Both fields have a definite impact on our quality of life. In the late 1990s. The Corradino Group ® realized that municipalities. particularly the newer and smaller ones, were at a competitive disadvantage with ® the development community. Municipal staffs were not structured to have the number of technical specialties in house to adequately review development and assure that the municipalities were not shouldering an unfair ® burden in the mitigation of impacts. Corradino fills that role as the city's advocate in dealing with traffic and ® transportation. providing the city with access to top technical talent that is capable and experienced in ® extraordinary projects. ® The Corradino Group proudly submits this proposal to provide Traffic Engineering and Transportation ® Consulting to the City of Sunny Isles Beach. I am confident you will find that the accomplishments of the fine, our project manager. and our staff are well suited to serve the City. On this project. Corradino has ® teamed with Richard Garcia& Associates to provide these services. ® The Corradino Group was incorporated in 1970, and has focused on providing municipal services to Miami- ® Dade County municipalities since the early 1970s. With nearly 150 professionals. Corradino has the ability to ® perform any transportation function the City may need. Utilizing a team of engineers and planners who have O worked on creative. groundbreaking transportation projects across the country. the firm is well equipped to satisfy the needs of Sunny Isles Beach. ® I. Joseph Ni. Corradino. AICP will act as the principal in charge of this effort. I have an understanding of ® local, regional. state and national processes as they directly relate to municipalities and a profound ability to serve as the City's advocate on transportation issues. I have worked in a similar capacity for many cities. ® notably, Miami. Miami Beach. Homestead. Hialeah. Hallandale. and many others. and have developed • methods of measuring and tracking transportation capacity. I have also developed extensive multimodal master plans and performed presentations to government boards and city councils. Currently. I am serving as an ® elected official in the Village of Pinecrest. as well as on the Miami-Dade MPO's Transportation Planning ® Council (TPC). and was a former member of the MMPO's Citizens' Transportation Advisory Committee. (CTAC). Mike Ciscar, PE will serve as the project manager. Mr. Ciscar is an extensively experienced -;.....„,‘ ® transportation engineer, and former FDOT lead environmental engineer. He has worked to develop PD&E ® studies on complex and controversial projects that get implemented. ® The staff assigned to this project is experienced. talented and thoughtful in their approach to projects, as they ® have performed similar services for a multitude of cities in the region. Mr. Favio Laverde. Corradino's lead e design engineer. has worked with roadway design, streetscape design.cost estimates and traffic calming design and construction management for many cities. The firm's track record and commitment to producing the ® highest 'main.): proje on time and within budget is excellent and unwavering. The firm is • adept at all facets of traffic engineering and transportation consulting. Not only ® are team members skilled at engineering, -analysis, design, bidding, cost ® estimating and construction management, ,they also understand long-range ® planning, project development, transit planning, transit-oriented development ® as well as bicycle and pedestrian planning. 40 For more than 40 years, Corradino has worked with` cities.,as a consultant, • understanding the need'for the delivery of high quality work, on time and within ® budget. Team .members have worked as staff/for 'bed government so they • understand the needs and pressures from the perspective of staff. Joseph M. ® Corradino currently serves as the Development Services Director for the City of • Homestead. Additionally, Mr. Corradino is serving his second term as an-elected ® official in the Village of Pinecrest, so he understands the role policy makers play • in the municipal system. He understands what elected officials are looking for ® from their engineers and planners as they seek to make decisions for the ® community. Below is an item-by-item description of why Corradino is best ® qualified. ® Consulting Services • ® With more than 40 years of experience, Corradino is skilled at providing • consulting services including reports, traffic studies coordination with community • • ® rnoo A rawm 2-1 fflL II 111 A ® City of Sunny Isles Beach - RFQ No. 12-04-02-Traffic Engineering &Transportation Consulting organizations, construction plans, and specifications, as well as cost estimating • and project management. • • These items are typically a result of the consulting process, and have a • pronounced impact on the