IMcMahon Associates, Inc. (McMahon) is pleased to submit one (1) original, one (1) copy and one (1) electronic
copy of our Qualifications to the City of Sunny Isles Beach, to assist the City with the service type of: Traffic
Engineering and Transportation Consulting Services. We are a full-service Transportation Engineering firm
Ithat offers traffic engineering, transportation planning, and roadway/signal design services to the City of
Sunny Isles Beach, Florida. We trust that the content and brevity of our response meets with your approval.
McMahon is a full-service transportation engineering and planning firm with offices in Florida, Pennsylvania,

New Jersey, Maryland and Massachusetts. We are licensed in the State of Florida to provide professional
Iservices and have enclosed the requisite documents, as proof of this registration. We also offer to the City,
• John P. Kim, P.E., PTOE, as our Project Manager. Mr. Kim is a Registered Licensed Professional Engineer in
the State of Florida, and an ITE Certified Professional Traffic Operations Engineer. He has over 18 years of
experience, all within South Florida, and he has managed more than three (3) of these types of similar projects,
such as: Village of Pinecrest, Miami-Dade EDP, and City of Palm Beach Gardens.
McMahon is familiar with Miami-Dade County and Sunny Isles Beach codes, ordinances and resolutions. We
understand, too, that we are responsible, as per the requirements of the projects within the defined service
Itype, for all federal, state and local permits, including but not limited to Miami-Dade Water and Sewer; DERM;
Environmental; HRS; Public Works; Florida Department of Transportation; and for coordination with all
departments of the City of Sunny Isles Beach.
1 Our approach to this project hill follow a few basic tenets to ensure the successful completion of each
assignment, as this contract will issue assignments on a rotation basis, between and including up to three (3)
firms for each discipline/service type. Special attention will be given to ensuring a proactive system of
coordination with City staff that will foster a sense of teamwork between the McMahon team and the City.
Specifically, McMahon will do the following:

I • Provide proactive project management, with systems of fail-safe communication channels;
• Develop a comprehensive scope of work for each assignment;
• Perform a preliminary investigation, and as required, a site visit for each assignment to
Iminimize the need for change orders/amendments;
• Develop and meet realistic project schedules;
• Assign experienced staff whom are included in this RFQ, and will be assigned for the contract
duration to cover the spectrum from data collection to design of construction plans;
• Assist the City, as required, with public involvement;
• Coordinate, on the City's behalf, with the necessary government agencies.
McMahon is comprised of a professional transportation engineering staff with a combined transportation
Iindustry experience in Florida, well in excess of 150 years. Our firm, celebrating 36 years of practice in April
2012, is steeped with history, affording the depth of philosophy, expertise, and accountability that goes above
and beyond the average professional transportation engineering organization. Located in West Palm Beach, at
1 5500 Village Boulevard, Suite 103, West Palm Beach, FL 33407, approximately 90 minutes from the City's
offices, we can provide the local presence necessary to be intimately familiar with the demographics of the
region, as well as the transportation-related issues and challenges that the City and its residents are facing.
IThe City of Sunny Isles Beach has our commitment to continue to deliver professional and personalized
Iservice on time and with quality, while being sensitive to the budgetary nature of any assignment. We will
also maintain the Professional Insurance requirements for the duration of the contract, and have included a
copy in this RFQ demonstrating our liability coverage.

Lauderdale on a multi-task work order contract for transportation engineering and planning services.
Services included DRI reviews/NOPC; intersection operation analyses; traffic impact study reviews;
and corridor analyses.

McMahon served on the Project Review Committee for the Downtown Transportation Master Plan.
Tasks involved review of all documentation and provision of guidance regarding analysis
methodologies and recommendations, including reviews of pedestrian and bicycle facilities.
McMahon participation facilitated the completion of the technical work on the project and

from 1991 through 1999 and from 2006 through 2009. During these two (2) periods, services

The project required an analysis of four (4) alternative reversible lane scenarios for West Flagler Street,

included the evaluation of the traffic impacts at all major/signalized intersections along the corridor
and used the recommended warrants for the use of reversible lanes. Multiple alternatives were
evaluated by modeling the subject corridor using Synchro software. The project also included

Performed study for City of Parkland that analyzed the proposed extension of Holmberg Road from its
terminus at that time (adjacent to Marjorie Stoneman Douglas High School) to Nob Hill Road. We
1 analyzed existing traffic volumes and levels of service on Holmberg Road and relevant parallel
facilities. Future conditions were evaluated utilizing Broward County's Urban Model. Eight different
Holmberg Road laneage/alignment alternatives were evaluated, with the conclusion that the City's
preferred alternative would adequately accommodate projected traffic demand, with the
implementation of other necessary infrastructure. The study also concluded that with the
implementation of all planned roadways within the City to their ultimate cross-section, that the
existing two-lane cross-section on Holmberg Road in the eastern area of the City would be adequate to
accommodate future demand.

