The impervious area of a sample ® set of residential parcels was digitized using aerial interpretation in GI5. An Equivalent Residential ® Unit (ERU) analysis was completed by calculating the average impervious area per residential parcel. ® The impervious area for each non-residential lot was digitized and the number of ERUS was assigned. The total fee was established by analyzing the anticipated yearly public works program by the City. A ® weighted Stormwater Utility Fee was determined for each parcel based on ERUS.The list of parcels with ® fees was submitted to the tax authority. We then prepared the Stormwater Utility Ordinance for the ® City,including the fees for different types of land uses and assisted the City by explaining the processes and outcome to the City Commission at meetings. Chen Moore and Associates continues to do yearly ® re-assessments of the tax roll to account for changes in property ownership, new developments and appeals by residents. ® Permitting efforts for the DEP M54 Permit required obtaining the locations of drainage structures.The team collected GPS coordinates of structures in the FDOT Right of Way from FDOT. These coordinates • were collected by a contractor during the annual system cleaning program.