outcome of each individual project. Understanding • the problem that the city is attempting to evaluate is the first step in the performance of any traffic study. Once an understanding is achieved, a • specific scope of services can be developed which selects the proper analytic A tools needed to achieve a thorough and objective examination. Quality data is critical to each analysis, as it determines how reliable and accurate any traffic •• study will be. When reviewing traffic impact analysis; itis important to check all the parameters of the analysis input to make sure analyses are not skewed. ® While traffic engineering studies are extremely technical in nature, their reports • must be written in away that conveys the technical concepts to the audience A that will be reviewing them in an easily understood manner. Corradino's reports ® typically have a highly visual executive summary that is developed primarily for • the easy conveyance. of principals to the citizens and elected officials. The ® body of the report becomes more technical in nature, fleshing out the specific • aspects of the study, and the appendices hold, the data, inputs, outputs, and ® analysis so that ,the conclusions and results ,are checkable and confirmable. ® Because most municipalities are not technical transportation agencies filled with engineers and planners who solely perform and review hard technical data, • Corradino strives to communicate its work to multiple audiences: Coordination • with community organizations is critical in conveying the analysis of • transportation issues. . The natural fear of the unkhown often results in the O immediate rejection of traffic and transportation projects for various reasons like ® the potential diminishment of property values, perceived introduction of crime, ® and perceived safety issues. As Corradino coordinates with community groups, • they are able to objectively address these concerns, show how they are ® impacted, and communicate the facts clearly and concisely. This builds ® credibility for the city and the process so that, as time progresses, each ® subsequent project becomes less controversial. ® Traffic analyses that find problems usually result in the design and construction of • some physical improvement. Corradino has a host of designers who are skilled • at estimating the costs for potential projects, providing designs of roadways, 9 streetscapes, sidewalks and traffic-calming devices. They work to have these • approved by FDOT or Miami-Dade County and then can bid each effort for the ® city to contractors. Subsequently, they can manage the construction of these ® projects as the city's representative. The Construction Engineering and Inspection • (CEI) division of the firm has also worked mega projects, such as the • reconstruction of 1-95 in Palm Beach County, which was recently completed. • ® The Corradino team's approach to transportation engineering is fundamentally • based on a keen awareness of the complex technical issues unique to each • project, the establishment of the management processes necessary to address the issues, and the right staff to accomplish the project goals successfully. An ® experienced and knowledgeable CEI team is essential in order to maintain the • project schedule, realize potential cost reductions; minimize construction impacts, and gain public support. The construction management approach will • maintain excellent construction documentation, and provide contract • administration services including scheduleanalysis, estimating, construction • submittals review coordination, change order administration, and any related • project controls. ;The firm -has a detailed understand of FDOT's Local Agency • Program (LAP). - • - • Once a project is identified and assigned to Corradino, the team will develop ® an all-inclusive, project-specific Project Management Plan (PMP). The PMP is ® developed as a.project "guide book" for the contract administration functions, • and is therefore critical to the success of the project. The PMP identifies key staff and their roles and responsibilities, documents contract deliverables and their ® scheduled completion dates, and delineates the process fot Quality Control • and Quality Assurance: clt also describes management, cost control, cash flow, • schedule tracking and. invoice procedures, dr>•ocumentation, filing, project • communication ands-reporting procedures. Transportation concepts are usually developed and then tested through initial studies. Cities can do these(themselves but frequently, for ® projects that may-impact more than one jurisdiction, and may involve federal ® funds to implement, the Metropolitan Planning OrganizationAMPO) undertakes ® these efforts through their Unified Planning.Work Program (UPWP). The Corradino ® Group has worked for years with MPOs -across the nation as their General ® Planning