and the Broward Consultant Cost 0 County Environmental Resource Department have given approval to the concept, and the wells are currently in for permitting with FDEP. While not able to reduce the effects of a $420,000 ® storm surge coming from the east, the system will reduce the 100 year 72 hour storm ® event stage below the lowest floor elevations within the basin, including the SRL properties. The existing roadway crowns will be above the stage of a 10 year 24 hour ® event after the proposed system is constructed and operational. In addition, backflow ® prevention (flap gates) are designed for the existing gravity outfall system to prevent ® tidal flow into the new system. Along with the existing FEMA HMGP grant already committed to the project, CGA has obtained $4 million in additional funds for the ® construction improvements from FEMA for this phase and an additional $5 million for ® the next phase. The Master Plan included a ® complete engineering analysis based on the ICPR computer models of the storm water Principal in Charge ® management system. From a water quality perspective, CGA formulated the best Dennis Giordano ® approach to reduce or eliminate pollutant discharge loadings into Biscayne Bay from 0 the Town's system. In addition, the modeling targeted improvement in hydraulic Key Personnel performance of the Town's drainage system. Douglas Taylor, PE ® The Town's storm water management system is divided into 9 drainage basins. Basins Robert McSweeney, PE ® 1 thru 6 and Basin 8 were modeled with water quality improvements, as well as with Robert Jackson, PSM ® basin interconnects for hydraulic improvement. Greg Clements,PSM Luis Pimenlel,El ® The majority of the basin interconnects were modeled at the downstream end of the Francisco Reina, El system to more evenly distribute the flow and to optimize the true discharge at each ® individual outfall. Control structures were installed upstream of all the outfalls to Construction Cost ® facilitate well discharge prior to overflow into Biscayne Bay through the outfalls. $2,100,000 O CGA also recommended that the Town consider the implementation of non-structural ® Best Management Practices, such as regularly scheduled street cleaning; inspections of CGA Fees commercial properties to ensure proper maintenance and storage of hazardous materials; $399,500.00 0 and the functionality of wastewater and storm water systems. Sediment removal devices O and drainage wells require periodic inspections, and the drainage system requires proper ® maintenance for most efficient operation. E.• \-`..IEXCEPTIONAL SOLUTIONS Section 4 ® `J1 ® APPROACH / METHODOLOGY ® SUITABILITY OF METHODOLOGY AND APPROACH ® Calvin Giordano & Associates, Inc. (CGA) has an extremely experienced and diverse staff in the fields of ® environmental and civil engineering. Their methods of approaching studies and projects have proved extremely effective for clients throughout South Florida. ® CGA has assisted a large number of municipalities in South Florida with the implementation of projects to ® upgrade infrastructure elements such as roadways, sidewalks, pathways, storm sewer, sanitary and potable water systems. Through the use of various software programs, we can model any system regardless of the ® size. Exploring grant funding alternatives, conceptual design, neighborhood outreach, and grant application ® preparation generally constitute the initial involvement of CGA on specific projects of this nature. With ® direction from the City-assigned project manager, we would proceed with preliminary engineering, private utility coordination, agency coordination, final engineering, and permitting. Following this, we begin the actual project implementation phase. This would begin with the project bidding process, at which time we ® would provide any desired assistance to staff. In the final phases of the project, our inspectors would • support the City inspection staff during the construction phase to whatever extent City staff deemed necessary. CGA also keeps up to date with the various regulatory changes associated with agencies such as DERM, ® DEP, SFWMD, EPA, ACOS, MDWASD, FDOT, the USDOT, the Department of Fish and Wildlife, the Health ® Department as well as many others. We understand that due to the unique geographic location of the City of Sunny Isles Beach, adjacent to the • Intracoastal Waterway and the Atlantic Ocean, there are many more unique challenges to address than in a ® western landlocked South Florida City.We have the qualified personnel to address these matters. ® CGA has available 168 personnel in our Broward office in the City of Fort Lauderdale. This includes 19 ® Professional Engineers, 3 Registered Landscape Architects, 11 Professional Surveyors and Mappers. We are ® currently at approximately 70% of our workload capacity. This would allow us to immediately address even the largest City projects once under contract with the City. ® We believe that with our diverse capabilities, and based on our past performance with other municipalities, ® our services would be a great asset to the City Engineering Staff. Whether a project or task is large or small, or sensitive in nature, CGA will provide the proper staffing levels, quality leadership, and necessary ® expertise to assist the City in meeting its future goals. ® OVERALL ORGANIZATION TO COMPLETING PROJECT I® Upon being awarded the project by the City of Sunny Isles Beach, the CGA project manager will meet with ® the assigned City staff to determine specific requirements of the project, define the project budget, and will 0 then prepare an understanding of project scope, and a preliminary project timeline. The understanding of project scope and preliminary project timeline will be provided to the City for review and approval prior to ® the CGA internal project "Kick-off Meeting." This "Kick-off Meeting" will occur after the initial project award meeting between City