We know that DMC will be of great value in terms of both environmental/ engineering and resources for any of your coastal or canal waterways projects from feasibility assessments to design, permitting, bidding, construction related services, grants assistance and final project closeout. ® More specifically, DMC offers an unlisted yet very crucial engineering service discipline of Dredging and Waterfront Structures Services that we know will provide a broader capability to the City's current and future needs. Our experience in working with many municipalities clearly shows that they lack the specialization we offer even within their pool of Consulting Engineers. With our specialized services, you will recognize that this offers the City broader public service capabilities to design and implement these types of water-related projects within its freshwater, brackish and coastal systems. We offer the City any dredging, seawall, rock revetments, docks, piers, boat ramps, marinas, shoreline stabilization, shoreline protection, waterway debris-removal and emergency management projects or the annual evaluation of these facility structures and shorelines for future planning, improvement, and budgeting in addition to the above sought services. With annual threats from hurricane and storm impacts we have encountered in Florida, all communities have had to evaluate shoreline damage and re-stabilization or protect the shoreline and be prepared for emergency management. Working with the Federal Emergency Management Agency and Natural Resource Conservation Service is a common occurrence along with other agencies such as the Florida Department of Environmental Protection and the U.S. Army Corps of Engineers. DMC is confident that, as one of your selected engineering firms, we would be a great asset when dealing with these agencies for cost estimation, grants funding or permitting. We can assist especially with feasibility studies, cost estimation, design, permitting and public/ City commission consensus building, working with funding agencies such as Florida Inland Navigation District to prepare grants, preparation of technical specifications, bid package preparation, project implementation, inspection and project close-out. All field work is reviewed by our senior engineers prior to execution to ensure all state and federal standard operating procedures (SOP's) are adhered to prior, during and after field work. The final product of design is reviewed by Mr. Patel before it is sent to the client. Each step of the project has QA/QC incorporated along with "risk assessment", if any. As we design the project, we will meet with Town staff to address issues and concerns to produce a well- designed, viable, and safe final product. Likewise, our environmental staff is well trained to follow state and federal standard operating procedures (SOP's) for the collection, transport, storage and analysis of water and sediment samples for any type of project. He is President of Dredging & Marine Consultants, LLC and has twice served as the President of the Florida Lake Management Society and serves on other technical and civic organizations. He has managed or assisted with numerous controversial public dredging and marina projects from initial feasibility studies, involving the public, to project implementation and Inspection to post-construction assessment. Shailesh continues to add to his extensive knowledge of designing cost-effective and environmentally- sound lake, estuary, and canal/channel dredging and shoreline stabilization and land development projects, including sediment treatment, management, disposal operations, beneficial reuse of dredged sediments, source control and impacts of tidal, storm or hurricane surges on protection structure. He is well spoken and understands the value of effective listening and communication to our clients and public concerns and needs and has presented to City and County councils for many projects. He has the ability to visualize the long term needs of clients and understand the economic, social, and political climates and has worked on many highly visible and controversial projects so that they can be implemented. Characterized, determined, and evaluated the feasibility of removing 127,000 cubic yards of sediments to provide water quality and some navigation improvements. In addition, the project included identifying additional funding sources, identifying potential disposal sites, best option and cost .for removal of sediments. Currently assisting City to coordinate engineering efforts with USACOE (Jacksonville District) to implement project. Daytona Beach Pier Assessment, City of Daytona Beach, FL — Project Manager. Evaluated the underside of the historic Daytona Pier. The objective of our task was to determine the structural strength of the existing pier pilings and hardware and the level of deterioration and corrosion to recommend additional support. The structure was evaluate to withstand Hurricane Category 2 wind and wave forces. The project has been armored and the new above deck facility (restaurant) in almost complete. PROJECT EXPERIENCE (CONT'D) Sun Splash Park Seawall Extension & Stormwater Design, City of Daytona Beach, FL — Project Manager/ Point-of-Contact Coordinated with County staff to construct a public friendly addition to an existing seawall and stormwater maintenance system. Reviewed project drawings for compliance with all environmental codes. Successfully completed permitting through DEP's Coastal Construction Control Line Division. Home Depot Stormwater Improvements, Palatka, FL — Project Manager. Responsible for design of 100 feet of spreader swale and 10 feet high concrete retaining wall for stormwater pond improvements. Project included coordination with St. Johns River Water Management District for permit modification to resolve an outstanding notice of non-compliance by the District. The project is now under compliance. Palatka Riverfront Park Improvements, Palatka, FL — Project Manager - Assisted prime consultant with all the water related structures; ramp, boat docking, marina, mitigation planning, geotechnical testing, permitting with FDEP and USACOE. DMC assisted the client with securing funds to leverage the development of the overall project. We assisted the client with estimating costs for various components of the project as part of the long term strategy to develop the project. Turkey Creek Middle-Reach Sump Project, City of Palm Bay, Brevard County, FL — Project Manager. Provided design to evaluate the potential of creating a sump within the residential canal to "trap" sediments originating from upstream locations of the creek and watershed. The intent of the design was to provide data for regulatory agency review and consideration to permit and implement the design. The project involved citizen, City, funding agency and regulatory agency coordination and meetings to identify public concerns and meet goals. Design was approved by City and regulatory agency and is currently in permitting phase. Turkey Creek Restoration Dredging Project, City