and Engineering Consultants, performing the initial analyses that come ® from the UPWP. The Miami-Dade MPO also has a Municipal Grant Program by ® which it provides funding through a competitive grant process directly to ® municipalities so that they can undertake these studies themselves. Over the ® years, Corradino has won multiple grants for its clients and undertaken very ® important local efforts, including traffic-calming programs, transportation master plans, bicycle and pedestrian plans, and transit system development, etc. ® Once the concept-level transportation study is completed, they can be placed ® on the Long Range Transportation Plan and begin to move through the •S nfan A nIKIrs 2-4 vvnr»LAIii • • • City of Sunny Isles Beach • RFQ No. 12-04-02-Traffic Engineering & Transportation Consulting ® planning system toward implementation. Currently, Corradino is working for the ® Broward MPO as their general planning/engineering consultant. 0 ® LONG RANGE TRANSPORTATION PLANNING ® Corradino is the developer of the South East Florida Regional Planning Model, ® (SERPM). This is the transportation planning model that all South Florida MPOs ® use when they conduct their long range transportation plans (LRTP). Corradino ® has conducted similar LRTPs across the nation. These programs project a 25- ® year time horizon. ® As projects move from the latter years of an LRTP toward implementation, they ® are subject to more formal analysis. For complex projects, they must undergo ® scrutiny in light of environmental concerns and public review to select a locally- ® preferred alternative. These occur in Project Development 'and Environment studies (PD&E) as well as Alternatives Analyses (AA). Corradino has successfully ® performed multiple PD&E and AA studies over the past decodes. Some of these ® have led to ground-breaking projects: The US-1 PD&E study selected a preferred ® alternative and alignment for one of the nation's first Bus Rapid Transit systems. ® As part of this paradigm-shifting project, roadway capacity *as converted to ® transit capacity. .Land use was deeply considered, resulting in evaluating ® pockets of density along US-1 in South Dade, which would ultimately be built as ® Transit Oriented Developments, feeding the transit capacity, and assisting in the ® maintenance of the Urban Development Boundary., _More recently, the 1-95 ® Express project explored-the concept of managed lanes on 1=95, allowing for a variable toll in coordination with 'bus rapid transit, which effectively created a ® transit link between Downtown Fort Lauderdale and•Downtown,Miami. This was ® also one of the first projects of its kind. • ® DESIGN / ® As locally-preferred alternatives are selected, they move into more formal ® designs and then construction. This is when they move to the first 5 years of the ® LRTP, which is known as the Transportation Improvement Program (TIP). ® Corradino has designed all manner of roadway, streetscape, and traffic- calming projects. For the City of Hialeah, Corradino played an integral role in ® the infrastructure-redevelopment process undertaken over the last decade. ® Corradino performed dozens of roadway designs, taking them through the permitting and construction management processes. For Palmetto Bay and ® Miami, the firm designed high-quality traffic calming, had them permitted 0 m on A fllkly 2-5 0 • City of Sunny Isles Beach • RFQ No. 12-04-02-Traffic Engineering & Transportation Consulting through Miami-Dade County Public Works, and then saw them through to ® construction. I, ® CONSTRUCTION MANAGEMENT ® Once design of a locally-preferred alternative is completed, Corradino has the ® ability and experience in estimating construction costs and time lines, bidding ® projects, selecting consultants and managing the actual construction, to assure ® the city that each project is constructed according to the plans. Corradino's ® approach to construction management will not be a passive exercise limited to ® merely observing and documenting daily construction activities. The ® construction inspectors will perform their inspections based on a pro-active, structured, inspection program, which will include inspection guide books, pre- activity meetings, daily inspections, and final acceptance. 