Staff and the CGA project manager. ® At the "Kick-off Meeting," the team will be introduced to the scope, the budget and the timeline. The project Amanager will define the various elements of the projects and describe the quality control/quality assurance ® requirements at this meeting. The team project manager will periodically review the progress of the project to assure meeting the project timeline and budget as initially approved by the City. The project manager ® will then update City Staff of the project progress. ® RFQ#12-04-02,Civil/Environmental Engineering Page 411 0 O • ( Calvin. Giordano & Associates, Inc. • 11:37:HA [. E M C E P 1 I O N A l SOLUTIONS O ® CGA will proceed to gather all available as-built information for the project area as well as any existing permit information. In conjunction with this task we will perform a design survey of the project area (as Onecessary) gathering topographic information, rims and inverts on structures and pipe sizes and materials, O as well as locating all above ground improvements. We also have available our in-house VaXcavator system, which can perform underground locates in areas of concern for potential conflicts or where a large number Oof utilities are crossing. Our Engineering Department can assemble all of this information in CAD drawings O as a base for the construction documents. OAt this point CGA can meet with the appropriate governing agencies to discuss concepts. We believe that O meeting early with these agencies will save a great deal of time and effort in the latter stages of the project. ® Upon reaching a conceptual agreement with the agencies, CGA will meet with its sub-consultants and ® internal team members to further clarify the scope and schedule. OCGA will incorporate data gained through agency comment into 30% design plans and calculations. These O plans and calculations will be provided for City review. City comments will then be incorporated into the Oplans, which will be further developed into 60% documents. CGA will process these plans and calculations ® through an internal review process as well as through City review. The typical CGA internal reviews take place at 30%, 60%,90%, and 100%complete documents. O ® After incorporation of the City's 30% comments, CGA will proceed to completion of 60% construction documents. As with the 30% documents, the 60% construction documents would then be provided to the O City staff for review and comment. O We will proceed to 90% construction documents upon incorporation of the City's 60% comments. CGA will prepare the construction permit applications and supporting documentation at the 90% construction O document stage to assist Fort Lauderdale with obtaining the construction permits for the improvements Ofrom the appropriate agencies. ® During this period, CGA will prepare and submit responses to "Requests for Additional Information" (RAI) O relative to the permitting package submitted. Any comments or additional requirements will be O incorporated into the design prior to preparing the 100%design documents. O In addition, CGA will review the project from a "constructability" of design perspective to meet the City's Ogoals and objectives and to maintain a firm grasp on the costs associated with each project. ® The "constructability" of a design is an important facet to consider during each phase of a design's O development, however, when a preliminary design is nearing substantial completion (90% plans), it undergoes an in-house constructability review by our CEI and Construction Management Departments. OThis review specifically ensures that the plans make sense from a construction perspective, and is intended ® to minimize potential problems in the field during construction. O We will meet with City Staff to receive their comments on the 90% design submittal. Following the meeting Oour team will incorporate the City's comments and in addition identify any changes required due to agency O comment and comments from the CGA constructability review, and make appropriate revisions to the 90% ® design documents. We will then proceed to complete preparation of the contract documents, technical specifications and bidding documents for the solicitation of competitive bids for the construction of the Oproject. The CGA attendees ® present at the meetings will be dependent on the phase of the project and the issues to be addressed. These ® meetings will be focused on adherence to the project timeline, quality control, budget, and also on the ® resolution of any outstanding issues. ® Close attention to the budgetary constraints of available funding will be a primary focus of the CGA team. In • addition, value-engineering analysis will play a critical role ensuring the most efficient design possible. No work will be added to the project without review and agreement by both the City staff and the CGA project ® manager; such review will include cost and time impacts to identify alternative solutions, which can ® maintain the project's budget. An initial review of the long-range estimate will be conducted as one of the ® first work items under this contract. Verifying the estimated work against the agreed upon project scope will establish the baseline cost for construction. Just as in the design controls stated above, no additions to ® the scope will be made without a review by the City Staff and the CGA project manager. ® This constitutes our approach and methodology to the design and permitting of the project as described in ® the RFQ. We have effectively implemented this approach on other very similar projects. • ABILITY TO MEET DESIRED TIMELINES AND DEADLINES ® The Calvin Giordano & Associates, Inc. (CGA) Team constantly strives to deliver a high quality product to our ® client at or before the scheduled deadline. CGA will enlist all needed team members to ensure deliverables are ® provided to the City in an expedited fashion. CGA accomplishes