This study involved developing a vision plan for the beach area, and included a parking capacity
analysis and roadway capacity improvements. The conceptual plan created, delineated all the

landscaping and streetscaping. The plan was also placed on the Broward County MPO Long-

Through the special funding of Community Development Block Grant Program, specifically the
' "Front Porch Program," McMahon performed a neighborhood traffic calming study. As a result of

' • Cleveland Avenue (US-41) Master Plan
Within the south and western limits of the DRA, Cleveland Avenue is a seven (7) lane undivided
highway. This project examined a "pilot" segment, from SR-82/Martin Luther King, Jr., Boulevard
to Canal Street, an approximate 1.25 mile segment, to improve safety and mobility. McMahon
' performed a corridor study, coordinated with the City/DRA, Lee County and FDOT, and
developed a proposed typical cross-section, including a landscaped median. McMahon also
assisted the City/DRA with FDOT to secure funding for the project. The project is planned to be
advertised in the Fall/Winter 2012, as a design project along the length of US-41, totaling over 3.0
miles, to Colonial Boulevard.
' • Downtown/Utility Streetscape Improvement Project
As a Consultant for Maintenance of Traffic (MOT), during construction, McMahon evaluated a
' specific area of critical downtown mobility. The City embarked on a $60 million utility
improvement project, which closed certain downtown streets, during construction. The project
MOT, at critical intersections, required signal timing and sequencing modifications to minimize
' motorists delay. The project is in its third year of construction, and should be completed by the
Spring of 2010.
SERVICE TYPE—ASSISTANCE WITH LOCAL AREA PLANNING
McMahon has extensive experience in working with municipalities and the FDOT in the administering
' of the DOT, Federally supported Local Area Planning (LAP) programs. This LAP program is an area

I • Hillsboro Boulevard Signal Corridor, Century Village (Amadeo Trinchitella) Boulevard and
Goolsby Boulevard/Lock Road
IAs part of a LAP/JPA project between the City of Deerfield Beach and FDOT, the City proposed to
improve two (2) traffic signalized locations along Hillsboro Boulevard: 1) Century Village
I Boulevard (aka Amadeo Trinchitella); and 2) Goolsby Boulevard/Lock Road. These two (2)
locations were also part of major traffic signalization communication upgrades by Broward County,
the maintaining agency. The Century Village Boulevard intersection was a simple traffic
I signalization upgrade to steel mast arms, from its existing span wire configuration. The
intersection of Goolsby Boulevard/Lock Road, was more extensive, and required a complete
realignment of the opposing left-turn lanes on the approaches, so to eliminate the split left-turn
Iphasing, and provide more green time to main street green, or Hillsboro Boulevard. This project
also required extensive coordination with FDOT and Broward County for approvals.

McMahon completed a high profile project for the City, jointly with the Division of Broward County
Parks & Recreation and the FDOT for the approximate 110-acre, Central County Regional Park, which
opened in 2008. The LAP project required coordination with FDOT, the exemption of a planned
project, between 12th Avenue and Sunrise Boulevard, and preparation of the roadway improvements
along SR-7/US-441 for a Vehicular Access Connection (VAC) of the park's main driveway.

Citywide Sidewalk Program
' The City of Port St. Lucie is LAP certified with FDOT. The City was able, due to their LAP certification,
to enter into a JPA with FDOT and to secure several hundred thousand dollars to design/permit and
construct sidewalks within the City. The City selected two (2) of their longest corridors and one other
' corridor, based upon the need and safety (within school Zones). These corridors included
Westmoreland Boulevard, Morningside Boulevard, and Floresta Drive, which totaled over eight (8)
miles of sidewalk construction. McMahon assisted the City with design/plan development; plan
' reviews; preparation of specifications, and cost estimates.

SR-80/First Street Access Management
' The City of Fort Myers, partnered with the FDOT and the Lee County Department of Transportation
for the Streetscape/Access Management for SR-80/Palm Beach Boulevard project. The existing corridor
is a multi-lane, undivided roadway with major cross-street intersections and heavy commercial
driveway access points. The project required extensive public involvement with the businesses,
residents and agencies to realize the benefits of access management, and thedevelopmentof a
controlled access landscape median plan. The outcome of the project was a success with the local
' community, and business leaders.