0 The inspection team will prepare a punch list of incomplete or defective work ® prior to completion Of each work item as well as prior to Final Acceptance of ® the project. When all incomplete or defective work has been remedied, the ® City will be advised of acceptability of the project completeness and ® recommend issuance of a Certificate of Substantial Completion. The team will verify and report/the completion of all punch list items. ® The Corradino.,team-is highly proficient in the procedures and training required ® to perform accurate .material testing services including: sarhpling, testing and ® results compilation and.documentation. We are also experienced in the ® implementation of both' CQC and non-COC projects. The majority of our personnel are certified by FDOT to perform on-site Asphalt; Earthwork and ® Concrete sampling and testing. ® _ - ® MUNICIPAL ENGINEERING ® Many municipalities are tasked with the review of traffic impact analysis of ® development applications. Corradino has been assisting many cities with this for ® years. The firm purposely has no significant private-sector work so that it may ® function as an unbiased advocate for the municipalities. There are no conflicts of interest. Additionally, having reviewed these impact analyses for so long, ® from each of the engineering firms that perform them for the development ® community, Corradino understands how these analyses may be manipulated by applicants to show minimal impacts to the community. This understanding is a valuable tool in assuring that each developer pays their fair share to mitigate ® rnno A riiwjrs 2-6 V V 1% l A V 1 I 11 V ® City of Sunny Isles Beach • RFQ No. 12-04-02-Traffic Engineering &Transportation Consulting ® their impacts, maintaining the city's quality of life and preserving its capital ® budget for its projects. 0 ® Corradino is a growth-management specialist, having creating the first ® Transportation Concurrency Management Areas (TCMA's) in the state for Miami Beach, Hialeah, and Sarasota. These became a necessity when the utilization ® of traditional link-by-link concurrency began to shut down the ability to develop. ® The TCMA approach enabled cities to continually grow while tracking capacity on an area-wide, and multi-modal, basis. Additionally, the firm developed ® Automated Concurrency Management -Systems, which tracked development ® and capacity so that infrastructure improvements could be adequately programmed. ® Often cities need to:undertake traffic studies on their own.- Corradino performs ® traffic impact analyses and operational analyses for intersections, roadways or ® systems of neighborhoods as a whole. The firm understands very well the traffic ® calming thresholds, and-how,-when, and why, traffic calming should be applied. ® They can communicate these concepts to the neighbors. Because Miami-Dade County has operational jurisdiction of local streets in the county through ® authority granted by ',its Home Rule Charter, it is necessary to have every ® roadway design approved through Miami-Dade County Public Works. Corradino has been doing so for years, and therefore understands the system, ® the rules, and the staff. ® / TRANSIT r ® The firm is also adept with transit development and eyaluation at every level. ® Corradino was the planner on the original Miami Metrorail -System. Later, the ® firm planned and designed the US Bus lanes. Corradino has worked on ® systems analysis for Miami-Dade Transit, Broward County Transit, and a host of ® transit systems across the nation, most recently completing an analysis of the ® Rockford, Ill system. Corradino is dmexpert in Miami-Dade County municipal- transit systems. The firm planned, implemented, and evaluated the Miami ® Beach Electrowave, the county's first municipal system, which ran several electric buses in a South Beach loop. With the advent of the Peoples ® Transportation Plan, the firm planned and implemented the circulators and systems in Hialeah, Hialeah Gardens, Doral, Palmetto Bay, and Cutler Bay. ® Today the firm assists in the management of the Doral Trolley. ® ^..v II%ALi11 iv 2-7 i ® City of Sunny Isles Beach RFQ No. 12-04-02-Traffic Engineering &Transportation Consulting Attend Meetings/Presentations Presentation of transportation engineering studies and projects is an extremely ® important part of any effort. This must be done in a manner that conveys the reason for the study, the results, and the costs to the citizens, staff and elected ® officials in an easily understood manner. Doing so eases implementation. If not ® done correctly, extended debates and confusion can arise, delaying projects. ® Corradino serves, and has served as, transportation planning and engineering consultants for many cities, including: Homestead, Cutler Bay, Palmetto Bay, ® South Miami, Coral Gables, Miami, Miami Beach, North Miami, North Miami ® Beach, Hallandale, West Park, Fort Lauderdale, Miramar, Sunrise, Miami ® Gardens, Doral, Miami Springs, Averitura, Virginia Gardens, El Portal, Islamorada, Key West, Sarasota and others. They work directly with staff on various issues, ® and are well practiced at writing reports, memos to council, as well as delivering presentations to Development Review Committees, Planning and Zoning Boards, and City Councils. The ability to present well means to clearly, and concisely, ® convey technical information so that the audience truly understands the issue ® and can form an educated opinion. Few planners, engineers or