The K&S Team recognize that in addition to our strong credentials, our resources and ability to respond quickly and efficiently are imperative to guarantee successful performance. This project requires a management plan designed to specifically address the staffing,monitoring,planning,and communications challenges that our experience indicates • are common with this type of contract. It also calls for a management plan that deals with the need for well-documented and understandable procedures so staff can be efficiently managed. Specifically,our management plan provides: • An efficient management system,with clearly defined roles and responsibilities for scope,schedule and budget; • A Contract Manager as the primary point-of-contact for the City; 0 • Quick-turnaround capability,as well as, long-term program and personnel continuity; • Depth of staff which allows the team to timely respond to multiple assignments simultaneously,if necessary; • Compliance with individual task schedules and budgets; • Flexibility to respond to changes in scope and direction;and • Quality assurance and quality control throughout all phases of a project. • K&S is a firm dedicated to the timely and cost-efficient delivery of services. In fact, in 2007, when the FDOT released its annual summary of design overruns (time and money), K&S ranked among the best of the over two hundred firms • surveyed. In the six-year period studied, K&S designed and surveyed twelve projects with a construction value in excess of $120 million dollars. No other firm selected by FDOT in that six-year period completed this volume of work, and maintained such low overruns in cost and time. At K&S,we attribute this success to our personnel and project management. Additionally,numerous staff members of our team proposed for this contract have either worked directly for a governmental agency or have performed duties as an extension of a governmental agency for many years. K&S believes our clients,our profession,and our projects deserve the highest quality product that can be produced; 0 therefore there is an established quality control plan that is implemented on all projects. Our Quality Control Plan is based on the philosophy that • • Quality is achieved by proper planning,coordination,supervision,and the appropriate use of skilled personnel; • Quality is controlled through checking,reviewing and monitoring of work activities by individuals outside of the Team; • • Quality is verified by having a senior manager performing QA/QC functions;and • Quality is assured through independent reviews by qualified staff through each stage of project development STAFFING HIGHLIGHTS • Our corporate structure and chain of command is similar to the City's in that we maintain executive level staff,which serve as a backstop and point of responsibility and accountability for the management of projects. We emphasize accountability for budget and schedule in our projects and we encourage open informal and formal communication as a tool to collectively work to meet the objective, budget, and schedule of the project. The contract for this study totaled $108,065 and included a Master ® Storwmater Analysis, meeting with governmental agencies to determine permit requirements,a cost analysis,a projected S construction schedule and a topographic survey to determine areas of flooding. 0 Individual street blocks within these areas were analyzed to determine the extent of flooding and where the flooding was ® the most substantial. Five methods of providing drainage relief were analyzed: roadside swales, exfiltration trench, dry retention ponds,injection wells and discharge into the New River Canal. Injection wells were immediately ruled out since 0 wells within this area would not be able to meet State standards. Keith and Schnars also provided a cost estimate for each ® of the drainage methods and the corresponding flood protection being provided for each. The design evaluation included water quality spreadsheet analysis to assess the treatment and pollutant removal for BOD,TSS,TP and TN as well as the • development of a hydrological model of the watershed.The selected treatment system was the created wetland system • based on gravity flow. It connects Florida Atlantic University's eastern entrance at NW 20th Street to the Tri-Rail Station atYamato Road. The trail meanders through natural preserve areas and residential communities and passes under 1-95,all adjacent to the El Rio Canal. We provided plans for the pathway,paving and drainage,structures,site amenities,and planting and irrigation. Keith and Schnars prepared structural design plans and specifications for a 95-foot pre-manufactured steel truss pedestrian bridge over the El Rio Canal in addition to a I 6'x16' fishing pier for recreational use.