of Palm Bay, FL — Project Manager. Characterized, determined, and evaluated the feasibility of removing 380,000 cubic yards of muck sediments to provide navigation and water quality improvements. Included permitting, public education, pipeline route evaluation and coordination with funding agencies, engineering, construction, technical specification and bid preparation, assist client with contractor selection and environmental monitoring and reporting. Additional work included application of innovative technologies such as hydrocyclone and belt-press dewatering to manage dredge sediment. Panama City Dredging and Seawall Projects, City of Panama City, FL — Project Manager. Overall project manager and coordinator. Identify engineering needs for City's dredging, seawall and shoreline protection at four sites. Provide 300 acre upland disposal design and drainage options. Lake Lotus Sediment Removal Feasibility Study, Florida Department of Transportation District 5, Seminole County, FL — Project Manager. Provide engineering services for a preliminary characterization, beneficial uses, and removal feasibility of sediments. This project included determining potential sources of fine grained and organic sediments, estimating its volume, providing best option and cost for removal, interaction with land owners, and permit consideration. Reed Canal Access Channel, Halifax River (ICW), City of South Daytona, FL — Project Manager- Overall project manager responsible for coordination with sub-consultants and delegation of responsibilities. Presentation and discussion on behalf of client at several staff meetings with SJRWMD. Reviewed grant applications, cost estimates, permit documents and dredging methodology and all benthic and mitigation options for impacts. The overall intent of this project is to vitalize the waterfront of the City to generate a larger tax-base by creating a viable waterfront for private development. Characterized, determined, and evaluated the feasibility of removing approximately 175,000 cubic yards sediments to provide navigation and water quality improvements. Includes permitting, public education and consensus building, identifying and securing over $1,500,000 funding, selection of pipeline route and disposal site, engineering, construction, and environmental monitoring and reporting. 2,800 linear feet of shoreline stabilization, environmental and threatened and Endangered Species assessments, cross-sections and sediment disposal based on permitting requirements. Ed Stone Park Seawall Replacement, Volusia County, FL — Project Manager - Overall project strategy on replacing 122 ft. of cement-bag wall with an aluminum sheetwall to match the type of existing seawall along the rest of the shoreline. Coordinated all permitting issues with regulatory staff as well as, stormwater redesign with County Environmental staff. Provided City with cost estimation for design cost. This is a highly utilized park on the ST. Johns River and has been improved for greater utility by the public and fishermen. Smith's Creek Maintenance Dredging Project, City of Flagler Beach, FL — Project Manager. Project required complete engineering, permitting, and assisting City with securing funds to implement project. Provide navigation access by dredging 10,000 cubic yards from the Intracoastal waterway access channel to residential canals. Involved overseeing engineering design, technical specification and bid preparation, contractor selection, seawall and bank protection, prioritizing dredging based on funding, assisted in securing $165,000 in funding from the Florida Inland Navigation District, securing permit, and addressing resident concerns. Marsh Park Maintenance Dredging Project at Lake Yale, Lake County Water Authority, Lake County, FL — Project Manager. Provide navigation access from Park boat ramp to Lake Yale. Project designed to remove approximately 2,000 cubic yards of fined-grained, dominantly sandy sediments. Involved in site evaluation, sediment sampling, and securing permit. Coordinated with various agencies to ensure each entity's goals were met. Crane Creek Post-Dredge Assessment Project, St. Johns River Water Management District, FL — Project Manager. Evaluate the effectiveness of muck removal from crane creek. Identify and model the trapping efficiency and determine new material from watershed versus redistributed creek sediment within the dredged areas. This is a three-year ongoing study. Investigation and Demonstration of Beneficial Uses of Muck Sediment from the Indian River Lagoon, St. Johns River Water Management District, FL — Project Manager. Project involved the use and analysis of dredged sediments to demonstrate uses and potential uses of dredged sediments from the Indian River Lagoon Estuary. Most critical is meeting the preset schedule of grant reporting and completion deadlines. As you will notice throughout this submittal, we have extensive permitting experience. We offer realistic permitting time frames for all work. We typically start the technical and bid drawings once we have submitted the permitting and during the Request for Additional Information process. This enables us to save time and keep the project on schedule, as needed. Once the permits are secured and we have completed the 30% and 60% design, we finalize by presenting the City a 90% plan review. A key to all successful design is reviewing the plans for constructability. We ensure that there are not constraints on the project that may prevent construction equipment from working in the areas of interest. We look for above and below-ground utilities, trees, structures and anything else that may affect construction. Our experience in construction management will be of great value to the City on any project. Once the permitting and design are approved, we move into the bidding phase. Project Bidding and Construction Management: DMC can either assist with or completely prepare the City's bid packages, to include the technical specifications, plans, permit requirements and all City contractual obligations for the contractor. DMC will assist with any advertising, scheduling of due dates and pre-bid meetings as well as bid reviews and recommendations. DMC will assist in answering any contractor questions at the pre-bid meeting and provide addendums, as needed. Once the contractor has been selected, we ensure that all schedules, safety plans and permit compliance is received and is understood by the contractor. We require a list of all staff and key personnel, including emergency contacts. Project Close-out: Projects are generally not complete until a final field inspection is conducted with the contractor to ensure all project work has been done as required. All issues are addressed and damage is repaired. Most importantly, an as-built certification is provided and verified to ensure the work was done to scope and satisfaction of the client. Once all of this is completed and payments, liens and bonding released, it is important to ensure that the funding agency criteria is met for final project close-out.