architects have mastered this ability. Corradino has formed an excellent reputation for its ability to do so. This results in less frustration on behalf of elected officials, and more effectiveness on'behalf of management. ,' S Plans •® As a designer for FDOT,,Corradino can deliver its plans in the latest version of the city's program of choice! The firm typically does so in Micro Station or AutoCAD. . ® GENERAL TRANSPORTATION PLANNING AND ENGINEERING Corradino is experienced in any type of general transportation planning and ® engineering category. Corradino has' -performed multiple examples of ® transportation feasibility studies, the goal of each being to explore an issue in detail to provide decision makers with enough information to make the best decision on ® how to proceed. In doing so it is always important to understand cost, benefits, ® impacted populations, etc. For Miami Beach the firm performed the Intermodal ® Feasibility project. This was an analysis designed to select the best location to ® develop an intermodal transit facility. The project started with the evaluation of ® eleven sites, detailing land use, zoning, property cost, cost to plan, design, ® construct and maintain a facility, neighborhood impacts and public involvement. The project resulted in the thoughtful consideration and selection of a location for ® such a facility. For Miami-Dade County, the firm conducted a feasibility study to ® r•nCIO A MIA!" 2-8 V V f1 flA✓ , 1\ v ® City of Sunny Isles Beach • RFQ No. 12-04-02-Traffic Engineering &Transportation Consulting ® develop transit along the US-1 Corridor, resulting in an acknowledgement that ® Heavy Rail transit as a preferred alternative was no longer feasible; to be successful ® in the provision of efficient and effective transit service, a more right-sized form of ® transit would need to be identified. All of these studies were integral in determining ® the costs and benefits of the development of public infrastructure to service their communities. Performing a study of this nature is an exercise in detail by first, ® identifying a variety of alternatives, and then, identifying multiple operational and O prioritization criteria. Financial analysis is also crucial. This includes cost of land, ® planning, design, construction as well as operations and maintenance amortized ® over the life of the facility. The studies progress by screening alternatives through ® the various criteria and finally ranking alternatives. Once a preferred alternative is selected, it is critical to perform the necessary public outreach in order to ® implement the facility. Engineering studies are part of the land development processes: An evaluation ® of roads, bridges, buildings all fall under the purview of engineering analysis. ® Corradino has a full-complement of civil, roadway, and construction engineers ® that work on similar efforts for municipal and state governments across the nation. They have performed feasibility studies-for roadways, railways, airports, and municipal buildings. They have also designed and managed the construction of streetscapes and traffic calming projects. ® 1 ® Corradino has done corridor planning across the nation. Recently in this region, the ® firm has planned for the US-1 Corridor, the SR 7 Corridor,,Krome A' enue Corridor, as ® well as similar efforts in-Doral, Miami Beach, North Miami, and many others. The firm ® has an extensive Project{Development and Environment (PD&E), Planning Division ® that works on these projects for FDOT and other departments of transportation. ® . ® The processes'used to plan transportation projects are ever evolving, yet they ® are still very centralized. In light of the- -more diverse livability goals of ® contemporary transportation and -urban planning, the methods of considering transportation projects is changing more quickly in recent years. Corradino practices a combination of corridor/livability projects, which represent a new ® generation of transportation planning in South Florida. This approach ® acknowledges that transportation and land use are inextricably linked. The ® Corradino Group and its team are very familiar with the approach, resulting ® from much work across the nation over the past four decades. Specifically, $ work was accomplished along the US-1 Corridor in southern Miami-Dade ® County, where the primary roadway corridor was enhanced with premium transit in the form of bus rapid transit, while simultaneous land use planning (for ® relrun A mime 2-9 •-•%.0 A LJ I I NW S ® City of Sunny Isles Beach • RFQ No. 12-04-02-Traffic Engineering & Transportation Consulting ® nodes of intensity at various points along the corridor) set the stage for more ® transit-friendly, sustainable development. ® Corradino is adept at the development of master plans. These plans have been ® completed for Miami Beach, the Miami Dade Coastal