I traffic engineering for private and public sector clients since 1989. He has provided comprehensive
transportation consulting services for private sector clients in support of local and state land
development processes. Public sector clients include local jurisdictions, Metropolitan Planning
IOrganizations, Planning District Commissions, the FDOT the Virginia Department of Transportation,
the Washington Metropolitan Area Transit Authority, the Federal Highway Administration, and the
Army Corps of Engineers.
Adam K. Maze, P.E., Senior Project Manager — Design, has been involved in the design of public
I transportation facilities, since 1994. As our Design Section Leader, his current wealth of experience
encompasses all aspects of.roadway design projects, from technical design issues to complex project
management issues. Mr. Maze has achieved a high level of competence in the performance of his
Iduties, which has enabled him to progress and transition into his project management role, dealing
with both multiple clients/projects, as well as grow and mature the design group, and its skills.

Specifically, Mr. Maze draws from a vast array of experience including, but not limited to: pavement
design; drainage analyses and design; geometric design; maintenance of traffic; lighting; signalization;
specifications package preparation, and phase submittal preparation, as well as electronic delivery; and
construction administration/engineering.
To date, Mr. Maze has established and nurtured many productive working relationships with all of his
clients. These proactive professional relationships form the basis of Mr. Maze's success in his day-to-
day activities. Open lines of communication and constant interaction with the client have allowed for
him to deliver quality products ahead of schedule and within budget for both FDOT, County and
municipal governments. His overall level of technical proficiency, coupled with a solid project
management foundation gives McMahon Associates the capability to provide an end-product that does
not just meet, but exceeds the client's expectations.
Natalia T. Lercari, P.E., Senior Project Engineer — Traffic, has significant transportation engineering
' experience for both public and private sector clients, since 2001. She currently provides transportation
engineering services, such as travel demand forecasting; traffic signal warrant studies, interchange and
intersection operational analyses; DRI studies; Interchange Justification Reports; corridor studies;
simulation modeling; signal timings and traffic impact studies; and traffic operational analyses for
various projects. In addition, and through her growth within our organization and with our clients,
Ms. Lercari has elevated her experiences and, in fact, is a Project Manager on several municipal
continuing services contracts. In this role, she manages the day-to-day activities, and individual task
order assignments.
Julio Alegre, P.E., Senior Project Engineer — Traffic, has experience in transportation planning and
traffic engineering for private and public sector clients since 1997. His involvement has covered a wide
range of public and private sector planning/engineering projects, which have included traffic access and
circulation studies for major retail/commercial, industrial, office and institutional land uses; traffic impact
1 studies for various land use development applications, parking studies, roundabout evaluation, traffic

4.0 APPROACH/METHODOLOGY
McMahon understands that the City will require immediate responsiveness regarding availability of
personnel and the completion of multiple assigned tasks. We know that this is more often the case
with most governmental agencies and we are committed to setting a new standard in this regard. The
City will be provided the cell phone and home numbers for all McMahon personnel assigned to this
project, including our Principal-in-Charge, to ensure that we exceed the Citv's expectations.
1 McMahon presumes that the work may be issued as individual task authorizations based on the need
for professional services in the areas of: Traffic Studies and Parking Studies. We understand that the
majority of these requests will likely be relatively small projects that require an expedited turnaround.
' As task authorizations are assigned by the client, McMahon will provide input regarding the work
scope, schedule, and fee for the task. Timely completion of tasks is one of the cornerstones that
McMahon has built its reputation upon. We have accomplished this by working closely with our
clients to develop comprehensive scopes for work needed and in developing realistic timelines based
upon these scopes.
Our approach to this project for Professional Engineering Services will follow a few basic tenets to
ensure the successful completion of each assignment. Special attention will be given to maintaining a
' proactive system of coordination and a building of our relationships with City staff that will foster a
sense of teamwork between the McMahon team and the City. Specifically, McMahon will do the
following:
• Provide proactive project management;
• Develop a comprehensive scope of work for each assignment;
• Develop and meet realistic project schedules;
• Assign experienced staff capable of data collection, analysis, and report preparation;
' • Assist the City, as required, with public involvement.
Our experience with the different types of governmental agencies of varying sizes and philosophies
' regarding development and growth has taught us to always have the client communicate clearly there
perspective for any project. The most mundane of projects can often become a political nightmare.
Accordingly, we always consult clients so that they are aware of any liabilities or issues but at the same
' time understand what the client's needs are. This becomes a very important part of McMahon's
approach to these types of contracts and has helped us develop long lasting relationships with our
public sector clients.

jurisdiction. These design calculations include, but are not
limited to hydraulic calculations, energy and load
calculations, and electrical calculations.

energy efficiency strategies
t • Provide consultation services to the Building Department as
needed which may include, but not be limited to, inspections
and plans review as may be directed by the building official.
' • Provide inspections and associated reports.

The undersigned Proposers proposes and agrees, if this Bid is accepted, to enter into an agreement with
the City of Sunny Isles Beach to perform and furnish all Work as spedfied or indicated in the Contract
Documents and in accordance with the other terms and conditions of the Contract Documents.
The Proposers accepts all of the terms and conditions of this or Request for Qualifications. This Bid will
