We are confident that the City has a tremendous opportunity to continue to raise the bar in the field of public space revitalization, and we look forward to the opportunity to assist you with these efforts. We at EDSA are poised to help you reach and exceed your revitalization goals and help the City's citizens increase their quality of life. Our experience with similar, successful revitalization plans and detail design projects throughout South Florida and the world has given us the opportunity to enhance the quality of living in many communities across the globe. We are pleased to submit the enclosed qualifications in the structure requested in the RFQ and are confident you will find our submittal in line with the City's needs. EDSA was founded in 1960 and remains among the most respected and diverse planning and landscape architecture firms in the United States. We currently have a total staff of approximately 110 with eleven principals providing the leadership in Fort Lauderdale, Florida, our headquarters, as well as Orlando, Baltimore, and Beijing. EDSA offers complete planning and landscape architectural services for projects ranging from resorts and hotels to urban mixed use developments, and new and revitalized communities and neighborhoods. We are committed to the scope of work outlined in the RFQ and we will perform all services as requested in a timely manner for any and all projects awarded to us. EDSA shared in the City's vision of a pedestrian-oriented downtown destination, intended to spur economic development along the lesser known water amenity. EDSA designed a master plan for a one-mile continuous linear park along the New River,establishing 28 acres of waterfront public access within blocks of the central business district.The plan extended into the central district with linkages and a coordinated parking program, making the Riverwalk an icon of urban design. Detailed Design. and Construction Administration Services Scale: t.5 Mile Beachside Corridor The City of Fort Lauderdale's goals for the Beach Revitalization were to create a new urban beachfront image, stimulate private sector development for year-round. day and evening activities. and reestablish Fort Lauderdale Beach as a unique, world-class, tourist destination. EDSA led a multi-disciplinary Team of consultants to create a setting conducive to quality beachfront redevelopment. The renewed image immediately stimulated tourist and resident visitation as well as private sector response. By 1994. the Beach experienced a transformation with a series of completed small and medium size renovations and adaptive re-use projects. The private sector responded with additional development plans for major renovations and new construction for area hotels. EDSA developed the concept and applied it to the heavily traveled Second Street Corridor which straddles the downtown's existing activity centers. The resulting $3 million restoration project spans 4000 feet and 8 city blocks, addressing walking surfaces, interfaces with operating buildings, limited Right of Way space, future utilities, street tree planting, street lighting, furnishings, and detailing to support temporary traffic lane closures for pedestrian use during evenings and weekends. The project served in part to support the DDA's efforts to bring light rail to this same corridor in the future, as well as make sidestreet connection to Fort Lauderdale's Riverwalk. Detailed Design and Construction Administration Services Scale: 10 Mile Corridor An outgrowth of the Volusia Vision Initiative, the primary objective was to transform MA into a tropical boulevard with generous street gardens in a park-like setting. The 1.3 mile corridor was selected as an important gateway to the beach and the design was based upon traffic and transportation studies, public charrettes and professional judgment. New features included neatly landscaped and colorfully planted medians: special lighting to accentuate plantings and architectural detail; sidewalks with ornamental textured paving: and mini towers designed in likeness to the landmark clock towers. Completed in five phases to minimize impact on traffic flow. the cost of the streetscape improvements was S9.5 million. The intersection and surrounding area now present an exciting and uninterrupted port of entry for residents and visitors. EDSA l provided the original 10-mile corridor enhancement study which stretched from Ormond Beach to Daytona Beach Shores. The plan was to support application for city and county approval of the area as a community redevelopment eligible for tax rebates and tax increment financing. EDSA developed a beachfront master plan, which was the impetus for pedestrian circulation and infrastructure [mprovements along the beach. Public workshops were used to bring together both residents and public officials to generate a master plan for redevelopment. EDSA was then involved with a $3 million redesign of a major portion of Deerfield's Ocean Way. Improvements included drainage, paving, sidewalk pavers, trees, lights, entrance features at the intersections, columns and sitting walls, new showers, a bike lane and curbing. Named for Senator Mitch McConnell, the project has been instrumental in fostering a community spirit and an enhanced sense of pride and commitment to riverfront redevelopment along the Ohio River. As an anchor of downtown, the Plaza functions as a timeless outdoor amenity where people meet, gather and socialize playing host to music festivals, art shows, and celebratory public gatherings such as an annual barbecue event as well as serving more intimate daily use. The new design offers a safe and organized pedestrian network throughout the downtown area. The Avenue provides ample side parking spaces and the sidewalks are wide and bordered by benches, shaded trees and lush landscaping. The multiple pool concept with participatory water features created a wide range of intimately scaled outdoor rooms in a geometric composition that spanned the nearly 2-acre space surrounded by guest rooms and hotel restaurants. In 2005. under new ownership by the Blackstone Group as an offering in the newly formed Luxury Resorts flag. EDSA revisited the design.While keeping the'good bones'of the original pools. EDSA reconfigured and updated the surrounding spaces to restore overgrown view corridors, infuse contemporary imagery, and amplify hospitality spaces. The majestic Bastion walls that provide a backdrop to the waterfront were erected as fortifications to the island of Malta by the Knights of St. John following the crusades. During the late 1990's and early 2000's, the Maltese Government was looking to bring about positive environmental change and restoration in order to encourage economic activity in the Grand Harbour. Through a series of workshops, a master plan was developed, presented to the Board of Directors, and approved by the Maltese Government. During this phase of the design process, the artistic use of construction materials, and the exploration of techniques to promote the optimum performance of urban landscapes is a key focus. As we develop a concept, we explore the functional aspects of the project while expanding on the aesthetic and underlying spirit of the design. Materials, spatial relationships, construction methods are considered to maximize aesthetic value, all while promoting durability and longevity of materials. Additionally, as the character of the project is further refined, construction budgets are checked and refined. At the Construction Documentation stage of the design process, the EDSA team will further refine and prepare documents in sufficient detail to permit and implement the project. Typically this is done in two (2) to four (4) submissions, depending on the complexity of the project. Often times we recommend submitting preliminary drawings, at a 90% level to obtain permit comments, so that we can incorporate the permit comments into the 100% Bid and Construction Set. We employ over 30 practicing landscape architects licensed in the State of Florida, all of whom have led successful design and construction projects. It is this depth of knowledge and practical experience which provides excellent judgment and quality control for documents. Permitting We have been responsible for some of the more challenging entitlement processes taking place in the City in recent years. These projects have required us to work successfully with many community entities along the way, most notably related to the Bahia Mar Beach Resort, and over time with many private projects within the City and in South Florida.Through these experiences we have established respect and teamwork with the City and the community at large. Bidding Assistance Depending on the type of contractual relationship the City intends to have with its subcontractors, we at EDSA are well versed in the bidding process. We have had extensive experience with design-bid,Guaranteed Maximum Price, as well as Design-Build. During this phase of work, our team will be at the City's disposal to meet with contractors, the city's procurement office and officials, and be available to review and help tabulate technical bids from contractors. As part of this process, we are also available to develop addendums, if necessary and attend and facilitate pre-bid conferences and site visits.