Communities, Miami ® Gardens, Doral, Palmetto Bay, Cutler Bay and many others. Master planning is an exercise in quality data collection, technical analysis, project development, project evaluation and prioritization as well as public involvement. Master plans first need ® to understand the community's wants. It is important to know what is desired. ® Through an analysis of existing and future conditions, a determination of needs can be attained. The complex part is: melding the wants and- the needs to build ® consensus on a program of projects that would be acceptable to the community, ® while mitigating future, impacts. Once a program of acceptable projects is listed, • they must be explained in'terms of costs to plan, design, and construct. Then they must be evaluated so those that meet the community criteria, are prioritized highest. Corradino likes la-develop implementation schedules with its master plans ® so that local governments understand the path for each project by identifying funding sources, appropriate permitting, and approval agencies, as well as implementation time frames. ® Parking Studies ® Corradino has-Worked with parking for many of its municipalities. Recently the firm completed a parking generation forecast for the:feasibility of a municipal ® parking garage and trcinsit transfer center in Palmetto Bay. For Miami Beach ® they performed they Intermodal Feasibility Study, -where ,they examined the • location, cost and parking generation of a municipal intermodal center. Also for Miami Beach the firm performed the one of the largest parking studies in the region, inventorying and analyzing all public parking in the city. This was a ® monumental data collection and arialysis effort. Corradino performed manual ® occupancy counts at least three times per day during the week and weekend ® for every public parking space, on street and off street, and then worked to develop parking policy for this critical infrastructure. Corradino has designed ® parking as well as estimated the cost to develop facilities. ® Roadway Design ® Corradino has successfully completed roadway design and drainage projects ® for cites in Miami-Dade County and across the nation for 40 years. The firm ® provides highway design in three functional areas: project development, ►nnn A ntwlr 411 VVn nfA V 11 \ V ® City of Sunny Isles Beach • RFQ No. 12-04-02-Traffic Engineering & Transportation Consulting functional plans, and functional construction drawings. The firm's extensive experience in highway design ranges from complex interchange configuration ® development and design, to local streetscape projects. Corradino staff expertly 0 handles projects where issues of constrained right-of-way and permit issuance present major challenges. • Project Programming ® As a result of the firm's master planning experience, MPO experience, as well as ® its PD&E experienced, Corradino understands how to move a transportation ® concept through the process to implementation, including what studies are ® needed, and when to insert a project on to the Long Range Transportation Plan, and TIP. We also understand the agencies involved and technical reviews ® required. , 0 ® SCHEDULE OF PROPOSED SERVICES ® Corradino understands that the City of Sunny Isles Beach is seeking consultants in multiple categories so serve as General Services Consultants. These consultants ® would be pre-selected- and available to work on individual `contracts or work 0 orders that the-City needs on an as needed basis. The benefits of selecting a ® pool of consultants is the ability to implement plans, studies, or designs more quickly than undergoing the full CCNA process each time an individual project is bid. Typically, individual projects desired by the City are scopedfand provided to 0the selected pool of consultants. The consultants bid,‘and one is selected in an ® expedited process. A work order is issued to that'`eonsultant and work begins as ® per the work orders' price, scope, and timeframe. ® With a million people visiting this geographically small city each year, the effort to ® preserve quality of life must be constantly attended to. Since incorporation, ® Sunny Isles Beach has done an excellent job of developing a high quality environment. What was once a sleepy seaside area with low-rise motels past ® their prime has become "Florida's Riviera." The City has attained worldwide ® prominence, vibrancy, diversity, excellent local governance and architecturally ® stunning buildings. Sunny Isles Beach is an extremely desirable location in which ® to live, work, and play with its unparalleled amenities. ® ^ivctAAvii i 2-11 S. 0 ® City of Sunny Isles Beach - RFQ No. 12-04-02-Traffic Engineering &Transportation Consulting ® Although successful in providing the best possible services to its residents, the 0 City faces issues that many communities face, including: