Methodology to Implement and Accomplish the Project The CES Team recognizes that a multi-phase approach is required throughout the life of each project, to ensure that unnecessary pitfalls are avoided; that the impact to business, schools and residential communities are minimized and that change orders during the construction phase are curtailed. The CES Team will analyze and carefully plan every aspect of the project including interagency coordination, permitting and regulatory compliance, pre-design, design and limited construction phase, relying on proven project implementation methods as described below: Existing Conditions Confirmation and Future Project Coordination Field checking of topographic and utility survey, existing ROW, and verifying project limits; 1 Conducting test pits or air/vacuum extractions to locate unclearly defined utilities (air/vacuum soil extraction is a proven technology for locating and verifying underground utilities while essentially eliminating the potential for damage to the utility); Confirming utility clearances and 1 potential relocation requirements. We also contact all agencies having jurisdiction in the project area and investigate whether new projects are planned for this area. Existing ROW and Easements ' Coordination and planning with the City of Coral Gables, FDOT, Miami-Dade County Public Works Department, and communities for acquisition of deficient ROW as needed. Uninterrupted Service during Construction ' To allow for the least amount of community disruption, early planning of the sequence of construction, and emergency plans for existing utility damage/failures due to construction activities will ensure water and sewer service throughout construction. ' Regulatory Permitting Early scoping meetings with agencies to define permit requirements and schedule for prompt submittal and approvals - such as FDOT, SFWMD, MDPWD, FDEP, DERM, and municipalities; this includes identifying special construction activity limitations for installing pump stations, stormwater systems and pipelines under major roadways, and traffic management. We welcome the opportunity to further discuss and refine these tasks once selected. I Phase I: Pre-Design The Team will work closely with City staff to develop the general alignment or location for the Projects; identify possible easement acquisitions, and evaluate connection point alternatives I with the least disruption to system operation. Based on the general alignment, the CES Team will perform the following: I Collect and Review Available Documents We will collect as-built utility maps for major facilities and will plot the utility information to define potential conflicts and to aid in the selection of alternative alignments. IConduct Field Reconnaissance We will make site visits in order to prepare the preliminary technical approach provided herein. Our core staff and technical experts will make additional site visits to further define/review I potential alignments and conflicts relative to existing utilities, traffic, proximity to sensitive areas, etc. I Coordination with Proposed Developments We will coordinate with private and public utility owners in the area to define development plans and potential conflicts. 1 Identify Regulatory and Permitting Requirements CES has extensive experience with South Florida local and federal agencies in the permitting of various project sizes fir t• .`'° I Throughout these years, CES's team members have p,,t , t1 ww4Ti developed strongp.r p professional relationships with these ":1 {// t agencies. The Team's focus in this task will be to I develop alternatives that minimize impacts to sensitive natural and community resources. This will facilitate approvals and regulatory agency permitting, reduce mitigation requirements, and decrease public controversy. IWe expect some route or location options will require a permit with federal or state agencies. Any possible canal crossings will be addressed with the SFWMD at the earliest project stages. Benchmarks for horizontal and vertical control can also be provided. The Team will support the City's right-of-way department in the following specific activities: ✓ Estimating construction corridor widths, including the preparation of typical sections showing trench widths, temporary stockpile locations, construction equipment dimensions and operating criteria, temporary traffic control measures, and clearances between the various construction zones necessary to afford safe working conditions. ✓ Identifying requirements for permanent access to the pipeline. 1 ✓ Using Assessor's Parcel Maps, documenting current land ownership along the alignment. ✓ Preparing Metes and Bounds descriptions of required property for both permanent and temporary easements. 1 Preliminary Geotechnical Investigation A preliminary geotechnical investigation, based on a desk-top literature review supported by field reconnaissance, will be conducted to assist in the establishment of preferred alignment corridors and facility sites. Geotechnical evaluations of soil and rock properties, groundwater, and potential geologic hazards at prospective sites will be summarized. Specific recommendations will be developed to facilitate engineering evaluations of alternative alignments and profiles including special considerations for pipeline trench stability, groundwater, tunneling and rock excavation. Conditions may differ substantially from those described above where pipelines cross developed areas. Local fill, imported material and disturbed formational materials probably are present due to earthwork performed for development. These conditions will be evaluated by a surface reconnaissance and subsurface