this task by keeping all channels of communication open amongst team members and coordinating in-house project meetings to make sure project milestones are being met as planned. Communication amongst our large group of experts will allow CGA to 1110 expedite project schedules. ® The CGA Team can assist the City with ensuring the City of Sunny Isles Beach residents and businesses are given a ® high quality product in the most cost effective manner. Throughout construction, it's crucial to maintain open ® communication between the contractor and design team to minimize the number of submitted change orders. ® This process allows all parties involved to remain on schedule and meet the budget goals. This project's prime • focus is obtaining a permanent, cost effective and regulatory compliant solution to a specific issue and will ® require clearly defined project objectives and a detailed and concise scope definition from project inception. ® The following are examples of projects where CGA has delivered ahead of schedule, and /or under budget: ® 1. Calvin, Giordano & Associates, Inc (CGA) has been involved in the recent completion of the re- ® construction of the Master Storm Water Pump Stations for the Bonaventure Development District (BDD) ® in Weston, Florida. This project completed construction in June of 2010, two months ahead of the projected schedule. CGA secured grant funding for the entire $4.9 million project, through the matching ® of state and federal funds. The original scope of the project was less than the total grant amount; ® thereby allowing the District to add improvements to the system, within the overall grant scope, without spending any District funds. ® 2. Calvin, Giordano & Associates, Inc. recently completed construction on a 2-mile roadway widening improvement project for Manatee Isles Drive in the City of Weston. The initial contract price was ® $1,548,985 and the final contract amount was $1,573,920 with the difference attributable to a City ® request for an additional project element outside of the original scope of services. • • ® RFQ#12-04-02,Civil/Environmental Engineering Page 413 e n )40 Calvin. This project has been under ® construction since May 2010 and is approximately 70 percent complete and there have been no change • orders. ® 4. CGA very recently completed construction of the Pembroke Pines WTP improvements. This project was • delivered as a Design / Build project, and completed under the contract amount even with the City ® adding additional scope to the project. The project cost was $15,403,880. ® 5. Calvin, Giordano & Associates, Inc. has designed an ion exchange color removal system to supplement • the existing lime softening water treatment system at a local WTP. Our design minimized the amount of new equipment required and allowed continued use of the existing water treatment plant thereby e reducing design and capital costs for the City. ® CGA'S STRENGTH IN DRAINAGE SYSTEM DESIGN ® Calvin Giordano & Associates, Inc. (CGA) has designed a vast number of drainage systems with a large ® number of those being coastal using both gravity drainage wells and pressurized drainage wells. While we 0 make use of the existing wells to the intracoastal and other bodies, the newer systems are designed to discharge into the G3 aquifer under permitting through FDEP and DERM. These wells are designed with the ® use of a Reasonable Assurance Report from a Hydro-geologist to determine the semi-confining layer between ® the G2 and G3 aquifers to avoid the contamination of drinking water aquifers. In addition our designs account ® for the placement of backlow prevention devices on the drainage systems such as flap gates or Tideflex valves so as not to allow tidal fluctuations to back up into the system and inundate low lying areas of the City. We 9 generally design the secondary piping system for the 3 year one hour storm event, the roadways for the 10 • year,24 hour event, and the habitable dwellings for the 100 year, 72 hour storm event. ® We have recently designed systems for Bay Harbor Islands, Surfside, Hallandale Beach, Dania Beach, ® Oakland Park, Cooper City, Pembroke Pines,Weston, and many other municipalities. • CGA'S STRENGTH IN FORCE MAIN ANALYSIS ® We have performed a significant number of force main analysis projects over the recent years. This • involves the municipalities of Cooper City, Pembroke Pines, Weston, Opa-Locka, and Davie. This generally involves the use of a program called WaterCad. With a combination of performing draw down tests in lift ® stations, through the use of SCADA data, and the selective placement of pressure gauges (data loggers) at ® strategic points throughout the force plain (wastewater transmission) system we are able to obtain sufficient data to model and calibrate the transmission system. While gathering this information, we are also obtaining as-built information on the force mains, lift station, lift station manuals, and actual field survey information to build an accurate model of the existing network. Once the existing model has been developed and calibrated, we begin to enter modifications that will increase the efficiency and life of the ® system. From this point we can develop a prioritized capital plan. • CGA'S STRENGTH IN STORM WATER Calvin Giordano &Associates, Inc. (CGA) has been the Drainage/Storm Water Management Engineer for the • South Broward Drainage District (SBDD) since 1990. The firm was originally contracted to develop the ® first and only district-wide basin hydrologic and hydraulic analysis and storm water comprehensive plan. CGA is also the District Engineer for Indian Trace Development District and Bonaventure Development District and has completed basin wide hydrologic and hydraulic modeling, including the master drainage ® system modeling, analysis and pumping station upgrades, large scale mitigation/wetlands plans and the ® updates of the comprehensive plan.