transportation, need ® for additional park space, redevelopment, and overcrowded schools. S ® The City has an extensive beach walk program which allows better connectivity for residents west of Collins Avenue to access the beach. The only true north/south ® corridor serving the City is Collins Avenue, which is prone to traffic congestion at many times of the day. This will remain the condition into the future as there is no R- ® O-W for widening. Crossing this facility can be complicated, particularly when people attempt to cross mid-block. Over the years attempts have been made to minimize j-walking and incentivize crossing at intersections; ® Redevelopment of the few remaining oceanfront parcels may be considered a ® priority along with redevelopment of the City's Town Center area north of Sunny ® Isles Beach Boulevard. Currently, the west side of Collins Avenue consists of a ® series of shopping centers on parcels that are very much underutilized and also $ act as a barrier to the residential areas to the west. 0 Along with increased densities and intensities (and popularity as a place to live) ® comes the need to provide additional services. Completion of additional park ® space will be critical, along with the need to provide parking for residents and visitors alike. GI ® High quality residential and commercial projects and, their review are critical to ® the ongoing success of,the City. Yet challenges with, parking, transportation, ®' and mobility all exist./From a planning and .engineering perspective, Corradino understands how to deal with each of the tasks that may present themselves as ® part of this effort. Direct, relevant experience in doing so for many cities, ® particularly Miami Beach since the 1990s, makes Corradino an -excellent selection, one that will add value to each, of the assigned work orders. ® Transportation engineering and planning in South Florida; particularly the barrier ® island, is a constant challenge. It takes attention to assure that, as our cities continue to grow, they are able to maintain adequate infrastructure. Roadways, drainage, and water systems are a foundation on which private ® development is layered. Upgrading this infrastructure to accommodate new development is critical. As times change, and the City's demographics are shifting, the infrastructure needs change as well. As always, traffic and ® congestion is an issue in an area with such confined space. There are few alternative route options, so various options need to be examined to move ® people to where they need and want to go. r"o in A rt I K I r% 2-12 VV I nfl LJ 11 \ V ® City of Sunny Isles Beach RFQ No. 12-04-02-Traffic Engineering & Transportation Consulting MINIMUM QUALIFICATIONS The Corradino Group and its subconsultants are registered corporations in good ® standing with the State of Florida. 0 O. Corradino has worked with traffic at every level of government ® from the smallest municipalities to federally funded international efforts. When looking at these efforts it is important to gain a perspective on how the ® stakeholders view the future. Corradino has done analysis and designs for these projects in Palmetto Bay, ® Doral, Cutler Bay, Hialeah, Miami, and others. The ability to communicate the costs and benefits to the community is critical in attaining consensus on these efforts. Corradino's experience has shown that, while most traffic calming is controversial to :begin with, the surrounding community and neighbors are happy with the results often within 90 days after implementation. • PARKING STUDIES Corradino has worked with parking for many of its municipalities. Recently, the ® firm completed a parking generation forecast for the feasibility of a municipal parking garage and transit-transfer center in Palmetto Bay. For Miami Beach we ® performed the Intermodal Feasibility Study, where we examined the location, cost and parking gene?ation of a municipal intermodal center. Also for Miami ® Beach, Corradino performed one of the largest parking studies in the region, ® inventorying and analyzing all public parking in the city. This was a monumental ® data collection and analysis effort. Corradino performed manual occupancy ® counts at least three times per day during the week and weekend for every ® public parking space (on street and off street), and then worked to develop ® parking policy for this critical infrastructure. Corradino has designed parking as ® well as estimated the cost to develop facilities. 0 0 0 0 moo A r% " 4-3 0 0 ® City of Sunny Isles Beach RFQ No. 12-04-02 -Traffic Engineering & Transportation Consulting • • O'4VNNft'. ® V e 245 ® Or•O` REFERENCES The following section contains the Corradino Team's public sector clients' ® references of current and past customers, within the past five (5) years, of similar scope and size. 0 S • 40 • ® . 0 A 0 Q 0 r►rtoo A rI .! 5-1 VVf1 Ft A✓ 11 !