exploration program during design. Thanks to our in-house materials testing lab, some limited geotechnical activities may be expedited to facilitate early decisions in the design analysis. a Value Engineering Review Throughout the design effort, the CES Team will seek the means to provide the most effective, cost-efficient, biddable and constructible design documents. We understand that this effort will 1 be augmented by value engineering (VE) reviews to provide essential functions in the most cost- effective manner, consistent with requisite performance, constructability, reliability, maintainability, and safety standards. The CES Project Manager and lead designers will provide required calculation and design documents to the VE Team Leader. We will make our technical experts available for the VE Team briefing. We recommend that the City also participate on the VE Team. The CES Team will make a design presentation to the VE Team, who will evaluate potential cost-saving options both for construction and total life-cycle costs. All VE Team's recommendations that maintain the design intent, reflect lower costs, and/or improve constructability and bidability will be implemented. Preliminary Design Cost Estimate A detailed breakdown in CSI format of our opinion of labor and material costs for construction will be prepared. From this stage through final cost estimate preparation, we will actively track cost changes to construction scope work items and maintain a "running" estimate for the City's periodic review in a project-specific web site. I City of Sunny Isles Beach Continuing Professional Architectural& Engineering Services RFQ 12-04-02 I 77 Phase II: Design In Phase II, the design of the projects will be developed. In addition, the detailed subsurface investigation of pipeline alignments will be conducted. Activities to be undertaken at each level of completion will be thoroughly identified in the project work plan and schedule, along with key deliverables, meetings and workshops, and coordination assignments as summarized below. Staffing Plan Evaluation Once the scope of work is defined, we can conduct an evaluation of the professional staff assigned to each project to ensure that the right personnel is taking care of our project. Geotechnical 8 Environmental Evaluation A detailed combined geotechnical and environmental survey will be conducted when the final route is established. Specific attention to soil/rock conditions, seasonal groundwater elevations, wetlands and other site features will be investigated. The investigation will focus on possible canal, utility and road crossings, with additional exploratory borings at regular intervals along the pipe alignment. Soil characteristics will be determined to facilitate efficient design of thrust restraint, trench sheaving and dewatering facilities. Surveys and soundings will be conducted for canal crossings for permitting compliance and contractor information. 1 Soff-Dig Utility Verification Where applicable, air/vacuum soil extraction for actual existing public and private utility locations will be conducted. Exact locations of critical utilities will be confirmed by field survey. Construction Plans B. Specifications Plan and profile drawings will be provided for the selected, permitable corridor. Plans will delineate permanent and temporary easements, rights-of-way and applicable property data. Multiple bid packages separating tunnel pipeline work and open-cut pipeline work may be recommended to reduce capital cost and increase number of bidders. Details will be provided for temporary utility service, pipeline appurtenances, bedding, utilities, structures, thrust restraint and connections. A required work sequence with specific requirements will be provided for each bid package. Maintenance of Traffic Plan (MOT) Traffic control plans in accordance with the City, MDPWD, and FDOT standards will be developed where construction activities encroaches on public rights-of-way. Emphasis will be placed on public safety and maintaining the traffic flow status quo. The successful completion of any construction project requires safety. When working on public roadways, safety needs to be extended not only to workers, but also to the general public using these roadways. The only way to extend safety to the workers and the general public is through a Maintenance of Traffic plan. Selecting and implementing the most effective MOT possible will reduce work related accidents. It will also reduce project costs and avoid schedule delays due to accidents. Roadways within the county vary from two-lane two-way to four lanes with a median. MOT plans for each type of troadway is illustrated below. Two-Lane Two-Way, Working Within the Travel Way This MOT plan is very important due to the lack of space and the close proximity of the work area to the general public. The work area will typically take one full lane. Flagmen will direct traffic from both directions through the remaining lane. Since the work zone will constantly ' move, there is no need for concrete barriers. The proper traffic control signs and devises will help all drivers safely maneuver around our work zone. It will also be used, if micro-tunneling is required for complex canal or highway crossings. The working and receiving shafts operate similar to the open-cut work zone. 1 i City of Sunny Isles Beach Continuing Professional Architectural&Engineering Services RFQ 12-04-02 I 28 — O (Typical MOT Two (Typical MOT Plan Two-Lane Two-Way) o goa a . _i ... _.y — 0 nr. 6 . u u a u D 0 D D D-'. :1-..---101"S",--:1/T-:- D I e II • mo mew/ © I Multilane, Work Within the Travel Way 1 This MOT also has a close proximity to the general public.
